Museveni sought 5-month salary advance after 2016 elections
President Museveni sought a five months' salary advance soon after the 2016 general election. In honour of his request, State House released a total of Shs 19.1 million off its budget for the financial year 2016/17.
This was revealed as a team from State House interfaced with the parliamentary Public Accounts Committee (PAC) today. The committee is scrutinising queries raised by the Auditor General, in his report for the financial year ending June 2018.
During the year, the Office of the President received Shs 126.8 billion but used only Shs 125.7 billion with the balance of Shs 1.1 billion returned to the treasury. But State House officials told PAC that part of the money that was returned to the treasury had been recovered from Museveni, who, had asked for a salary advance in the previous financial year 2016/17.
The officials said, the rest was saved after deleting from the payroll, a list of pensioners who couldn't be accounted for after a joint verification exercise conducted by the Office of the President and ministry of Public Service.
Yunus Kakande, a secretary in the Office of the President, said Museveni asked for a salary advance prompting them to seek a supplementary budget from which they funded the Shs 19 million. Kakande says this money was however recovered in the financial year 2017/2018 and returned to the treasury. President Museveni reportedly earns a monthly salary of Shs 3.6 million. He has often claimed that he doesn't need government money (salary) because he is rich enough to finance his needs from his own personal investments and projects.
"The principal took an advance, he wanted some money. We gave him the advance. Eventually we recovered that money." said Kakande.
The request for an advance came soon after the controversial 2016 general election which Museveni won with a 61 per cent margin. The chairman of the Public Accounts Committee Nathan Nandala Mafabi says the legislators are crosschecking if Museveni was listed as one of the debtors in the 2016/2017 records. Maruzi County MP Maxwell Akora wondered if public servants can be granted salary advances that can even go as far as five months.
"I'm wondering whether that is an ordinary transaction that public civil servants receive and are granted advances. If it is, is that the only advance that was given." said Akora.
The president's team said that was the only advance Museveni has requested for and received after following procedures of alerting the permanent secretary ministry of Finance, among others.

Uganda Netball Federation incurs Shs 1bn World Cup debt
The World Cup attracted 16 national teams including Uganda that finished seventh with New Zealand winning the title. Following financial hiccups in the preparations for the World Cup, the Ugandan team and some technical officials travelled a week to the World Cup and therefore spent 18 days in Liverpool, England.
The federation facilitated a total of 30 people who included 14 players, 16 government and technical officials. The federation incurred the World Cup debt because it received borrowed funds from the National Council of Sports (NCS) due to failure by the government to release the required funds.
The UNF treasurer, Yusuf Kamulegeya says that the federation requested for Shs 2.1 billion for the World Cup activities including air tickets, visa fees, residential trainings and also build-up games, allowances and meals before and during the World Cup.
However, a week to the World Cup, the government had not released funds, which Kamulegeya says prompted the governing body, National Council of Sports to borrow Shs 1 billion to ensure that the team is facilitated.
According to Kamulegeya, the Shs 1 billion was spent on allowances which took Shs 300 million because each of the players and officials received Shs 10 million while the remaining funds were spent on meals and incentives - Shs 12 million in total for the players, with each getting about Shs 920,000.
At the recent International Netball Federation congress, national federation presidents discussed the possibility of giving out monetary prizes to the winning team or teams of the World Cup as an incentive. Uganda pays $250 (about Shs 912,500) as annual affiliation fees to INF and also paid $600 (about Shs 2.1 million) as participation fees for the World Cup.
However, starting next year, affiliation and World Cup participation fees have been revised to $350 (Shs 1.2) and $1,000 (Shs 3.6m) respectively. Anek says that the federation is yet to receive a technical report on the performance of the She Cranes at the World Cup.

4 student protesters shot dead in Sudan
Sudanese security forces shot and killed five people on Monday after using live ammunition to put an end to protests, organizers said. According to the Sudanese Doctors Central Committee, snipers fired upon the student protest in Al-Obeid, leaving several wounded and five dead.
"Most of the wounded have been shot in the legs, head and stomach," Mustafa Mohammed, a doctor in Al-Obeid, told the Associated Press.
Among the dead, four were students.
"No child should be buried in their school uniform," said United Nations Children's Fund Representative in Sudan Abdullah Fadil in a press release.
"UNICEF calls on the government to investigate and hold all perpetrators of violence against children accountable," he continued.
Demonstrators were organizing to protest shortages of services in the region and what they see as an encroaching military presence. The killings come one day before talks are set to continue between protest leaders and the military leadership that currently holds power in the country.
Generals and protest leaders have already signed a power-sharing agreement that would serve to facilitate a transition to full civilian rule.
Protests broke out across the country in December, with many calling for then-President Omar al-Bashir to resign. Bashir was later overthrown by the military in April.
In June, violence came to a head with Sudanese security forces killing some 100 people in a crackdown on a protest camp in the country's capital of Khartoum. Under the recent agreement, a joint ruling committee would be in place for just over three years until elections take place.
The student killings sparked off fresh protests, with hundreds taking to the streets.

65 killed in Nigeria in attack by Boko Haram militants
Boko Haram militants killed at least 65 people at a funeral in northeastern Nigeria, local officials said Sunday, revising the earlier death toll of 23.
"It is 65 people dead and 10 injured," said Muhammed Bulama, the local government chairman. Bulama said he thought the attack was in revenge for the killing of 11 Boko Haram fighters by the villagers two weeks ago.
Nigerians last week marked the 10-year anniversary of the rise of the Boko Haram insurgency, which has killed more than 30,000 people, displaced millions and created one of the world's largest humanitarian crises. The extremists are known for mass abductions of schoolgirls and putting young women and men into suicide vests for attacks on markets, mosques and other high-traffic areas.
The insurgent group, which promotes an extreme form of Islamist fundamentalism and opposes Western-style education, has defied the claims of President Muhammadu Buhari's administration that the insurgency has been crushed. The violence also has spilled into neighbouring Chad, Niger and Cameroon.

Bigirimana transferred to Judiciary
Pius Bigirimana has been transferred from the ministry of Gender, Labour and Social Development to the Judiciary.
Bigirimana, has been permanent secretary for ministry of Gender since May 2013 following his controversial transfer from the Office of the Prime Minister by President Yoweri Museveni. He will now be taking over as the new secretary to the Judiciary.
"The appointing authority has directed that you be transferred from the ministry of Gender, Labour and Social Development to the Judiciary as secretary to the Judiciary with immediate effect." reads the letter from the head of Public Service and secretary to cabinet John Mitala.
"On receipt of this letter, prepare to hand over your office within the existing regulations and resort to your new station without delay." the transfer letter adds.
Before he was transferred to Gender, Bigirimana was at the centre of a multi-billion shilling scandal in the Office of the Prime Minister (OPM) in which over Shs 50 billion meant for post war recovery in Northern Uganda was misappropriated by the OPM staff, including the convicted principal accountant, Godfrey Kazinda.
Although the parliamentary Public Accounts Committee (PAC), recommended that Bigirimana be prosecuted for playing a role in the mismanagement of the money, President Museveni, who, vehemently defends Bigirimana, moved the embattled PS to Gender in a mini reshuffle.
Bigirimana, in his defence, maintained that he blew the whistle on the scam that has led to the conviction of Kazinda for abuse of office and forgery. After his transfer to Gender, Bigirimana would in 2016, author two books, From Tears to Cheers, with a foreword by First Lady Janet Museveni, a brief analysis of reconstruction in northern Uganda between 2007 and 2012, and also addresses the development of Karamoja and Teso sub-regions.
He also authored another book, Youth Livelihood, which discusses a model for empowering youth in the developing world, premised on experiences from the Youth Livelihood Fund, which Bigirimana championed. Bigirimana had earlier authored two books: Corruption: A tale of a Wolf in a Sheep Skin and Abundance Mentality.
In Gender, Bigirimana often clashed with Nakiwala Kiyingi, the state minister for Youth and Children Affairs over the Youth Livelihood funds.
"The Youth Livelihood program existed before me and I believe it will even exists even after me but it is very clear the minister has mandate, the permanent secretary has mandate and so do the other officers and even the beneficiaries have their mandate. So, the anomaly I realized is when someone is the author of the program is an implementer, the supervisor, the broadcaster, and you go to the news and broadcast your achievements. So, the program itself does not have natural checks and balances." Nakiwala told The Observer in 2017.
"To me, I think that is natural clash but what you should know is that the [Youth Livelihood] money should fall to the right beneficiaries, the young people. I have heard the young people being taken to jail. That is why I moved out to find out the truth because unlike other ministries, we deal with people. We don't deal with roads, we don't deal with buildings, we deal with people. ..So, I go out to find out from them and many have told me they didn't get the money. So, I am still finding out what it [youth livelihood programme] is all about; I am still confused. The youth are saying the money was just paperwork. So, let anybody come out with proof; we just need proof, that is it. I am not an implementer but he is. My work is to ensure that whatever is there is nothing but the truth."
However Museveni is all praises for Bigirimana, and recently, he said Bigirimana had managed to take the youth out of poverty through his Youth Livelihood Fund. In May 2018, Bigirimana was rejected by power distributor, Umeme shareholders as one of their board of directors at their annual general meeting held at Sheraton Kampala hotel.
Bigirimana had been nominated by the National Social Security Fund (NSSF) as a non-executive director of Umeme. NSSF is the biggest shareholder in Umeme and is partly under the ministry of Gender, Labour and Social Development.
Other nominees included Anthony March, Andrew Buglass, Stephen Emasu and Riccardo Ridolfi. After the nominees presented their credentials, they went out to allow for a vote, after some shareholders refused to endorse them without a vote. After a simple vote, the shareholders accepted all other nominees except Bigirimana whom they said were uneasy with due to his tainted image over alleged corrupt practices.
Bigirimana also came under scrutiny before the Land Probe Commission last year after he reportedly requested and received Shs 504 million from the Land Fund in 2016 for 50.5 acres of land on plot 5 Bulemeezi, block 103 that had been encroached on by squatters despite not qualifying for the compensation.
"Because you knew it was not a normal transaction, you knew Mr Bigirimana that you did not qualify why didn't you return that money to government. We know you as a corruption free man, zero corruption. That is the concept that you [portray] but am a bit out for whether you stay in honour of that in view of these transactions that you have made", said land probe commissioner Robert Ssebunya.
The commission's lead counsel Ebert Byenkya said that Bigirimana's documentation was covered in inconsistencies and that he did not qualify for compensation.
In an interview with CBS radio after being ordered to vacate Nommo gallery, Security minister Gen Elly Tumwiine branded Bigirimana and secretary to the treasury in ministry of Finance, Keith Muhakanizi as "thieves".
"Both Pius Bigirimana and Keith Muhakanizi are thieves, I told them point blank in their faces, they are the thieves in prime minister's, they are accounting officers according to section 55 of the finance act, if you lose money, you are held responsible," Gen Tumwine said.
Bigirimana's Gender ministry had demanded that Tumwiine starts paying rent for using Nommo gallery but Tumwiine argued, saying the gallery was given to the artists by then President Milton Obote and that its not government property.

Now Aceng runs to Museveni over Lubowa hospital saga
The minister of Health Jane Ruth Aceng has written to President Yoweri Kaguta Museveni seeking his intervention in the controversies surrounding the construction of Lubowa hospital.
Parliament early this year, approved a loan guarantee of Shs 1.4 trillion (about $378m) to Finasi/Roko Construction Ltd, a special purpose vehicle (SPV) for the construction of the International Specialised Hospital of Uganda (ISHU) in Lubowa, Wakiso district.
However the project has since faced setbacks with the SPV Finasi/Roko falling apart following the introduction of another player a Chinese firm, Power China Guizhou Engineering co. Ltd as the civil works contractor, but also allegations that up to $86 million meant for the project is already missing.
Now, Aceng in her letter to the president dated July 2, noted that it is clear there is a standoff between the ministry of Health and the SPV over the construction of the hospital and that the matter is getting out of hand. She called on the president to intervene on the matter as the continued battle would upset the project. In the letter URN has seen, Aceng says they have met challenges in executing the project and seek the president's wise counsel.
"Whereas the ministry of Health discharged its contractual-obligations and handed over the site to the SPV, there arose a legal dispute between the shareholders in the SPV (Roko Construction and Finasi) which is now subject of court proceedings," the letter reads.
Roko construction Ltd says it has been treated in "an oppressive manner" by Finasi when the latter evicted it from the construction site in favour of a Chinese contractor, Power China Guizhou Engineering. Aceng says they are currently stuck with the hospital project as they are experiencing issues of lack of transparency on the side of Finasi/Roko.
"I am humbly requesting that you summon us the concerned parties for a meeting to help streamline the execution of the ISHU project and to avoid any further stagnation of the project. Your Excellency, any delays in executing this project will lead to insurmountable costs to government. It is important that the roles of various stakeholders are clarified and harmonized moving forward." Aceng's letter reads.
Aceng who was today appearing before the Parliamentary Committee on National Economy alongside the ministry of Health permanent secretary Dr Diana Atwine, says there is a big problem with the people constructing the hospital.
"This took place on the 10th of June 2019. During the handover, Hon chair and members, ministry of Health noted the dispute during that activity between the shareholders to the special purpose vehicle that is Roko and Finasi which today remains unresolved despite a meeting that was held with the PSST [permanent secretary and secretary to treasury], ministry of Finance to reach an amicable settlement." said Aceng.
Although Atwine wrote to the attorney general, seeking legal opinion on how they should proceed and the legal implications and capacity of the new subcontractor, the deputy attorney general Mwesigwa Rukutana advised that the subcontractor be allowed to work.
"You are advised that subcontracting is allowed by the Project Works Investment Agreement (PWIA) as long as SPV demonstrates that the proposed sub-contractor Power China Guizhou Engineering Ltd has the required technical and financial expertise to execute the proposed." part of Rukutana's legal advise reads.
Atwine, said she has tasked Finasi, to show that Roko construction company has consented to bringing Power China on board and also to prove it's financial capacity. She told the committee she's being threatened by Finasi for delaying to approve the Chinese company.
"This morning I received another letter from the developer, Finasi, accusing me how they are going to penalise me personally because I have delayed to approve the Chinese. I wrote to them and told them; you must give me the due diligence report to show that they had a resolution and registered by the registrar of companies, and also prove that this person has ever done a hospital of this magnitude and also give me the scope of these works." said Atwine.
The committee chairperson Lawrence Bategeka said they will have an internal meeting with ministry of Finance, invite Roko/Finasi and Ministry of health to resolve these matters.

Controversy as Bobi Wine announces 2021 presidential bid
Kyadondo East member of parliament Robert Kyagulanyi aka Bobi Wine has officially announced his presidential bid in the 2021 elections.
Since turning to politics about two years ago, the musician-cum legislator has often remained coy about his presidential ambitions, usually giving half answers on the matter. But today, at his home in Magere, Gayaza, Kyagulanyi said he's ready to take on long time President Yoweri Museveni.
Museveni has been in power since bombing his way to power in 1986. His closest challenger has always been Rtd Col Kizza Besigye in elections that have often been marred by rigging and several electoral violations as confirmed by courts in 2016, 2011 and 2015. Besigye and Kyagulanyi have been in talks over the 2021 elections.
"On behalf of the people of Uganda, I am challenging you [Museveni] to a free and fair election in 2021...We're ready to kick Museveni and his cronies out power in 2021 and I am very serious about this." said Kyagulanyi.
Kyagulanyi said he may not be the best educated and most knowledgeable opposition politician to take on Museveni, but he's "a person who wishes the best for my country and the general citizenry."
"I am ready to challenge the current leadership in 2021 and I promise I will never at any time betray the people of Uganda." he added.

At the same press conference, Kyagulanyi also announced a team of coordinators from across all regions in the country that will provide leadership ahead of the polls. The West Nile is headed by Arua Municipality MP for Kasiano Wadri (Independent), Acholi is headed by Amuru Woman MP Lucy Akello (FDC) while Karamoja region is headed by Jie county MP Moses Bildard Adome (NRM).
Lango sub region is headed by Erute County South MP Jonathan Odur (UPC), Teso is headed by Amuria Woman MP Susan Amero (NRM). Tooro is headed by Innoc Thomasundane while Ankole is headed by Kasambya county MP Mbwatekamwa Gaffa (NRM). Kigezi is led by Jasper Ayebare
Sebei region is led by Pastor Santid Mathew, Bunyoro region is led by Buyaga West MP Barnabas Tinkasimire (NRM). Manjiya county MP John Baptist Nambeshe (NRM) leads Bugisu region while Busoga region is led by Bugiri MP Asuman Basalirwa (JEEMA).

CONTROVERSY
However some of the announced coordinators have distanced themselves from the People Power Movement. Jie County MP Adome, who, was announced as the team leader of coordinators for Karamjoa region, reached out to The Observer to distance himself from the role. Adome who belongs to the ruling National Resistance Movement said that People Power must have assumed that whoever voted against the age limit amendment in 2017, automatically belongs to their movement.
"Looking at the list, it's surely a presumption by the people power group that whoever voted against the age limit is for them. This is not true to some of us." said Adome.
"Whereas it's also my right to belong to any political party, it is also my right to be protected from circumstances that may be of jeopardy to my roles as a member of parliament from NRM. I will request to know what exactly the People Power stands for, what they would wish me to do and how they expect me to do and how possibly it may be of help to the people I lead. Short of the above, I won't be fooled to accept what I don't see light in." he wrote on his Facebook page.
Adome told The Observer that he was only contacted yesterday night at around 11pm by Joel Ssenyonyi, the People Power Movement spokesperson and asked if he could lead a team of coordinators in Karamoja.
"I asked him [Ssenyonyi] to call me back in the morning and to explain to me what exactly I was expected to do. He never called back, and the next thing I knew was my name being announced."
Asked if he would take up the role anyway, he said only if everything has been clearly. Ssenyonyi told The Observer on phone that all the coordinators were engaged in meetings before with Kyagulanyi and MP Muwanga Kivumbi where their roles were explained. He explained that Adome was contacted last night just like the rest of the coordinators as a final confirmation.

Fifth Rwenzururu kingdom loyalist dies in prison
Another Rwenzururu kingdom loyalist arrested during the 2016 army raid on the kingdom palace has died in prison. 45-year-old Balinda Bazarwa who passed away last Sunday was among the 170 suspects arrested by the army in a November 2016 raid that left over 100 dead.
Bazarwa hails from Nyabuswa village in Karangura Sub county of Bunyangabu district. Yonah Maathe, the Rwenzururu kingdom spokesperson, says information about the death of Bazarwa was relayed to the kingdom and family members on Tuesday because Prison authorities tried to withhold the information.
Maathe says although Bazarwa was a renowned Rwenzururu kingdom loyalist, he had never been enrolled as a royal guard because he suffered from dementia. Bazarwa was arrested during operations that followed the November 2016 raid on Buhikira palace in Kasese town.
Other than the royal guards and other kingdom loyalists that were arrested from the palace, several other people were picked up during the operations resulting from clashes. Maathe says that much as the kingdom authorities informed security that Bazarwa had mental problems, he was still added on the list of the royal guards being tried in court.
He says Bazarwa's mental weakness worsened when he was remanded to Kirinya government prison where anaemia claimed his life. Bazarwa becomes the fifth Rwenzururu kingdom loyalist to die in prison following their arrest on November 27, 2016.
His death comes about two weeks after the death of 80-year-old Zakaliya Sonderya, the Rwenzururu chief royal guard at Luzira hospital. The Uganda Prison Services spokesperson, Frank Baine, said he had succumbed to chronic urine retention.
Baine said he was yet to be furnished with detail on Bazarwa death and promised to speak to URN later. The chairperson of the prime ministerial commission of the Obusinga Bwa Rwenzururu, Gadi Baluku Mbayahi, says it is unfortunate that kingdom subjects are dying in prison where they have been detained for more than two years without trial.
Mbayahi says it is high time government screened all the suspects such that those who are obviously innocent are released henceforth and those of old age or serious medical challenges are granted bail.
Kasese district chairperson, Geoffrey Sibendire Bigogo has always emphasized the need to expedite the trial of Rwenzururu king, Charles Wesley Mumbere and his loyalists such that justice can be dispensed.
Mumbere together with his subjects are facing a series of charges including, arson, murder, attempted murder, treason, malicious damage and terrorism before the international crimes division of the High court.

Kabuleta ordered to back off Gen Muhoozi
If you have read them, then you know Joseph Kabuleta's Facebook rants are venomous. If you haven't, the journalist-cum-pastor speaks at length in this interview about the last rant, which triggered his Friday, July 12 dramatic arrest at Lugogo, Forest mall by plainclothes police detectives.
He also speaks to Baker Batte Lule about his three-day ordeal in police custody and the express orders he got to carefully steer his rants away from the First family and army generals, especially First Son Lt Gen Muhoozi Kainerugaba. Released on July 16 on police bond, Kabuleta is required to report to police every after two days. His case file is still being processed by the director of public prosecutions.
Why did you call your 'column,' a rant?
Because that's what it is; it is something that I feel and I want to express. It wasn't usually pleasant; so, it couldn't have been called anything else. I think it truly fulfilled the true meaning of the word.
When you go into the meaning of the word rant; it presupposes an emotional outburst on things not necessarily correct….
I believe everything I write in those rants is correct; I'm yet to find anybody to convince me otherwise. I do my research before I put out those things and by the way, they are the things that so many people know but they just don't want to talk about.
There is a particular one in which you ranted about New Vision boss Robert Kabushenga; what's your issue with him?
I don't know why people think there is a personal issue between me and Robert Kabushenga; it's not there at all. My issue with him was right in that rant. I felt New Vision shouldn't go into the sleaze of some pastor's marital issues. I think they are above that. If those things had come out in The Kampala Sun or Bukedde, I wouldn't have ranted although both are sister papers to the New Vision.
I thought there was a specific agenda in them doing that. It has now come out. You concentrate on some pastor's marital wars, and then build it into a big issue and the minister of Ethics and Integrity comes up with a law to gag pastors. This is what I was fighting in the first place because I know Kabushenga sits with those people at All Saints to put up those laws. Imagine even in parliament we reduce ourselves to discussing some pastor's marital wars!
But if it's a national matter, why not?
Are you kidding me; there are more important things to talk about; our oil, our minerals are being stolen but everybody is obsessed with nudes, [Pastor] Bugingo's marital wars…what kind of society are we?
These are the things that make me rant because we are not having the conversation we should be having. Our national resources are being squeezed into a nucleus of people while the rest of the county is grassing [impoverished]. But you even find intellectuals going for very trivial things. The law that the government is bringing to regulate pastors I think it's meant to gag them come President Museveni's 2021 campaign.
Do you know that as a journalist you're supposed to have a practicing certificate for 2019 from government? You don't have one, so you're a [fake] journalist. But how did this come about? Government said they were professionalizing journalism; some people bought into it but they have no interest in professionalizing journalism but want to control them.
If today you write something that annoys the government they will ask you to produce your certificate. It's the same with that law that government intends to bring – it's going to put very stringent measures for someone to operate a church. Those measures are not enforced until you cross a certain line.
But what's wrong with having laws that streamline the operation of churches?
How do you tell a pastor to have a land title, board of directors, a degree in Theology? So you keep the law somewhere and when somebody is singing Museveni's praises, you don't need to have all those things but if somebody comes out and says something against him, you pull out the law?
That's what I'm fighting. But the myopia of Ugandans, they shout, you know pastors have become extortionists; government doesn't care. By the way, who exploits more than government? People come and form fake microfinance groups, collect millions of shillings and then run away; nobody follows them up; it just ends in newspapers. So, why would government bother pastors who are getting money from their followers willingly?
Even if that was exploitation, is that the biggest issue in the country right now? You try to explain these issues to the people, they don't understand. I normally don't read the comments but the few that I do see, people deviate from the issues they need to focus on.
You try to paint a picture of a church that is under attack but it's known to all and sundry that the Pentecostal churches are Museveni's walking stick.
That's true for the most part but give them the liberty to walk away; don't entrench it in the law. If there is no such law, you have the liberty to stand up and say; you people how can you be sycophants to that extent?
But now the man will say I have no choice. In the previous elections, some pastors had started moving away; you know the FDC Pastor Ngabo and the renowned pastor who invited Col Kizza Besigye to his Crossover on December 3; it was unheard of previously. People are beginning to wake up and you're trying to put them in a place that even if they wake up, they can't speak.
Tell me about how you were treated…
They took away my two laptops, my files, receipts, mobile phones, everything, they basically totally demobilized me. They also tortured me; because I wasn't taken for a picnic. They gave me bond where I have to appear at police every after two days.
I was there on Thursday and I was there today [Monday], I will be back on Wednesday. They are doing all this because I'm waking up a group of people who in your description are the walking stick.
There was a particular rant about how government is stealing our oil and in there you said we don't have a president; we have a thief. When you write stuff like that; don't you think there will be a reaction?
I know there would be consequences; the difference is that I don't fear them because first of all I was quoting somebody who said that. But secondly, let's be honest; if Museveni wasn't the president, he would be in prison.
You remember that exhibit 15 in the United States court where somebody was convicted and sentenced for having bribed the president? Am I the one who put that up? That is empirical evidence admitted in a court of law. Would I be lying if I stated that? Take everything away and accept that court takes only evidence that is proved empirically and basing on that evidence, somebody was convicted. So, can't I prove that, that is a fair comment based on that?
When I was talking to people in the oil sector, they said; Kabuleta doesn't know what he's talking about; you can't take oil through those means he's describing…
That's what they think; but let me give you an example; do you know the process you go through to print money as a country? It's the most stringent. If Kabuleta had written in his rants that Bank of Uganda was illegally printing money, the officials including the governor would have dismissed my rants as rubbish…but would it be? Printing money is more difficult than taking oil out of the country.
I come from Hoima, I have a piece of land very near to where the refinery is supposed to be. I know what I'm talking about. By the way, apart from the [First son] Muhoozi thing, that [oil] was the other thing that they were quizzing me about for the most part of the interrogation. But if it was as ridiculous as some people thought, why were they so interested in it?
Now that you know that touching project Muhoozi is touching a live wire; are we seeing another of such rants or you are a scared man now?
I had written so many rants but it's the [Muhoozi] one that caused problems. I'm not a scared man but the rants will come; let's see. What I wanted those people to understand is that dialogue should be handled with dialogue.
Don't use brute force because you don't have an argument to counter somebody. There are so many people paid to do PR for this government; let them earn their money. I'm alone without a budget; they have big budgets, why can't they have counter arguments instead of resorting to brute force? Why must they arrest and torture?
It's a cowardly thing when somebody publishes something and you can't counter it. There are so many people attacking me on Facebook and Twitter using pseudo names; fair game but let them not take me to Kireka when I hit back.
Did they tell you who ordered your arrest?
No; but they made me make a confession that from now onwards, I will not write anything about the first family and that I will respect generals, especially General Muhoozi. When I was bleeding, somebody was taking pictures and sending them to somebody who was very angry and wanted to see me in a certain state.
Was there any kind of deal before you were released because we normally see those arrested end up in court; but you were released without a charge.
I might still end up in court because they said the director of public prosecutions was still processing the file; I'm waiting.
What is your issue with General Muhoozi?
None; I don't even know the guy. Writing that they are preparing him to be president and describing him in the way I think he is, doesn't mean I have anything about him. If I was wrong, they would have come out and said that is not who he is.
Rhetoric should be answered with rhetoric because that's how civilized societies behave. Am I the best writer in the country? Why can't they get somebody who is as good as me to counter me? I'm a man of conviction; I don't just do things without thinking. If Museveni was not president, I wouldn't be writing about him. I used to write about Lawrence Mulindwa when he was still Fufa president; since he left, have I ever written about him?
So, if Muhoozi wasn't being groomed to become president, would I ever write about him? Have you ever seen me writing about Natasha, Patience or Diana Museveni who are not in public governance?
Do you have political ambitions?
Why do people ask me that? I have a right to have ambitions just like everybody else.
Reading your rants, you come off as a man very annoyed with the state but you work with a man; Prophet Elvis Mbonye who is very close to the state. How do you reconcile the two?
Who is saying he's very close to the state?
We see him protected by Special Forces Command officers; you cannot have those soldiers protecting you if you are a nobody to the establishment…
I don't believe those are SFC people protecting him, number one; number two, protection is just disguised spying. But I can tell you categorically, he has no connection to the state whatsoever. If you follow things he says, you would know that.
The so-called security, sometimes they are people imposed on you to follow your every move. Just because you see somebody with state-provided security, the most part they must be against you. You know the saying that keep your friends close but your enemies closer.

3 dfcu bank officials grilled over theft of client deposits
CID spokesperson, Charles Twine confirmed that the three officials whose names he didn't disclose were indeed interrogated on Tuesday following an official complaint lodged by the the bank's top management.
"The dfcu case was formally reported here and investigations are ongoing. Some three people were picked, interrogated and released on bond. Because this is a crime that was committed electronically," Twine said.
Although Twine declined to reveal how much money was stolen, media reports put the figure at Shs 8 billion. He also said detectives and their cyber crime team have already picked the computer logs and are analyzing them to establish how the fraudulent transactions were done.
Police said some of the suspects in the crime are not workers of the bank and are actually outside the country.
"They were within the bank and others outside. They gave in their story but with electronic offences we don't rely on stories. There are people we're vigorously looking for and one of them is outside the country. We shall use the normal process to trace for him and bring him back," Twine said.
Police urged dfcu bank customers to be patient because steps are being taken to ensure culprits are brought to book. Twine applauded the dfcu top management for informing CID in time to conduct investigations.
They reportedly ordered the three bank employees who were winding up the day's business to lead them to the safe where cash is kept. They assaulted the trio, demanding for the keys of the safe in vain. One female staff was reportedly raped.

Uganda Law Society asks lawyer to 'pull down' Facebook post
Uganda Law Society (ULS) a body charged with ensuring high levels of professionalism among lawyers, has asked him to 'withdraw' the posts.
Simon Peter Kinobe, the ULS president, says his attention has been drawn to a sustained social media campaign accusing and attacking the person of justice Murangira and the manner in, which he handled a land matter before him in Mubende.
The said posts are in respect to an on matter registered as miscellaneous cause number 11 of 2019 Ssematimba John and 23 others Vs Kaweesi George and others at Mubende High court.
"In the said posts, you expressly and by innuendo refer to the presiding judge; Justice Joseph Murangira as a "Mafia" a member of "the troublesome trio" and also attach multifarious photos of the learned judge clad in judicial robes. You accuse him of "mishandling the case", playing games and being "in bed with tormentors" and "biased'' among others," Kinobe states in his July 17 letter to Kiiza.
According to Kinobe, advocates, by the virtue of their appointment are officials of the court and should espouse, protect and uphold the principle of fair hearing enshrined under Article 28 of the Constitution of Uganda, which requires that a person shouldn't be condemned unheard.
"By using social media to attack a judicial officer, you violate this rule and deny the judge an opportunity to be heard," Kinobe says. Adding that; "Comments in the media by an advocate in personal conduct are of a matter contrary to the advocates (professional) conduct regulations and in this particular case border criminality."
In his July 18 response to Kinobe, Kiiza denies posting any innuendos, saying that he is a human rights lawyer who has advocated for it for a long time.
Adding that; "Social media gives life and meaning to freedom. …I am sure that contrary to your suggestions, I committed no crime in using social media to give voice to the problems of the people of Mubende evicted from five villages."
In his three-page response coloured with poetic language, Kiiza notes that while lawyers "must water the gardens of judicial independence", that must not blind them into shielding themselves and the public from the necessity of a war on judicial impunity.
"A burning house of advocates. The greatest house of an advocate is freedom. More so, the freedom of one's mouth. When padlocks, however disguised, hail from the person or the office of the ULS president, danger lurks," Kiiza notes.
According to Kiiza, the ULS president did not, in his letter specify any rules he had violated, but seemed to move to silence him.
Adding that; "Are you similarly irked by people who praise judges on social media or it is those who criticize them on social media that rub you the wrong way? Social media hymns of praise for our judges must accommodate interludes of criticism. Love poems should be juxtaposed with freedom songs in our digital interactions with the bench."
Earlier this month, the chief justice Bart Katureebe tasked justice Murangira to respond to allegations of bias leveled against him in a July 4 petition by more than 3000 people evicted from their homes in Mubende district.

Police confirm arrest of suspect in boda boda rider murder
Police have confirmed the arrest of one of the suspects who appeared in the CCTV footage strangling a boda boda rider to death in Rubaga Division in Kampala, about two weeks ago.
The Kampala Metropolitan Police spokesperson Patrick Onyango identifies the suspect as John Bosco Mugisha alias Mukiga. In a statement issued this afternoon, Onyango explains that Mukiga was picked up from his hideout in Nsiike I, Ndeeba, Rubaga Division in Kampala last night following a tip off.
According to police, Mukiga confessed that he and his friend, Young Mulo (not the music artist) were the ones who strangled Derrick Mulindwa at Kakyeka in Mengo Rubaga, in Kampala around 4am on June 30, 2019.
The duo was caught on CCTV footage, which went viral on social media in both Uganda and India, strangling Mulindwa to death before making off with his motorbike. Mukiga according to the police statement, said that Mulo was lynched by a mob three days later for theft of another motorcycle on July 3.
"Mugisha admits that they had robbed the motorcycle from Mityana on July 2, 2019 and they where traced up to Makindye in Kampala, where the mob killed his colleague. Mugisha alleges that he had escaped that day and went to Kabale," reads the statement.
Adding that, "Mugisha has been arrested several times and he has been to Luzira Prisons many times on robbery cases."
Mukiga is currently locked up at Katwe police station pending transfer to Old Kampala police station, which covers Mengo where Mulindwa was killed. It is unclear whether the three look-alike suspects who had been arrested earlier in connection to Mulindwa's murder will be released from the Special Investigations Division (SID) following Mukiga's arrest and alleged confession.
Police spokesperson, Fred Enanga, had earlier indicated that forensic experts were still struggling to obtain a clear picture of the actual killers since the three suspects look alike. He said police would procure software that would help them to get clear pictures from the video grab.

What guard said before shooting
Interviews with some witnesses of the Monday, July 8, fatal shooting at Quality Shopping Village, Naalya, add new layers of detail and drama that stand in sharp contrast to the official police and family version of the unfortunate killing of Arnold Ainebyona Mugisha.
Some witnesses suggested the security guard Emmanuel Moses Angoria was insulted by the deceased. Before Angoria shot and killed Mugisha, he told a colleague as he walked to pick his gun, "Let me go and do this once and for all. What comes next I don't care."
The colleague, who The Observer interviewed on Thursday, July 11, just four days after the shooting, said he didn't know what Angoria really meant by that statement. He said an angry Angoria simply added; "This man has undermined us (guards). He has told me to take his Shs 50,000 note and take my colleague for treatment so that he can come back and do what our whole clan does." According to the colleague, Angoria took particular exception at the insinuation that his tribe is marked out to do guard duty only.
Angoria got sucked into the parking yard fray at the supermarket when he responded to a loud quarrel between the deceased, his siblings and another guard Awaze Babu. Matters escalated when in an attempt to drive off, Mugisha instead crushed Babu's foot, who was trying to stop him, for allegedly letting a supermarket trolley crush into another car.
Another supermarket worker interviewed by The Observer said Ugandans will not get the real story of what happened because the security cameras, which would have captured the shooting incident in realtime, had been out of service for some good time.
The interviewed source said Angoria went ballistic when Mugisha tried to give him Shs 50,000 to take the injured Babu to hospital for treatment so he could come back and do what his people do best, that is guard duty. The interviewed source said that Angoria claimed that the deceased and his colleagues said, "Our [Angoria's] future ends here and we won't progress further in life."
The source said the fatal incident was the second time the two; Angoria and Mugisha were meeting at the supermarket. Plan Mugisha, the father of the slain Arnold Ainebyona Mugisha, told mourners during a funeral service at All Saints cathedral Nakasero on Wednesday, July 10 that government should fight tribalism in the country before it is too late.
"I believe my son was shot because he is a Munyankore who didn't even speak it but rather spoke Luganda. My son didn't even know that he was a Munyankore," he said.
The father said that Arnold, in the company of his two younger brothers, Aaron and Andrew, left home in Kiwatule in Ntinda for Marcus Gym near Quality Supermarket, hoping to pass by the supermarket later to buy water.
"So, they went with empty bottles so that they could buy water on their way back. They were still in their gym clothes; they went to the supermarket and bought four bottles. They rolled the trolley and put the water dispensers in the boot. I am sure even the water is still where it was put," a distraught father told mourners.
"After putting the water [dispensers] in the boot, the trolley rolled and hit another car. Can you imagine a trolley that does not weigh 5kg hitting and damaging a car? That is when the guard approached and there was an exchange. The quarrel was to remove the key from the ignition hole of the car. He started boxing them. That is when the other guard picked a gun and shot Arnold."
However, Kampala Metropolitan Police deputy spokesperson Luke Owoyesigire said the deceased and his other two colleagues visited the supermarket to shop and after the shopping, one of them accidentally let the trolley loose and it crushed into a parked car.
He said the guard rushed to the center box where he picked his SAR gun and shot the deceased at point-blank range. The victim's colleagues rushed him to Independent hospital Ntinda where he died.
Following his arrest, the guard was on July 11 arraigned before the Kira Magistrate's court on charges of murder. Mugisha, the proprietor of the Kololo-based Hickory Bar and Restaurant, was laid to rest on Friday, July 12 in Keina ward, Rwentobo-Rwahi town council, Rushenyi, Ntungamo district.

3 Mak lecturers suspended for sexually harassing students
Makerere University has suspended three members of its academic staff for alleged sexual harassment against female students.
Vincent Ssajjabi, an assistant lecturer in the School of Economics, Medard Twinobuhungiro, an assistant lecturer in the School of Business and Jackson Sekiryango from School of Languages, Literature and Communication have been suspended by the vice-chancellor Prof Barnabas Nawangwe.
Although Makerere has a "zero tolerance" policy on sexual harassment, there have been several cases of sexual harassment and sexual assaults in the past few months. A 2018 report on the investigation of sexual harassment at Makerere University established several factors perceived to be the major causes of sexual harassment at the university.
These include abuse of power by those holding academic and administrative authority. Respondents argued that abuse stemmed from inequalities in power and from the exploitation of such power in gender relations, lecturer-student relationships, boss-employee relationships, and socioeconomic status.
The committee had also noted that the university environment is generally attuned to a patriarchal culture which stereotypes females as sexual objects and there is a campus "fraternity" culture, all of which shape attitudes that contribute to inappropriate sexual behaviour.
In one of the latest cases, assistant lecturer Twinobuhungiro was recorded by his student demanding sex or else he sets a hard exam paper that will make her fail. On February 26, 2018, a female student accused Dr Swizen Kyomuhendo, a senior lecturer in the department of Social Work and Social Administration in the School of Social Sciences, of sexually harassing her. Dr Kyomuhendo was suspended, investigated and later sacked in December last year.
In July 2017 Brian Musaga, a lecturer in the School of Statistics and Planning while in charge of examinations was accused by six female students from the school of sexually harassing and assaulting them and the university suspended him.
In April 2017 two female students of medicine and surgery approached the Mentorship Committee of the College of Health Sciences complaining of being sexually harassed by some lecturers. After these two lodged their complaints, more students got the courage to come out, revealing a pattern of abuse.
One of the doctors is a well-respected senior researcher who attracts a lot of funding to the college. Under the influence of alcohol, he would allegedly lock female students in his office, and make sexually-suggestive comments to them. The students claimed that he follows some of them to their halls of residence.
In April 2018, Edward Kisuze, an officer in the Academic Registrar's department, was arrested after he allegedly abused a former female student, Rachael Njoroge while she was seeking certification of her academic documents.
Also in 2018, three young females who work with Kenya Airport Parking Services reported a case of sexual abuse by a directorate of ICT Support male staff member to the Estates and Works Department of the university, which directly supervises KAPS work. KAPS was contracted by the university to manage its automated vehicle control and parking services on campus.

Only 17% paid OTT as URA registers Shs 284bn shortfall
Ugandans have continued to avoid paying the over the top services (OTT) daily taxes, with Uganda Revenue Authority (URA) collecting a mere Shs 49.5bn out of the projected Shs 284bn in the last financial year.
Last in July, government introduced the Shs 200 daily tax for use of social media platforms such as Facebook, Whatsapp, but the taxbody says they registered a shortfall of 83 per cent as only 17.4 per cent of internet subscribers were able to pay the tax.
URA commissioner general Doris Akol attributes the shortfall to use of Virtual Private Networks (VPN) and wireless networks in their offices and restaurants.
"The story for OTT is very very different, it was targeted at Shs 284bn but we only collected Shs 49.5bn and it performed 17.4% against what was targeted. So OTT did not perform well at all. We think it was affected by use of Wi-fi in internet covered areas and as well as the continued use of VPNs to avoid paying the tax." said Akol.
Akol says there is a need to study OTT more to see if more taxes can be realized. Interestingly, the people who can afford to pay OTT are the ones avoiding paying the tax - citing government extravagancy, corruption and wastage.
The levy was controversial from the start, and together with one levied on mobile money inspired some youths to take to the streets to demonstrate against the tax. When government refused to withdraw the tax, Ugandans found a way around it – using VPNs.
Meanwhile, mobile money performed much better, which is an indicator of the services' unstoppable growth. This is despite the fact that while the government had passed 1 per cent tax on every transaction, it was later reversed to just 0.5 per cent charged on withdrawals.
According to Akol the collections from mobile money were Shs 157.2 billion far above the Shs 115 billion target.
"Mobile money performed at 172%, we expected to collect Shs 115bn, we collected Shs 157bn - a surplus of 42%." added Akol.
There are other taxes on mobile money, including the 15 per cent excise duty charged for using the service which was itself increased from 10 per cent charged in the 2017/18 financial year.

Ministries fail to spend Shs 350bn, return it to Treasury
Ministries, departments, agencies and local governments failed to spend Shs 349.7 billion out of the Shs 33.3 trillion in the 2018/19 financial year.
The Public Finance Management Act, 2015 provides that all unspent balances be sent back to the Consolidated Fund as at 30 June. The ministries, departments, and agencies failed to spend Shs 210 billion while local government failed to absorb Shs 139.5 billion.
National Agricultural Advisory Services (NAADS) secretariat failed to spend Shs 39.7 billion, Parliamentary Commission Shs 27 billion, Petroleum Authority of Uganda Shs 16.5 billion and ministry of Energy and Minerals Shs 9 billion.
Police failed to spend Shs 5.7 billion, Mulago hospital Shs 5.5 billion, National Citizenship and Immigration Control Shs 4.3 billion and Uganda National Roads Authority (UNRA) Shs 3.4 billion.
Others that failed to spend Shs 1-3bn include Uganda Bureau of Statistics, Office of the Auditor General, and hospitals of Kabarole, Hoima, Jinja, Mbale, Makerere University Business School and Soroti University.
The Local Governments include Kitgum which returned Shs 2.2 billion, Wakiso district Shs 6.2 billion, Gulu district Shs 4.5 billion and Kabale district Shs 3.6 billion. Others are Mbarara Shs 3.1 billion, Tororo Shs 3.7 billion, Kagadi Shs 2.6 billion and Kitgum municipal council Shs 1.2 billion and Nebbi municipal council Shs 2.2 billion.
Lawrence Ssemakula, the accountant general explains that most of the entities failed to absorb funds due to failure to verify pension claimants and also pay wages for positions that had not been filled by end of the financial year.
"For example, we can say is that the Office of the Prime Minister could not absorb Shs 1.4bn but this is related to gratuity, to pension…You could have wage at the beginning of the financial year and then you have not recruited. And If you have not recruited, you can't pay, so that has to come back. The only issue are those who have big ones like NAADS, why do you return all that money and yet it was given to you. You see NAADS has like Shs 39bn and with agricultural input of about Shs 37bn. So if you couldn't absorb that...those are the ones you should ask issues." said Ssemakula.
In FY 2017/2018, Shs 22.4 billion was unspent out of the approved budget of Shs 29 trillion. Ssemakula says that the unspent funds cannot easily be proposed for allocation in the budget for the next financial year, a proposal MPs and civil society organizations have demanded several times.
Though the ministries, departments and local governments attribute late release of funds to low absorption of funds and also failure to implement planned activities due to revenue shortfalls, Ssemakula says some delays are related to the approval and payment process, mostly at local government level.
He explains that some districts, mostly new districts lack capacity and infrastructure to accommodate the Integrated Financial Management System (IFMS) which is automated.
"The first and foremost [problem] is capacity because there are districts where the capacity is really wanting - right people in the right places and the staffing levels in those local governments is an issue. The other issue are infrastructural, the infrastructural is that to operate this system you must have an automated system…This applies to the new districts. They have to take time to understand the processes and this causes a bit go delay. The alternative would be for us to do those operations for them but then we don't want a vote to say treasury has paid people who are not mine. They must own the processes." Ssemakula added.
In his report for 2017/2018, the auditor general noted flaws in the IFMS, saying that some accounting officers had paid Shs 180 million to one beneficiary on the same day while some sent money to their personal accounts, not third parties as expected. Therefore, there is need to roll out IFMS to also local governments.
The accountant general records all government expenses and at the end of the financial year, he or she must specify amount of funds spent, unspent and the closing balance or actual cash in the Treasury.
