AU launches platform to track threats against African journalists

Threats to African journalists are nothing new, but the African Union is launching a website to track and monitor threats against them, in a bid to improve protections for media workers and support the right to freedom of the expression.

Six African journalists were killed in 2020, according to the International Federation of Journalists. Countless more were threatened, arrested, harassed, and censored, according to several media freedom and human rights groups.

That, the African Union is now saying, has to stop. And to do that, they're making use of journalists' most powerful tool: facts.

A new AU website, www.safetyofjournalistsinafrica.africa, launched Friday, and will now track threats to African journalists.

"We stand on the shoulders of these giants, these heroes of the of the media in Africa in whose name we today launched this platform that is designed to help end the harassment, detention, and even murder of journalists, just for doing their work," siad Jovial Rantao, chairman of the African Editors Forum, invoking the memories of fallen colleagues. "In some of our beloved continent, freedom of the media, freedom of expression, access to information, is a matter of life or death."

Rantao and his colleagues readily admit that journalists are often the irritating characters who lurk in the halls of power to shout tough questions at important people.

They are also figures like Zimbabwean investigative journalist Hopewell Chin'ono, who was recently granted bail after three weeks in prison. He was charged with "communicating falsehoods," after he tweeted that police had beaten an infant to death while enforcing COVID-19 lockdown regulations.

As South African President Cyril Ramaphosa argues, you don't have to like journalists or their work to support this initiative.

"It requires that we rigorously defend the right of journalists to do their work, to write, to publish, and to also broadcast what they like, even if we disagree with some or all of it," Ramaphosa said. "Africa is on the march to entrench a culture of human rights, of democracy, gender equality, inclusion, peace, prosperity, security for all our citizens, and unfettered media freedom and independence.  The digital platform for the safety of journalists in Africa is an important tool in promoting the safety of journalists and other media workers across Africa."

But, media freedom advocates were quick to point out, that doesn't mean journalists are without responsibilities. At the virtual launch of the website, media freedom advocates spoke of Felicien Kabuga, founder of Rwanda's infamous Radio Télévision Libre des Mille Collines. That's the broadcaster whose reporters actively encouraged Rwandans to participate in the 1994 genocide that killed more than 800,000 people.

Kabuga's use of the platform to spew hatred and incite violence has led him to prison, in the Hague. The head of the AU African Governance Architecture Secretariat, Salah Hammad, says the AU draws a direct line between honest journalism and robust, peaceful societies.

"So when we are talking about the rights of people, the rights of human and people's rights in Africa, we cannot really exclude media freedom as well as a right to expression and right to freedom of expression as well as a right to information," he said. "And the African Union, in its constitutive act, clearly indicated that the African Union, in totality, is very supportive of course of the promotion and protection of these rights."

The platform will help keep a focus on continuing violations, like the January 19 shooting death of an Ethiopian broadcaster in the conflict-wracked Tigray region. The independent Ethiopian Human Rights Council says that the journalist, Dawit Kebede Araya, and a friend were killed execution-style by security forces.

Mourners overpower police to storm burial of Bamasaba cultural leader

Hundreds of mourners descended on Busayi village in Bududa district to attend the burial of Umukuka II, Bob Saul Kipiro Mushikori, the former head of Inzu Ya Masaba.

Mushikor, who succumbed to COVID-19 early this month, was laid to rest at his ancestral home in Busayi village in Bududa district Saturday afternoon.     

Earlier on, officials of Inzu Ya Masaba had indicated that only 200 people with invites would attend the burial in respect to the Health ministry directive to contain the spread of COVID-19. Police deployed to enforce the standard operating procedures and blocked the non-invited mourners from accessing the burial grounds.    

Among those blocked from accessing the burial grounds was a delegation of clan leaders from Busoga chiefdom. However, the huge number of mourners later overwhelmed the officers deployed to man the entrance to the burial grounds and forced their way in.

Mary Nabutayi, a resident of Busai said there is no way she would travel all the way and then get blocked from accessing the burial grounds. Winnie Nandudu, another mourner said she couldn't stand being stopped from the burial of the late Mushikori with whom they share the same clan.

Statistical impossibilities: Museveni scored 100% at 348 polling stations

President Museveni scored 100 per cent at 348 polling stations in the Kiruhura, Kazo and Isingiro districts, according to an analysis of presidential election data released by the Electoral Commission data on Thursday. 
  
At these polling stations, he polled 138,063 votes. The president scored 100 per cent at 143 polling stations in Kiruhura — his home district, 113 polling stations in Kazo district which was carved out of Kiruhura two years ago. He also scored 100 per cent at 92 polling stations in Isingiro district.

Museveni scoring 100 per cent at a polling station in Kiruhura isn't unprecedented. But the magnitude this time is unmatched when compared to scores of the previous elections. For instance, in the 2016 election, Museveni scored 100 per cent at 141 polling stations, most of them were in Kiruhura, while others were in Nakaseke. 

Tens of these polling stations also registered 100 per cent voter turnout; 60 polling station stations in Kiruhura and 36 in Kazo registered 100 per cent voter turnout. 

Compared to previous statistics, Isingiro voter turnout is mind-boggling. In 2016, Museveni scored 100 per cent at just one polling station but he scored 100 per cent at 92 polling stations in January 14th election this year. Previously, just one polling station registered 100 per cent voter turnout, but 142 polling stations had 100 per cent voter turnout in this month's presidential election.

The 100 per cent voter turnout at so many polling stations is nearly miraculous as the voters register is updated a year before elections—for instance, the register used in the January 14th election was last updated in December 2019. It means 13 months later, no one in the area died, no one has migrated, none was sick nor did a single person forego voting for any conceivable reason. 

These aren't the only districts where Museveni scored 100 per cent. There are polling stations in Sembabule, Nakaseke, Ibanda and Ntungamo districts where the president polled 100 per cent. Bernard Sabiti, a public policy and data analyst tweeted that the January 14th election results data is full of statistical impossibilities. He argued that an "independent, data literate court can overturn an election" based on these statistical impossibilities. Interestingly, even where invalid votes were registered, Museveni still scored 100 per cent.

In Kiruhura explanation of these nearly impossible voting patterns depend on who you ask. In November last year when a URN reporter visited Kiruhura and Kazo districts, Apollo Karega, who was contesting for Nyabushozi constituency seat on Alliance for National Transformation ticket claimed that "dead people vote and together those who stay too far away to come be around on polling day are usually always the first to vote".   

Last week, Nyakato (name changed) a voter in Isingiro, told The Observer that people from elsewhere should not be quick to claim people in western Ugandan 'tribalistically' voted for Museveni. She said when she went at her polling station at Busingye pentecostal church at around 11 am, she was told she'd already voted yet she still had in her possession her voter location slip and National IDs, the two main documents that were being used for verification of voters on January 14.

"I thought I was the only one until when a boda boda rider also told me the same had happened to him at a nearby polling station. Later in the evening, we discovered that many people in the area had already been voted for," Nyakato said. 

But several NRM leaders in the districts of Kazo and Kiruhura dismissed "rigging" allegations as baseless. The Kazo NRM chairperson, Wilson Nkaija for instance argued that no over one has ever sued "people of Kiruhura for voting Museveni massively." He argued that elections in the district as always free and fair.

Wilson Kajwengye, the Nyabushozi MP elect said all election petitions challenging Museveni's win have been defeated.

"Nyabushozi people feel so proud that president Museveni who has performed above everybody's expectations comes from Nyabushozi, and they always go out and vote for him," Kajwengye said.

Other NRM supporters argued that election observers usually traverse Kiruhura on voting day, witnessing how people vote peacefully. They argue that no one has ever produced a report saying elections in Kiruhura are rigged.

Mob justice: Uncle Money sentenced to 4 years in jail for manslaughter

Renowned national football team, Uganda Cranes fan Jackson Ssewanyana alias Uncle Money has been sentenced to four years in jail for manslaughter.

Buganda Road court chief magistrate, Miriam Akello Ayo convicted Uncle Money together with Benson Ssenyonga after finding them guilty of causing the unlawful death of Siraje Akim Tumusiime, a former mechanic in Kasubi Zone Four, Kampala district. 

Tumusiime died on August 16, 2019, a few days after being subjected to mob justice after being accused of stealing a mobile phone. During the hearing, court heard that Uncle Money held the deceased by the collar and dragged him on the road towards the Royal hotel in Kasubi before handing him over to a mob led by Ssenyonga.

The mob thereafter undressed the deceased and battered with electricity cables after tying his arms together with the legs.  He pleaded with the mob to spare his life in vain. In her judgment, Ayo noted that Uncle Money and Ssenyonga who were serving as the vice-chairperson and defense secretary of the village respectively ought to have upheld the law but chose to descend on the deceased and tortured him to death.    

She explained that the testimony of the prosecution witnesses shows that the convicts killed the deceased in a very barbaric manner, which should be condemned. In her judgment, Ayo said the convicts deserve a custodial sentence and handed them a four-year jail term.

She directed that court refunds the Shs 2 million the convicts deposited as security for their bail and advised them to appeal the decision in a higher court if they are dissatisfied with her judgment. 

State prosecutor, Timothy Amerit had asked the court to sentence the convicts to 30 years in jail, arguing that cases of mob justice have been rampant in Ugandan societies. 

However, the convict's lawyer, Robert Kasozi asked the court to give his clients a lenient sentence on grounds that they are the sole breadwinners of their families and first-time offenders, a factor the magistrate considered while passing her sentence. 

Tumusiime's widow, Joan Natukunda wasn't happy with the sentence, saying Uncle Money needed to be in jail for the rest of his life such that his family can also have their share of the suffering she is going through. Natukunda, who broke down in court, said her children didn't lack anything when their father was still alive but are currently struggling to survive.

President Magufuli warns Tanzanians against COVID-19 vaccines

Tanzanian President John Magufuli has warned his Health ministry against rushing to adopt COVID-19 vaccines, suggesting the vaccines may not be safe or effective.

In a speech Wednesday in western Tanzania, Magufuli expressed doubt about vaccines produced by Western countries.

"If the white man was able to come up with vaccinations, then vaccinations for Aids would have been brought, tuberculosis would be a thing of the past, vaccines for malaria and cancer would have been found," said the president.

Magufuli directed the ministry of Health to adopt a vaccine only after it is certified by Tanzanian experts. He said Tanzanians must not be used as guinea pigs in vaccine trials.

Little is known about the state of the coronavirus in Tanzania, as the president has declared the country to be "COVID-free" and officials refuse to keep track of coronavirus infections or deaths.

The president has told officials to promote herbs to remedy COVID-19 symptoms. Maguflui told those in attendance Wednesday that they should continue to put their trust in God, saying that they "have lived for over one year without the virus because our God is able, and Satan will always fail."

Parliament to spend Shs 5bn on new cars for speakers, directors

The parliamentary commission under its request for additional funding totalling Shs 249.52 billion planning to procure 13 vehicles including those for the speaker and deputy speaker, their lead and backup cars and the entitled directors and assistant directors.

According to the legal and parliamentary affairs committee report, this will require Shs 5.423 billion under the parliamentary commission's development budget.

"The committee recommends that Shs 5.423 billion be provided for procurement of vehicles for the political leadership and entitled officers during the financial year 2021/2022 budget," reads part of the report.

Jacob Oboth Oboth, the legal and parliamentary committee chairperson presented the report on the budget framework paper for the financial year 2021/22 to the budget committee.

In the report, the committee further recommends that an additional Shs 22.8 billion for parliamentary committees to undertake parliamentary oversight and legislative roles efficiently and effectively. The committee also demands that the parliamentary commission provide committee funds based on work plans of committees as provided for by Section 13 (14) of the Public Finance Management Act, 2015.

"Parliament heavily relies on its recurrent budget to fulfil its oversight role," reads part of the committee report. 

"During the financial year 2017/2018, MPs and staff travel allowances were increased and a number of oversight activities were undertaken. However, during the financial year 2021/2022 the non-wage recurrent budget is projected to reduce from Shs 520.205 billion to Shs 515.16 billion. This is in spite of the increase in the number of MPs in the 11th parliament. The additional requirement of Shs 22.8 billion is required for committees to undertake their respective oversight roles during financial year 2021/2022." 

Support to departments of parliament

Further recommended by the committee is an additional Shs 34.973 billion to enhance the capacity of different departments of parliament to efficiently and effectively fulfill their respective mandates.

According to the report, departments of parliament receive the least budgets despite their mandate of providing technical support to committees and parliament as a whole. The MPs say that these departments require additional funds for capacity building to serve the increasing number of members of parliament, funds to undertake studies to enable parliament make informed decisions and benchmark to obtain best practices.

Wage shortfall

Legislators on the legal and parliamentary affairs committee recommend that government provide an additional Shs 21.324 billion for additional wages in the financial year 2021/2022 budget estimates to cater for the additional MPs in the 11th parliament.

"The committee observed that the 11th parliament will have 555 members of parliament from the current 457. This creates a wage shortfall of Shs 21.324 billion in the financial year 2021/2022 budget," states the report. 

Shortfalls in the recurrent non-wage budget

The committee also reports that MPs are entitled to a car of Shs 200 million and that no provision has been made for the amount of Shs 165 billion in FY 2021/2022. In the report, the committee notes that government intends to raise these resources from tax revenue measures.

Fire guts Royal Foam Mattress factory again

Fire has gutted Royal Foam Mattress factory in Kyambogo again, destroying mattresses and property worth millions of shillings.

Residents told URN that they saw a huge plume of smoke as the fire ravaged the factory today from around 3 am. According to the deputy Kampala Metropolitan spokesperson Luke Owoyesgyire, there were no reported incidents of death or injuries since all workers were evacuated on time. 

Police says preliminary investigations show the fire started from the basement of the store building. The fire was finally put out today afternoon by officers from the Police Fire and Rescue Directorate who teamed up with residents and employees of the factory.

Isma Ssematimba, an employee at the factory, says police's earlier efforts to extinguish the fire were hampered by lack of access roads for emergencies.         

The factory is located in a manufacturing hub, which is home to dozens of industrial units with potentially inflammable liquids. Innocent Kakooza, a resident says the neighbouring factories and warehouses are at the same risk.  

"Today's incidents requires the relevant authorities to conduct deep investigations into the increasing cases of fire at this factory otherwise this problem will soon spread to other factories in the neighbourhood," said Kakooza.  

This is the third time in less than three years that fire is being reported at Royal Foam factory. In 2019, the two serious fire outbreaks destroyed properties and injured several workers. At the time police said the fire was started by a welder at the factory.    

However, some employees suspect that the fire started from the chemicals used in the manufacture of mattresses before it spread through the factory premises.

Covid-19 kills 2 ministers, prisons boss in Zimbabwe

Zimbabwe's government held burials Wednesday for two cabinet ministers and a former prison official who died from COVID-19.  

The cabinet now has lost four ministers to the coronavirus — three of them this month — and more than 1,000 people overall. Public health experts blame Zimbabwe's collapsed healthcare system. 

At the burial of the Transport and Foreign Affairs ministers, vice president Constantino Chiwenga urged Zimbabweans to observe social distancing, wear face masks and wash their hands to fight the coronavirus.      

"COVID-19 has taught us an important lesson; that we are all mortals," he said. "The fight against this pandemic does not allow us to choose who to walk with, work with, or run with. It does not discriminate, between the powerful and the weak, the privileged and the deprived, the haves and the have nots. It is a ruthless juggernaut that leaves a trail of destruction and desperation. But we will eventually conquer it. We will eventually conquer it and conquer it as a people." 

The burials of minister of Foreign Affairs Sibusiso Moyo, Transport minister Joel Biggie Matiza and former head of Zimbabwe's prisons Paradzai Zimondi — all COVID-19 cases — come hardly a week after President Emmerson Mnangagwa presided over the burials of a minister and a senior official of the ruling ZANU-PF party at the same national shrine. 

Following the deaths, the country's government spokesman, Nick Mangwana, accused the country's health workers of being "assassins." He has since apologized following public outcry.      

Dr. Pamela Magande, president of Zimbabwe College of Public Health Physicians, says the recent surge in coronavirus cases was caused by a "relaxed festive season," when people did not social distance and did not wear face masks.   

"We know that to prevent this disease and to protect ourselves, we need to keep our masks on, we know that social distance is important and we also know that hygiene is also important... So as long as there is no actual treatment or vaccine, we have no options but to stick to these public health interventions,"  she said.

On Wednesday, vice president Chiwenga, who doubles as Zimbabwe's Health minister, said the country was in the process of acquiring coronavirus vaccine. A health official this week told a parliamentary committee that China and Russia were among countries that had offered to supply Zimbabwe with the vaccine. 

Critics blame Mnangagwa and his predecessor, the late Robert Mugabe, for allowing the country's healthcare system to decline to the point where some hospitals have no pain killers and in some cases patients are asked to bring their own water.  

On several occasions in the past year, health care workers have gone on strike, citing low pay and a lack of safety gear to protect themselves against the coronavirus.

State withdraws case against UCAA director over defacing Museveni posters

The state has lost interest in the case filed against Efrance Musimenta Mbagaya, the acting director human resource and administration at Uganda Civil Aviation Authority (UCAA) for removing campaign posters of President Yoweri Museveni from UCAA offices. 

Mbagaya reportedly sanctioned the removal of Museveni's campaign posters which were pinned at the UCAA head offices at Entebbe airport, in contravention of Section 78 of the Presidential Elections Act.

The posters had been pinned on the gate, the walls and other environs around the building, raising complaints that UCAA being a public office should not be seen to be advancing interests of any presidential candidate.

In the aftermath, Mbagaya was arrested by Special Forces Command (SFC) officers when she appeared at the Aviation police station at Entebbe airport to record a statement on the matter. According to the law, a person who defaces campaign posters of any candidate is liable to a fine not exceeding Shs 480,000 or imprisonment for one year or both, upon conviction.

However, on Wednesday, the state attorney Jean Nareeba told the court presided over by magistrate Juliet Nakitende that the Directorate of Public Prosecutions (DPP), Jane Frances Abodo, has discontinued proceedings against Mbagaya. The court also heard that the National Resistance Movement (NRM) party had written a letter on January 19 indicating that it was not interested in pursuing the matter.

The NRM had earlier on held a discussion with Musimenta, and, according to sources, the party was convinced that Musimenta's actions were "well-intentioned" and that "she did not intend to deface or maliciously remove the posters.

Meanwhile, last month UCAA advertised the position of director human resource and administration. Musimenta, however, says she is not affected because she is the substantive human resource manager training and development.

Internet lockdown hit govt more

When government ordered a total internet shutdown on January 13, the aim was to lock-out the "vibrant" social media users and have absolute control of the flow of electoral information before and after the January 14 general election.

But the government sanctioned total internet lockdown had a severe an unintended consequence: It inflicted much pain on all government agencies and departments. A cautionary letter dated January 18, from the ministry of Finance to Prime Minister Ruhakana Rugunda detailed the depth and breadth of the damage the shutdown had inflicted.

Interestingly, that may have informed the government decision to partially restore the internet on the same day, January 18. Social media remains locked down to those without VPN services.

Mr Patrick Ocailap on behalf of the permanent secretary/secretary to the treasury (Keith Muhakanizi), wrote to Rugunda explaining in detail the "crippling effects of the internet lockdown on treasury operations, financial sector and businesses generally.

"I write to make reference to our telephone discussion this morning on the above matter. I did consult my minister about the same and he guided that I draw your attention in writing to the crippling effects of the internet lockdown on treasury operations, financial sector and businesses generally," Ocailap wrote.

In the letter titled, Effects of internet lockdown on treasury operation, financial sector and economy, Patrick Ocailap said, "All government payments including statutory obligations e.g. debt and interest payments for both domestic and external borrowing, processing of pensions, salaries and wages, etc. cannot be paid."

Ocailap said he consulted Bank of Uganda and Uganda Revenue Authority.

"And I can confirm that; the banks cannot carry out normal banking transactions e.g international settlements, forex transactions etc. thereby impairing their normal banking and payment activities."

Bank of Uganda, the letter says, "cannot carry out any payment settlements and statutory obligations because most of their systems are equally shutdown."

"Uganda Revenue Authority cannot collect and transmit revenue to the Consolidated Fund through the normal commercial banks operations," Ocailap said. He said, businesses cannot file VAT returns and/or remit tax payments as appropriate and the web-based e-receipt system is non-functional.

"The above, among others, will definitely lead to substantial revenue and business losses in the economy; besides government defaulting on its statutory obligations."

According to BBC, the Democratic Republic of the Congo lost an estimated US$ 3 million per day in 2018 when it shut down the internet. Uganda is projected to lose about US$ 6.5 million per day during this extended lockdown.

This is the third time Uganda is shutting down the internet. The first one was in February 18-21 2016. Government shut down social media and mobile money for four days. Another was on May 11-12, 2016.

Cipesa.org in a report titled; A frame-work for Calculating the economic impact of internet disruptions in Sub-Saharan Africa," says Internet—especially social media—disruptions have become common in Sub-Saharan Africa (SSA). Since 2015, there have been confirmed disruptions in 12 countries in the region, with some disrupt-ing communications on more than one occasion.

Shutdowns are becoming more frequent, mostly initiated around election times (e.g. Chad, Gabon, Gambia, Republic of the Congo, Uganda), public protests (Burundi, CAR, Cameroon, DR Congo, Ethiopia, Mali, Niger, and Togo) and during national exams (Ethiopia).

The longest shutdown was recorded in Cameroon, lasting 93 days beginning, January 16, 2017. In a number of cases, security agencies work with national communications regulators to order the disruption, mostly citing national security or public order considerations, and referencing the regulator's powers to order service providers to interrupt services.

In Uganda, MTN and Airtel were ordered by the Uganda Communications Commission to shut down the internet. They issued statements to that effect. The Cipesa.org report says internet disruptions have taken many forms and are effected through orders to service providers to block access to selected services such as Facebook, WhatsApp, Twitter, and mobile money services, or to disrupt all online communication.

The report says most shutdowns affect the entire country, but Ethiopia and Cameroon in 2016 and 2017 respectively ordered disruptions that targeted regions affected by citizens' protests. In Gabon last year, following a total shutdown, the government subsequently instituted a 12-hour-a-day curfew on internet access.

Shutting down internet and social media access—an increasingly popular choice for governments on the continent in response to protests and dissent—came at a cost of $2.1 billion last year (2019). Deliberate internet and social media blackouts lasted nearly 8,000 hours across Sub-Saharan Africa, according to an analysis in The Global Cost of Internet Shutdowns in 2019 report.

The report's analysis excluded internet outages due to natural disasters or infrastructural failure. With losses of US$8 billion attributed to internet and social media shutdowns around the world, Africa accounted for around 25% of global economic impact.

It calculated the economic cost of blackouts using the Cost of Shutdown Tool (COST) developed by internet access advocacy groups, The Internet Society and Net-blocks.

PRIVATE SECTOR

In the private sector, the shutdown left telecom companies counting billions of shillings in lost revenue from data services (the internet) while a number of web-based businesses such as Uber and Safe Boda, saw their revenues tumble during the five-day blockade.

According to MTN's annual financials for 2019, the telecom company made at least Shs 687 million ($190,000) in revenue from its data services per day. This kind of revenue was wiped away by the shutdown. "

Mobile data and MoMo (Mobile Money) both delivered double-digit revenue growth of 39.7 per cent and 13.9 per cent respectively. The phenomenal growth in data can be attributed to a 52.1 per cent increase in active users and a 2.2 per cent improvement in smartphone penetration to 21.4 per cent," MTN's group financial results note of Uganda's performance.

There is no public information about Airtel Uganda's financial figures as the company does not provide a country break-down. The growth of online internet services has been welcomed by the banks. A bank such as Standard Chartered has in the recent past closed a number of its branches in preference for its Straight2Bank online platform.

"Over 86 per cent of our client interactions with the bank now happen outside the branch," Standard Chartered bank Uganda said in its 2019 financial annual report, pointing to the growth of its online platform. With the internet system off, many of these customers struggled to transact.

The shutting down of the internet also saw social media platforms go quiet. From a personal perspective, many customers have lost money due to internet bundles running out, or even their social media tax payments expiring. There appears to be no legal redress for this loss. Also, a number of small businesses market their products using social media platforms.

Many of these businesses, such as bakers of cakes, get their orders through social media platforms like Facebook and WhatsApp. However, the shutdown of the internet is likely to have briefly spurred the tax that URA charges on phone airtime. URA has in the past complained that many Ugandans prefer to use social medial applications to communicate, thereby hurting the tax revenue collections on phone talk time.

"Phone talk time was affected by the changes in user tastes. There is preference for data for communication through WhatsApp, Viber and Facebook as opposed to direct calls using airtime," the URA noted in its annual revenue performance report for 2019/2020, decrying the 22.7 per cent year-on-year drop in tax revenue from phone talk time.

Uganda continues to promote the use of online services, such as banking and tax filings. Businesses are required to have filed their tax returns by the 15th of every month. With the internet shutdown, many businesses failed to beat this deadline. There was an interruption in the mobile money system in hours after the voting.

Like in 2016, during the election period, many people in Uganda could not send and receive money through mobile money. According to Bank of Uganda's latest figures, at least Shs 284 billion ($76.8 million) is transacted across the mobile money platforms per day.

Like the URA annual report says, the interruption meant that some utility companies might have missed out on getting revenues. For example, supermarkets that allow mobile money payments missed out on revenues.
