34-year-old woman arrested over defiling 11-year-old boy

A 34-year-old woman in Otuke district in northern Uganda is under police custody for allegedly defiling an 11-year-old boy.

Susan Akite, a resident of Amyel village, Olilim sub-county in Otuke district was arrested on Monday and is currently being held at Otuke Central police station.

Her arrest follows the disappearance of the 11-year-old boy from his parental home for a week. The mother of the boy, Betty Adongo is said to have reported the matter to Okwang police post after getting a tip-off from some concerned locals of the area who kept seeing the boy at Akite's resident.

James Ekaju, the acting North Kyoga Regional police spokesperson confirmed the arrest of Akite adding that a charge of aggravated defilement has been preferred against her under CRB reference 35/2020.

Ekaju says the police searched Akite's house and recovered the boy, who confessed to police that he had engaged in sexual intercourse with Akite.

Court dismisses land case against Kabaka

The Land division of the High court has dismissed with costs an application by Buganda royals Kalemera Kimera and Nalinya Nandaula, who were claiming 16 square miles of land at Masajja, which the Central government returned to Buganda kingdom recently.

The pair, who are the administrators of the estate of former Buganda king Ssekabaka Daudi Chwa II, were arguing that the land title should be returned to them instead of the Kabaka of Buganda, who was among the defendants along with Buganda Land Board and the commissioner land registration as well as the Attorney General.

The key issue was differentiating whether the land was owned by Daudi Chwa II in his capacity as the Kabaka of Buganda or as a personal property that could be claimed by his estate after demise.

In his critical September 28 ruling that could have far-reaching implication on land matters, the Principal Judge, Justice Dr Flavian Zeija, noted that the law on the limitation period to bring an action of recovery of land is well settled.

Zeija noted that the title was issued to Kabaka of Buganda in 1924 and had several leases issued to various lessees thereafter. That this was way before the demise of Daudi Chwa II in 1939 but neither he nor his beneficiaries ever challenged the same.

"Further that the late Daudi Chwa II had left behind several beneficiaries to his estate but none of them challenged the proprietorship except when the plaintiffs brought this suit in 2017. The beneficiaries of Daudi Chwa cannot come now almost a century later [93 years] to challenge the proprietorship which their father did not challenge," he noted.

"I have noted of late a resurgence of claims by grandchildren of many deceased persons, many of whom allege fraud when in actual fact the alleged fraudsters are sometimes dead. This resurgence is caused by the ever limited resource called land."

He further said the increase of land value is attracting all sorts of claims in court. "To circumvent the 12-year limitation period, fraud is always invoked as a cover for machinations to dispossess land from the rightful owners. Courts should stand up to stem this fraud guised in the name of the law to stem fraud," he said.

"It is only in 2017 that a few grandchildren of Daudi Chwa II remembered that there is an estate in which they have an interest after they leant of UNRA compensation. This suit is not about learning the existence of fraud. It is about partaking in the share of compensation…with the above deliberations; the suit is accordingly dismissed with costs to the defendants."

Schools, govt at war over SOPs

The immediate reaction to the reopening of schools on October 15 has ranged from strong support for the decision to aggressive calls from school administrators for the revision of the 'stringent and unrealistic' standard operating procedures.

Several school administrators surveyed were 'completely unhappy' with the standard operating procedures announced by the ministry of Education and Sports. In multiple interviews, some school administrators rejected the government- imposed stark choice – operating day or boarding school, but not both.

Interviewed for comments last week, school managers insisted there is no need to restrict their operations to either day or boarding school. They say the one-size-fits-all approach that attempts to micro-manage every school scenario is likely to get more learners out of school due to lack of transport or boarding fees.

According to the new standard operating procedures (SOPs), all schools in urban centers shall have special buses or vans on designated routes to transport learners who cannot walk or be privately driven to school. And such transport has been restricted within a radius of five kilometers from the school. The special buses must observe general SOPs for public transport.

Under the new arrangement, school administrators have been asked to register all learners and their modes of transport to and from school.

"Learners who walk to school or are transported by private means to schools may continue to do so; however, they may not use public transport on any occasion, even if they cannot walk or be privately transported to and from school by their parents or guardians," reads the guidelines.

The education ministry has further advised parents under this "emergency public health situation" to identify schools nearest to their homes to enroll their children in the meantime to avoid risks, unnecessary costs and inconveniences of long distances to schools. 

Uganda National Teachers' Union (Unatu) secretary general Filbert Baguma described the ban on public transport as a "mere assumption" by the education ministry that will not be followed by schools.

Baguma said school head teachers have no capacity to control movement of day learners.

"It is true that we cannot close schools forever but when we reopen, we should be realistic. Not every parent has a vehicle or can afford private means to transport learners in urban centers where public transport is the only option," Baguma said.

"Government wants parents to join nearby schools in the meantime; what if the parents are not comfortable with the education standards of the school? Will you force them to enroll their children?"

He said such a decision needs to be revised since parents are already hit hard by the pandemic. Baguma argued that government ought to have looked for a supplementary budget to support schools to operate efficiently.

DAY OR BOARDING

Currently, schools are utilizing available resources to make arrangements to welcome candidates who are likely not to remit fees on time. At Old Kampala SS, the head teacher, James Mulomi, told The Observer that management has agreed to temporarily close off the boarding section for girls located inside the school premises.

Mulomi said this has been a tough decision, which will affect learners from distant areas such as Gulu, Tororo, Busia, and Mukono whose parents will either have to take them to other schools or nearby hostels.

"You know there's something that is up for discussion and an order from above. The boarding wing will be closed and we shall advise parents to find hotels near the school. However, the ministry has not made it clear whether they will allow private hostels to operate because that will be out of our control," Mulomi said. 

Students have their temperatures checked in Botswana when schools reopened 

Before the first term closed, Old Kampala SS had 265 and 245 senior four and six candidates, respectively. Mulomi said he expects the number to increase because there are candidates who failed last year's Uneb exams and often dodge term one fees but come and register in second term.  At Baptist High School in Kitebi, the head teacher, Grace Namakula, said the school is likely to opt for only boarding students despite registering as day and boarding.

"This is a tricky situation and we don't know how our parents are going to fit in the new arrangement. Truth be told, there are some children who can't be in boarding or day sections whatsoever; that's why we operate both," Namakula said. She added that besides paying fees, some parents may not be in position to afford the basic requirements for the boarding section on short notice.

In the guidelines, schools are supposed to observe social distancing of at least two meters in the classrooms. Those with large numbers of candidates are advised to teach in shifts.

SOCIAL DISTANCING DILEMMA

At the government-owned Kololo High School, there are at least 300 senior four and 120 senior six candidates. Originally, the senior four candidates were studying in five streams but with the two meters social distance requirement, that translates into 12 more streams, according to the director of studies, Daniel Katunda.

"We can operate with the numbers but this means calling on the entire teaching staff in order to operate better. One teacher cannot handle more than a stream yet all learners must be occupied at the same time," Katunda said. 

He is, however, concerned that teachers may have trouble getting back to their homes. "If you get vans to transport teachers, they stay in different directions like Matugga, Mukono, Mpigi, Kakiri and others scattered in Kampala. This is a costly venture but we shall see how to manoeuver," Katunda added.

For the full reopening under the two meters sitting arrangement, he said, they can't handle the numbers if the candidates alone are taking up the entire school. Namakula said at her school, with 140 and 120 senior four and six candidates, they have sufficient space for social distancing but lack adequate funds to facilitate the teaching staff.

"The splitting of classes in many small streams means that compulsory subjects have to be taught at ago. These many teachers will need salaries yet we have to borrow to put in place the SOPs. We have to spend before earning," she said.

A researcher at the National Educational Institutions Association-Uganda (NPEIAU) Hasadu Kirabira, noted that while they have been actively engaged in formulation of the guidelines, some SOPs generated by the ministry's top management need urgent review.

"We had pushed for reopening of candidates and semi-candidates to help benchmark from the experience of the small group. We don't regret not reopening for semi-candidates but the ministry hasn't given us reasons for not allowing semi-candidates to date," Kirabira said.

For now, he said schools can handle SOPs such as hand washing, temperature monitors, and wearing masks. He said, however, schools will have trouble to adjust to operating as strictly day or boarding. The banning of public transport compounds the situation for learners and teachers.

Established in 1994, NPEIA has a membership of 18,000 education institutions; 7,211 are kindergartens/nursery schools, 8,430 primary schools and 2,196 secondary schools, 161 tertiary institutions, and 23 international schools.  There are 350,000 teachers and 250,000 support staff.

Deputy police boss camps in Sembabule ahead of NRM polls

The deputy inspector general of police, Maj Gen Sabiiti Muzeyi has pitched camp in Sembabule district amid rising political tensions ahead of the NRM parliamentary primaries for Mawogola North and West constituencies. 

Ruling National Resistance Movement (NRM) party members in the two constituencies will be getting back to polls on September 30 to elect their flag bearers for the 2021 general elections. 

The primaries in the two constituencies were first called off hours to the polling day on September 4 over acts of violence in which several people were injured and properties vandalized. The elections were again called off on September 28. Muzeyi has now moved to Sembabule ahead of the polling day to directly coordinate security in the area throughout the election exercise.   

Muzeyi spent a bigger part of the day on Monday in a closed meeting with local police commanders at the district headquarters and issued to them strict instructions on how to avert any forms of violence in the area. Muzeyi also heightened security deployment in Sembabule by increasing both personnel and heavy-security equipment in different corners of the district.  

Muhammad Nsubuga, the Greater Masaka regional police spokesperson says the deputy IGP has moved in purposely to secure the area of any eventualities that may interfere with peace in the area. He explains that Muzeyi has moved in ahead of time to engage the officers on how to better execute their responsibilities of maintaining stability throughout the election exercise that has created excitement in the area.

Notably, the heated political contest is to replace Foreign Affairs minister Sam Kahamba Kutesa as Mawogola North county MP, a position he is retiring from after he chose to give up on elective politics. 

The race is now between Kutesa's daughter Shartis Musherure Kutesa and President Yoweri Kaguta Museveni's younger brother Godfrey Aine Kaguta and Salim Kiseka, all competing for the NRM ticket. 

In Mawogola West, the incumbent MP Joseph Ssekabiito is facing Anifa Kawooya Bangirana, who is crossing from being the Sembabule district Woman representative to be elected in the constituency. However, the contest has since turned chaotic as supporters of either camp have become aggressive against each other.

Meanwhile, the NRM Electoral Commission chairperson, Dr. Tanga Odoi also announced that he is going to directly take charge of election in the area as well as make new deployments on the election officers to avoid possibilities of manipulation. He tasked the candidates to restrain their supporters against any forms of lawlessness.

CCTV footage lands Bobi Wine bodyguards in deeper trouble

The Uganda Police Force has sanctioned four charges against two bodyguards of Kyadondo East MP Robert Kyagulanyi Sentamu aka Bobwine who have been detained at Wandegeya police station since Friday last week.

Although police arrested them basing on only one offence of assaulting police officers on duty, police spokesperson Fred Enanga now reveals that after reviewing the CCTV footage from Twed Tower, it has been found that the bodyguards committed three other offences.      

Enanga said Rashid Kavuma and Matovu Adam, who on Friday allegedly assaulted police officers when ordered to vacate the place where they were standing waiting for their boss. Court had summoned Kyagulanyi for a hearing about the controversies surrounding his National Unity Platform (NUP) party, which he took over from Moses Nkonge Kibalama.      

Enanga says the duo who were initially detained on one charge of assaulting police officers on duty, is now being charged with committing acts of violence at court premises, assault, obstructing police officers, and resisting lawful arrest.        

"We are expecting their files that were submitted to be returned from the DPP and they are likely to appear in court by either today or tomorrow," Enanga said today Monday.

He says that the police management has decided to take cases of assault against police officers on duty seriously following the increasing attacks on police officers by the same group in Kyagulanyi's camp on several occasions. 

At one point in the video that made rounds on social media, Kavuma is shown grabbing a police officer's collar and pinning him on the wall while other officers try to rescue their colleague from the charged Kavuma. 

"The officers were carrying on their duty, but these two together with others refused to follow instructions and carried out unprovoked attacks on our officers and they are seen to be becoming more emboldened with these acts of violence which we see escalating every day," Enanga added.      

"We want to remind the public including gangs and honourable members of parliament that there will always be consequences for people who have no regard for the law, for people who attack officers on lawful duty is absolutely unacceptable, another one was pinned against the wall and these are officers who were armed. So they exhibited too much restrain. It was very painful, getting to see a police officer pinned on the wall, it is really very painful," said Enanga. 

On their arrest, the NUP-leaning eyewitness Shamim Nabakooza who was together with the duo said Kawuma was "arrested like a criminal yet they were moving out peacefully. They kicked him and sprayed pepper in his eyes."

Our efforts to speak to Joel Ssenyonyi the NUP spokesperson on the matter were futile as he was not picking our calls.

Two men die fighting for woman in Mukono

Two men have died fighting for a woman in Kayunga, Kyampisi sub-county in Mukono district. The deceased have been identified as Hassan Kiwango 45, a timber dealer and Hakim Katende 48, a driver, both residents of Kiyunga who were living just about 100 metres apart. 

Katende has for the past one year accused Kiwango of having an affair with his wife, Dorothy Birungi, which caused a wide rift between their two families. Kiwango has been staying with two children aged 12 and 4 years, in the absence of his wife who went to Saudi Arabia for externalised employment.

According to Kiyunga LC I chairperson Douglas Ssekalegga, the dispute between the two men reached the local council committee for mediation and it appeared as if they had resolved the matter. But open quarrels resumed this month - compelling the LC I committee to forward the matter today to Kiyunga mosque to be resolved by the Imam.

However, to everyone's shock, Katende attacked Kiwango this morning before the Imam's meeting could take place and hacked him to death. He allegedly cut him on the neck, hands and at the back several times.

Kampala Metropolitan Police spokesperson Patrick Onyango says detectives from Naggalama police station visited the scene and found the body lying upside down in front of his house with multiple deep cuts on the entire body. 

It appears that Kiwango had also fought back and inflicted grave injuries on Katende. Onyango explains that after systematic examination of the scene of the crime, blood droplets were spotted and a blood trail led police to Kigagga zone where Katende's body was found with multiple cuts.

"The two bodies have been taken to Kayunga hospital for postmortem as children and the wife to Katende are held at police for their safety," Onyango says.
Onyango adds that police have also been deployed at both Katende and Kiwango's homes to prevent the public from damaging their properties.
 
Sophia Kigundu, a sister of Kiwango, appeals to police to speed up their investigations to find out whoever supported Katende to kill her brother.

New 2km-long crack sends panic among Sironko residents

A 2km-long crack has developed in Gombe town council sub-county, Sironko district in eastern Uganda, sending panic among the area residents.  
 
The new crack which has cut through three cells; Kibogoyi, Gibbalwa, Namusilo in Kisali ward has also struck Bugibone government-aided primary school and Diligana water treatment plant. 

George Waboya, the councillor representing Kisali parish says that as leaders, they are worried that any time a landslide may occur since rains are still pounding the area. He urges the ministry for Disaster Preparedness, Management and Refugees to intervene quickly by evacuating people and stop the re-opening of Bugibone primary school scheduled for next month on October 15.

Suzan Nagami, one of the parents at Bugibone primary school, has asked government to put tents in a safer place where their children will study since the school is in danger.

Fred Nadaya, one of the affected residents, says that government should evacuate them to safer places as early as possible because a landslide is looming. 

James Nandala Mungawu, the LC III chairperson of Bugitimwa sub county says that the cracks were seen last month and they wrote to Sironko district chief administrative officer Moses Seguya  Bukenya but no response has been received to date. He now urges the people to just evacuate to safer places so that they don't lose their lives.

Gov't to pay Shs 85m for canceled vehicle advertising contract

The High court in Kampala has ordered government to pay Shs 85 million to an advertising firm, Modern Art Communications Ltd over cancelling its contract to advertise on public service vehicles (PSV). 

The judgment was delivered on Thursday by justice Musa Ssekaana via email. Modern Art, in 2014, sued government accusing the Transport Licensing Board (TLB) of cancelling its contract without giving it a fair hearing.    

The company argued that it had obtained a five-year license from the TLB on May 5, 2009, that was being renewed annually. However, before the license could expire on June 5, 2014, the secretary of the government agency cancelled it on March 31, 2014, on request of the police director of traffic and road safety, Dr Steven Kasiima.   

The managing director of Modern Art, Edirisa Sonko said they had complied with all the conditions of the contract. According to his evidence before court, the firm's one-way stickers that they used, were duly tested and passed by Uganda National Bureau of Standard (UNBS) and the company was licensed to advertise on the vehicles. He also provided a list of particulars of the vehicles on which they put their adverts and their license was renewed annually.

After cancellation of the license, the applicant told court that traffic police started removing its adverts from the vehicles causing them financial loss. The firm had just entered a year's contract with Harris International Ltd worth Shs 150 million. Government argued that the firm breached the contract by advertising on non-public service vehicles but did not present evidence to that effect. It went on to cancel the contract without hearing from the firm.

In his ruling, justice Ssekaana noted that the failure by the TLB to give the firm a reasonable opportunity to defend itself against the cancellation of the license, was likely to have adverse effects on its rights and interests, was unfair and unjust.

The deputy head of the Civil Division of the High court found that there was a bad intention by the board to allow another person or company to do similar work of advertising on public service vehicles without giving the applicant a fair hearing.    

Accordingly, court ordered the government to pay the firm Shs 60 million as general damages for cancelling its contract, loss of future profits since the company cancelled contracts with clients and also mental stress suffered by the owner of the company. This, he said should attract an annual interest rate of 20 per cent effective September 2020 until the money is fully paid. 

Justice Ssekaana has also awarded the firm Shs 25 million as special damages which will also attract an annual 12 per cent interest rate from the date of filing the suit in 2014 until payment in full.

Amuru district chairman 'sentences to death' two hippos

Amuru district chairperson Michael Lakony has 'sentenced to death' two hippopotamuses that have continued to destroy food crops and even killed domestic animals over a period of two years in Gaya parish in Pabo sub-county. 

According to Lakony, the persistent cries from the people of Amuru, and the apparent failure of Uganda Wildlife Authority (UWA) to control the two hippos has sealed the fate of the two animals, which he says are to be killed as soon as possible.

The 'death sentence' has apparently been welcomed by most residents. Silvester Odong, LC I chairperson of Pukwany village says the two hippos have so far killed 4 cows, 10 goats and destroyed over 20 acres of food crops along R.Unyama banks. Odong's recollection of the hippos' rampaging activities dates back to May 2019.

According to Odong, they are now advising locals of the area to keep watch to avoid being attacked and killed by the wild animals. To Christine Apio, a resident of Pukwany, the order to kill the hippos is music to the ears. She says she lost 5 acres of rice to the stray hippos last year and again lost another 5 acres to them this year. Apio is now worried about where she`s going to get money for her family having invested over Shs 1.5 million in the past two years.

Lakony says they have written several letters to UWA to come to the rescue of the people but all in vain. According to Lakony, the wild animals have been causing mayhem in an 8km stretch of R. Unyama from Pabo to Atiak sub-county. That is why the community has been called upon to hunt and kill the animals since "UWA has failed to come to the rescue of the local people".

Lakony observes that the biggest challenge is that the affected community members cant get compensation for their destroyed crops and animals. Our efforts to contact Hanji Bashir, the UWA communications manager were futile as his phone went unanswered.

Uganda in top 10 countries that suppressed COVID-19 in August

Uganda has been listed among the top 10 countries that have suppressed SARS COV 2, the virus that causes coronavirus disease (COVID-19).

In its report submitted to the United Nations, the Lancet Medical Journal ranked 91 countries around the world based on the incidence or the number of new cases per million population per day averaged during August. They classified countries into five categories.

In the category of those that have suppressed, they considered countries with new cases that are less than or equal to 5 per a-million population a day whereas those ranked in the low transmission category, had new cases less than or equal to 10. Uganda recorded an average of 157 cases of COVID-19 in the month during the month, from a population of 44 million people.

Moderate transmission, considered new cases that are more than 10 but less than or equal to 50, high transmission category had those countries with new cases more than 50 but less than or equal to 100 while the very high transmission countries had new cases more than 100 each day.  

Overall, 19 countries were able to suppress the virus last month including Taiwan, Thailand, Vietnam, Lao People's Democratic Republic, Cambodia, China, Myanmar, Malaysia, New Zealand, Uganda, Togo, Pakistan, Latvia, Rwanda and Luxembourg. Among the high transmission countries were Bolivia, Spain, Kuwait, the United States, Argentina, Brazil, Bahrain, Panama, and Columbia.

For countries that have been ranked as high transmission, the report notes, the reason for failure to control new infections had to do with failure by countries to take up scientifically proven measures such as face masks, sanitizing, testing and contact tracing in addition to what they called the style of political leadership referred to as medical populism.

The report describes such leaders as those who simplified the pandemic by downplaying its impacts or touting easy solutions or treatments,  spectacularizing their responses to the crisis, forging divisions between the 'people' and dangerous 'others',  and making medical knowledge claims to support them. 

They gave an example the US President, Donald Trump, the Philippine President, Rodrigo Duterte, and the Brazilian President, Jair Bolsonaro. In their recommendations, they warned governments to prioritize advice from the professional public health community and combat decisions based on rumours and misinformation.

Ugandan parents advised to enroll children in schools within home areas

Ugandan parents have been advised to enrol their children in schools near their homes to reduce the risk of coronavirus disease (Covid-19) infections as schools reopen for candidate classes and finalists.  

On Sunday, President Yoweri Museveni gave a green light to schools to re-open after a six-month closure. According to Museveni, if schools implement the stipulated guidelines of face mask-wearing, 2-metre social distancing, hand washing to the dot, there would be nothing to worry about as children return.

Dr Kedrace Turyagenda, the director of education standards at ministry of Education and Sports is of the view that to minimize situations where Covid-19 might be imported from different communities into schools, parents should enrol their children in schools within their communities. Dr Turyagenda says there is no reason as to why a parent residing in a certain area should insist on enrolling their child in a school outside their locality.

"In fact, because of the risks involved in travelling, our advise as a sector is that as many learners as possible should access the facilities nearer to their homes. That is our advice. Of course, the parents and families will make decisions but we're saying because of the risks involved especially where children may have to go through public transport. A child may leave Kisoro when he's safe, and by the time he gets to Kampala, he gets a taxi to Kayunga in a school where he was, he has already sat with someone who is sick. So we're saying because of the risks involved parents should reconsider and choose schools where their learners don't have to travel far," said Turyagenda.  

Dr Monica Musenero, an epidemiologist and senior presidential advisor says that measures are needed to make sure that learners and teachers do not spread the disease. 

"We need to make sure we come up with a measure to ensure that children go to school and do not spread the disease to people at home at the end of the day. Right now we are looking at the possibility of what would happen if the majority of the leaners are enrolled in boarding schools," Dr Musenero said.

She adds that if learners are left to go to schools and back home, they will spread the disease to people in their homes at a time when the health care system is stretched to its limit.

In Uganda, it is common for parents living in one district or region and have their children travel every morning to Kampala city centre to attend classes at specific schools. Such parents reason that they go through that trouble in a bid to ensure that their children get a quality education.

Mary Anne Kiggundu, a mother of four who lives in Sonde, Namugongo in Wakiso district says she prefers to drive her children to the Mengo branch of Victorious primary school in Kampala because her children are comfortable there.

"Before we went to Sonde, we used to live in Lungujja and Victorious was the best option. It still is. I do not see any good school where we live," Kiggundu said.

A number of countries which reopened schools were at some point forced to close them after recording worrying infections among students.

This week, the ministry of Health said the country has run out of hospital beds following a surge in coronavirus infections. Minister of Health Jane Ruth Aceng said they do not have enough testing kits to test both students and teachers once schools resume on October 15. Prior to the scheduled reopening of schools, the ministry of Education will carry out an inspection to ensure the safety of learners. Uganda has so far registered 69 coronavirus deaths while the total cumulative cases now stand at 6,879 with 2,961 recoveries.

Rukutana declared winner of controversial Rushenyi NRM primaries

The state minister for Labour, Mwesigwa Rukutana has in a twist of events been declared the winner of the Rushenyi County National Resistance Movement (NRM) party primary election.
 
Rukutana was announced as winner by the NRM Electoral Commission chairperson Dr Tanga Odoi on Wednesday - weeks after Ntungamo district NRM registrar, Maria Mirembe declared Naome Kabasharira winner of the highly contested primaries. 

Mirembe's declaration prompted Rukutana to petition Dr Odoi for a vote recount. However, both candidates raised queries on the controversy surrounding voting in Nyakahita village in Rugarama sub-county, which forced Odoi to visit the area over the weekend to establish facts on the ground before making the final declaration.
 
According to Odoi, Rukutuna polled 25,310 votes (46.27 per cent) to beat his closest rival, Kabasharira who garnered 25,290 votes (46.23 per cent).
 
Bob Nahabwe came third with 2,270 votes followed by Nicholas Niwahereza with 1,229 votes, Norman Beigana Kashereka 350 votes and Elia Bwagara Mwesigwa 256 votes.

"I, therefore, declare Mwesigwa Rukutana who has polled the highest number of votes as the duly elected NRM flag bearer for Rushenyi Constituency Member of Parliament 2020," Odoi said.

"When we last met here on the issue of Rushenyi, the contestation was on in Nyakahita village. We had tallied results and all that was waiting was results from Nyakahita. We've tallied results, I can confirm that I visited Nyakahita, I interacted with 42 ladies and 16 men. I also interacted with 8 drunkards but who were still in their sense because in research you don't just minimise everybody," added Odoi. 

A group of people suspected to be supporters of Kabasarira have been demonstrating in Rwahi, Rubaare and Rwentobo town councils in Ntungamo district for the past week protesting the earlier declaration by Odoi that put Rukutana in the lead with 20 votes and delayed declaration of the winner. 

On September 21, 2020, Odoi threatened to disqualify the candidate behind the demonstrations and asked for two days to declare the winner.

5 die of COVID-19 as Uganda runs out of hospital beds

Uganda has recorded its highest number of coronavirus disease deaths in a single day of 5 according to information released by the ministry of Health.

At least five people succumbed to COVID-19 yesterday. Two of the deceased were from Kapchorwa while the other cases were recorded in Kampala, Mbale and Gulu each.

This brings the number of recorded COVID-19 deaths in the country to 69. The minister of Health Jane Ruth Aceng says the health system is currently overwhelmed - with hospitals running out of admission beds and that the ministry can no longer trace contacts of patients because they are just too many.
She appealed to families with coronavirus patients to reach out to the ministry for testing. The number of deaths according to health experts, is going to rise now that community cases are on the rise. Dr Monica Musenero, an epidemiologist and also a senior presidential advisor said that more deaths should be expected in the country.

"Our health system is overwhelmed with cases right now and in such circumstances, we should expect more deaths. People are acquiring the disease but are home because there are no hospital beds. They cannot get treatment. In the end, we should expect more deaths," she said.
Yesterday, ministry of Health permanent secretary Dr Diana Atwine said all the hospital beds the ministry had set up for coronavirus patients have all been filled up. 

According to the Health ministry, over 60 per cent of the reported deaths had other existing comorbidities. The majority had either high blood pressure or diabetes.  

Dr William Worodria, the COVID-19 case manager says that they are experiencing more deaths because so many people seek care late.

"The disease has already spread in so many communities but people are not willing to go to hospitals early. Someone starts feeling sick but does not want to suspect that it might be COVID, so they remain home until it is too late," Dr Worodria said.

A total of 6,879 cases of the disease have been reported in the country.

Kapchorwa hospital closed after 50 staff test for COVID-19

Kapchorwa General hospital has halted services across departments after 50 of its staff members tested positive for coronavirus disease (Covid-19). The hospital is now only open for emergency cases like accidents and deliveries according to a notice issued by the Kapchorwa district chief administrative officer Simon Peter Kandole.

The notice, dated September 22, shows that 50 staff have so far tested positive while three have died of Covid-19 at the facility. As a result, Kandole said services at the hospital pharmacy, the female and male wards, children's ward, outpatient department, and the chronic care wards will be indefinitely suspended. 

Kandole, however, said that the laboratory, maternity ward and the theatre shall partially operate to only attend to emergencies. He advised the community to utilize the available health centres within their communities.  

Dr Ayubu Wangubo, the Kapchorwa district hospital medical superintendent says that the decision to close the hospital was endorsed by the hospital board after patients numbers escalated. He added that the closure will allow them to properly fumigate the buildings. He said that the reopening of the facility will await guidance from the ministry of Health.

"We have gaps in supplies for example PPEs are very minimal. Currently, testing kits have run down, as we speak now only have like 40 strips of testing kits and yet we're encouraging more people to come for mass testing. As we speak now, we have a positive case who died still lying in the mortuary. Yesterday, we talked to the relatives encouraging them to come and test. After this burial what are going to use test those people who are going to come out? We appeal to government to really step in very fast to contain this virus, " Wangubo said. 
 
Fundi Chemuku, a resident of Kapchorwa municipality says that the closure of the health centre came as a surprise and will have a ripple effect on the people especially those with other diseases and have been seeking medical attention from the hospital since it serves the Sebei sub-region.  

At the time of the closure, the hospital had over 70 inpatients who were all asked to leave and finish their medications from home. Dr Wangubo says that the hospital lacks medical protective gears which would protect the medical workers from contracting the disease.

Meanwhile, the hospital which serves as the district isolation centre has been struggling to manage Covid-19 cases due to lack of financial resources. According to the hospital managers, the Shs 165 million that government gave to the district task force for the management of the Covid-19 pandemic was long used up.

Why Covid hasn’t battered Africa as projected

The coronavirus pandemic has peaked earlier than expected in many African countries, confounding early predictions, experts have told British MPs.

Scientists do not yet know why, but one hypothesis is the possibility of people having pre-existing immunity to Covid-19, caused by exposure to other infections.

Prof Francesco Checchi, a specialist in epidemiology at the London School of Hygiene and Tropical Medicine, told MPs it was "broadly" true that coronavirus had not behaved in expected ways in African countries, including Kenya, Tanzania, Sudan and Somalia.

"We are certainly observing a pattern that confounds us a little," he told the UK's international development committee's inquiry into the impact of Covid on humanitarian crises.

"In a few important case studies – Kenya, for example – what seems to be happening is the epidemic may be peaking earlier than our naive models predicted."

He said a similar pattern has emerged in Yemen, which is in the middle of the worst humanitarian crisis in the world.

"Yemen is one of the few countries where to my knowledge there is almost no prevention of Covid transmission," Checchi said.

"The anecdotal reports we're getting inside Yemen are pretty consistent that the epidemic has, quote unquote, passed.

"There was a peak in May, June across Yemen, where hospitalisation facilities were being overwhelmed. That is no longer the case."

It was possible that the population had accrued some sort of "herd immunity" at least temporarily, he said.

While that was "very good news", Checchi said he was unable to say whether it had been less lethal or less severe on a per capita basis. In many developing countries, where testing is poor and deaths are not notified to the authorities, the rate of reported deaths is very low.

A study published last Tuesday from Imperial College London estimated that in Damascus, Syria, reported deaths from coronavirus were as low as 1.25% of the true figure.

Checchi and his team are examining satellite images of graveyards in Aden, in the south of Yemen, and early results point to "considerable mortality with a peak in May in that city".

He said there could be up to a million cases in Yemen, based on one data modelling run. He and colleagues are now looking at explanations for the earlier than predicted peak in some low-income countries.

"These range from the effect of age, to some sort of role for pre-existing immunity to pre-exposure to other infections, to other hypotheses. It isn't a simple analysis."

On September 15, a special envoy to the World Health Organization warned that the world was still at the "beginning" of the pandemic.

Prof Azra Ghani, an epidemiologist at Imperial College London, told MPs: "We know deaths are being underreported. We are starting to look at other sources of data, for instance media reports of funerals, to try to get a better handle on it."

The percentage of reported deaths varies from country to country, she said, and determining how the epidemic behaves was vital to answer questions about how countries can recover.

"If infections have swept through and if there is a degree of immunity, then it would be possible for those economies to open up a little, but more safely, than if populations were quite naive to infections."

Checchi said the theory that most of the population had temporary immunity had "radical implications", for example on when to send children back to school.

MPs were told of a "consistent pattern of stigma", where people facing humanitarian crises are reluctant to come forward for treatment and testing.

NGOs also told the committee that the epidemic had created huge levels of unemployment in developing countries and that many had "lost all their coping mechanisms".

"We predict that will only get worse," said Selena Victor, a senior director of policy at Mercy Corps.
