Two Local Government officials charged for embezzling Shs 200m

Two officials from ministry of Local Government have been charged with abuse of office and embezzlement. According to the charge sheet prepared by the Inspectorate of Government Issa Gumonye, an assistant commissioner and the principal urban officer Prosy Nampijja embezzled funds meant for routine field routines during the FY 2014/15. 

Gumonye allegedly received Shs 394,922,200 from government to travel to various districts around the country for routine field inspections and monitoring of government programmes, but did not visit some of the districts, and as a result, a sum of Shs 222 million remained unaccounted for.  

The money was reportedly lost during Gumonye's time of service as assistant commissioner in the ministry of Local Government. The suspects are also accused of falsifying documents to indicate that they have facilitated training at Hayat guesthouse in Mbale.  

They pleaded not guilty to the charges and applied for bail, which was granted by chief magistrate Pamela Lamunu after presenting substantive sureties Shs 10 million cash. Each of their sureties has been bonded at Shs 100 million, not cash. They were ordered to deposit their passports with the court.  

State attorney's Fadil Mawanda and Farouk Lubega and Makindye Ssabagabo town clerk Joseph Kimbowa stood surety for Gumonye while Kyotera chief administrative officer Fred Kalyesubula, Ntejeru-Kisoga town clerk Kizito Francis Walubiri and economist Collins Ssebaduka stood surety for Nampijja.  

Meanwhile, the court has issued criminal summons against Ronald Mbala an urban officer with ministry of Local Government together with Ahishakiye Martin Hashaka the manager of Hayat guesthouse, who are also implicated in the case.  

Hashaka is particularly accused of conspiring with Gumonye to defraud the government of Uganda when he claimed to have provided services for training at Hayat guesthouse whereas not.

Currency saga: charged BoU officials out of office

The three Bank of Uganda employees charged in the Anti-Corruption court over a procurement scandal, have taken leave from office in line with the public service rules that require a public servant to step aside, in the face of an investigation.

The three officials are Francis Kakeeto, the assistant currency director Bank of Uganda (BoU) Mbale branch, Fred Vito Wanyama, the verification officer and the currency director, Charles Malinga Akol.  

They were charged over extra cargo that was loaded onto the chartered currency plane for BOU from Paris in April this year. BoU governor Emmanuel Tumusiime-Mutebile said the investigation was in relation to a consignment that the central bank received on April 27, 2019.
 
BoU only knew 20 pallets that had 70 million pieces of 5,000 bill note. On Tuesday, the officials were charged with abuse of office and corruption were granted bail up to August 2, 2019, when they will return to the Anti-Corruption court for the hearing of their case.

Charity Mugumya, the BoU spokesperson, has said that the trio is not in office. Another official at BoU said that in general, the institution follows public service rules that call for interdiction of the officials in question. The official added the three officials have not appeared at the office from Wednesday this week. 

According to the standing orders of Public Service, charges against an officer are investigated expeditiously and concluded. It adds that where an officer is interdicted, the responsible officer shall ensure that the investigation is done expeditiously in any case within 3 months. 

Mary Katarikawe, the BoU operations director told reporters last week that the central bank wants to know what exactly was contained in the extra cargo and how it got into a full charter plane, putting the genuine BoU cargo at risk.

Oberthur Fiduciare, the company contracted by Bank of Uganda to print Ugandan currency, has reportedly offered to compensate the central bank for the extra pallets that were irregularly loaded onto the chartered currency plane.

Minister Nantaba summoned over Ssebulime murder

Mukono Chief Magistrate's court has summoned Idah Erios Nantaba, the Information, Communication and Technology state minister to respond to charges of causing the death of Ronald Ssebulime.

According to the court summon signed by the Mukono chief magistrate, Juliet Hatanga, Nantaba is wanted together with police constables, Ronald Opilo, Ronald Baganza and Edward Cherotich.

The four are being accused by Ssebulime's sister, Sylvia Nakayita of murder contrary to section 188 and 189 of the Penal Code Act and giving false information to a person employed in public service contrary to section 115 of the Penal Code Act.  

Hatanga has ordered the suspects to appear before court on July 15. Nakayita is represented by counsel Muwanda Nkunyingi of Muwanda and company advocates.  
 
Ssebulime was gunned down in cold blood on March 24, 2019 at Nagojje trading center in Mukono district after Nantaba raised false alarm that he was trailing on a motorcycle with intentions of harming her.  

The deceased was apprehended, handcuffed and dumped on police patrol. He was later pulled off the truck and shot to death at close range.

So far only corporal David Ssali, who admitted to have pulled the trigger, has appeared before court. Nantaba has repeatedly ignored police summons to record a statement on the incident.

Kayihura’s men: 10th loyalist fall

After Kitatta, Ssebuwufu joins Luzira

One year and three months after his own swift and dramatic steep fall from grace, one-by-one Gen Kale Kayihura's once powerful civilian and former police lieutenants have continued to fall on hard times.

A sizeable number are already planning their life's next chapter from jail while others have quietly retreated from the national spotlight they once hogged. When Kayihura was sacked as Inspector General of Police on March 4, 2018 and arrested three months later on June 13, 2018, his life and that of his lieutenants took a stumble down.

Life in jail

In Luzira prison where Muhammad Ssebuwufu is incarcerated awaiting sentencing for the murder of Donah Betty Katusabe on July 4, 2015, he may have already come across a familiar figure called Abdallah Kitatta, who is serving 10 years for illegal possession of firearms.

Just about four years ago, the two were powerful powerbrokers in Kampala with huge influence in the business sector but most importantly, they wielded a strong leverage within security circles, especially the Uganda Police Force. In short, they operated above the law.

At the time, Ssebuwufu was the all-powerful car dealer at the Pine car bond on Nakasero road. Meanwhile, Kitatta's stock had risen to epic proportions as the patron of Boda Boda 2010, a shadowy pseudo political group that controlled most of the boda boda transport business in Kampala and surrounding areas.

The two may have travelled different paths to the top but what united them was their immense influence within the police. Ssebuwufu and Kitatta share quite many similarities; both come from poor backgrounds and didn't go far in school. Both were also diehards of the ruling NRM government.

Both had armed escorts, had cells where they detained those who dared to cross their path and most tellingly, they had the ear of Gen Kale Kayihura, the former police chief. But at the peak of their powers, Kitatta is said to have personally owned as many as 500 boda boda motorbikes while Ssebuwufu had a fleet of 200 vehicles under his business.   

"If Ssebuwufu got interested in buying a car, it was always unwise to compete with him," said a car dealer who preferred anonymity.

There was an air of impunity around them and much as their clandestine operations were an open secret, few individuals, be it politicians or public figures, would dare to challenge the two men. After all, they had the money and machinery, a group of loyalists, associated with NRM and had Kayihura's ear all the time.

Kayihura often disregarded the police structures. He preferred to work with civilian groups or fresh recruits that held sensitive positions within the force. One such group was the ruthless Crime Preventers, a shadow militia that helped police to disperse crowds under the guise of maintaining law and order.

It was headed by the youthful Blaze Kamugisha, who has since disappeared off the national scene in the wake of its disbandment a few months after President Museveni sacked Kayihura in March 2018.

THE FALL

Much as the downfall of Ssebuwufu and Kitatta was predictable, few would have imagined the haste at which it came. And now that the two men are headed for lengthy stays in Luzira, they have a lot to ponder.

It took a full week for police to formally arrest Ssebuwufu after Katushabe's death. The arrest followed a huge public and media outcry at the way the force handled the matter and Ssebuwufu had to personally hand himself to the police with a smile. It was after the Directorate of Public Prosecutions (DPP) pressed charges of murder that Katushabe's death captured the public imagination.

Still, doubt was cast when the DPP controversially withdrew the same charges against Aaron Baguma, the then Central Police Station (CPS) commander, and instead made him a state witness.

But now that Ssebuwufu has been convicted, it marks a turnaround of fortunes for him and many of Kayihura's former close associates. Even before Ssebuwufu was found guilty, close associates that spoke to The Observer on condition of anonymity said his car business had crumbled.

"He had been reduced to relying on associates and third parties to do business because customers often walked away the moment they saw him or heard he was the seller," said another car dealer at Pine who preferred anonymity.

In many ways, Ssebuwufu's conviction for murder is the latest dismantling of Kayihura's once untouchable circle of trusted lieutenants, many of whom are still rotting in military police cells. These include; Herbert Muhangi, the all-powerful former commander of the Police Flying Squad; former special operations chief Nixon Agasirwe; and former cybercrime commander Richard Ndaboine, among others.

Others such as Amos Ngabirano, the former police director for ICT; Siraje Bakaleke, the former regional police commander; and former Kayihura aide Jonathan Baroza have since fled the country. The few who still walk free such as Hajji Abdu Kiyimba, the Nsangi LC III chairperson, who often represented Kayihura at events, have since gone mute.

Kiyimba, according to a police officer, used to order the transfer of police officers, and no one would dare contradict his orders.

Railway: Museveni lashes out at World Bank, praises China

President Yoweri Museveni has lashed at the World Bank for refusing to lend Uganda money to build a railway network. Museveni revealed that the World Bank told off Uganda when it sought for funds, that countries that "build railways use own money."

He said that such a statement from an economist purports to support Africa's transformation through private-sector led growth shows that some actors are not serious. 

Museveni, who is in China for a four-day visit, told a meeting in Beijing today that Uganda Railways tried to get money to fund railway construction from the World Bank but in vain. The World Bank is one of the multilateral lenders has supported many of Uganda's projects - from schools to roads. 

"One of our engineers recently told me that the Uganda Railways tried in vain to get support from the World Bank until one official told them that countries that build railways do so with "their own money," Museveni said. 

"How will the private-sector grow if it is bedevilled with expensive transport costs, expensive electricity costs or no electricity at all, expensive cost of money, etc.? It is against that negativity, that China's solidarity should be measured."

Government has for the last 10-15 years been in love with financial support from Beijing. Museveni's speech was at the coordinators' meeting on the implementation of the Follow-up Actions of the Beijing Summit of the China-Africa Cooperation (FOCAC).

This is a follow up on the pledges made by China's President Xi Jinping to African presidents last September. China pledged, among other things, to offer Africa about $60 billion in financial support. Museveni also praised China and Russia for the role they played in the independence struggles of African countries. 

"As we gather here, therefore, we cannot forget to salute the Communist parties of China, the USSR, Cuba and the other socialist countries that constituted the third factor in our emancipation," he said. 

Uganda seeks to construct the Standard Gauge Railway (SGR) from Busia border to Kampala – the first leg of the line. However, government hopes that China can provide money for the project. On the other hand, Beijing is reluctant to commit now because it wants assurance from Kenya that its leg of the line will reach the Busia border to make business sense.

Uganda needs up to $3.2 billion (about Shs 11 trillion) for the SGR to Kampala. As part of the visit, Museveni is expected to preside over the opening of the first ever China-Africa Economic and Trade Expo, which will be held in Hunan Province.

The expo actualizes one of the resolutions arrived at last year in Beijing and is seen as "a new mechanism for commercial cooperation with Africa, a new platform to deliver the trade and economic measures of FOCAC, and a new window for sub-national business cooperation with Africa."

Several Ugandan manufacturers will have their products on display at the Expo which will also be characterized by seminars, presentations and business match-making.

Police director of traffic, Dr Steven Kasiima says the EPS will help to reduce the number of drivers dodging the payment of penalties. He says some drivers have unpaid penalties worth up to Shs 5m which he says will no longer be the case because the automated system tracks vehicle location. 

The system has functionalities which include identifying the offender, tracking vehicles with pending penalties, reading vehicle number plates and driving permit details and outstanding penalties as well as a payment system. 

Kasiima says more than 1400 traffic officers have been trained on using the EPS system and their details incorporated. Traffic officers shall be going on duty with a gadget that would be used to read the offence of the driver and the pending penalties.   

Kasiima says only 50 per cent of traffic offenders have been paying traffic offence penalties but the EPS will rectify the situation. Vehicles without insurance will be fined Shs 40,000, obscured number plates will pay Shs 40,000, driving without a valid permit Shs 100,000, permitting a person not enrolled in driving school Shs 100,000 and Shs 200,000 for using a good's vehicle in a manner that is dangerous to others. 

Police earned Shs 8bn from penalties last year and most of the cases were of driving carelessly and vehicles in dangerous mechanical condition.

AFCON: Uganda in impressive 2-0 win against DR Congo

Uganda Cranes have started their African Cup of Nations (AFCON) tournament in Egypt with a convincing 2-0 win against DR Congo.

Court rules Stella Nyanzi has case to answer

Buganda Road Magistrate's court has ruled that Makerere University researcher Dr Stella Nyanzi has a case to answer in relation to offences of cyber harassment and offensive communication.

Nyanzi is accused of posting a loutish birthday poem on her Facebook page attacking the late Esteri Kokundeka, the mother of President Yoweri Museveni.

Buganda Road Grade One magistrate Gladys Kamasanyu ordered Nyanzi to start preparing her defence arguing that prosecution through their three witnesses have been able to prove the ingredients of the charges against her. 

The witnesses included detective Bill Ndyamuhaki attached to the police cyber crimes, Charles Dalton Opwonya, a member of Pornographic Control Committee and Harriet Kenyana a detective attached to media crimes also in police. 

Kamasanyu noted that she has several times read the original Facebook post by Nyanzi and analysed the evidence brought to her and she has been convinced that Nyanzi has a case to answer. 

The evidence included activation codes used to create Nyanzi's Facebook account, the documents showing the number that activated the Facebook account, a photocopy of the passport Nyanzi reportedly used to apply for the phone number from MTN Uganda which was later used to create the Facebook page among others. 

Kamasanyu has now directed Nyanzi to start her defence next week on June 26. Nyanzi's lawyers Derrick Bazekuketta and Isaac Semakadde told court that their client intends to bring five to seven witnesses who will defend her. Nyanzi was arrested last year and has since refused to apply for bail.

South African teens flying self-assembled plane across Africa

Seventeen-year-old Megan Werner is a pilot, even though she doesn't have a driver's license yet. Her U-Dream Global nonprofit helped a diverse group of 20 African teenagers assemble a light aircraft. Werner and some of her colleagues left Cape Town this week for a round-trip flight to Cairo, with stops in 11 countries along the way.

"If you're a teenager and you've already built a plane, you can say to yourself, 'Well, I've built a plane while I was a teenager, what else can I do?' And then for the teenagers flying across Africa, just to be able to make a difference and show people what is possible is really inspiring," she said.

Confidentand inspiring

Agnes Semeela helped to assemble the fuselage for the kit aircraft, which the teens built under qualified adult supervision.

"I know for a fact that my team did their best, their absolute best, and I'm very confident that this airplane will make it to Cairo and back," she said.

During the maiden flight event, the South African teens saw their plane take to the air for the first time. Aspiring pilot Lesego Ngoashen is now even more interested in aviation after learning about building aircraft by being part of the U-Dream Global assembling team.

"Seeing that's now no longer like adult people engaging in this industry, but also young people can get involved in such projects, I think it's going to inspire a lot of people to actually join aviation," she said.

Adults along for the ride

With both her parents working in aviation, Werner's interest in flying is no surprise. Her father, Des Werner, an airline pilot, will fly along in a second plane for the trip from southern to northern Africa and back.

"The plan is crazy enough, it doesn't need to be that crazy that my daughter must fly across Africa by herself," he said. "So, I'll go and check that she's OK. Course I've got a bit more experience than what she has, and I'm there just to support and make the right decisions."

The other adult pilot, Werner Froneman, is the U-Dream Global Project director, coach. He will also follow the teens on their cross-continental journey.

"Obviously fatigue plays a big role that we need to manage with the students, so that we can make sure that they are always awake. That they're always sharp to be able to make the right decisions," he said. "This is going to stretch their limits."

The hands-on involvement by teenagers can only help Africa's aviation industry, says Athol Franz, editor of African Pilot Magazine.

"Because, the older guys like myself, have to realize that young people are going to replace us," he said. "And the better skilled they are, and the more they know, and the more excited they are about aviation, the better for aviation in the world."

The U-Dream Global team will travel some 12,000 kilometers during the round trip flight. Along the way, they'll take other teenagers up in the plane to inspire them to also reach for greater heights.

Gov't has lost control of UTL - investment minister

Government has "technically lost control" of Uganda Telecom, the state minister for Investment and Privatization Evelyn Anite has revealed. 

Anite told MPs on Thursday that when the Nigerian firm was contracted to revamp UTL, Taleology Holdings GIB Ltd failed to meet its contractual obligations of investing Shs 268 billion in the telecom as agreed, Bemanya Twebaze the registrar general of Uganda Registration Services Bureau (URSB) remained as the administrator of UTL having been appointed in 2017.

However, Twebaze has since reportedly refused UTL operations to be audited by the auditor general John Muwanga saying that he can only report to court.

"The watchman [administrator] has stopped the owner [government] from accessing the company," said Anite in an analogy.

During the plenary session, Aringa South MP, Alioni Yorke Odria tabled shocking documents indicating that government's efforts to carry out accountability audits in UTL have been blocked by the administrator whom he described as an illegal operator. 

Government has 31 per cent shares in UTL. Taleology were contracted in October 2018 and came as a replacement to Ucom Limited, a Libya based company that owned 69 per cent shares but pulled out in February 2017 after mismanagement of the telecom. 

It was after Ucom's departure that government-appointed Twebaze as administrator of UTL to avoid its liquidation. Odria told parliament that UTL currently owes creditors including pensioners, loans over Shs 534 billion. 

"Rt. Hon speaker when this company, we had a financial intelligence report which came out on 25th May 2018 and in this financial intelligence report, the authority made it clear that this company [Taleology] have no national business report anywhere, they have no clear source of funding anywhere in the world. And when they came here, I'm told the minister Finance had an agreement with them where they were to invest $70 million in three months. Rt Hon speaker, it is over a year that this company has not even invested one single dollar." said Odria. 

He said that despite reports indicating that UTL is making profits, the administrator is not giving way for any accountability from September 2017. Odria revealed that government currently has no accountability about the operations of UTL. According to Odria, available information indicates that UTL made 5% monthly profits in 2017 raking in at least Shs 4.2bn between April 2017 to September 2017. Odria says UTL is now making profits amounting to Shs 14bn monthly but the administrator has completely refused the company to be audited. 

"What is our concern? The administrator does not give way for accountability. Nobody in this country knows how much money they are making monthly. Ministry of Finance made a request to auditor general to come and do audit of UTL. Up to today there is no single audit report from the auditor generals office about operations of UTL." Odria added. 

Responding to the queries by MPs, Anite revealed that she met with the attorney general William Byaruhanga, Finance minister Matia Kasaija and secretary to treasury Keith Muhakanizi to forge a way forward on how to get accountability from UTL administrator.

She says that in January this year, the Finance minister wrote a letter to the auditor general John Muwanga demanding an audit to be carried out on UTL having gone under administration. According to Anite, the AG wrote back saying that he could not audit the company because it was a court led process.

"As the minister responsible and holding the shares in trust, I know that this company belongs to Ugandans. I raised concern and I said if I cannot be allowed to have access and the auditor general says he cannot audit, what we can do is since this UTL is under ministry of Finance, we should get an internal auditor to audit this company. The administrator wrote back to me and Hon Matia [Kasaija] saying that he cannot allow the internal audit of ministry of Finance to go and audit this company because he can only account to the court…at that point we had nothing to do." said Anite. 

Anite also explained how the Taleology was awarded the contract in October 2018 to manage UTL over the state-founded Mauritius Telecom which had financial capability and muscle to run the company. She said that contracting Taleology was based on its higher proposal to invest in the company.

She said that for not having money to invest in UTL, Taleology technically left shortly after it had been contracted but what is perturbing government is that it does not know the status of the company and how it is operating. 

"And the attorney general as of this morning said he's going to consult and get back to us. Madam speaker it is just very clear that even pensioners are asking us, workers have been fired from the UTL. As the majority and only shareholder of the company, I want to say technically we have lost control of the company." added Anite. 

Speaker of parliament Rebecca Kadaga noted that parliament has previously made recommendations about UTL demanding that government presents a treasury memorandum on resolutions made about UTL. Kadaga wondered why Uganda is being treated like a public toilet by people she she didn't mention. She was supported by Okot Ogong, the Dokolo South MP who said that whatever is happening in UTL is broad day theft.

Ogong said indeed government treats parliament like a toilet because it doesn't respect the recommendations made. Ogong said they way money is being swindled in UTL is a shame in mafia style. Dokolo Woman MP Cecilia Ogwal further revealed that the administrator has failed to comply with all regulations of Uganda Communications Commission (UCC) and that there was a need to terminate the administrator's contract immediately.

"I have a document in my hands authored by Uganda Communications Commission telling the country that this administrator has failed to comply with all the regulations - all the regulations. How do you manage a public company when you're failing to prove that you're in compliance with the regulation. This is a deliberate defiance of the rules and regulations of the country. We need to terminate the contract of the administrator now." Ogwal said. 

Ogwal said given the fact that UTL was given the monopoly to supply voice and data services to all government institutions and agencies, it is clear that the company is making profits but these profits are being swindled.  

Kasilo County MP Elijah Okupa questioned the process which awarded the contract to Taleology demanding that the auditor general carries out a forensic audit on UTL, saying people within the company are busy selling the assets to themselves. Kadaga said that she will give her ruling on the matter on Tuesday after studying the documents presented before parliament.

Israeli firm reports first cannabis harvest from Uganda

Israeli firm, Together Pharma Limited has reported that it made a cannabis harvest from Uganda on Tuesday, despite a government announcement that the said license had been halted. This is according to a statement released to the Tel Aviv Stock Exchange Authority Ltd, today.  

The statement, which is signed by CEO Nissim Bracha, indicates that the company completed the first harvesting of cannabis inflorescences at its farm in Uganda on June 18 and sowed another 10 dunams on the company's farm in Uganda on the same day.  

According to the statement, the harvested produce will be marketed to one of the European countries. Together Pharma Limited produces and exports medical cannabis around the world.  

This report puts into suspicion, a pronouncement by state minister for Investment Evelyn Anite that the government had halted the company's license. Anite said when she was told about the company's license, she found that not a lot of research had been done before it was granted.  

The Health minister, Jane Aceng also told URN in April that cabinet wants assurances from the company that growing medical marijuana wouldn't have a negative impact on the economy. The government said it had put a committee to look into the issue and report part back to the cabinet. That they would base on that report on whether to award licenses or not. This has not happened.    

Initial reports indicated that the firm is working with a Ugandan company; Industrial Hemp Uganda Limited, which is linked to former Bunyaruguru County MP Benjamin Cadet.        

On its website, Industrial Hemp Uganda Limited shows that it is already growing medical cannabis in the country. It states: "The company is primarily engaged in the growing and development of medical cannabis (medical marijuana) and cannabis products for industrial purposes in Uganda."  

However, the Narcotic Drugs and Psychotropic Substances Act 2015, specifies that persons involved in the manufacture, production, sale, or distribution of narcotic drugs or psychotropic substances commit an offence and are liable, on conviction, to a fine or imprisonment of as much as five years or both.   

The law also prohibits the cultivation of any plant, including cannabis, from which narcotic drugs and psychotropic substances may be extracted, without permission from the Health minister.

The National Drug Policy and Authority Act, 1993 provides that "No person shall, without the written consent of the Health minister… cultivate any plant from, which a narcotic drug can be extracted".

No confirmed Ebola case anywhere in Uganda - ministry

The ministry of Health has dismissed as false, rumours of a confirmed Ebola case in Mbarara district in western Uganda or any other part of the country.

Yesterday, Tuesday social media and main stream media were awash with reports that Ebola had reached the populous Mbarara district - nearly two weeks after the first confirmed case in Uganda on June 11.

The ministry says in a statement that although "the outbreak is real", the public should desist from spreading false rumours that may cause unnecessary anxiety and stigmatisation of victims.

"The Ebola treatment unit (ETU) in Mbarara regional referral hospital does not have any patient admitted in the ETU at the moment. As of today [Tuesday], Uganda has [also] not registered any new confirmed Ebola case in Kasese district or any other part of Uganda since the last registered case four days ago." the statement reads.

However, the statement adds that there are two new suspected cases that had their blood samples taken and sent to Uganda Virus Research Institute (UVRI) for testing in Entebbe. The suspects are currently under isolation at Bwera Ebola treatment unit.

The deadly Ebola virus disease has so far claimed three lives of a 5-year-old boy, his 3-year-old brother and their 50-year-old grandmother. The family contracted the virus after travelling to the Democratic Republic of Congo (DRC) to attend the burial of a relative who died of Ebola himself.

Other suspected cases from the same family have been repatriated back to DRC for therapeutic treatment. The ministry has now received clearance from Uganda National Council for Science and Technology and National Drug Authority (NDA) to bring therapeutic treatment for Ebola patients into the country.

Currently, there are 92 contacts under monitoring in Kagando and Bwera according to the ministry. Since the outbreak, government embarked on a mass ring vaccination drive for frontline and health workers.

"As of Monday 17th June, a total of 128 contacts and non-vaccinated Frontline and health workers have been vaccinated," says minister Jane Ruth Aceng.

In another related development, World Health Organization (WHO) director-general, Dr Tedros Adhanom Ghebreyesus held bilateral talks with the President Yoweri Museveni on potential interventions on how to end the Ebola outbreak both in DRC and Kasese district.

During his brief to Museveni about the situation in Eastern DRC, Dr Ghebreyesus reiterated WHO's on-going support to the government of Uganda to control the Ebola outbreak.

He also praised the steps Uganda had taken to prepare for the outbreak. Since the Ebola outbreak in August 2018 in DRC, Uganda went into a 10-month preparation phase in anticipation of the outbreak given the porous borders between the two countries.

"We must invest in preparedness—this is the smartest investment we can make," Dr Ghebreyesus said.

Museveni appreciated the response by the Ugandan health workers in their efforts in containing the outbreak and encouraged them to continue the good work they are doing.

GULU SUSPECTS TEST NEGATIVE

The two suspected Ebola cases admitted at St Mary's hospital Lacor in Gulu district tested negative. The two include a four-year-old girl and a boy aged 11, who were admitted in the isolation ward of the hospital last week after presenting Ebola-like symptoms.  

However, the samples from the two were found negative of Ebola and any other haemorrhagic fevers. The hospital's communications officer, Josephine Jean Anying said that despite the negative results, the hospital still remains on high alert.

Gulu was the epicentre of the first Ebola outbreak in Uganda, which devastated the region, killing more than 200 people and affecting more than 400 others in 2000. Ebola is spread through direct contact with body fluids such as blood, saliva, sweat, tears, mucus, vomit, faeces, breast milk, urine, and semen of infected people.

UPDF soldier shoots dead commander, commits suicide

Another Uganda People's Defence Forces (UPDF) soldier has shot dead a colleague and thereafter committed suicide. 

Private Jonan Katusiime committed suicide after shooting dead his unit commander, sergeant Peter Ouma in Jinja. It is alleged that the two soldiers attached to the marine brigade, have been engaged in endless quarrels after Ouma refused to grant Katusiime a pass leave. 

The latest shooting within the force comes at the time when the army has just launched investigations into circumstances under which Captain Edward Ssebagala shot himself dead after injuring his AMISOM colleague in Somalia Lt. Cpl Jackie Nabifo this week.

Katusiime shot Ouma at around midday today at the old Jinja bridge and then dumped the body in R.Nile. He then disarmed his other four colleagues, forcing them to flee the UPDF camp at the old bridge. 

A soldier who preferred anonymity said that Katusiime who had already cocked his gun warned the soldiers that if they failed to abide by his commands and leave the camp, all of them would be shot dead.

"The whole scenario began at 12:00 noon when all our guns were embedded in the tent, Katusiime cocked his gun and ordered us to leave the camp, an instruction we followed for our safety and that of the entire public," he says. 

The situation remained tense for close to three hours as Katusiime refused to surrender, forcing UPDF and police officers to restrict traffic at the bridge until 3:30 pm, when a UPDF armored vehicle attached to Magamaga military barracks, cordoned off the area.  

On seeing the armored vehicle, Katusiime shot himself twice in the stomach, dying instantly. Katusiime's body was taken to Jinja regional referral mortuary for postmortem. The police has embarked on searching for Ouma's body. 

Jinja zone army spokesperson, George Musinguzi says that the police is working together with UPDF to identify the cause of the shooting. Incidents of soldiers shooting at themselves and civilians have become too frequent in the past few years.

Last month on May 13, several UPDF soldiers shot at themselves for reasons unknown reasons. In 2016, Sgt Isaac Obua shot dead seven of his colleagues at Makindye military barracks before he was gunned down following a quarrel with his girlfriend. 

In December 2018, the UPDF court martial sentenced Pte Newton Okello to 80 years in jail for shooting dead a pregnant woman, her husband and their son. In 2013, Private Patrick Odoch killed 11 people near Bombo barracks.

UN smuggled goods into Uganda using BOU - Ofwono

Eight Bank of Uganda top officials are under investigation by the State House Anti-corruption unit for alleged collusion in a procurement and supply chain process anomaly. Government spokesperson Ofwono Opondo says in April this year, about 15 Bank of Uganda officials travelled to Paris, France to procure 'printable items' for the government.

Government then on April 27, chartered a plane from Paris to Entebbe, but among Bank of Uganda's official 20 pallets, according to Opondo, there were other extra 5 pallets of 13 private individuals and organisations including the United Nations (UN) irregularly loaded unto the cargo plane. No other items were meant to be on the plane except Bank of Uganda's. 

Ofwono says it is surprising that organisations such as the UN would collude with government institutions and individuals to bring in items into the country disguised as government items. Among the smuggled items, Ofwono says included blood reagents and solar systems.

Ofwono says the heads of currency centre Mbale and Kabale were responsible for verifying the pallets but they only reported about the extra pallets to the Bank of Uganda superiors 4 days later on May 2. On May 3, Bank of Uganda governor Emmanuel Tumusiime-Mutebile wrote to the State House Anti-corruption unit to investigate the involved officials.

"During the verification process, BOU staff reported an anomaly in the inventory of the expected consignment," Mutebile stated.

According to head of State House Anti-corruption unit, Lt Col Edith Nakalema, also under investigation are Civil Aviation Authority (CAA), airport security personnel and customs officials who are being questioned about the matter.

"The investigation is being carried out following the invitation by the governor Bank of Uganda," Nakalema said. 

Earlier, there were reports that the issue involves the printing of money (over Shs 90bn), which was coming into the country. Uganda prints its money from Germany. The unverified reports indicated that some of the officials at the Central Bank wanted to fleece part of the money that was coming into the country. We could neither verify this claim.

In the past two years, the central bank has been cast into the public storm with several officials there accused of fraud. An investigation by a parliamentary committee on Commissions Statutory Authorities and State Enterprises (Cosase) indicated there were irregularities in the closure of defunct banks – with indications that some officials at the bank could have benefited financially.

EU donates Shs 14bn to Uganda, South Sudan for Ebola fight

The European Union has announced an emergency funding of 3.5 million Euros (Shs 14bn) to strengthen rapid detection and reaction to Ebola cases in Uganda and South Sudan.     

Emmanuel Davies Gyezaho, the press and information officer, European Union Delegation to Uganda, says that out of released funds, 2.5 million euros (about Shs 10.7 billion) is for Uganda and 1 million euros (about Shs 4 billion) for South Sudan.

The released funds will be for strengthening disease surveillance at community level, health facilities and points of entry, training of rapid response teams of healthcare and frontline workers on contact-tracing and infection prevention and control measures.

Other areas that the funding will cover are; rendering psycho-social support, capacity-building by equipping medical treatment facilities, carrying out community awareness- and ensuring safe and dignified burials.     

Gyezaho adds that the funding comes on top of the 17 million euros which the European Union has been giving out since 2018 for Ebola response and also to support prevention in DRC and preparedness actions in Uganda, South Sudan, Rwanda and Burundi.  

While releasing the funds, Christos Stylianides, commissioner for Humanitarian Aid and Crisis management and EU Ebola coordinator stressed that the EU are doing all they can to save lives and stop further Ebola cases.    

"Today, our main task is not only to help the Democratic Republic of Congo, but also assist neighbouring countries like Uganda. Here, our funding is helping with surveillance, work with local communities, and boosting local capacities for these countries to take timely and effective action. We are committed to continue our assistance to bring this outbreak to an end, for as long as it takes." Commissioner Stylianides said.

Updated information from the ministry of Health indicate that Uganda has so far registered three confirmed cases of Ebola of which two victims succumbed to the deadly epidemic with most recent being a 50-year-old grad mother and the first index who was five years old.  

The other confirmed case is a three-year-old who is a brother to the first index case who this morning has been repatriated to DRC.      

At the moment screening at all points of entry including Mpondwe border post, Bwera, and Entebbe airport has been increased.

Temperatures of all people entering Uganda are being taken using infra-red thermometer. There is also a scheduled ring vaccination schedule for Friday.

Sudan protesters, military to resume talks 

In turn, the Transitional Military Council also agreed to release political prisoners, Ethiopia's special envoy Mahmoud Dirir told reporters in Khartoum Tuesday.

"The Freedom and Change alliance agreed to end the civil disobedience (campaign) from today," said Dirir, who has been mediating since a visit by Ethiopian Prime Minister Abiy Ahmed last week.

"Both sides have also agreed to resume talks soon" on a handover of power to a civilian administration, he said.

The protest leaders said the call for talks is insincere following this week's deadly crackdown on demonstrators in Khartoum, which witnesses blamed on the militia known as the Rapid Support Forces.

Doctors don't agree on death toll

Doctors allied with the opposition said the death toll from the crackdown had risen to 118. The Sudanese Health Ministry issued a statement last week that said the number is "no more than 46."

Protest groups and opposition parties have been demanding that the TMC, which took power after the army overthrew longtime president Omar al-Bashir on April 11, hand power to a civilian-led authority.

Talks on the proposed interim government broke down over which side would have ultimate decision-making authority.

Violence erupted in Sudan last December, when anger over rising bread prices and cash shortages evolved into sustained protests against al-Bashir before he was ousted after three decades in power.

KCCA marks eight years with new apps

Yesterday, Kampala Capital Authority marked eight years in existence by highlighting its achievements as it thrives to improve livelihoods of people in the city.

Andrew Kitaka, the acting KCCA executive director, noted that the authority has made remarkable achievements since its rebrand and has earned public trust, which has attracted partnerships with the World Bank, African Development Bank, and the European Union, among others.

He said this at the Uganda Media Centre, where he also offered a glimpse into the authority's future innovations. One of those in the pipeline is a phone application modelled like Safe Boda or Uber apps.

The aim, according to Kitaka, is to reduce traffic jam in the city caused by taxis. Once switched on by a potential passenger, this app will automatically alert the taxi that plies the route of the availability of passengers on top of showing the journey expense.

This, according to Kitaka, will ease communication between taxi operators and passengers on top of eliminating crowding at various stages brought about by lack of information. However, this innovation may take some time before it is rolled out due to ongoing feasibility checks.

KCCA spokesperson, Peter Kaujju, said KCCA is considering partnering with the already existing transport services providers like Uber and Bolt among others that use online booking since they have already been in business. 

He says that they are also engaging with other stakeholders in the taxi business to come up with a more inclusive and tangible plan. Kaujju says they expect to have come up with a more concrete plan within three months that can effectively be implemented.

Meanwhile, Kitaka also noted that the authority has improved its revenue collection after doing away with the manual system. "Since the introduction of an electronic revenue system that eliminated cash collections, it has enabled us register a 190 per cent increase in revenue collections," he said.

He also noted that through the application of digitally assigned property numbers, KCCA has also completed valuation of more than 80,000 properties in Central and Nakawa divisions, which will bring in an annual property tax of more than Shs 34bn. "Thanks to new technology, all of these properties are geographically referenced," he said.

Court stuck with application against Donald Trump, Museveni

The High court in Kampala is stuck with an application filed by a Ugandan national Musoke Moses Kinene Ziringwira against US President Donald Trump and his predecessor Barack Hussein Obama. 

They are jointly sued with Uganda President Yoweri Museveni and Kabaka Ronald Muwenda Mutebi the king of Buganda kingdom.

In his suit filed on June 7, 2019, Kinene accuses the respondents of civil fraud, inciting tribal violence and meddling in his property, which he doesn't specify. However, the court is stuck with the suite given the nature of the respondents. 

On June 10, the deputy court registrar, Sarah Langa wrote to the head of the High court civil division, Justice Andrew Bashaija seeking advice on how to proceed with the matter.

"My Lord, the above subject matter refers. This is to seek your guidance on this matter given the nature of the respondents", reads the memo seen by URN.   

Judiciary spokesperson, Solomon Muyita said that the law doesn't allow anybody to sue a sitting president in his individual capacity. Muyita says that anybody aggrieved with a sitting president can sue him through the attorney general or wait until when he or she ceases to be president. 

He notes that in such circumstances, the head of the civil division calls the petitioner and advises him or her to file their petitions once the presidents have retired. In this case, Kinene can also successfully sue Kabaka Mutebi and Obama if at all he has any claims against them, according to Muyita. 

Background   

Kinene states that he is a property holder in Uganda by way of purchase, and donation but has become a victim of conflict between the central government and Buganda kingdom.  

He states that during the formation of the state of Uganda, there was a colonial problem that was created by the British colonial government by annexing Buganda as one states of Uganda, which can't be resolved through mere talk or peaceful means without going through court. 

According to his documents before court, Kinene contends that Buganda kingdom wanted a federal system of government to cater for her interest, which was blocked by the central government. He says Buganda had property that was sold to the central government but wants it returned to the Kabaka as the head of Buganda kingdom. 

He alleges that the Kabaka has since started inciting squatters on his property that had refused to accept or convince the central government to grant the federal state within Uganda. Kinene accuses the Kabaka for using the federal system of government to oppress him, and being in this region to incite the Buganda tribesmen to meddle fraudulently transfer his property over the banks, hence this case.  

On the other hand, Kinene accuses President Museveni of irreversible economic damages to his interests as he reportedly garnished his accounts and caused the transfer of his unnamed property through false statutes. He also says Museveni through the Ugandan government froze his mobile money accounts arbitrary. Kinene also says that he holds serious grievances against former US President Barack Obama who is reportedly an agent of the holocaust. 

According to Kinene, Obama reportedly masterminded political problems to put him in a dead corner in collusion with other the respondents. He further alleges that Obama had one time invited him to Kenya to iron out some issues arising from the former's business but he didn't go due to financial constraints and that the dispute has persisted.    

He says Trump is the same as Obama since he holds the same office whose ambition is to destroy his international reputation. He states he has been occasionally swindled by massive forgery masterminded by the defendants. He seeks damages and costs of the suit.
