President Yoweri Museveni has reshuffled his cabinet, dropping Energy minister Irene Muloni, Works and Transport minister Monica Azuba Ntege as some of the major eye-catching changes.
The two ministries have had a turbulent 2019. Azuba was associated with the mess in the revival of Uganda Airlines early this year. Muloni is replaced by Mary Kitutu who was the state minister for Environment while Azuba has been replaced by Gen Katumba Wamala who was the state minister for Works.
The Energy ministry is currently battling corruption allegations with the speaker of parliament claiming over Shs 24bn meant for the construction of Isimba dam bridge had been swindled. The same ministry is also in the spotlight with the proposed controversial construction of a hydropower dam at the Murchison Falls.
Among the standout new entrants albeit unsurprising in the cabinet is former opposition politician Beatrice Atim Anywar who has been appointed minister of state for Environment.
The former Forum for Democratic Party (FDC) MP switched ranks more than four years ago and has since become a staunch Museveni supporter. Frank Tumwebaze has been moved from Information, ICT & Communications to the 'less valued' ministry of Gender, Labour & Social Affairs. Former police spokesperson Judith Nabakooka has replaced Tumwebaze.
Raphael Magyezi has been rewarded for his efforts and role in the uplifting of the presidential age limit in 2017 when the Igara West MP ferociously presented a private members bill that succeeded in removing the last and only cap for Museveni to seek reelection in 2021. Magyezi has been appointed minister of Local Government. Also rewarded for their age limit lifting efforts is Peter Ogwang who has been appointed minister of state for ICT and Communications.
Two former opposition politicians; Betty Amongi and Beti Kamya have switched ministries. Kamya has been moved from Kampala and Metropolitan Affairs to Lands, Housing & Urban Development and vice versa.
Ephraim Kamuntu's reign as minister of Tourism, Wildlife & Antiquities has come to an end, replacing the controversial Gen Kahinda Otafiire as minister of Justice & Constitutional Affairs who has been made minister of East African Affairs.

In Exercise of the Powers vested in the President by Articles 99(1), 108(2), 108A(1), 113(1) and 114(1) of the 1995 Constitution of The Republic of Uganda, President Yoweri Kaguta Museveni has, in pursuance of the goals of the NRM and Ugandans in general, made minor changes to the Cabinet.
