Suspected kidnappers of American tourist arrested

Two suspected kidnappers of American tourist Kimberly Sue Endicott have been arrested. Endicott and her Ugandan tour guide Jean Paul Mirenge Remezo were kidnapped by four gunmen from Queen Elizabeth national park near the Uganda-DR Congo border last week on April 4.  

The suspects, only identified as Hakim and Kwarishiima, were flown from Kanungu district where they were tracked using a device which was placed in the ransom money they received before setting Endicott and Mirenge free.

The gunmen had demanded a ransom of $500,000 (about Shs 1.8bn) using their victims' cell phones. Security sources said Monday that kidnappers received a negotiated sum of $30,000 (about 112 million) out of $500,000 (Shs 1.8bn) they had earlier demanded to free the abductees. 

But according to police, the two were rescued from the Democratic Republic of Congo by a joint effort involving the Uganda police, Uganda People's Defence Forces (UPDF) and sister security agencies.

State minister for Tourism Godfrey Kiwanda would later confirm that indeed $30,000 ransom was paid to the kidnappers because government couldn't afford to take any risks and had to protect its name.

Unconfirmed reports indicate that the ransom money was delivered to the kidnappers by a woman riding on a boda boda that crossed into the DR Congo jungles. It's this boda boda that Endicott and Mirenge used to ride back into Ugandan territory.

The US military provided support to Ugandan security forces to accomplish the mission. The support included intelligence, surveillance, and reconnaissance assets and liaison officers, according to US news outlets. Endicott was handed over to the US embassy in Kampala by inspector general of police Martin Okoth Ochola on Monday. Police spokesperson Fred Enanga confirmed the arrests made in regard to the kidnap. He, however, declined to divulge details.

"I can confirm that there were some arrests but I am yet to get details. I will brief you when I get the information," Enanga said.  

US President Donald Trump on Monday tasked Uganda government to arrest the kidnappers before people can feel safe to come to Uganda.  

"Uganda must find the kidnappers of the American Tourist and guide before people will feel safe in going there," Trump tweeted. "Bring them to justice openly and quickly!" 

However, the fate of six Ugandans kidnapped four days before Endicott and Mirenge's kidnap remains a mystery.

Hope Radio switched after hosting Besigye

Security personnel on Thursday night switched off Hope Radio in Kabale municipality over hosting Forum for Democratic Change (FDC) party leaders.

The leaders were Dr Kizza Besigye the former FDC president, Ingrid Turinawe, the FDC chairperson of the Women's League, Patrick Amuriat Oboi, the party president, William Nzoghu, the Busongora North MP and Roland Mugume Kaginda, the MP for Rukungiri Municipality who is also the FDC's deputy president in charge of western region.  

They had returned from Rubanda district to launch the revival of the party's grass root mobilisation campaign. The two-hour talk show which started at 7:30 pm had lasted for only 30 minutes. Allan Twongyeirwe, the talk-show host says that before the show started, he received a phone call from Darius Nandiinda, the Kabale resident district commissioner (RDC) ordering him not to host the FDC leaders.  

Twongyeirwe also says that he was surprised when the radio lost the signal during the show. According to Twongyeirwe, Nandiinda had ordered Uganda People Defense Forces (UPDF) soldiers at 19th Battalion in Kihumuro hill, where the transmitter and the mast are installed, to switch off the radio.

The radio is owned by Bishop Aloysius Kiiza, the Bishop of Lift Up Jesus Ministries. It covers the entire Kigezi sub-region, parts of Ankole, northern Rwanda and Tanzania and the eastern Democratic Republic of Congo (DR Congo). 

Dr Joseph Tindyebwa, the FDC deputy national secretary general in charge of policy and research says that the radio was switched off after Besigye started explaining how former Hong Kong Home Affairs minister Patrick Ho Chi-ping was recently handed a three year sentence in United States of America after he was found guilty of offering a $500,000 bribe to Foreign Affairs minister Sam Kutesa and $2 million to Chad's President Idriss Deby. 

The radio station was later switched on at 8:30 pm after Besigye and his group had left. Nandiinda declined to comment on the matter when contacted. In September 2017, Besigye was blocked from entering Voice of Kigezi to conduct a live show on land matters. The radio management argued that they had been directed by Nandiinda not to allow him to appear on the airwaves. 

In July 2015, the MP for Jinja Municipality West who also doubles as NRM chairman for the district, Moses Balyeku ordered staff at his Baba FM to switch off the radio station which had started to transmit a live talk show where Besigye had gone to feature as a guest. 

In November 2009, Besigye was blocked from appearing on Nenah FM in Karamoja to address the public. In May 2007, the Kitgum-based Kitti FM was switched off air 30 minutes after Besigye had started speaking on the radio's talk-show. The radio's generator was switched off, reportedly on the orders of the then area RDC.

Police denies $30,000 ransom was paid for American tourist release

The Uganda police has denied reports that the freedom of American tourist Kimberly Sue and her Ugandan tour guide, Jean Paul Mirenge was only secured after a ransom of $30,000 (about Shs 112m) got paid to the kidnappers. 

Four armed men last week kidnapped the duo from Queen Elizabeth national park on April 2. Using Kimberly's mobile phone, the kidnappers demanded for a ransom of $500,000 (about Shs 1.8bn).

According to security sources, after receiving the money, the kidnappers called the tour company, Wild Frontiers Safaris Uganda and directed its workers where to find Kimberley and Mirenge. But police spokesperson Fred Enanga says the duo was released after a joint elite force threatened to attack the kidnappers hideout. 

"As police we don't give ransom and if ransom was paid to kidnappers that can be clarified by [Kimberly's] family," Enanga said. 

At the time of the kidnap, Kimberly and other tourists who were robbed but left unharmed were driving a Wild Frontiers truck. The kidnappers walked away with the car keys. US secretary of state Michael Pompeo last week said the US doesn't or encourage payment ransom money for the release of American citizens as this would only lead to more kidnaps. 

Meanwhile, police couldn't explain the fate of six Ugandans including a 12-year-old child who were also recently kidnapped near the Ishasha Uganda-DRC border.

US President Donald Trump has used his Twitter account to demand that authorities in Uganda find the kidnappers and bring them to justice, otherwise he said, Uganda will remain unsafe for tourists. However several social media users in his country and elsewhere have gone on to point it out to him that with the gun violence in the US, Uganda is actually safer place even for the Americans.
