CMI to investigate how Kaweesi murder case was mismanaged

The Chieftaincy of Military Intelligence (CMI) is investigating how the case into the murder of a senior police officer Andrew Felix Kaweesi was allegedly mismanaged by police.

After months of trying to revive the investigations into the March 17, 2017 murder of the former police spokesperson, his bodyguard Kenneth Erau and driver Geoffrey Mambewa, CMI has now shifted it's attention to investigate the mismanagement of  that investigation. 

The investigation into the mismanagement is based on the findings during the attempt to carry out fresh investigation as well as during the assessment of the Internal Security Organisation (ISO) report that had implicated the former inspector general of police (IGP) Kale Kayihura and other senior police officers. 

A reliable source who was part of both processes, said that all key elements of the investigations were mismanaged beginning from the scene of crime to the recovered exhibits - making it impossible to begin the investigations afresh as had been planned.

"Some exhibits are missing, the scene of crime management was a total bluff and the report has many irregularities," the source who preferred anonymity told said.

CMI has now set up a team of operatives and investigators to investigate how and who mismanaged the investigations, mismanagement that is believed to have helped cover tracks that could lead to the assassins who gunned down the former assistant inspector general of police (AIGP).

Among the police units, departments and persons being investigated is former IGP Kayihura who was the lead investigator in the case at the time. Kayihura reportedly sidelined the director criminal investigations (CID) Grace Akullo, the directorate forensics which managed the scene of crime and the exhibits as well as the Flying Squad and the special operations and investigations unit whose detectives handled the investigations.

Attempts to get a comment for the Uganda People's Defence Forces spokesperson Brig Richard Kalemire who speaks for CMI was futile as he was not picking his known phone numbers.

Kaweesi was gunned down by four unidentified assassins riding on motorcycles at around 9:30am on March 17, 2017 about 500metres from his home in Kulambiro, Kisaasi a Kampala suburb.

Following the assassination, Kayihura jumped into action displaying a spectacle scene of crime investigations team that sealed and combed the scene for more than 5 hours before the body was taken together with all recovered exhibits. 

Barely had Kaweesi been buried than police began arresting suspects, starting with one who was found at the border of Uganda and Congo allegedly escaping.

In the days that followed, more than 40 people including men and women most of them muslims were arrested. Twenty three of these were later charged in court on three counts of murder, terrorism and treason. 

All of them are currently out on court bail and none has yet to be committed to the High court for trial.

Christmas declared national holiday in Iraq

The Iraqi government has declared Christmas Day a national holiday across the country "on the occasion of the birth of Jesus Christ."

December 25 will now be a holiday for residents of the predominantly Muslim country, not just the Christians as it had been for decades.

The government said in a tweet Tuesday. Before the U.S led invasion of Iraq in 2003, there were an estimated 1.5 million Christians in Iraq.

The number has fallen to about 300,000, with many being killed or forced to flee after coming under attack by various armed groups, including Islamic State, over the years.

Indonesia tsunami death toll rises to 373

At least 1,459 injuries have been reported and over 100 people are still reported missing, the Indonesian National Board for Disaster Management (BNBP) said Monday— nearly two full days after the tsunami hit the coast in the Banten province.

Over 1,000 structures, including 681 homes, have been damaged or destroyed, and some parts of the Sunda Straits area remain without electricity Monday night, according to the BNBP. Indonesian President Joko Widodo surveyed some of the destruction Monday, visiting the hard-hit Hotel Mutiara resort at the Carita Beach in Banten province.

The Meteorology, Climatology and Geophysics Agency (BMKG) reported an eruption of the Krakatoa volcano about 9pm Saturday local time, and the tsunami struck a short time later, about 9:30pm.

"The cause of the tsunami was due to a combination of undersea landslides after the eruption of Mount Anak Krakatoa and the tidal wave caused by the full moon," according to BMKG.

However, the Indonesian Geological Agency said that they can't confirm if the tsunami was triggered by the eruption of Krakatoa, since that mountain has been erupting since last June— with even greater strength— and never caused a tsunami.

The chief of the Geological Agency, Rudy Suhendar, told VOA's Indonesian service that it was still investigating what caused the tsunami. The casualties occurred in three regions— South Lampung in Sumatra and the Serang and Pandeglang regions of Java, west of the capital Jakarta— along the Sunda Straits, disaster agency spokesman Nugroho said in a statement.

More than 600 homes, 69 hotels, 60 shops and some 420 boats were damaged, BNBP said Monday, along with dozens of cars and other vehicles.

Jakarta resident Suhada was fishing on Carita Beach and visiting his family for the weekend when he ran from what he described as three waves between 10 and 11pm Saturday night. Suhada was able to flee to higher ground with his family.

"Thank God I could save my family," he told VOA's Indonesian service.

Disaster agency head Endan Permana told local media that many people were missing in the tourist locale Tanjung Lesung, Banten province, near Jakarta.

The Red Cross said Banten is one of the "worst affected areas". The aid organization, however, said it was able to dispatch "relief goods" from its Banten warehouse, including water, tarpaulins, cleaning equipment, plus family and hygiene kits.

U.S. President Donald Trump tweeted about the "unthinkable devastation" caused by the tsunami, adding that "We are praying for recovery and healing. America is with you!"

The U.S. State Department also expressed its support: "Our thoughts and prayers are with all those in Indonesia affected by the natural disaster. We are currently not aware of any U.S. citizens directly affected, but stand ready to assist as needed.''

As did United Nations Secretary-General Antonio Guterres. His spokesman said the U.N. chief was "saddened by the loss of life, injuries and damages caused by the tsunami" and that the world body "stands ready to support the ongoing Government-led rescue and relief effort."

On September 28, a quake and tsunami that hit near the city of Palu, on the island of Sulawesi, killed more than 2,500 and displaced about 70,000.

On December 26, 2004, an earthquake in the Indian Ocean triggered a tsunami that killed 226,000 people in 13 countries, including more than 120,000 in Indonesia.

222 dead, hundreds injured as tsunami strikes Indonesia

"Two hundred twenty two people are dead, 843 people are injured and 28 people are missing," said Sutopo Purwo Nugroho, Indonesia's national disaster agency spokesman.

The Indonesian Red Cross said, in a statement, that casualties "are expected to rise as assessments come in."

Nugroho agreed, saying "not all victims have been successfully evacuated, not all health centers have reported victims and not all locations have got complete data."

The casualties occurred in three regions — South Lampung in Sumatra and the Serang and Pandeglang regions of Java, west of the capital Jakarta — along the Sunda Strait, Sutopo Purwo Nugroho, a spokesman for the National Disaster Mitigation Agency (BNBP), said in a statement.

Hundreds of homes, nine hotels and 10 boats were damaged, BNBP said Sunday. The Meteorology, Climatology and Geophysics Agency (BMKG) reported an eruption of Krakatoa, a local volcano, about 9pm. Saturday local time, and the tsunami struck a short time later, about 9:30pm.

Besigye declares 2019 'a year of action'

Former Forum for Democratic Change (FDC) president Rtd Col Dr Kizza Besigye has said Ugandans can't wait for another rigged election in 2021 while they continue living under the 'military rule' of President Yoweri Museveni.

Besigye who was addressing the media from his home in Kasangati as the 'people's president' was flanked by Democratic Party's Betty Nambooze, FDC chairman Wasswa Birigwa, FDC party president Patrick Oboi Amuriat, former Bukhooli Central MP Wafula Oguttu, Kawempe South MP Mubarak Munywagwa among others. 

Besigye who also reviewed the events of 2018, said with the ever increasing corruption which has even sucked in President Museveni, the militarisation of the state, the impunity of the police and the army, increasing poverty rates, Ugandans shouldn't wait for 2021 for "another rigged election" to take back their country.

The country is scheduled to hold its next general elections in 2021 to elect members of parliament and the president, but Besigye said Museveni captured power and it's the duty of all Ugandans from the different political parties to also "capture" back the power through actions in 2019.

He said the longer Ugandans wait for 2021 for elections with the hope of transitioning from Museveni's 'dictatorship', the more the the state of affairs continue to nosedive towards an incorrigible state. 

He cited the corruption scandal of convicted former Chinese minister Patrick Ho who was convicted in the US court for bribing President Museveni and Foreign Affairs minister Sam Kutesa with $500,000 each so as to gain business favours for Chinese companies. 

"I want you to understand how terrible the people who claim to lead this country are...Museveni is sitting in State House as an exhibit 1510 [as presented in US court]. And the way it [bribing] was done, thanks to the Americans who did the investigations, all the details are there. I invite all Ugandans who have not read the judgement to do so. There are emails when Mr Ho raised fears of passing at the immigration and Mrs Kutesa said 'don't worry, we shall get you from the tarmac [airport].' We now have evidence of thieving in State House…The exists a report of Mr Ho to those who sent the money [bribe] saying it was successfully delivered. It is there." said Besigye. 

"There is no longer any doubt that our country is in the claws of very terrible people. I hope that in regards to this corruption on Mr Kutesa and Museveni they [US] should help us sanction. They should at least sanction them." 

Besigye said in 2019 they will work with all political actors to achieve the same goal of reclaiming back the country because without the country it is useless to get another leader.

He said Museveni will not hand over the country back to the citizens, they must fight for it through actions that he said his 'people's government' will unveil in the due course of 2019. He said the state, had in 2018, exploited the political differences between the opposition but that, is now the past, as from now they are to move as one force with a common goal since they all share similar objectives. 

"We have spent two years organising our people and we think now there's strong competence to regain the control of the country. Apart from the ordinary people being organised, we need better organisation as political leaders. We need to be synchronised, coordinated to achieve what's needed to be achieved, focused on where the problem lies...There has been some uncoordinated movements sometimes. This year is to make sure this is kept in the past and we move as a purposeful pro democratic force." he said. 

He said now that they have identified the capable and focused leaders it's easier working towards a common goal as an opposition group. Besigye said it is no longer acceptable for people to work so hard and then earn so little like has happened in 2018 when there was a lot of crop harvest but the prices were at their lowest.

He said that a kilogram of maize and beans has been going for as low as Shs 100 yet the opposition has always proposed remedies around this so farmers can earn decent incomes for their efforts. 

He also cited what he called the shameless theft of public resources by state officials in Bank of Uganda (irregular closure of banks), Office of the Prime Minister (stealing refugee funds) and Uganda National Roads Authority (inflated costs for the Entebbe expressway). 

"To steal from a refugee is to show the insensitivity of all those involved. It is like stealing from the sick or children...We have been treated to horror stories from Bank of Uganda - the very bank that is supposed to stabilise our economy. The Crane bank saga, again Mr Museveni ordered for the release of Shs 470bn. We've only realised that they needed only Shs 200bn. What happened to the rest remains a mystery." he said.

He said the cost of the Entebbe expressway is perhaps the costliest in terms of cost per kilometre in the world. According to Besigye, the average cost is just $2m/kilometre but Uganda's expressway was constructed at $9.2m/kilometre shooting the total cost to $479m. 

Besigye further commended the Ugandans who continue to shine outside the country through outstanding achievements. He cited recently crowned Miss Uganda Quiin Abenakyo who came third in the Miss World beauty pageant and was voted Miss World Africa. There is also Harriet Anena a Ugandan writer and poetess who won the 2018 Wole Soyinka Prize For Literature award.

On her part, Nambooze said 2019 will be the year when they will lessen the controversies among the forces of change and commit to work in harmony despite being under different commands so they can all move in the same right direction at the same speed.

ATTACK ON BOBI

On the perceived attack on popular musician cum politician Robert Kyagulanyi aka Bobi Wine, Besigye said he holds nothing against the Kyadondo East MP and that his recent comments about tribalism sentiments in the People Power camp has been misunderstood. He referred to a Facebook post in which he explained the context of his comments.

Earlier, he said he has the greatest respect for Bobi Wine because he's been focused and a consistent fighter for freedom despite the several attempts by the state to offer him money or frustrate his businesses.

Although Besigye's comments were taken by some as an attack on Bobi Wine as a person, we have since established that they were actually aimed at former presidential candidate Abed Bwanika, who while appearing on CBS radio, used Bobi Wine's slogan of 'Twebereremu' (loosely meaning not to lose focus) to say it was time for Baganda to support their own (Bobi Wine) because for the last 30 years power has been in the hands of westerners.

Corruption: Nakalema raids Wakiso land office

Work at Wakiso district headquarters was grounded to a halt following a raid by the newly constituted State House Anti-corruption Unit.

A team of army officers and police officers under the unit stormed the district headquarters around 11:30am today and sealed it off, taking special interest in the lands office.

Some of the officers deployed strategically around the offices to block members of the public from accessing it. They zeroed in on Block D, which hosts the zonal land offices and rounded up surveyors, land officials and brokers. Wakiso district handles nearly 80% of all land transactions in the country. 

The team also confiscated all electronic gadgets from the land officers and their clients who had come to process their land titles. Unconfirmed reports indicate that the operation was prompted by complaints of corruption from members of the public against the land officials.

Our reporter saw a team of scene of crime officers perusing through documents and interrogating the officers. Don Wanyama, the press secretary to president said that the unit was on a covert operation. 

The raid was led by State House Anti-corruption Unit head, Lt Col Edith Nakalema with the help of the elite presidential guards, regular army and police officers. This is the second such raid at Wakiso district in less than two years following a similar one by the Land Probe Commission in June 2017.

33 youth 'confess' to engaging in gay sex in Luweero

At least 33 youths in Luweero district have confessed to engaging in homosexuality according to a study conducted by Luweero district and Makerere University school of public health.

The affected youth are found in one of the town councils in Luweero district that the researchers decided to conceal to protect the identities of the respondents. Homosexuality is punishable by law in Uganda.

The respondents were identified through the snowball sampling technique, a non-probability sampling technique where existing study subjects recruit future subjects from among their acquaintances. The survey was conducted in June this year.
 
Dr Innocent Nkonwa, the Luweero district health officer, says the survey was conducted to find out the number of men that have sex with men (MSN) in the town and design strategies to curb HIV/Aids infections. He says 33 men confessed having unprotected sex with several men, which exposed them to HIV infection.

Dr Nkonwa says the findings are an eye opener to health officials that homosexuality exists in the district, which calls for specific strategies to extend services to those involve.

"We wanted to know if this vice is existent in the district. We sampled only one town and 33 young boys came up and said they are homosexuals or men who have sex with men. And for us as health workers our major main is to see that we reach them such that there activity doesn't pre-expose them to HIV. Because some of them are in homosexual relationships and they may also go into heterosexual relationships. So if they get it there, they might bring it this side." Dr Nkonwa said. 

Local leaders blame the upsurge of homosexuality to youth unemployment and moral decayance. Ishahak Mugema, the Luweero district youth councillor blames the vice on unemployment, which has exposed the youths to recruitment by gay promoters.

Mugema asked government to streamline access to youths fund and open up factories to employ youths so that they are not attracted to such acts. Ssozi Bakisula, the Wobulenzi town council LC V councillor, says there is moral decay among youths which have forced many into such acts.
 
However Ronald Ndawula, the Luweero LC V chairman said he is yet to believe that there are people engaged in homosexuality in the area. According to Section 145 of the Penal Code Act, a person who has carnal knowledge of any person against the order of nature commits an offence and is liable to imprisonment for life.

Section 146 of the Penal Code act says that any person who attempts to engage in homosexuality also commits a felony and is liable to imprisonment for seven years.

L.Victoria accident: 57 survivors record statements

Up to 57 survivors of the tragic MV Templar boat that capsized in L.Victoria more than two weeks ago have recorded statements with the police.

The survivors, some of whose identities had not been captured during the rescue missio,  have been flocking Mukono police station over the last one week. Only 27 people had been initially captured as survivors during the operation that lasted six days.

According to the Kampala Metropolitan Police spokesperson Luke Owoyesigyire, most of them have been showing up mainly to claim recovered properties. But in the process, police recorded statements on the events that preceded the tragedy. 

"We made a call for all survivors to come to the police and record statements. At first, they were few but now we have more than 50, most of them coming to pick found properties," Owoyesigyire said. 

A number of them are searching for their national identity cards, driving permits, motor vehicle keys, house keys, wallets, handbags and phones. Most survivors have also reported a loss of properties to help them get police letters to help get sim card, ATM and identity replacements.

It is estimated that MV Templar which capsized on November 28, 2018, was carrying more than 100 merrymakers who were heading to K Palm beach for a party. But the journey turned tragic about 150 meters from Mutima County Haven in Mukono district when the boat capsized. 

Police had only recovered 33 bodies and a record of 27 persons who had been rescued alive.  Police, however, say that many of the survivors had run from the scene in shock.
