Uganda ex-minister Bagiire mentioned in SGS corruption case in Switzerland

A fight between senior executives at Société Générale de Surveillance (SGS) headquarters in Switzerland has spilled over into the public domain, threatening the resumption of the mandatory motor vehicle inspection programme in Uganda.

Thomas Klukas, a former senior executive in charge of global transportation, has sued SGS for wrongful dismissal in a Geneva Labour court, and is demanding more than 1.8 million Swiss francs (about $1.9 million) in damages.

In his suit, Klukas alleges that he was unlawfully fired by the company for exposing unethical practices in its dealings with Ugandan government officials. He accuses SGS of colluding with Ugandan authorities including the former state minister for Transport Aggrey Bagiire to win the tender for inspection services in Uganda.

Bagiire said the allegations against him are outrageous, and "lack any basis."

"I became minister in 2016. The contract [for SGS for motor vehicle inspection] was signed in 2015. How then can you accuse me of influence peddling when I was not in the office then?," he asked.

He further laughed off the accusations, adding that: "I am happy to go to Switzerland [in court] to enjoy a few days there if they want me to clarify to them anything."

Bagiire said any subsequent meetings he had with SGS and other stakeholders were in his official capacity as the line minister for updates on the progress of the project. An official from SGS, who declined to be named because he is not authorized to speak on behalf of the company, said SGS denies the allegations of corruption and influence-peddling and insisted the company's operations are subjected to the highest international ethical standards.

Certain sections of the media in Uganda have this week run stories quoting Klukas' allegations against SGS in the Geneva Labour court. SGS lawyers in Uganda, Cristal Advocates - were reluctant to comment about the ongoing SGS management fight, citing client-advocate confidentiality. Cristal Advocates was also adversely mentioned in Klukas' allegations.

Cristal Advocates, however, strongly objects to any inferences or allegations by Klukas that their activities would be anything other than the legal representation of their client. In any case, a parliamentary probe looked into these allegations in 2017 and there was a High court case over the same long before Cristal Advocates was hired by SGS and both institutions did not find merit in the accusations.

Government contracted SGS on March 15, 2015, to undertake the function of inspecting cars to reduce road accidents by ensuring that all vehicles on the roads were roadworthy. In 2017, parliament recommended halting of the mandatory inspection programme pending conclusion of its inquiry.

Parliament was concerned that the re-introduction of the mandatory vehicle inspection through a private provider, while intended to aid in the stemming of the road carnage, ended up being rife with a host of public concerns. These included exorbitant pricing, inadequate coverage, unrealistic deadlines and general skepticism over the overall intention of the intervention.

Following the closure of its inquiry, parliament recommended, amongst other proposals, a reduction and rationalisation of the testing fees before resumption of the inspection services.

In a new proposal signed with government in April 2020, SGS significantly revised the inspection fees as demanded by parliament and committed to improve further the inspection centres and streamline operations. Government, too, gave its assurance to ensure the seamless implementation of the programme. Delays to resume the programme after signature of the addendum agitated SGS, leading to the termination of the motor vehicle inspection deal with government, citing contractual breaches.

It is still unclear whether SGS would be persuaded to rescind its termination to resume the programme. Mandatory car inspection remains a heated debate, especially for a public struggling to make ends meet. There was a strong opposition to the idea, especially over the fees and the limited inspection centres.

Already, parliament, in a December 2020 document advised the ministry of Works and Transport (MoWT) to "liaise with the ministry of Finance, Planning and Economic Development to ensure that funds for the establishment of the Master Test Centre are budgeted for in the FY 2021/2022 to enable MoWT effectively supervise the implementation of the motor vehicle inspection program."

Supreme court clears Museveni swearing in after staying Constitutional court ruling

The Supreme court has issued an interim order staying the execution of the Constitutional court decision arising from the late Bob Kasango's petition. 

The justices led by justice Kenneth Kakuru on March 18 unanimously ordered that a serving judge should resign before taking up any other appointment in executive or constitutional offices. They declared that effective March 18, any judicial officer serving in such offices who continues with duties before the resignation, their decisions shall be invalid.

They reasoned that such actions contravene several articles enshrined under the constitution regarding their mandates as judicial officers and the oath they take which talks about being independent. 

The ruling by the justices was as a result of the petition filed by the late Kasango in 2016 who challenged the decisions made by the then Director of Public Prosecutions (DPP) Justice Mike Chibita to sanction corruption-related charges against him when he was still a serving judge.

But last week, all the offices that were affected by the decision applied for an interim stay of the proceedings in the Supreme court pending the hearing of the main application. The affected offices include the Electoral Commission currently headed by justice Simon Byabakama, the Judicial Service Commission (JSC) led by justice Benjamin Kabiito and the DPP led by justice Jane Frances Abodo. 

They jointly argued that there was going to be a legal crisis in the country if the stay is not granted because there was a big threat to execute the said orders. The Electoral Commission argued that the swearing-in of new leaders in the country which is scheduled for May 2021 was going to be affected since a fully constituted Electoral Commission is the one that presents them to the swearing-in authority to take the oath, while the DPP, argued that the criminal justice system was most likely to be crippled given that the law doesn't allow the DPP to delegate powers given to him or her.

The JSC told the court that the recruitment process of judicial officers for this financial year had already been disrupted following the constitutional judgement. The director for civil litigation Christine Kahwa in the Attorney General's office told the court on Wednesday that there's a need for a stay of the execution adding that there is an intended appeal that is yet to be filed challenging the Constitutional court decisions. According to Kahwa, this appeal has higher chances of succeeding. 

However, the panel of five Supreme court Justices led by chief justice Alfonse Owiny-Dollo in their ruling agreed with the applicants and issued an interim order staying the decision of the Constitutional court.

According to justice Paul Mugamba who read the decision on behalf of the panel, the order will remain in force until the determination of the substantive application or any other order. Other justices are Stellah Arach Amoko, Rubby Opio Aweri and Ezekiel Muhanguzi.

This now implies that the officers who have been previously affected by the ruling can resume their duties unless there is any other order directing them to do otherwise. Lawyer Isaac Ssemakadde has said that the decision has been done in law and he intends to apply to join the proceedings such that he can represent the deceased Kasango. Ssemakadde on Wednesday wrote to the justices seeking to block the hearing of the Attorney General's application in the absence of the deceased who wasn't served.

Earlier in the hearing, chief justice Owiny-Dollo said that although today's application has been heard exparte, the main application and the appeal will have a respondent to challenge the arguments by the applicants because of the nature of their importance.

Former Utoda boss Katongole to be buried tomorrow

The body of the late former chairman of Uganda Taxi Owners and Driver's Association (Utoda), Haji Musa Katongole is to be laid to rest tomorrow. His brother, one Haji Katongole, says that it has been very hard to bury the deceased today due to the heavy downpour in and around Kampala that started in the wee hours of the morning.

According to Islamic traditions, a deceased person is normally buried the same day they die especially if they die in the morning. Haji Katongole was speaking to URN from their family home at Kasangati along Gayaza-Kalagi road where some of the relatives and friends have already started gathering to remember the man who has been in the city transport business for over 30 years. 

It is still unclear where Katongole will be buried as his will is yet to be known. But his brother says that he will either be buried at their family burial grounds at Kasangati or Nakasajja or at his home in Kanyanya.  

Katongole also has a home in Ntinda Minister's village. Some of the relatives and friends who spoke about the deceased described him as a very generous person who cared about humanity. Hajji Muhammad Kabugo described Katongole as irreplaceable.

Abdallah Lukumbi, one of the friends of the deceased, said "Hajji Katongole has been a very generous man. There are numerous people here in Uganda and outside who have been assisted by Katongole. While he worked with Utoda, he employed very many young people irrespective of their religion or tribe. We shall truly miss him." 

Katongole died around 5 am on Tuesday morning after spending eight days at TMR International Hospital Naalya, a Kampala suburb. Katongole has been suffering from heart complications, diabetes and hypertension. It's said that he also recently contracted Covid-19 that was the immediate cause of his hospitalization.

He spent most of the eight days in hospital on a ventilator because of breathing difficulties. Currently, his body is at A-Plus Funeral home at Mengo where it is being prepped for burial. It's expected to be taken to his homes at Kanyanya and Ntinda. His funeral prayers will be held at Kibuli mosque where he's been one of the right-hand men of Prince Kassim Nakibinge, the titular head of the Muslims.

Two soldiers attached to URA airlifted to Kampala after being beaten in Arua

Two Uganda People's Defense Forces (UPDF) officers attached to Uganda Revenue Authority (URA) Arua customs office have been airlifted to Kampala after being beaten by residents of Yobuyia cell in Ayivu East constituency in Arua city.   

The residents ganged up against the duo on Sunday at around 7:30 pm near River Enyau bridge along Arua-Koboko road after they knocked down a suspected rice smuggler with their car leaving him unconscious.

Shortly after the incident, residents poured at the scene, disarmed the two enforcement officers and beat them into coma. The driver of the URA Double Cabin truck sped off when he saw the swelling crowd approaching.   

Jude Nasucha, the Arua district police commander (DPC), says that two people have been arrested in connection to the mob attack while the search is ongoing for the other suspects. He warned residents against taking the law into their hands, saying security has the capacity to pursue them.

"You stop beating these people because if we want to punish you, we have the whole brigade here in Arua, we have another brigade in Koboko. We can surround you and all these villages," said Nasucha. 

Several residents have since fled their homes for fear of getting arrested. Sam Edaruku, a resident of Yobuyia cell and an eyewitness, accused security of witch-hunting them, saying those who attacked the officers are not from their village.   

"When civilians see the URA uniformed personnel coming home whether you have committed or not committed a crime, you will see the person taken away. Like the uniform which has been frequently been coming at my home since yesterday up to today, it is the uniform they fear most not of police. And this afternoon when they arrived at my home, the message they left was that they are going to come back on Wednesday which still injects fear in the family members and the village at large," said Edaruku. 

Martin Oroch, the Arua resident city commissioner, says they will not rest until all those who assaulted the officers are brought to book. However, Geoffrey Feta, the Ayivu East MP-elect has condemned the alleged high handedness of the enforcement officers, saying their actions in the recent past have been provocative to residents. 

"The use of excessive force by the revenue force has become a concern across the city. Recently drivers and the operations commander of URA, they hit a Congolese on a boda boda with a car and killed him and this has brought misunderstandings between authorities between Congo and Uganda. Hardly two weeks from this, now the excessive use of force again when the driver knocked a suspected smuggler. These acts are provoking the community," said Feta.

Four days ago, a Congolese national was reportedly knocked by a URA vehicle and died on the spot near Andelizu trading centre in Vurra County in Arua district. The deceased's body is still lying at Vurra customs after his relatives refused to pick it.

Two enforcement officers from Uganda Revenue Authority (URA) attached to Arua customs have been airlifted to Kampala after being beaten into coma by residents of Yobuyia cell in Ayivu East constituency in Arua city.   

The residents ganged up against the duo on Sunday at around 7:30 pm near River Enyau bridge along Arua-Koboko road after they knocked a suspected rice smuggler with their car leaving him unconscious.

Shortly after the incident, residents poured at the scene, disarmed the two enforcement officers and beat them into coma. The driver of the URA Double Cabin truck sped off when he saw the swelling crowd approaching.   

Jude Nasucha, the Arua district police commander (DPC), says that two people have been arrested in connection to the mob attack while the search is ongoing for the other suspects. He warned residents against taking the law into their hands, saying security has the capacity to pursue them.

"You stop beating these people because if we want to punish you, we have the whole brigade here in Arua, we have another brigade in Koboko. We can surround you and all these villages," said Nasucha. 

Several residents have since fled their homes for fear of getting arrested. Sam Edaruku, a resident of Yobuyia cell and an eyewitness, accused security of witch-hunting them, saying those who attacked the officers are not from their village.   

"When civilians see the URA uniformed personnel coming home whether you have committed or not committed a crime, you will see the person taken away. Like the uniform which has been frequently been coming at my home since yesterday up to today, it is the uniform they fear most not of police. And this afternoon when they arrived at my home, the message they left was that they are going to come back on Wednesday which still injects fear in the family members and the village at large," said Edaruku.

However, Geoffrey Feta, the Ayivu East MP-elect has condemned the alleged high handedness of the enforcement officers, saying their actions in the recent past have been provocative to residents. 

"The use of excessive force by the revenue force has become a concern across the city. Recently drivers and the operations commander of URA, they hit a Congolese on a boda boda with a car and killed him and this has brought misunderstandings between authorities between Congo and Uganda. Hardly two weeks from this, now the excessive use of force again when the driver knocked a suspected smuggler. These acts are provoking the community," said Feta.

Four days ago, a Congolese national was reportedly knocked by a URA vehicle and died on the spot near Andelizu trading centre in Vurra County in Arua district. The deceased's body is still lying at Vurra customs after his relatives refused to pick it.

Obama family matriarch, 99, dies in Kenyan hospital

Sarah Obama, the matriarch of former US President Barack Obama's Kenyan family has died, relatives and officials confirmed Monday but did not disclose the cause of death. She was at least 99 years old. 

Mama Sarah, as the step-grandmother of the former US president was fondly called, was a philanthropist who promoted education for girls and orphans. She passed away around 4 am local time while being treated at the Jaramogi Oginga Odinga Teaching and Referral hospital in Kisumu, Kenya's third-largest city in the country's west, according to her daughter Marsat Onyango. 

"She died this morning. We are devastated," Onyango told The Associated Press on a phone call. 

She will be remembered for her work to promote education to empower orphans, Kisumu governor Anyang Nyong'o said while offering his condolences to the people of Kogelo village for losing a matriarch. 

"She was a philanthropist who mobilized funds to pay school fees for the orphans," he said. 

Sarah Obama, was the second wife of President Obama's grandfather and helped raise his father, Barack Obama, Sr. The family is part of Kenya's Luo ethnic group.

President Obama often showed affection toward her and referred to her as "Granny" in his memoir, "Dreams from My Father."

He described meeting her during his 1988 trip to his father's homeland and their initial awkwardness as they struggled to communicate which developed into a warm bond. She attended his first inauguration as president in 2009. Later, Obama spoke about his grandmother again in his September 2014 speech to the UN General Assembly. 

For decades, Sarah Obama has helped orphans, raising some in her home. The Mama Sara Obama Foundation helped provide food and education to children who lost their parents — providing school supplies, uniforms, basic medical needs, and school fees. 

In a 2014 interview with AP, she said that even as an adult, letters would arrive but she couldn't read them. She said she didn't want her children to be illiterate, so she saw that all her family's children went to school. 

She recalled pedalling the president's father six miles (nine kilometres) to school on the back of her bicycle every day from the family's home village of Kogelo to the bigger town of Ngiya to make sure he got the education that she never had. 

"I love education," Sarah Obama said, because children "learn they can be self-sufficient," especially girls who too often had no opportunity to go to school. 

"If a woman gets an education she will not only educate her family but educate the entire village," she said.

In recognition of her work to support education, she was honoured by the United Nations in 2014, receiving the inaugural Women's Entrepreneurship Day Education Pioneer Award. 

Details on preparations for her burial will be announced later, said her daughter. Sarah Obama was Muslim and it's not clear whether she will be buried according to her faith's practices that dictate she should be buried within 24 hours of death.

Former Masaka city NRM candidate Mbabazi arrested over car theft

Former National Resistance Movement (NRM) party candidate for the Masaka city mayoral seat, Willis Mbabazi Bamwesigye has been arrested for alleged vehicle theft.

Bamwesigye was picked up by police detectives after one person he hired from a vehicle during the campaigns filed a case of vehicle theft.

Preliminary police investigations indicate that Bamwesigye has been hiring vehicles from various parts of the country, which he would sell and turn around to claim that they have been stolen.

Muhammad Nsubuga, the Southern regional police spokesperson, says that Bamwesigye ran out of luck when some of the people he was trying to sell a Toyota Premio registration number UAS 510S decided to conduct a search at Uganda Revenue Authority (URA) and discovered that the car was registered in different names, which raised their suspicion.

They immediately notified police leading to Bamwesigye's arrest. Nsubuga says that police is also investigating another case involving a Toyota Wish vehicle registration number UAS 510S, which the suspect hired and claimed to have lost in the campaigns.

"He hired most of the vehicles he used during the mayoral campaign from his colleagues in Mbarara but he reportedly never returned them. He either told the owners that they were stolen or decided not to pick up their calls," Nsubuga said.

Congolese militia release 6 boat engines after Ugandan owners paid $500 each

Congolese militiamen have released 6 of the 19 boat engines they stole from Uganda about two weeks after their owners paid them a ransom of $500 (about Shs 1.8 million) for each engine.

On March 21, the militiamen who were dressed in DRC military uniform raided Kaiso landing site on Lake Albert in Hoima in western Uganda and made off with at least 19 boat engines. After crossing over to the Congolese side of the lake, the militiamen start demanding a ransom of $500 before they could release the engines.

Fred Mujuni, the chairman of Kaiso landing site fishing community says 13 engines are still being held by the militia after their owners failed to raise the ransom money. Mujuni has appealed to the Ugandan government to intervene and compel the Congolese government authorities to ensure that the remaining robbed engines are returned at no cost.

Vincent Aliganyira, also a fisherman at Kaiso landing site wonders why government has up to now failed to intervene yet the fishermen are undergoing untold suffering. Julius Hakiza, the Albertine region police spokesperson says that security teams are already in talks with their DRC counterparts to have the confiscated engines returned to the affected fishermen at no cost.

Attacks by suspected Congolese militia on Ugandan fishermen have been rampant since 2018. On March 14, 2021, four-armed Congolese militiamen raided the lake abducting 16 Ugandan fishermen.

They also robbed four fishing boats and four engines. The abducted fishermen were detained for a week at the Tchomia landing site in Bunia district and were only released after each paid $50 (about Shs 170,000).

Similar events unfolded in October 2020 when armed militiamen raided Lake Albert and abducted 16 fishermen, robbed 20 boat engines and 20 fishing boats. In April 2020, two suspected Congolese militiamen were gunned down on Lake Albert in Hoima district in a fire exchange between the militia and the Ugandan army.

The two, later identified as Ozelle Opio, 25, and another, only identified as Singa were part of the group that invaded the landing site near Kaiso in Buseruka sub-county where they put several Ugandan fishermen at gunpoint, ordering them to surrender their fishing gear including boats, fishing nets, engines and hooks.

But in the process, some Ugandan fishermen sneaked away and alerted the UPDF who rushed to their rescue. Before the UPDF soldiers could reach them, the suspected militiamen opened fire leading to a fire exchange between them and the UPDF.

The UPDF also recovered three AK-47 guns with 47 rounds of ammunition that the militiamen were using at the time they were rounded up.

Solar-powered clean, hot water installed at all 92 Swaziland clinics

LOBAMBA - For more than a year, nurse Lindiwe Magongo has seen to the needs of 600 patients per week at her small clinic near the capital of eSwatini, the nation formerly known as Swaziland.

And until very recently, she's fought both ordinary health issues and the global coronavirus pandemic without the most basic health care tool: clean, hot water.

Doctors say handwashing, hygiene and sanitation are key to curbing the spread of illness. The coronavirus, which causes the COVID-19 disease, has claimed nearly 700 lives in this nation of just over one million people. But before the pandemic hit, 82 per cent of clinics in this small, landlocked southern African nation lacked this vital tool. In recent months, a multinational initiative has installed an outdoor solar-powered handwashing station in every clinic.

On a recent weekday, Magongo beamed at the new handwashing station at the gate of her clinic. Dozens of emaSwati, as the people of eSwatini are called, had lined up before the clinic opened, and were now filing in after washing their hands.

It is not just a concrete structure consisting of a heavy sink and a durable solar water heater, she said — though it is, literally, that. To her, it represents possibility. Magongo says the hot water station is also used to clean the clinic and brew tea for staff. Patients can take water home if they like.

"I will call it a sculpture," she said. "Because the water is going to be here for quite some time. We are saving a lot because this is economically accessible to use and no electricity failures. Even if we experience power cuts, this service continues to work. So, in that sense, it is economical, and it's going to be here for quite some time. We're really, really grateful."

VOA asked acting Prime Minister Themba Masuku what seems like an obvious question: why didn't the government do this before? Why wait for foreign donors?

Masuku said it's not that easy for a cash-strapped government with limited manufacturing capabilities and an unreliable electricity supply. When the pandemic hit, he said, eSwatini struggled to acquire basic items like masks.  

"One of the priorities was to build the clinics first," he said. "Because you can't put this stuff here without clinics. As we were building the clinics, as we have 92 of them now, those public health facilities, the stakeholders came in, they wanted to assist and we gladly accepted that. So, everything is prioritized. Health is one of our major priorities. And this is why we thought building the clinics before we get the hot water would be ideal."

At her small clinic in Ezulwini, Magongo said it also breaks what she described as a stigma around handwashing.

"Whenever we wash hands, it means we are going to eat," she said. "Going and washing hands all the time -- it's un-African. We grow up knowing that, it is un-African to keep on washing hands. Why? There's always that why, why, why do you keep on washing your hands? This is going to break (the stigma). And COVID-19 has also helped us in breaking that."

A year ago, Australian solar energy entrepreneur Robert Frazer landed in eSwatini for two weeks of meetings. Then the pandemic struck, and as he sat in lockdown halfway across the world from his Sydney home, he thought: why not do something?

In that year, his company — with extra funding from the German government — has installed 92 of these $3,500 stations.

"There was a very obvious need, and we had the products, we had the relationships, the expertise, to actually deliver a project that would really make a difference in a very short amount of time," he told VOA. "And actually, to be frank, for a reasonably small amount of money."

Frazer stresses that he's not running a charity — they're a for-profit company, and this project has paved the path for a $100 million solar-storage project in eSwatini.

Health minister Lizzy Nkosi says hand hygiene is a key weapon against the infection — and one that eSwatini needs while it launches its mass vaccination campaign in the coming weeks.

"It's not only bringing hot water in places where we would never have dreamt we would have hot water, but is reinforcing age-old infection prevention measures that the ministry employs every time, whether we have an outbreak of measles, of diarrhea, any outbreak," she said.

"Don't take clean, hot water for granted," she said.

8 arrested in Amuru over marrying off 15-year-old to 33-year-old man

Eight people have been arrested in Amuru district for marrying off a 15-year-old girl to a 33-year-old man.

Those arrested include the groom Charles Ojok and the teenage bride, a primary six pupil at Oloyotong primary school in Amuru district. Others under custody are Eveline Aciro the teenager's mother, the girl's uncle, Nyeko Abuja, John Okwir who is an uncle to the bridegroom, Elnato Kibwota, Joseph Komakech and Wilberforce Okwonga. 

The suspects were arrested on Saturday afternoon from Oloyotong village in Amuru sub-county while holding a celebratory party for a successful traditional Acholi marriage that took place on Friday evening.

Reports indicate that Ojok and his relatives on Friday evening paid dowry and an unspecified amount to the family of the teenage girl in exchange for her hand in marriage.

Michael Lakony, the Amuru district chairperson said that the police and district authorities were notified of the illegal marriage, prompting them to rush to the scene on Saturday where they arrested the ill-fitting couple and their relatives. 

The suspects are currently being detained at Otwee police station in Otwee town council. The groom and his family members had travelled from their home in Koch in Nwoya district. 

Apollo Okello, the Amuru district secretary for education decried the rising cases of teenage pregnancies and early marriages in the district, something he attributes to poor parenting, love for money and domestic disputes.

Minister Cheptoris blames parliament for failing ban on kaveera

The minister of Water and Environment, Sam Cheptoris has blamed MPs for failing government efforts to ban the usage of environmentally-degrading polythene (kaveera) in Uganda.

While addressing the media at the Uganda Media Centre to commemorate 'Earth Hour', Cheptoris said everyone in the world is reminded of their role to protect and conserve nature and the environment and kaveera remains one of the major dangers to mother nature. 

Cheptoris said: "A couple of years ago, as a ministry, we had decided to ban polythene bags completely. But when our stand reached parliament, they decided that only polythene bags below 30 microns should be banned, scampering all our efforts, to rid this country of the looming danger from them."

But even after parliament approved an immediate ban on the usage of polythene below 30 microns in terms of size back in 2018, implementation has been non-existent. Uganda still has all sorts of polythene in all corners of the country. 

Cheptoris said he's disappointed because so much polythene has gone into our soils, swamps and water sources, which is a big danger to the future of this country. Fish stock in the lakes is reducing because of plastics and soils are not producing much quality food as a result.

Cheptoris called upon his colleagues in parliament to consider the significance of their actions on Uganda. Cheptoris argued that a safe environment was important for the future generation and for the overall productivity of the people in this country.

The Archbishop of Church of Uganda, Stephen Kaziimba said that as the church they have taken a stand, to plant trees at every church event.

For example, during confirmation ceremonies, every confirmed child is expected to plant a tree. Cheptoris revealed that government intends to plant 40 million trees this year.

David Duli World Wide Fund for Nature (WWF) country director warned that the destruction the earth is facing is a serious matter, because only 9 per cent of plastic waste around the world is recycled.

Museveni, Janet vaccinated against COVID-19

President Yoweri Museveni and First Lady Janet Museveni been vaccinated against the coronavirus disease (COVID-19) at State House Nakasero.

The media was unusually not invited to grace the occasion, but pictures provided by the Presidential Press Unit (PPU), show Museveni being vaccinated alongside wife Janet also the Education and Sports minister with unseen people heard clapping in the background. 

According to State House and minister of Health Jane Ruth Aceng, Museveni and his wife were vaccinated using the Astrazeneca vaccine. The first son Muhoozi Kainerugaba was also vaccinated earlier about two weeks ago as he launched the vaccination exercise for the Special Forces Command (SFC). 

Earlier reports for which Museveni has sued the Daily Monitor newspaper indicated that Museveni and his 'inner circle' had already been secretly vaccinated with the Chinese vaccine, Sinopharm - long before Uganda had even received its first dozes of the coronavirus vaccine.

The report which was originally published by the US-based Wall Street Journal also indicated that leaders from the Philippines and Peru had equally been vaccinated as China tried to market its vaccine across the globe.

Museveni demanded a front-page apology from Daily Monitor for what he called a deliberate malicious publication to taint him before Ugandans as being selfish and individualistic. The apology never came and instead, the newspaper made a clarification about the said report, prompting Museveni to sue for unspecified damages.  

About three weeks ago, while addressing the nation, Museveni had also indicated reservations about the AstraZeneca vaccine, saying his medical team was still studying the other vaccines to see which one was best suited for him. He also said, in any case, he is well protected from the virus by the system and that he had decided to offer his jabs to the frontline workers such as health workers, security officers and teachers who are more at risk. 

Museveni said he decided to take the AstraZeneca vaccine because he was convinced by the experts about its effectiveness in guarding against severe sickness and death despite its ineffectiveness against the Brazillian and South African variants.  

This week, the government announced that they have altered their vaccine schedule and plan from vaccinating initially 482,000 people using the 964,000 doses donated by the COVAX Facility as they wait for more vaccines. Each individual was to be given two jabs eight weeks apart but now all the 964,000 doses will be administered all at once. 

The vaccination exercise has not been fully embraced by most Ugandans across the country with only about 40,000 vaccinated so far as of March 27. 

Ugandans have waited patiently to see if the president would publicly get vaccinated with the AstraZeneca COVID-19 vaccine as has been in other countries such as Rwanda, South Africa to instil public confidence and assurance about the safety of the vaccine amidst fears and myths and misconceptions surrounding the vaccines. 

Reviews by the World Health Organisation have found that the available data does not show a link between the increase in clotting condition such as deep venous thrombosis or pulmonary embolism and the AstraZeneca vaccine.

After taking his jab, Museveni reminded the public to keep observing the standard operating procedures of wearing a mask, keeping a two-meter distance between people while in public, washing hands, sanitising and avoiding mass gatherings to keep the coronavirus at bay.

90 killed as Myanmar military continues crackdown on protestors

At least 90 people have been killed Saturday in Myanmar as the junta continues a brutal crackdown on pro-democracy protesters countrywide on Armed Forces Day, according to witnesses and multiple news reports. It's one of the most deadly days of protests since the country's February 1 military coup.
 
The Myanmar Now news site reports at least 29 people were killed in Mandalay, including a boy as young as 5 years old, and at least 24 protesters died in violent night clashes with police in Yangon.

In a show of force, the military regime held a massive parade in the capital Naypyidaw to celebrate the Armed Forces Day, which commemorates the start of local resistance to the Japanese occupation during World War II.
 
As troops marched alongside army vehicles, junta leader General Min Aung Hlaing defended the coup again and pledged to relinquish power after new elections, without specifying any date.
 
Junta leaders have justified the coup saying the November 8 general election won by Aung San Suu Kyi's National League for Democracy (NLD) party was fraudulent — an accusation the electoral commission rejected. Ongoing protests have spread nationwide since the coup often followed by a heavy-handed security crackdown against protesters.

Myanmar's military government had warned protesters they could risk being shot in the head during anti-coup demonstrations Saturday as the country observed Armed Forces Day, according to state media.
 
The junta's warning came one day after nine people were killed in Myanmar, according to the daily report of the activist group, the Assistance Association for Political Prisoners (AAPP).
 
Military forces have killed at least 320 people during the crackdown and more than 2,900 people have been arrested, charged or sentenced since the crackdown began, the AAPP said in a report.
 
The United States and Britain imposed sanctions on Myanmar's ruling junta on Thursday, blacklisting military-controlled businesses.
 
"Today the United States is taking its most significant action to date to impose costs on the military regime," said Secretary of State Anthony Blinken in a statement Thursday.
 
The United States has designated two entities linked to the coup leaders, Myanma Economic Holdings Public Company Limited (MEHL) and Myanmar Economic Corporation Limited (MEC). "MEHL and MEC are the two largest military holding companies in Burma, and all shares in them are held and managed by current or former Burmese military officers, regiments, and units, and organizations led by former service members," the statement said.

Kasango to be buried within 4 days in Fort Portal, High court orders

The High court in Kampala has ruled that lawyer Bob Kasango be buried in Fort Portal, Kabarole district, ending a nearly month-long feud between his in-laws and paternal families. 

Kasango succumbed to heart-related complications a month ago from Luzira prison on February 27, from where he was serving a 16-year jail term for theft of more than Shs 15 billion meant for pensioners. However, his burial was delayed by a bitter fight between Kasango's widow Nice Bitarabeho, and his family from Tororo district.

The controversy started when a section of relatives from Tororo grabbed his casket from All Saints cathedral-Kampala, where it had been announced, after a funeral service, that the deceased would be buried in Fort Portal.

However, the vehicle, which was reportedly taking the body to Tororo, was intercepted by police and the casket sent back to A-Funeral services home where it has been held under protection since then. A-Plus has been charging a daily fee of Shs 250,000 to preserve the body since March 3. In the aftermath, the widow sought a court order to bury the husband in Kabarole district on grounds that Kasango had denounced his family and never wished to be buried in his ancestral home.

The court also heard that Kasango was never close to his family members in life, let alone his mother, Rose Kabise, who was fighting to stop the burial in Fort Portal. The wife also told the court that one of the family members had confided in her that the family in Tororo had planned to kill Kasango when he was still young, as a result of family wrangles. Reports indicate that Kasango's father had a relationship with two sisters, one of which resulted in the birth of Kasango.

Bitarabeho also told the court that she never met her mother in law until after seven years of her marriage to Kasango on December 22, 2000, and that every time she asked him about his father, he would break down in tears. Bitarabeho also told court that Kasango warned her about his hostile family and asked her to keep a distance for her own safety and their children. 

But Kasango's mother Kabise told the court that Kasango was born to a Musoga father, Livingston Richard Kasimo and raised by his stepfather Bonaventure Okello, a Japadhola from Tororo and his real name is Robert Kasango Othieno who belongs to the Nyapolo oligo clan of Japadhola and he perfectly knew his lineage. She also explained that she is the one who gave Kasango the name Otieno and Robert at birth. 

But she added that Kasimo died many years ago and, she heard that, he had been buried somewhere in Bulemeezi where he had bought a piece of land. Kabise added that Kasango had bought her land in Tororo, and that is where she wanted her son to be buried. However, during cross-examination by Bitarabeho's lawyers Jamilu Mujurizi and Humphrey Tumwesigye, it was revealed that there is no proof for the purchase of land in Tororo.

Justice Lydia Mugambe Ssali today ruled in favour of Kasango's wife. She instructed that the burial takes place within four days from today so as to avoid any further physiological torture of the children. She added that the family of Kasango's mother should be allowed to attend the funeral and ensure that the deceased is accorded a decent burial.

But in her decision, Mugambe explained that the Japadhola culture was not applicable to Kasango since her mother already indicated that his real father was from Busoga. She added that Kabise also couldn't impose that culture onto the deceased, in a country that has about 54 tribes whose people keep migrating to other areas.

Mugambe noted that Kasango did not have a strong attachment to his parents, pointing to the fact that the mother-in-law remained unknown to Kasango's wife, Kasango's failure to recognize Kabise at their wedding, Kasango's wife and children having no attachment to the family in Tororo, and the fact that Kabise only visited Kasango on Bitarabeho's invitation.

She also noted that during the hearing of the matter, Kasango's eldest son, Samora Kasango, 19, said that they were comfortable burying their father in Fort Portal. As such, the judge said that the land in Fort portal which the deceased used to visit regularly is big enough for burial.

But the Tororo family said that they will not attend the burial in Fort portal. Earlier, Esau Michael Opiiri, the only person who testified as a neutral person in the case said that it is against the traditional values and norms of the Japadhola to bury a person in a foreign land.

Masaka registers low uptake of COVID-19 vaccination

Authorities at Masaka regional referral hospital are concerned about the low turn-up of health workers and teachers in the ongoing coronavirus disease (COVID-19) vaccination exercise.

Dr Nathan Onyach, the director Masaka hospital says that very few personnel have embraced the vaccination exercise. Onyach explains that they have vaccinated only 288 health workers and 14 teachers over a two-week period since March 11. The facility received 4,600 doses of the AstraZeneca vaccine for the frontline workers in the district. 

Onyach explains that a person who takes the jab has some protection against adverse effects in case they get COVID-19 compared to those who have not been vaccinated. 
  
Onyach says the false fears about the vaccine are unwarranted because the vaccines have been used in other countries with good results and no major side effects recorded.  

Barbara Kaitesi, one of the health workers giving the jabs, attributed the low turn-up to the propaganda being circulated on social media discouraging people from taking the vaccine. She adds that they have not received any deaths resulting from the vaccination which makes the vaccine safe.  

Recently, the European Medicines Agency (EMA) reviewed the jab after 13 countries suspended the use of the vaccine over fears of blood clotting. However, it was found that the jab was not associated with a higher risk of clots.

Uganda's domestic debt breaks 50% of GDP ceiling

The government has acknowledged that it has broken its own domestic debt ceiling to a level which it calls "unhealthy domestic borrowing."

The amount of debt that the government has acquired from the domestic market has gone up to Shs 6.8 trillion which is more than 1 per cent of Gross Domestic Product (GDP), initially set as the maximum. 

The total debt, foreign and domestic will grow to 52 per cent by the end of the financial year, which is also above the 50 per cent ceiling that Uganda has agreed on with the other East African Community (EAC) countries with the support of the International Monetary Fund (IMF). On the whole, the region's debt stock has risen to $112 billion or 58 per cent of the GDP (2019) with Kenya and Rwanda having the highest ratios.

The debt levels have been further pushed up by the effects of the COVID-19 pandemic and the need to contain the virus spread. With economic growth declining sharply and in some cases to negative rates, there are now calls for the governments to go for credit relief and other measures. Equally, there are growing calls for the IMF to approve the issuance of special drawing rights (SDRs) to assist developing countries in their economic recovery.

The SDR is an international reserve asset, created by the IMF to supplement its member countries official reserves. So far Shs 204.2 billion (equivalent to about $281 billion) SDR has been allocated to members according to the IMF. The United Nations Conference on Trade and Development (UNCTAD) estimates that Africa will require $200 billion to address the financial and socioeconomic impacts of the global pandemic.

At a dialogue between government and the civil society, the Uganda Debt Network (UDN), SEATINI Uganda, Civil Society Budget Advocacy Group (CSBAG), Transparency International and the African Forum and Network of Debt and Development urged other countries to press the IMF to release up to $3 trillion.

However, the organisations have cautioned the government that even if these options mature to their favour, there is a need to control the rate of borrowing. UDN executive director, Julius Kapwepwe says that if Uganda and the other countries are to borrow, they should borrow for sectors that directly improve the livelihoods of the masses.

"If you looked at the East African Community we're at $120bn by 2020/21 so GDP at 50% indebtedness or not is not the bigger discussion. The Japans, the Germanys of this world actually have higher percentage. The challenge is about the capacity to be able to set your obligation. What is important for me is that out of those huge figures, it is about that bridge or that health centre [upcountry] which they say out of staffing capacity of 23 medical personnel expected, consistently there has been 7 partly because government cannot afford to recruit the required staffing," said Kapwepwe. 

The government is also accused of being extravagant with both own and borrowed resources, which is a result of poor planning. SEATINI Uganda executive director Jane Nalunga gives the example of the high cost of administration, saying the many administrative units are created without putting in mind the cost of maintaining them.

"There is the issue of government expenditure, government is spending like we're America. We have been talking about this. The administrative budget is so huge, our parliament is so huge, the administrative budgets are a burden. Why should we have such a huge parliament? There is also the prudent use of resources, last time I heard they wanted to borrow to work on the environment and you say really? Here we are giving away Bugoma forest, cutting down trees but we're getting a loan to work on the environment," Nalunga said. 

The ministry of Finance, Planning and Economic Development says domestic borrowing has gone up to 1.1 per cent of GDP and will go further up to 1.6 per cent next financial year. Samson Muwanguzi Joash, the acting assistant commissioner in the domestic debt office, says domestic debt cannot be avoided because of its benefits over foreign debt.

He says much as foreign debt interest rates are lower, the loans carry other costs like conditions and the risks associated with changes in foreign exchange rates over the loan period. Domestic loans are also easy to get since they are acquired from within the country which makes them good for emergency case borrowing.

Muwanguzi says, the government had projected the domestic debt level to rise to Shs 6.3 trillion but this will go to Shs 6.8 trillion when it acquires the loan for the initial investment in the East African Crude Oil Pipeline this month.  

Meanwhile, the government of Uganda is planning to issue an infrastructure bond to fund infrastructural programs without borrowing from banks. A bond is an instrument issued by the government or a company that needs to borrow money. Basically, the person who gets the bond invests in the said project and is paid after the date of maturity, with interest.

The government can decide to buy back the papers before the date of maturity. Acting Commissioner, Muwanguzi says the plan is on to issue the bond, but the government has not yet decided on the date for issuing it.

Assaulted Ghetto TV journalist Ashraf withdraws case against gov't

Assaulted Ghetto TV journalist Ashraf Kasirye has withdrawn his case against the government in which he was seeking compensation for damages caused to him during the just concluded elections.

Kasirye who initially wanted to be compensated with an unspecified amount of money has today withdrawn his case against the Attorney General filed before the civil division of High court on grounds that he is in a bad state.

The court presided over by lady justice Esta Nambayo heard from Kasirye's lawyer, John Mpambale that their client is in a bad state and as such he intended to discontinue the matter. The records indicate that in line with that submission, Mpambale asked court to allow them to withdraw the case.

State attorney Allan Mukama also did not have any objection to the withdrawal. Accordingly, justice Nambayo allowed the withdrawal with no cost awarded to either party. The case which Kasirye has withdrawn was filed on December 3, 2020, challenging the decision by the police to forcefully remove him from National Unity Platform (NUP) presidential candidate Robert Kyagulanyi Ssentamu's car, pepper-sprayed before he was assaulted when he was doing his journalistic duties during the election campaigns.

Kasirye had told court that this scenario which subjected him to inhumane and degrading treatment occurred on November 18, 2020, in Luuka district. He accordingly asked court to be compensated for his damaged property as his constitutional rights and freedoms were being violated. 

Kasirye asked court to issue a permanent injunction restraining the Uganda Police Force from infringement on his right to property, freedom of the press, right to practice a profession and the right against torture, inhuman and degrading treatment.

Justice Nambayo had in the previous session held on March 11, 2021, allowed Kasirye's lawyers led by Augustine Akineza to file additional allegations against the government. This is because in that session, the lawyers had told court that their client was again badly assaulted on December 27, 2020, as Kyagulanyi was heading to Lwengo district also for his presidential campaigns.

Kasirye is said to have been shot on the head and sustained injuries that saw him admitted to Lubaga hospital for a many days. His lawyers had previously said that Kasirye spent more than Shs 50 million in medical bills and he had apparently lost his vision and ability to hear properly in a noisy environment.

The record before court also shows that the government through their state attorney Charity Nabasa had earlier this morning filed an affidavit asking for the dismissal of Kasirye's case with costs. Nabasa says in her affidavit that Kasirye's application is misconceived, incompetent, lacks merit and amounts to an abuse of court process.

"I know that the applicant's actions on the 18th day of November 2020 interfered with police in the lawful execution of their duties and amounted to obstruction of justice," reads the affidavit in part.

It adds that the government intended to raise an objection to prove that Kasirye's application raised no single issue of enforcement of his rights and he didn't adduce any evidence to show that his rights were violated by the Attorney General's agents.
