Man who killed rare Ugandan gorilla sentenced to 11 years in jail

A man who killed one of Uganda's rare silverback mountain gorillas; Rafiki in a hunting escapade will spend 11 years in jail after pleading guilty to the charges.

Rafiki, a member of the silverback family from Nkuringo Group in Bwindi Impenetrable national park was the head of a group of 17 habituated mountain gorillas. He went missing for a day when eventually, his body was discovered. He was thought to be around 25-years-old at the time of his death.
According to the postmortem report from Uganda Wildlife Authority (UWA), Rafiki was killed by a sharp object which penetrated his internal organs. In the aftermath, one Felix Byamukama, a resident of Murole village in Kisoro village was arrested after he was linked to the incident which took place on June 1 at Hakato inside the park.

Byamukama, who was arrested together with Evarist Bampabenda, Valence Museveni and Yonasi Mubangizi, later confessed to having speared the gorilla to death in self-defence after the group charged at him while he was chasing a wild pig. He was also found in possession with rope snares and a dog hunting bell.

But after pleading guilty, Byamukama pleaded for pardon. But Kabale chief magistrate Julius Kyaka Borere sentenced him to 11 years in jail because he did not waste court time by swiftly admitting to the crime.

Byamukama will serve five years for killing a bush pig, and five more years for killing a duiker and for the illegal entry into a protected area. These two sentences will be served concurrently. Upon the completion of the two, he will then serve six more years for killing the gorilla.

His co-accused; Bampabenda, Museveni and Mubangizi who denied the charges were remanded back to Kisoro government prison until further notice.

UWA executive director, Sam Mwandha welcomed the judgement saying that justice for Rafiki has been received. He says that if wildlife is killed, the department also loses. He adds that it is everybody's role to conserve wildlife.

Ssemujju, Nambooze spend night in studio as police deploy at NBS premises

Kira Municipality MP Ibrahim Ssemujju Nganda and his Mukono Municipality counterpart Betty Nambooze were forced to spend a night in the NBS TV studios for fear of being arrested. 
 
Police yesterday surrounded Media Plaza which hosts NBS TV after police reportedly surrounded to get the seasoned politicians arrested for flouting curfew guidelines.
 
Ssemujju, Nambooze together with Fred Nyanzi, the People Power coordinator in charge of the informal sector, presidential aspirant Charles Rwomushana and the Kabula County MP James Kakooza appeared on NBS TV's Barometer talk show where they debated current affairs in the country. 
 
As the guests departed the show after around midnight, they found heavy police deployment waiting outside the premises. Luke Oweyesigyire, the deputy spokesperson of Kampala Metropolitan Police says their officers were stationed at the junction of Kayunga Road to intercept any drivers and pedestrians who might have used any of the four roads that intersect at the point they were positioned.
 
He says they were not targeting anyone in particular but focusing on everybody found in breach of the 9 pm-5.30 am curfew decreed by President Yoweri Museveni recently to combat the spread of coronavirus in the country.
 
Ssemujju says the opposition commentators believed that the deployment was aimed at arresting them after probably having said something on the show moderated by Zambaali Blasio Mukasa that didn't amuse the state.  
 
"So they barricaded both ends and the upper part of the road. Honourable Kakooza drove away first because him is guarded by UPDF. Rwomushana also drove there briefly and he later drove away. I think either Nyanzi, Nambooze or myself were the target. We had to sleep on the floor, me and my wife and we stayed there until the morning…Even Kakooza they asked him why he's moving around at that time but he told them he's being guarded by the UPDF and he has a 24-hour pass to move." said Ssemujju.

In the operation, four people were arrested including Guster Opondo, James Mubiru, Charles Rwomushana and Ali Abdallah. Police now admits, Nantaba didn't file complaint against Kiwewa

Police has now made a U-turn on the reasons for the arrest of local musician and kadongokamu singer, Gerald Kiwewa.

Kiwewa was arrested last week on Thursday by armed personnel from his home in Maganjo, Wakiso district. Initially, Kampala Metropolitan Police spokesperson, Patrick Onyango told journalists that Kiwewa was arrested following a complaint to the Criminal Investigations Directorate (CID) by Kayunga Woman MP Idah Erios Nantaba over the 'Nantaba' song. 

"We have arrested Gerald Kiwewa because we recorded a complaint from Hon. Ida Nantaba saying the lyrics in the song directly attack and defame her," said Onyango last week.

However, the legislator has since vehemently come out to deny ever filing any complaint against Kiwewa, saying she is not the only Nantaba in the country and that any musician is free to sing about her and about anything. She challenged police to provide evidence of the said complaint. Onyango had said they had opened inquiries vide GEF 442/2020.

"I am wondering who the complainant is because I have not told police to arrest him. If he sang about Nantaba, I am not the only Nantaba? The name Nantaba is not a business name that I have a copyright about it," Nantaba told Spark TV via skype.  

Now, the CID spokesperson, Charles Twine, says it is CID that initiated the arrest and interrogation of the artist. Asked why police arrested Kiwewa yet there was no one complainant, Twine said they have the legal mandate to arrest someone they suspect has committed or is about to commit a crime even whether there is a complainant or not.   

Also still in police custody are four comedians of the Bizonto group who were arrested on Friday last week from Radio Simba on allegations of promoting sectarianism in the country after they uploaded a video on social media urging Ugandans to pray for their leaders holding prominent positions in the country.

They named the top leaders at Bank of Uganda, National Social Security Fund, Uganda National Roads Authority, Ministry of Finance, Uganda Revenue Authority, Electoral Commission, Internal Security Organisation (ISO), Chieftancy of Military Intelligence (CMI), Uganda People's Defense Forces (UPDF) among others which are all headed by people from the same region.

The artists in the country have come out to stand in solidarity with the Bizonto comedians, releasing several mocking videos of their own, in which they wrongly and deliberately attribute the leaders in different ministries and government agencies to different regions and tribes across the country. 

Yesterday, Monday a Baba TV political host Basajja Mivule was also arrested from the station in Ntinda and had his home searched on allegations of promoting sectarianism after he questioned on social media why the army leadership is dominated by people from the same region. 

Government spokesperson Ofwono Opondo warned that government is going to decisively deal with any individual or media house that is promoting sectarianism because there are bad enough lessons from neighbouring countries.

Ofwono said the so-called leaders from one region, especially in security, are "making an ultimate sacrifice to serve the country" which very few Ugandans are willing to do so.

NRM has no manifesto to be corrupt - Kadaga

The ruling National Resistance Movement (NRM) party has no manifesto for its members to plunder and rob the country's resources with continued impunity, speaker of parliament Rebecca Kadaga. 

Kadaga says because she's fond of talking about corruption within government, the corrupt are now out to fight her politically. She made the remarks at the NRM party headquarters on Kyadondo Road shortly after her nomination to contest for the NRM 2nd national vice-chairperson (female) of the NRM central executive committee (CEC). 

Kadaga was quoted today by Daily Monitor saying that some corrupt people in NRM are baying for her blood, accusing her of being too old and should give way to the youth. She wondered why the same yardstick is not being used on President Yoweri Kaguta Museveni who is 75-years-old, but her who is just 60 years.

Kadaga was nominated for the position by the minister for Local Government also Igara East MP Raphael Magyezi and seconded by Amelia Kyambadde, the minister of Trade, Industry and Cooperative.

"Am not here to name names, I said yesterday and outrightly I speak against it [corruption] and there are people who don't like it when I talk about corruption. I said that as NRM members we don't have a manifesto to be corrupt. So the corrupt people are doing it on their own not because of the party." said Kadaga. 

Kadaga who is contesting against Bukono County MP also the minister of state for Lands Persis Namuganza said, she is confident that the NRM members who trust her leadership will again vote for her.

"I want to assure NRM members across the country that I have been formally nominated; I want to tell them that I'm ready to serve you and I'm looking forward to your support as usual," said Kadaga.

But Kadaga wouldn't take any questions on why she has a penchant for contesting for only female positions. She has been a Woman MP for close to 30 years now.

"Eeeh are women not people, oh oh, that's a silly question," Kadaga said before ending the media briefing.

Her competitor Namuganza said she was surprised that Kadaga had picked nomination forms. She said in 2015 elections, people stood down for her on the understanding that she wasn't going to seek another term. Namuganza went to a great length to explain that the decision to challenge Kadaga has nothing to do with their Busoga rivalries.

Kadaga and Namuganza no longer see eye-to-eye after the former went to the constituency of the latter and allegedly installed Gabula Nadiope as the Kyabazinga of Busoga without her knowledge. Namuganza said she was confident that the NRM delegates will overwhelmingly vote for her.

Cabinet demarcates boda boda free zones in Kampala

As boda bodas resume operations today July 27, government has demarcated operation stages and boda boda free zones where they are not allowed to operate. 

According to the minister for KCCA and Metropolitan Affairs, Betty Amongi, cabinet approved 579 boda boda stages in Kampala spread through the five divisions of Kampala. The Central division has 32 stages, Kawempe 89 stages, Makindye 136 stages, Nakawa 146 stages while Rubaga division has 179 stages.

Each gazetted stage has a unique reference code, for instance, Bukesa stage 1001, Bukesa stage 1002 and Industrial Area 1007 among others and this will be the stage name. 

According to Kampala Capital City Authority (KCCA) all boda boda operators must be registered at any of the gazetted stages and this shall be their address to enable contact tracing in case of any COVID-19 infection. No boda boda is allowed to operate outside the gazetted stages.

Boda boda operators are required to register at any gazetted stage of their choice, while all Boda boda App companies like Safe Boda, Bolt and Uber and associations like Century Boda, shall share with KCCA the register of all their members after registering every member to a gazetted stage.

All boda bodas riders who do not operate or belong to the App companies or associations shall register with KCCA through their stage leadership. Forms can be downloaded from the KCCA website or picked from ward administrators at every KCCA division and no fees payment is required in the entire process.

KCCA also says cabinet has further approved boda boda free zones where boda bodas are prohibited from entering or accessing. The free zone is based in Central division explaining why there are only 32 stages gazetted here. 

The boda boda free zone will run along the following boundaries; Wampewo Roundabout to Jinja Road to Kitgum House junction – Access Road – Mukwano Road to Clock Tower–Kafumbe Mukasa Road–Kisenyi Road–Mackay Road-Kyaggwe Road-Watoto Church-Bombo Road–Wandegeya – Hajji Musa Kasule  Road-Mulago roundabout- Kamwokya junction – Sturrock Road – Prince Charles Drive- Lugogo Bypass–Jinja Road- Wampewo Roundabout.

Only utility and delivery service motorcycles shall be allowed in the boda boda free zone area. KCCA is also procuring boda boda stage signs to mark the gazetted stages permanently and traffic signs to demarcate the boda boda free zones as approved by cabinet.

As they resume operations on Monday, boda bodas are required to abide by the standard operating procedures of having a helmet and mask, registering passengers and sanitizing passengers and the seat each time they get a passenger.

Since the suspension of public transport in March this year, boda bodas have only been allowed to carry cargo. Taxi operations resumed in June also after registration and acquisition of a route number and route chart that detailed the route a taxi can ply. Only registered taxis are allowed on the road.

Uganda tourism sector reopens after 4 months of lockdown

Tourism sites in Uganda have now reopened to start receiving visitors, Col (Rtd) Tom Butime the minister of Tourism, Wildlife and Antiquities has said.

But with the country's borders still closed, domestic tourists and foreigners who are already in the country are the ones expected to visit these sites. The tourism sector came to a standstill in March after President Yoweri Museveni announced the closure of all borders, together with Entebbe airport, followed by the suspension of both private and public transport, business premises and any form of public gatherings.

The measures meant that all tourist sites had to be shut to the public. However starting June, the Uganda Wildlife Authority (UWA) reopened national parks to tourists as government steadily started easing the lockdown. Butime says the entire sector has been opened on condition that they follow the standard operating procedures (SOPs) and COVID-19 prevention guidelines issued by the ministry of Health.

These include having mandatory temperature screening at all entrances of the protected areas, mandatory hand washing and sanitizing among others. The minister made the statement during a meeting with the European Union (EU) Heads of Mission who started their retreat at Queen Elizabeth national park on Thursday.

On Wednesday alone, 260 tourists visited Katunguru park which lies within the boundaries of Queen Elizabeth national park in Kasese district. According to Butime, all these had booked and paid for their tickets before the lockdown occasioned by an outbreak of coronavirus disease.

"And now that the tourists have started coming because yesterday at the Katungulu park we had 260 tourists reporting and coming to this area. So which means tourism is now on, visitors have started coming, tourists are excited and here we go," Butime said.

Tourism is one of Uganda's top foreign exchange earners with annual receipts of $1.6 billion brought in by 1.8 million tourists according to the Uganda Tourism Board (UTB). Out of the 1.8 million tourists, 1.3 million are foreigners while 500,000 are local tourists.

In the retreat, EU ambassadors are assessing the impact of COVID-19 on the country's tourism sector. The EU recently gave Uganda €6 million (about Shs 25.2 billion) in support of the private tourism sector. The package will be channelled through Uganda Development Bank (UDB), where actors can access it at a discounted rate of 8 per cent.

The Head of the European Union (EU) delegation to Uganda, Ambassador Attilio Pacifici says that they are very keen to continue supporting the sector which is crucial to Uganda's economy.

Some of the key activities of the EU retreat include the opening up of a Ranger's Post Queen Elizabeth national park. The post was constructed by the EU at $1.3 million, to accommodate rangers who protect the wildlife at the park from poachers near the tourist site and those from the Democratic Republic of Congo (DRC).

The EU Heads of Mission are also set to visit Mweya Safari Lodge where they will interact with different businessmen who have invested in the tourism sector and visit Kazinga Channel, Mountain of the Moon hotel in Fort Portal and others during the three-day retreat.

4 Radio Simba presenters arrested on sectarianism charges 

Four comedians attached to Radio Simba have been arrested.

Known for their stage name, Bizonto (the foolish), Julius Sserwanja also known as Kidomoole, Mbabaali Maliseeri (Uncle Luyuguumo) Sssaabakaaki Peter (Omuzinyuuzi) and Gold Ki Matono, also known as Opeto were picked up from the Radio Simba offices in Bukoto early today on charges of sectarianism.

The four are part of the station's morning show, Binsangawano which is packaged with satirical skits, mainly linked to the current affairs of the country. However, the skit that led to their arrest is not part of the broadcast at Radio Simba, but one of the recorded comedy skits, which are shared on various platforms, including YouTube, and Facebook. 

The comedians mockingly prayed for Uganda's top leaders in a skit titled; who are our leaders for holding the country together. The seven-minute skit which was uploaded on July 15, 2020, has attracted more than 11,000 views on YouTube alone. 

In the skit, which starts with a musical, the group members list all person's who are holding key positions in Electoral Commission Uganda Revenue Authority, Uganda Prisons, Uganda National Roads Authority, National Social Security Fund, Bank of Uganda, Ministry of Finance, Internal Security Organisation - headed by individuals who all hail from western Uganda. They, for instance, point out that although the known Inspector General of Police (IGP) is Martin Okoth Ochola, the actual police boss is his deputy Sabiiti Muzeeyi, who also hails from the west.

In their skit, they say now that children are at home as schools remain closed due to the coronavirus pandemic, they need to be taught by their parents to always pray for their leaders.

They say as Uganda heads to the polls, money collected by Uganda Revenue Authority which is headed by John Musinguzi Rujoki will be released to Bank of Uganda which is headed by Emmanuel Tumusiime Mutebile to the ministry of Finance permanent secretary Keith Muhakanizi, who will then hand it over to Electoral Commission boss, Simon Byabakama. 

The elections will be guarded by Sabiiti Muzeeyi and Gen David Muhoozi, the chief of Defense Forces of the Uganda People's Defence Forces (UPDF) with Security minister Elly Tumwiine waiting to offer protection to the newly elected president, they say in the skit. 

They go on to say that after the elections, Byabakama will go on to announce whether Museveni has been defeated or not. If Museveni is defeated and refuses to hand over power, Tumwiine, they say, will order Uganda Prisons Service boss, Johnson Byabashaija to have Museveni arrested. They conclude that these are the important persons holding the fate and destiny of the country and need to be prayed for. 

Section 41 of the Penal Code defines sectarianism as the practice of degrading or exposing to hatred or contempt or disaffection for anyone on the basis of religion, tribe, or ethnic or regional origin by utterance, printing, publication or performance any such act.

According to the Penal Code whoever engages in such acts commits an offence and is liable on conviction to imprisonment for a term not exceeding five years. The group is now detained at the police headquarters.

In a related development, yesterday, local musician, Gerald Kiwewa was arrested over his song Nantaba after the Kayunga Woman MP Idah Erios Nantaba complained to police that the song was defaming her and inciting hatred towards her. The song is about a village belle who is pitting several men against each including "the big one" with money and power. 

The arrests come at the time when Ugandan artists are protesting the government's new proposed regulations that require them to submit their skits and songs for review and approval before they being released into the public domain.

Musician Gerald Kiwewa arrested over 'Nantaba' song

Police have arrested local musician Gerald Kiwewa on allegations of defaming Kayunga Woman MP Idah Erios Nantaba.
 
Nantaba, the former state minister for ICT and National Guidance reported the matter to Criminal Investigations Directorate headquarters in Kibuli, Kampala claiming that Kiwewa had attacked and defamed her in the song, titled Nantaba. 

CID recorded Nantaba's complaint on GEF 442/2020 on Thursday before police went ahead to arrest the musician from his home in Maganjo in Wakiso district.
Kampala Metropolitan Police spokesperson Patrick Onyango confirmed that Kiwewa has been arrested and is currently being interrogated at CID.

"We have arrested Gerald Kiwewa because we recorded a complaint from Hon Idah Nantaba saying the lyrics in the song directly attack and defame her," said Onyango.

The song video which also features Dina Rukoti was created and released about three months ago by Runo Concepts, Kiwewa sings that Nantaba should leave Zaake because she is the reason why he is always beaten to a pulp. According to the song's blurb, the song talks about Nantaba, a beautiful girl who is loved by both young and old men, rich and poor because of her physical appearance.
"Nantaba leave our child Zaake because they beat him saying let canes be lit," Kiwewa's Luganda lyrics flow.

In previous interviews, Kiwewa dismissed suggestions that the insinuates a perceived relationship between the two legislators, Nantaba and Francis Zaake - the cause for the persistent brutality and police beatings. Kiwewa said in Zaake, he was referring to another local musician Chris Evan Kaweesa's earlier song in which he dares fellow suitors to bring on their game and win over the girl's heart.   
 
Onyango added that the MP insists that Kiwewa's song does not only attack and defame her, but it also spreads hatred.

"It is as if this musician intends to make people hate me. I can't tolerate that kind of attack," a detective quoted Nantaba's statement.

Nantaba was the junior ICT minister till early this year when she was dropped and replaced with MP Peter Ogwang. Last year Nantaba made headlines on media platforms after a biker, Ronald Ssebulime was arrested, handcuffed and then executed by police on claims that he wanted to assassinate the minister.

It was later established that Ssebulime was actually carrying a bag containing food items which he was taking to his children on visitation day at St Andrew Kaggwa on Kayunga Road.

Kiwewa is not the first Ugandan musician arrested over composing songs that have rubbed prominent persons the wrong way. Nearly two years ago, David Mugema, a musician, and his music producer, Jonah Muwanguzi, were accused of composing a song that disturbed President Yoweri Kaguta Museveni peace.

Titled; Wumula Mzee loosely translated as take a rest old man, the song saw Mugema and Muwanguzi charged with two counts of offensive communication under Section 25 and 21 of the Computer Misuse Act of 2011.
Kiwewa's arrest comes at a time when Ugandan artists are protesting government's new regulatory proposals that require all artists including musicians, poets, comedians to submit their works and scripts for review and approval by government agencies before they can be released into the public domain.

Supreme court halts tax evasion trial of businessman Basajjabalaba

The Supreme court has halted a decision by the Constitutional court ordering for the trial of city businessman Hassan Basajjabalaba over tax evasion. 

The businessman is jointly charged with his brother Muzamiru Basajjabalaba for conspiring to defeat tax laws, forgery of a judicial document and uttering a false document, before the Anti-Corruption court.

On Wednesday, a panel of seven Supreme court justices led by Dr Esther Kisaakye granted the order staying the execution pending the determination of their appeal. The other justices are Ezekiel Muhanguzi, Faith Mwondha, Stella Arach Amoko, Mike Chibita, Percy Night Tuhaise and Prof Lillian Tibatwemwa.

The application was granted after the commissioner in-charge of civil litigation in the Attorney General's office, George Kallemera told the court that he had been instructed to concede to the application seeking to stay the trial.

Through their lawyers led by John Mary Mugisha, the two argued that they would suffer irreparable damages if the trial resumes when there is a pending appeal.

The Shs 20 billion tax that was not paid by the two stems from the decision by the government to cancel Basajjabalaba's lease contracts to develop five Kampala city markets out of which he was compensated with Shs 142 billion for the loss caused to him.

A concerned citizen instituted private criminal proceedings at Buganda Road court accusing Basajjabalaba and Muzamiru of having failed to pay taxes arising from the compensations. They were summoned to court, charged and they pleaded not guilty to the offences before being released on bail.

They were each asked to deposit Shs 30 million cash, and Basajjabalaba was asked to deposit his passport to court, which he later obtained to travel to Nairobi. However, he was intercepted at Entebbe International Airport and detained at Kireka Special Investigations Unit of Police.

On January 16, 2015, he was produced at the Anti-Corruption court where he was charged with similar offences to those that he had already been charged for at Buganda Road. But the parallel proceedings at Buganda Road continued without his knowledge.

However, they were later discontinued by the Director of Public Prosecutions (DPP). At the Anti-Corruption court, the group was charged afresh and remanded to Luzira prison.

However, they decided to petition the Constitutional court on grounds that the DPP acted illegally by withdrawing charges against them at Buganda Road court in their absence.

They asked the Constitutional court to declare the acts by the DPP as illegal. But the Constitutional court ruled that there were violations during the initial stages of the prosecution, but they declined to halt proceedings against them. The court directed the registrar to transfer the file back to Anti-Corruption court such that their trial can resume.

Bobi's People Power morphs into a political party

Presidential aspirant, Robert Kyagulanyi Ssentamu aka Bobi Wine has announced that his People Power movement has morphed into a political party, the National Unity Party. 

Speaking at his People Power secretariat in Kamwokya Wednesday, Kyagulanyi said that for the last two years, they have been in negotiations with the National Unity, Reconciliation and Development Party under Moses Kibalama Nkonge when it became apparent that they couldn't register a new party.    

"Our discussions and debates led us to the conclusion that it was both untimely and unpractical to form a political party. And, in any case, we were alive to the fact that the regime would foil any attempt to register People Power as a political party. And indeed at the end of 2018, our legal team tried to reserve the name, People Power just in case we needed to formally register at some point. But as we expected, we found that this name had been reserved and flagged so that we don't register it. Since then we have continued to struggle as a political and social movement advocating for change in our motherland Uganda. 

Kibalama said when Kyagulanyi reached out to them; they realized that he had the same aspirations as those of their party. He said that taking over the presidency of the party by Kyagulanyi is a dream come true for them.

It is a change in the political tone for Kyagulanyi, who, in the past scoffed at the idea of belonging to a political party, reasoning that he needs not to be in any political party for him to espouse his political views. He argued then that Uganda has over 29 registered political parties, but they had failed to change leadership from the ruling National Resistance Movement (NRM). 

But now, he says it was important for them to have a political party to participate in the coming elections with one symbol for everyone contesting under their umbrella. Kyagulanyi said he was alive to the fact that the political environment in the country is very hostile to political parties but having a political party is the only a meaningful way to have a say over those who will contest on their ticket in the 2021 elections.   
The party has the umbrella as its symbol.  

"Our view has been that we maintain People Power as a political movement that brings all Ugandans from different political formations advocating and struggling for change. Our mission has been and continues to be mission 2021. We have been telling people to register and vote. We know that is the only legal opportunity to overwhelm the Museveni dictatorship," Kyagulanyi said.  

He revealed that having realized that they would never be registered as a new political party early enough for them to participate in the next election; they decided to work silently to identify a party they can use as a vehicle towards 2021. That's how they zeroed down on the 16 year-old-National Unity, Reconciliation and Development Party.  

Both Kyagulanyi and Kibalama do not reveal which kind of deal they agreed upon for him to take over the party. However, Kibalama, who has been the National Unity Party president for 16 years, on July 14, stepped down and a delegate's conference attended by 60 members at Kakiri hotel, who elected Kyagulanyi unopposed as the new president.   

The party also agreed to change the name from National Unity, Reconciliation and Development Party to National Unity Platform (NUP). David Lewis Rubongoya, the People Power secretary-general, will serve in the same role in NUP. On what will be the fate of people who belong to other political parties but embraced People Power, Kyagulanyi said they are still in conversation with the parties. 

He said the fate of the reportedly 10,000 people who had expressed interest in standing in the next elections using People Power will be determined by the discussion with their mother parties. 

"We have been having engagements with other comrades to ensure that we have a People Power alliance, we shall continue with that and the details will be explained by the election management committee that we put in place," Kyagulanyi said.     

Francis Zaake, the Mityana Municipality MP welcomed the development, saying he was happy to be part of the formation while Mathias Mpuuga, the Masaka Municipality MP said it was vital for People Power to have a political party to support its followers.

Ugandan MP tests positive for coronavirus

One member of parliament tested positive for coronavirus disease (COVID-19), the ministry of Health has confirmed.
 
Although the ministry made no mention of the name of the legislator, officials told the Government Assurances committee of parliament this morning that the MP is already undergoing treatment and steadily recovering.

More than 300 legislators and staff of parliament were tested last week in a drive held at parliament. But today, the committee members were anxious to know if any of them posted positive results.

Bujenje County MP Patrick Kasumba asked the team to explain why their results were delayed and if they already know the status of those who were tested. The state minister for Primary Healthcare, Joyce Moriku Kaducu said that the MPs don't need to worry as the said case is receiving treatment and was actually getting better.

Kaducu told the MPs that they need to be strong, eat well and they will defeat COVID-19.

"And we're very sure, the member of parliament will get better and she will integrate and join us. That is our prayer, just like the rest of Ugandans have done," said Kaducu. 
 
This was also confirmed by the director-general Health Services, Henry Mwebesa who said that indeed there was an MP who tested positive for COVID-19.
 
"Somebody from the press called me and said; 'we understand there's a member of parliament who is positive, who is it?' Of course, I knew the names and what note but as per our rules, we don't mention. Even if it is not a member of parliament, even if it is any other person, I cannot release the name of the person who is positive. So I said how? Am not aware, I actually pretended I had no idea. I said am in Mpondwe, I have not been in Kampala for the last three days, so am not aware of it. But what surprised me, that was a bit early because I had just got the results about an hour and then the press was asking me about a member of parliament. So it gave me an indication that there could be some leakage." Mwebesa said. 

Mwebesa also told the MPs that they would get their results latest on Thursday, but hastened to add that whoever has not been contacted, posted negative results.

Although there are reports that a second MP was also receiving treatment COVID-19, the ministry said that there was no such case to the best of their knowledge. Kaducu said they do not know of any new COVID-19 case.
 
"Have courage, coronavirus can get anybody even you, even me. Don't fear. What is important is to keep fit, keep your immunity strong and make sure you fight the virus with all the strength and get out of it. That is my humble request, it can get anybody," Kaducu added. 
 
Meanwhile, the ministry of Health announced 3 new confirmed cases, increasing the cumulative total to 1,071 from the 2,098 samples tested on Tuesday. Uganda has so far tested 252,127 samples and 958 Ugandans have recovered from the virus.

Patient with COVID-19 symptoms dies in Mbale

Tension is high in Mbale city, eastern Uganda following the death of a 34-year-old female patient with COVID-19 like symptoms. The patient was picked up from Mabyale sub-county in Namisindwa district and admitted at Joyce Hospice health centre.

It is alleged the patient fell sick a week ago and was admitted at one of the branches of Joyce Hospice in Namisindwa district where she was working as a cleaner.

The Mbale district COVID-19 surveillance focal person, Edward Nyogensa says that the deceased was presented with COVID-19 symptoms including dry cough, high fever, chest pain, headache and difficulty in breathing.  He says they have drawn samples from the deceased for testing. 

"Our medical teams are now at the clinic where the deceased died from trying to take samples from the body to ascertain the truth as of now. What I can say that she presented with the signs but we can't confirm that she died of COVID-19," he said. 

Nyongesa says the Mbale district surveillance team is now liaising with their counterparts in Namisindwa to locate the contacts of the deceased.

The deceased's relative only identified himself as Martin said that she called him on Tuesday complaining of chest pain. She reportedly said that she had been diagnosed with pneumonia and flu. Currently, Joyce Hospice health centre is out of bounds to the public. Even those in the facility including health workers and patients have been barred from leaving the facility.

Ministry of Health said in a tweet that samples have been withdrawn from the body and are currently being tested for COVID-19 at the Uganda Virus Research Institute and results from the tests will be communicated later. According to the ministry, the deceased is a Kenyan national married to a Ugandan.
