Over 200 P.7 candidates relocated as floods devastate Katakwi

At least 212 primary seven candidates in Katakwi district are to be relocated from 11 examination centres in Katakwi as a result of flooding. This was announced ahead of the Primary Leaving Examinations (PLE), scheduled to take place on November 4 and November 5.

The affected schools include among others Ongongonja, Obwobwo, Okocho, Obulejet, Obulengorok, Omasia, Palam, Acanga, Ocwi, Apeuruaudot and Aparasia primary schools.

 

 

 

 

Seraphine Alia, the chief administrative officer Katakwi says that the decision to relocate the centres was taken after observing that a number of roads leading to the schools had been cut off by floods, making them inaccessible.

Alia says that he was personally stuck on his way to Ongongonja sub-county where he had gone to assess the state of roads and to establish whether vehicles could easily deliver PLE exams to primary schools in the area.

Patrick Ongwali, the inspector of schools in Katakwi district says they have resolved to relocate candidates to more accessible schools. Simon Peter Amaitum, the LC III chairperson of Okulonyo sub-county welcomed the plan by the district to relocate candidates to accessible schools, saying this will ease the administration of examinations in the area.

Russia exporting more food than weapons to Africa - Putin

Russia President Vladimir Putin has said contrary to popular thought, Russia is exporting more food to Africa than weapons.

In his plenary speech at the Russia-Africa Economic Forum in Sochi, Putin said Russia exported food products worth $25 billion in sales compared to $15 billion in weapons. The two-day Russia-Africa Economic Forum opened yesterday and attracted more than 40 African presidents and leaders. 

Below is Putin's full speech

Mr President, heads of state and heads of government of the African countries, friends, ladies and gentlemen, I would like to offer my heartfelt greetings to all of you, participants and guests of the Russia−Africa Economic Forum timed to coincide with the first-ever summit of Russia and African states.

All countries of the African continent are represented here today, by top officials, politicians and, of course, business leaders. Top managers of almost 2,000 Russian and foreign companies are taking part in this forum. The topic of this plenary session, Russia and Africa: Uncovering the Potential for Cooperation, is extremely important and relevant.

Economic issues are an integral part and an actual priority of Russia's relations with the African countries. Developing close business ties serves our common interests, contributes to the sustainable growth of all our countries, helps to improve quality of life and solve numerous social problems.

A lot of effort went into the preparations for this forum. Multiple events on specific fields of Russian-African cooperation have been held over the past year. They include an economic conference and a meeting of the African Export-Import Bank Board of Directors in Moscow last June.

The programme of the St Petersburg International Economic Forum included a special session on advancing cooperation with the African continent. There have been many other themed exhibitions, seminars, Russian-African business mission exchanges, in-depth and engaged discussions of prospective joint projects in trade, investment and industry-specific programmes.

To reiterate, African countries are becoming increasingly attractive for Russian businesses. This is largely due to the fact that Africa is becoming a global economic growth centre. According to experts, Africa's GDP will have reached $29 trillion by 2050.

Russia-Africa trade more than doubled over the past five years and exceeded, as our colleague just said, $20 billion. Is that a lot or a little? A colleague of ours said this is a good figure. I cannot agree with this.

I think it is way too little. After all, ladies and gentlemen, keep in mind that Egypt accounts for $7.7 billion, or 40 per cent, of these $20 billion. We have many potential partners in Africa, lots of them. They have good development prospects and enormous growth potential. Of course, this is not enough.

Notably, the product range of counter trading is expanding, and the share of non-resource – agricultural and industrial – products is increasing. Russia is among the top ten suppliers of food to the African market. We are now exporting more agricultural products than weapons to the markets of third countries.

Weapons account for $15 billion of our exports, whereas agricultural products are nearing $25 billion in sales, I believe. So, the potential for development is good here, too, and there are things to discuss.

We hope that taking all this together will continue to push the trade numbers up, and, I believe, we can easily at least double the volume of trade within the next four to five years.

Integration processes unfolding in Africa provide additional opportunities for cooperation. We welcome the creation of the African Continental Free Trade Area as part of the African Union and are willing to work with this new entity.

We support establishing close working contacts between the AU Commission and the Eurasian Economic Commission, which will sign a memorandum of understanding tomorrow. As an active participant in the EAEU, Russia will do its best to facilitate the convergence of trade regimes in the African Free Trade Area and the EAEU common market.

Notably, bilateral intergovernmental commissions and business councils established with many African countries work energetically on the economic agenda of Russia-Africa ties. Russia plans to expand its trade mission network, to support businesses and to establish new contacts.

The Coordinating Committee for Economic Cooperation with Sub-Saharan Africa created under the auspices of the Russian Chamber of Commerce and Industry has a good track record. This committee assists Russian entrepreneurs in accessing the African markets and helps businesses implement joint investment projects.

Many Russian companies have for a long time and successfully worked with their partners from various sectors of the African economy and are determined to increase their presence in Africa. We will support such plans at the state level.

Gazprom, Rosneft, and LUKOIL are implementing promising oil and gas projects on that continent. Alrosa is developing diamond deposits, Yandex is present on the markets of a number of countries, and helps African states address information security challenges and develop the digital economy. Rosatom is willing to build the nuclear industry for its African partners as a turnkey project and to build research centres based on multipurpose reactors.

The construction of the Russian Industrial Zone in Egypt is nearing completion. This is a major site in the Suez Canal Economic Zone, where Russian companies will be able to localise their production facilities. About 20 Russian companies will participate in this project. This is the current estimation and I am quite certain there will be more of them.

Friends,

Russia provides systematic assistance to developing the African continent. We provide trade preferences and cooperate within international organisations, such as the World Food Programme, the International Civil Defence Organisation and the World Health Organisation.

Our country is participating in an initiative to ease the African countries' debt burden. To date, the total amount of write-offs stands at over $20 billion. Joint programmes have been launched with a number of countries involving the use of debt to finance national economic growth projects.

We have developed cooperation in the fight against dangerous infectious diseases. In particular, a Russian research centre of epidemiology has been established in Guinea. (Applause.) Yes, it is a very good project; it turned out to be very effective. Our country was one of the first to respond to the Ebola epidemic by allocating over $60 billion for fighting it. It should be said that the vaccine is very effective. I believe it is the best in the world.

Training of skilled personnel is a traditional sphere of Russian-African cooperation. By the mid-1980s, we had built about a hundred educational establishments in Africa and half a million Africans have been trained for work at industrial companies and agricultural facilities in African countries. Currently, 17,000 Africans are studying here in Russia, including some 4,000 who are on federal scholarships.

Friends and colleagues,

This forum has a packed business programme. After President el-Sisi and I complete our speeches, the participants in this plenary session will be introduced to practical ideas and proposals in the promising spheres of Russian-African cooperation. The heads of Russian companies and the Economic Development Ministry have prepared presentations for the key Russian competencies, which open up new opportunities for our economic cooperation with Africa.

It is notable that numerous specific sessions will be held during the forum, in particular in the field of oil, gas and nuclear energy, mineral production, agriculture and high technology. You will have an opportunity to discuss concrete spheres of cooperation and coordinate agreements on mutually beneficial joint projects.

I am absolutely certain that this forum will give a fresh impetus to the further development of the entire range of trade and economic cooperation between Russia and its African friends. I wish all of you taking part in this forum every success and all the very best. We are grateful that you decided to come to Russia.

Russia to send strategic bombers to South Africa for visit

The Russian military says two of its nuclear-capable bombers will visit South Africa in what appears to be the first-ever such deployment to the African continent.

The Russian Defense ministry said Monday that sending the Tu-160 bombers is intended to help "develop bilateral military cooperation" and reflects a "strategic partnership" with one of Africa's most developed economies.

The mission comes as Russian President Vladimir Putin is set to host the first-ever Russia-Africa summit this week with 43 of the continent's 54 heads of state or government in attendance. The remaining 11 countries will be represented by foreign ministers or other officials.

As part of efforts to expand its clout in Africa, Russia has signed military cooperation agreements with at least 28 African countries, the majority in the past five years.

Rwandan national, security guards arrested over armed robberies

The Police Flying Squad Unit in collaboration with the Chieftaincy of Military Intelligence (CMI) has arrested nine suspected armed robbers, from different parts of the country.

Police spokesperson Fred Enanga said on Monday that the nine suspects include a Rwandan national, Sam Nkrunziza and three security guards identified as David Mawanda aka Seka, Gerald Nsubuga and Ronald Pulusiya.

Enanga said a joint security team has been hunting for the group that conducted robberies in the district of Ntungamo, Mbarara and Bwebajja on September 10 and 26 respectively.

Police, CMI first arrested six suspects who were found in possession of guns registered in Uganda and Democratic Republic of Congo (DRC). These include; Nkrunziza, Rodgers Karenzi, Fred Bahati, Brian Mbogo, Nuwagaba Obadia and August Tumwine.

"We have arrested thugs who have been using guns to rob in Ntungamo. We have been following them up. We have three armed robberies we registered on September 10 and September 26. In a crackdown, we have arrested six and recovered two SMG rifles. One is from DRC and one from here," said Enanga.

The Rwandan national, according to Enanga, owns a home at Kawempe Division, Kampala but also allegedly has another home in South Africa. Six out of the nine robbers were using three motorcycles for their missions particularly in areas of Ntungamo and Mbarara.

Three others; Mawanda, Nsubuga and Pulusiya could disguise as security guards at a fuel station in Bwebajja along Entebbe Road in Wakiso district but engage in robberies at night. Security forces suspect the fuel station owners and managers could have hired Nsubuga, Pulusiya and Mawanda not knowing their bad side.

"We have opened cases of armed robbery. We also recovered three motorcycles they have been using for an easy escape after armed robberies. We have masks they have been using to rob. They would cover their faces," added Enanga.

Nsubuga, Pulusiya and Mawanda are currently detained at Katwe police station, while their counterparts arrested in Ankole region are detained at Mbarara central police station. Enanga said plans were underway to transfer Nsubuga, Pulusiya and Mawanda to Special Investigations Division in Kireka.

Tariffs to remain high until Ugandans consume all generated power - gov't

All power generated at new power dams will have to be consumed, for Ugandans to realize cheaper electricity, a ministry of Energy official has said.  

James Banaabe, the director of Energy Resources at the ministry of Energy and Mineral Development said Uganda invested in new dams partly to lower tariffs but unless all the power generated at Isimba and Karuma dams is fully consumed, Ugandans will still pay higher tariffs for power.

Banaabe was speaking at the Geopolitics conference at Makerere University on Thursday evening. Ugandans pay more than 11 US cents (Shs 406) per unit of power they consume, making expensive for businesses and households.

President Museveni previously attributed high power tariff to the private investors running the Nalubaale and Bujagali power dams. Consequently, the government took loans to build the 183MW Isimba power dam and the 600MW Karuma dam. The president argued that since these will be run by the government, power from them will be cheaper at 5 US cents (Shs 184) for the factories.

According to Banaabe, this will still be a dream until all the power generated can be consumed. The country now has more power than Ugandans can consume with more power generated going to waste but government has to pay for it.

Uganda has increased its installed capacity to 1200MW after the launch of Isimba. It is expected to reach 1800MW when Karuma comes on board. Only half of this can be consumed. This means the government has to spend money to pay for power generated but not consumed.

Max Walter, a researcher with Centre for Development Alternatives, said most Ugandans' basic need was not connectivity to electricity. He said they had conducted research and asked Ugandans what they would spend on if they had Shs 10,000 and electricity was not one of them.

This, he said, brings into question whether the government should prioritize electricity access at the household level or at the services that will give ordinary people the needs they want. He argued that the government should ensure that health centres, education facilities, factories have electricity and its affordable.

Health centres would ensure quality care, factories provide jobs while education centres provide quality education. The country has lost 62 per cent of the forest cover because people can't use electricity for cooking so they depend on biomass. Walter said the government should not take this as business as usual.

Gov't to raid Petroleum Fund for Shs 450bn

Uganda government will once again withdraw money from the Petroleum Fund and use it to fund the 2019/20 financial year budget.

According to Bank of Uganda, government will withdraw Shs 445 billion which will be transferred from the Fund to the Consolidated Fund for government to pay for the 2019/20 financial year budget activities.

There is no money that has been put in the Petroleum Revenue Investment Reserve for investment, BoU notes in the 2018/19 report. This is not the first time government is drawing money from the Petroleum Fund to fund the budget. Last financial year, government withdrew Shs 200bn to fund the FY 2018/19 budget.

This puts into question government's constant claim that it would save money from oil activities for the future. Paul Lakuma, a research fellow at the Makerere University-based Economic Policy Research Centre (EPRC) said in the ideal situation, Uganda should be keeping that money. However, he said, the country has many funding gaps, including infrastructure, health, education, and housing.

It cannot, he said, afford to keep money somewhere when it has all these unfunded needs. He said the question should be whether we are using the money to fund the right development needs.

"We're a poor country, we cannot afford to put money abroad or in the bank. It is just politically unattainable. It is like President Museveni going around the country saying there is no money yet there's money in an account. What is that money for? What is that money for that you keep saying we're saving it for the future? Which future when you're borrowing? My question would be, are they using the money correctly." said Lakuma.

Officials from ministry of Finance told reporters that government can't keep money lying idle yet it has unfunded priorities. BoU says for this lot, it has not received annual cash flow plan of government in line with section 59(2) of the Public Finance Management Act 2015, where money appropriated to the Consolidated Fund from the Petroleum Fund shall be withdrawn quarterly.

BoU said they had anticipated capital gains tax of about $167 million from Tullow Oil (U) Ltd on the sale of part of its stake to Total E&P and CNOOC (U) Ltd but the deal collapsed last month after the oil companies and the government failed to agree on tax relief and recoverable costs issue.

As of July 1, 2018, the opening balance on the Petroleum Fund was $87.3 million and Shs 121.8 billion. During the year, the inflows were of $1.4 million and Shs 54.7 billion while the outflows of Shs 200 billion was transferred to the Consolidated Fund to finance the 2018/19 budget.

Consequently, as of June 30, 2019, the Fund balance stood at $74.8 million and Shs 28.2 billion. The Fund's money is kept in both dollars and Uganda shillings denominations.

13-year-old girl rescued from shrine after failed abortion

A 13-year-old girl has been hospitalized at Kiyunga health centre IV after suffering complications while procuring an abortion from a shrine located in Naigobya village, Bulongo sub-county, Luuka district. 

The victim, who was reportedly taken to the shrine by her suspected defiler Ivan Magunda, a teacher on Sunday night, suffered excessive bleeding and tear which required urgent medical attention. 

Magunda allegedly connived with the victim's parents whom he paid Shs 150,000 to conceal the information about the defilement and the subsequent pregnancy. The parents, however, alerted the police upon realizing that their daughter's life was in danger. In the aftermath, Magunda was arrested and detained at Nabugu police station.  

The victim's mother whose names have been withheld, says that Magunda, was entrusted to coach the child during weekends, a service he offered at no cost. However, he abused the trust by defiling the girl. 

Luuka district police commander John Bosco Serunjogi says that the suspect is facing charges of defilement and procuring an abortion.  

The Ugandan constitution and the Penal Code Act prohibit abortion, a practice which is equally challenged from moral or traditional perspectives. The constitution specifies that no person has a right to terminate the life of an unborn child except as permitted under the law, which explicitly allows abortion only women a woman's life is threatened.

However, thousands of Ugandans, the majority of them teenagers, continue to procure abortions in unregulated environments. According to the Health ministry, about 90,000 of the 400,000 abortions procured annually, result in severe health complications and sometimes death.

330,000 registered for O-level exams

Some 337,697 candidates have registered to sit for this year's Uganda Certificate of Examinations (UCE) from 3,531 centres across the country. This represents an increment of 963 candidates (0.28 per cent) from last year.

While announcing the start of the examinations at Uneb offices in Ntinda, Uganda National Examinations Board (Uneb) executive secretary, Dan Odongo said headteachers are expected to personally explain clearly to candidates their responsibility - with an emphasis on caution against examination malpractice and its consequences.

He urged headteachers not to delegate their role of briefing candidates to other staff as they prepare to start final examinations next week.

"Experience in previous examinations indicates that breach of rules and regulations by candidates occurred most commonly at centres where the briefing was poorly done or not done at all," Odongo said.

"To teachers, I strongly warn you to leave candidates to write their examinations. You have had four years to teach and it is now for the students to show what they have learnt."

He said examination malpractice is a vice and a cancer that eats at the very core of the education system of the country as well as attacks the credibility of Uneb certificates both nationally and internationally.

"While those headteachers, school directors, teachers who actively participate in, and parents who contribute the money to facilitate this criminal activity look at the short term gain of good results through fraud, they are not mindful of the great damage being done to those learners and the nation," he said.

This year's examinations for the three levels of P7, S4 and S6 will be conducted under the theme: "Integrity and Security in the management of Examinations is My Responsibility"

According to Odongo, the number of female candidates, for the first time, has surpassed that of males making up to 50.2 per cent, an increase from 49.5 per cent in 2018.

He said this is a significant development as for the last four or so years, "we have been reporting more female than male candidates registering at PLE and now it's beginning to come through at UCE."

Out of the 337,697 candidates, 144,260 are from government schools and 193,437 private. The total registered candidates include 401 candidates with various forms of disabilities such as blindness (36), dyslexia (sighted 21; blind four), hearing impairment (60) and severe physical handicap (75). Those with low vision are 88 while those in need of extra time are 117.

Practical examinations in Home Science subjects (Food and Nutrition and Home Management), oral and aural examinations in French and German languages and Music conducted by visiting examiners have been ongoing since September 23 and have ended.

On Monday next week, candidates will start with Physics practicals and Fine Art while the last paper will be done on November 15. Meanwhile, on November 4 and 5, P7 candidates will write their examinations as S6 candidates prepare to start on November 11 and end on December 2.

FIELD CONDUCT AT O-LEVEL

Odongo noted that the senior four examinations will be managed by 474 area supervisors, 3,531 centre supervisors, 13,279 chief invigilators and invigilators and slightly more than 1,200 scouts.

Personnel from all security agencies will operate both overtly and covertly while exam materials will be distributed through 24 routes, with a transport vehicle for each and adequately secured.

Police spokesman Fred Enanga said strict guidelines have been issued to its officers especially those attached to storage centres and transporting of exam parcels to schools.

"We are very alert and our intelligence teams are on the ground to watch whoever intends to tamper with any question papers," Enanga said.

Last year, question papers for Biology, Chemistry and Christian Religious Education were posted on social media hours before candidates sat. Uneb investigations showed that the epicentre of the leakage was an examination storage station in Busesa located after Iganga.

It involved the connivance of the area supervisor and a scout who confessed to have been paid a bribe of Shs 1 million to surrender the storage keys. To curb malpractice during the examinations, Odongo has encouraged the public to report any cases directly to police or Uneb on 0417773100, 0414286636, 0414289397, 0417691218 and 0772625154 and 0754235413.

Bobi Wine escapes police arrest

Police have maintained heavy joint security deployment at One Love Beach, Busabala, to stop a planned music concert by the Kyandondo East member of parliament, Robert Kyagulanyi alias Bobi Wine. 

The deployment includes security personnel from Uganda People's Defense Forces (UPDF), Military Police, Local Defense Unit - LDUs and Police Field Force Unit (FFU), under the command of the Kampala South regional police commander (RPC), Paul Kakamba and Katwe division police commander (DPC), Frantile Lwamusai.

Some of the security officers backed with armored vehicles, have strategically deployed on all roads leading to One Love Beach. Others are manning the entrance to One Love Beach ready to turn away whoever tries to access it.

Yesterday, Tuesday, the inspector general of police, Martins Okoth Ochola said Bobi Wine's concert dubbed "Osobola" had been cancelled because his plans fell short of crowd control and evacuation protocols in case of an emergency and adequate security for the big number of revelers. Police said they could not guarantee the security of revelers as they would be overstretched by the Independence Day celebrations. 

Meanwhile, Bobi Wine managed to beat the heavy security deployment and surveillance at his home in Magere, Wakiso district. 

He escaped on a boda boda but was cut off by security as he approached downtown Kampala enroute to Busabala. He, however, managed to escape arrest according to social media recordings posted online. 

In a brief engagement with URN, Lwamusai described the security deployment as normal, saying there is nothing to worry about. This isn't the first time police are blocking a music concert organized by Bobi Wine.

On Easter Monday this year, police stopped Bobi Wine's concert on grounds that he had failed to comply with the guidelines. The artist cum legislator has since sued police for blocking his music concerts since he joined active politics.

Police cancels another Bobi Wine concert

The inspector general of police Martins Okoth Ochola has canceled Kyadondo East MP Robert Kyagulanyi alias Bobi Wine's independence music show.

Ochola in his letter dated October 2, but released today Tuesday to Kampala Metropolitan Police (KMP), said Kyagulanyi did not consider the preparatory plans for medical care, traffic control, crowd control and security. 

"The serves to inform you that the notice to the inspector general of police has remarkably deficiencies, which do not guarantee lawfulness, safety, security for the public and organisers," reads Ochola's letter by AIGP Asuman Mugenyi. 

Kampala Metropolitan police spokesman, Patrick Onyango, quoting Ochola's letter said police in Kampala won't be in position to provide adequate security since police officers will be at the independence celebrations in Sironko and other authorized venues. 

Kyagulanyi had scheduled a music show dubbed 'Osobola' at his One Love Beach in Busabala in Makindye Ssabagabo Municipality in Wakiso district. 

As police announced the cancellation of the concert, the singer turned politician was doing rehearsals at his music studio at Fire Base in Kamwokya. 

"Regretfully, therefore, the staging of the said concert cannot be allowed to proceed until the concerns raised above are satisfactorily addressed," Ochola adds. 

Onyango said police won't allow an event that has fallen short of the guidelines as outlined by IGP to take place. He urged the public not to waste time going to Busabala because the event will not take place. 

On April 22 this year, police stopped Bobi Wine's concert on grounds that he had not met the laid down procedures. Field Force Unit unleashed brutality in foiling Bobi Wine Busabala concert in April where his car windows were smashed with a hammer and he was pepper-sprayed.

According to Kyagulanyi, more than 125 music concerts of his have been canceled or blocked since he joined politics as Kyadondo East MP in May 2017.

Bobi Wine wrote to IGP on October 1st and his letter was received by his office on the same day. Onyango acknowledged that the letter was received but Bobi Wine did not address the concerns raised by IGP.
