BOU probe: Bagyenda aides arrested 

The parliamentary committee on Commissions, Statutory Authorities and State Enterprises (Cosase) today ordered for the arrest of two aides to Justine Bagyenda, the former executive director supervision in Bank of Uganda. 

Juliet Adikot, Bagyenda's personal body guard and her driver, Job Turyahabwe were arrested on the orders of Cosase chairperson Abdu Katuntu over allegedly sneaking out documents from BOU and then lying under oath before a parliamentary probe. The duo provided a statement to Cosase sub-committee that was contradicting the one provided by the BOU director of security Milton Opio about Bagyenda's movements.

It all started when they told the sub-committee chaired by Uganda People Defense Forces (UPDF) representative Brig Francis Takirwa that after ferrying bags from the central bank on Saturday, February 10, 2018, Bagyenda travelled abroad.
 
They claimed in their statement that; they picked Bagyenda up from Entebbe airport on her return in March 2018 and drove straight to the central bank on Kampala road.
 
However, details availed by Opio from the central bank's vehicle tracking system, show that Bagyenda's official V8 Land Cruiser vehicle registration number UAR 192Y left Mbuya for Entebbe airport at 7:18am on March 14, 2018. 
 
The system shows that the vehicle left the airport at 12:03pm to Kiswa in Bugolobi where it was parked for 3 hours before heading to the central bank. 

"It was in Kiswa from 13.57 to 16:59. At around 5pm, it starts moving at a rate of 12km/hr up to Kampala road which I suspect is Bank of Uganda at 6.22pm." Opio said. 
 
Adikot and Turyahebwa were captured on CCTV entering the building with two heavy bags through the emergency door that was already opened without going through security checks and left with Bagyenda at 6:50pm.

The contradiction infuriated the Cosase chairperson Abdu Katuntu who accused Bagyenda's aides of perjury. He immediately directed officers from the Criminal Investigations Department (CID) attached to the committee to arrest the two for criminal investigations. 

He asked police to present weekly reports to the committee on the matter. The MPs also handed over two security officers from the central bank; Beatrice Kyambadde and Charles Muhoro to the CID officers for alleged negligence when they failed to check the bags of Bagyenda's aides out and back into the bank.

The BOU deputy governor Louis Kasekende assured legislators that the central bank is taking the matter seriously and is to carry out parallel investigations to get to the bottom of the matter.

"The breach of security is a very serious matter. There are a number of issues that have been revealed here. We have committees of the bank that will investigate in parallel to any investigations that have been directed by  this [Cosase] committee. Two, I want to report that we have a lot of interest when things like these happen." Kasekende said. 
 
Rule 20.6.15 of the Bank of Uganda security policy states that all persons shall go through security screening without exception. While rule 20.6.16 states that all items brought into the bank shall go through security screening without exception.

In their testimony to the Cosase sub-committee Adikot and Turyahabwe said they didn't  know what they carried out of the central bank on behalf of Bagyenda.

"Adikot first carried a blue open kaveera [plastic bag], she said that she was more concerned with the security of the items and did not want to see what was inside. Also Turyahabwe said that he did not know what he carried," Brig Takirwa reported.

Takirwa pinned Adikot saying that she feigned knowledge of what was she moved out of the Bank yet she is seen on the CCTV carrying an open box with visible box files.

He further said that the other two security officers at the central bank, Beatrice Kyambadde and Charles Muhoro admitted to have allowed Bagyenda's aides move out of the bank premises with the bags without being checked but can't tell what was taken out or returned later.

Killer boat finally retrieved 

The killer boat that capsized last Saturday, has finally been retrieved and anchored to the shores of Mutima beach in Mpaata sub-county in Mukono district.

The nameless boat, capsized just a few metres away from Mutima beach with an estimated 120 people on board. 33 bodies have so far been retrieved from the lake and 27 people rescued alive. Since Monday, the joint forces of local fishermen, police and army marines have been trying to retrieve the wreckage without success until today when Uganda Railways Corporation provided them some of their equipment including stronger cable wires. 

The marines are now also trying to retrieve any remaining bodies that are said to have been trapped under the lake. The bodies are however said to be in a very terrible state and the marines said they will not retrieve them when the journalists and the locals are present at the scene. 

However they said some of the bodies are disfigured and out of shape having spent six days under water. Meanwhile Mutima beach management has been reaping big from the situation, with their sales boosted by the large number of flocking the area to witness the operation. The management has been charging people Shs 2,000 as entrance fees.

Dozens of people have been flocking Mutima beach to witness the operation to retrieve the wreckage and bodies from the lake over the past five days. The operation involved officers from the marine police, UPDF, ministry of Works and Transport engineers, fishermen, journalists and the local community. 

Denis Kyeyune, the manager Mutima beach, says they have been making money during weekdays since the accident occurred, which isn't the case during other times. He says they are mostly making money from selling food, drinks and accommodation to some of the people who come to witness the operation.

"I did that [charging for entrance] because I need to make repairs for damaged property at the beach. Ever since the tragedy, yes, we have had good business but also a lot of our property has been damaged. We only used to make some money here at Mutima beach on weekends." said Kyeyune. 

People were charged between Shs 2000 and 2500 to gain access to the beach. According to Kyeyune, they decided to charge people so to generate money to rehabilitate the place after the operation. However this has not gone well with everybody. Joseph Kironde, a resident of Buzindere village in Mpatta said he came to the beach to witness the rescue operation but was surprised when he was charged entrance fees.

"We're mourning for our dear ones and they are asking us to pay money. They are very insensitive." he said. 

Paul Kajubi, one of those who went to Mutima beach to witness the operation, faults management for taking advantage of the tragedy to charge them.

"From yesterday they are charging Shs 2500 as entrance. I really don't get the essence of charging people money."

Interestingly, according to NBS TV, the management of Mutima beach has now threatened to drag government to court for destruction of property and slowing down of their business during their operations.

Bodies trapped under boat wreckage - divers

Several bodies are still trapped under the wreckage of sunken boat, according to police marines and UPDF divers. The boat capsized in Lake Victoria near Mutima beach in Mpatta sub-county in Mukono district on Saturday night last week while transporting revellers to K-Palm beach from Ggaba.
 
At least 33 bodies have been retrieved and 27 others rescued. At least more than 100 people are estimated to have been on the boat. A team of divers from the police and UPDF marines have been combing the lake to find more bodies and retrieve the wreckage from the lake.

Police divers told URN on Wednesday afternoon on condition of anonymity since they are not authorised to speak to the media that they had seen several bodies trapped under the wreckage and notified their commanders.
 
"When I went down to check how the capsized boat was stuck, I saw a body while peeping through the wreckage, I told my colleagues, they went under and also saw others [bodies]. If we can move the boat, we can be sure [to find so many bodies]," one of the divers said.

The police spokesperson in charge of the rescue operation, Zurah Ganyana declined to comment on the matter when contacted by URN.
 
"It has been a long day and I am very tired. Am not going to say anything," Ganyana said while driving from Mutima beach where police has set up a command centre to coordinate the operation.
 
Efforts to retrieve the boat were suspended yesterday after the cable wires being used to pull out the wreckage snapped twice. Police have already received reports about five people believed to have been on the ill-fated boat. They include Peter Kakooza, a resident of Masaka, Silvia Namutebi from Nakisunga, Godfrey Musis of Kabalagala, Andrew Ssenyonga of Kireka and Eroon Ndagire of Kitende.
 
Divers have also recovered identification documents including national identity cards and driving permits of nine people who are unaccounted for. They include Doreen Arinaitwe, Samalie Nakakazi, a member of Uganda Law Society, Stellah Nabaasa, Lindah Nankungu, Mariam Nakigudde, Irene Alitubera, Zahura Paul Apuuli, Martha Kawalya and a one Namayanja. There is suspicion that it is some of these people who are trapped under the boat wreckage.
