Angolan president, one year in, praised for anti-corruption push

Lourenco took power last September after the retirement of longtime President Jose Eduardo dos Santos, whose cronies and family members are alleged to have controlled every important company and source of wealth in the country.

But in the year since the transition, Lourenco has swept away an impressive number of allegedly corrupt top officials who, under dos Santos, were considered untouchable. Most notably, the ex-president's son Filomeno, who ran the nation's sovereign wealth fund, was arrested this week on allegations of money-laundering, embezzlement, and fraud.

Journalist and human rights activist Rafael Marques, who was arrested and put on trial for his corruption exposés during the dos Santos era, says the new president deserves praise.

"I would give Lourenco an eight out of 10, simply because he inherited a country where corruption was so ingrained, so institutionalized, that it became the institution itself," he told VOA.

"The government itself was corruption. I think he's done that with - and deserves great credit for - what he's done in terms of also letting the judiciary have the power to indict and arrest some of these most notorious, corrupt officials."

And the purge has been rewarded, says Alex Vines, who heads the Africa Program for research group Chatham House. The nation's biggest investors, international oil and gas companies, have decided not to pull out of the resource-rich nation. But, he says, more needs to be done to rebuild the country.

"This is a transition process still, it will progress in fits and starts, but I think we are beginning to see that these reform efforts aren't just about the consolidation of power from dos Santos to Lourenco, but is beginning to become a bit more equitable," he said.

Lourenco, he notes, is a shrewd politician, having risen to prominence within the ruling People's Movement for the Liberation of Angola in 1984. He now has to gird his party for its next challenge, Vines says.

"Mr Lourenco, I think, has bought himself a couple of years of credit with the reforms that are going on," he said. "The honeymoon period is over. But he will be severely tested, I think, in 2020, with the local elections, the first ever in Angola's history, and the MPLA is worried that in certain districts in Angola, it might do poorly. And so, these reforms are really all about the MPLA and about renewal. And that is really what this is all about, I think."

But Marques says for the party to pull ahead, it needs to improve the economy and ensure millions of unemployed Angolans can find jobs.

"He continues to have a very, an extremely, incompetent economic team," Marques said. "And these measures will not yield great results in terms of changes in the public life if his government is not competent enough to turn around the economic situation, create jobs for the economy and economic growth."

Constitutional court dismisses petition against polygamy

The Constitutional court has dismissed a petition challenging polygamous marriages because the petitioner wasn't ready to proceed.

The petition was filed more than eight years ago by MIFUMI Project, a non-government organisation dedicated to fighting all forms of domestic violence that are driven by cultural practices.

In the petition, MIFUMI demanded that the Constitutional court declares polygamy, a practice of a man marrying more than one woman, unconstitutional on condition that it breaches human rights conventions and treaties to which Uganda is a signatory.

They argued that the custom violates the right to equality which is guaranteed to all persons by the Constitution and that polygamy is discriminatory and undermines the status, dignity, welfare and interest of women because it doesn't allow one woman to marry more than one husband.

According to MIFUMI, polygamy creates unhealthy competition for the man's attention and deprives the family members of equality to marriage since the husband cannot afford to offer undivided attention to one wife during the relationship.

They demanded that the court outlaws polygamy by nullifying all provisions of the law which endorsed the custom.  Uganda has plural legal systems which recognize both monogamous and polygamous marriages, often carried out in accordance with Islamic or customary law.

When the matter came up for hearing, human rights lawyer Ladislaus Rwakafuzi told the Constitutional court that he was not ready to proceed with the case without instructions from his client, who was not in court at the time.

A representative from the Office of the Attorney General asked the court to dismiss the case saying that the case has taken long and there is no way any serious lawyer would say that he isn't ready to proceed after a period of nine years.  The request was upheld by a panel of judges led by Deputy Chief Justice Alphonse Owiny-Dollo.

The justices noted that they are working tirelessly to reduce case backlog and do not expect to hear minor excuses from a senior lawyer like Rwakafuzi.  

"Mr Rwakafuzi you are not a junior Lawyer. We expect something bigger and better from you", Owiny-Dollo said.  

Accordingly, the court dismissed the case and noted that Rwakafuzi can still file a fresh petition if he's still interested in the ban on polygamy.

Meanwhile, a group of Muslim lawyers under their association (Uganda Muslim Lawyers Association) stormed the Constitutional court premises during court proceedings, saying that they would also wish to show interest in this matter by being part as the respondent.

The group led by one Faisal Mulira told the court that it was illegal for the petitioner to sue only the Attorney General adding that the Muslim community needed to be party to the case and present their argument in regards to Sharia law.

The Sharia law states that a man can have four wives if at all he has the capacity to take care of them equally.

Bobi Wine to Museveni: Let go of Ugandans

Kyadondo East member of parliament Robert Kyagulanyi has warned President Yoweri Museveni to come to the realisation that there will be a time when he will not be in power.

Kyagulanyi also known as Bobi Wine said, Museveni should treat Ugandans the same way he would want to be treated once he is out of power instead of brutalising them using his security forces. 

Bobi Wine was addressing his first press conference at his home in Magere, Kasangati since his return from the US  - where he spent at least 19 days seeking further treatment. Kyagulanyi said he would want to be in President Museveni's mind to know how it feels like to brutalise fellow citizens without a care in the world.

"How does it feel to treat your people like this? Mr president, how does it feel to continuously press your boot on the necks of your people. Many times you have reminded us that you're a Jajja, our grandparent...Grandparents are always people that we ran to for love, for protection." Kyagulanyi said.

He cited the August 13 incident in which, his driver Yasin Kawuma was shot dead by his assertion, soldiers of the president. Further, him (Kyagulanyi) and about 32 others, he said, were brutally arrested and tortured, and yet instead of bring the perpetrators to book, the president according to the MP, only patted the soldiers on the back for a job well done. 

He added that he was blocked from visiting his grandmother in Najjanankumbi on Thursday last week when he jetted into the country. 

"We're indeed grandchildren of Uganda who also have a brain and have a voice. I believe that a grandparent should not be brutalising or framing grandchildren every time they try to raise a voice." he said in reference to what has been termed as 'trumped up' treason charges against Kyagulanyi and 34 others.

The suspects were arrested on August 13 and 14 in Arua on allegations of stoning President Yoweri Museveni's convoy. Kyagulanyi said, just like in the biblical times when the pharaoh of Egypt was asked by Moses to let the Israelites that he'd enslaved for so long free, President Museveni should also let Ugandans free.

"Remember just as there was a time you were not in power, there will be time when you will not be in power…It's not too late to listen to our cries…please do what is right...Let Ugandans free, let them go." he said. 

He said he's encouraged by the new energy sweeping across the country - where citizens are demanding back their power and throwing all previous fear out of the window. According to Kyagulanyi, the evil meted out by the state unto its own citizens during the Arua incident, has turned out to be a 'good evil' - with the eyes of the world now focused on Uganda. 

"The evil the enemy intended to do turned out to be good. It went ahead to open our eyes to the brutality. For so long the government has portrayed Uganda as a democratic country," he said. 

"We must stand together. We're in this together - this is not about a single person, we cannot just sit back and continue to watch with shock the disturbing videos of the security officers of the police, military brutalising the people they are paid to protect…I can tell you that regardless of how comfortable you think you're, the injustices you see in a distance will eventually come to you…The injustice that you see on your fellow Ugandans is a threat to you." Kyagulanyi said. 

He had praises for the media for acting professional amidst state brutality. He said while they are indeed doing their job, they also have a responsibility to contribute to the liberation of the country. 

"I have seen so many of you [journalists] act professionally even in extreme danger. I was so so humbled by the journalist [Allan Aturinda of BBC] I saw trying to save a life a guy I learnt to know was 'Sweet Pepsi' brutalised by the army putting on a uniform with our a national flag which is supposed to be an emblem of honour but this journalist did something that continues to challenge me." he added. 

A video showing an unruffled Hannington Ssewankambo aka Sweet Pepsi with blood profusely flowing out of his head being clobbered by presidential guards in Kasangati, became a social media sensation last week. Kyagulanyi asked the international community to focus their lenses on Uganda as it goes through an important political stage. 

"Don't take your eyes off us, we don't want to be crying in the dark. We don't want to be suffering in the dark….we want the world to know what is happening in Uganda…the regime here has been able to commit so many atrocities against citizens and has been smart enough to come off as a democratic regime until recently. The more you keep your cameras on us, is the more this regime is going to be exposed as good or bad. So please project our good and also project our challenges." Kyagulanyi added. 

BRUTAL SECURITY

Kyagulanyi said while it appears like all the security personnel were against Ugandans, he said he's talked to many of them who don't approve of the ongoings in the country. 

"I must also note that we have very many professional and patriotic ladies and gentlemen in the security forces. I have interacted with so many of them from the top to he lowest levels, and many of them, have intimidated to me; they are frustrated by the way the system operatives. They don't want to continuously be a shame to the uniform they put on. They put on our uniform, they want it to be a national badge of honour, not a national badge of criticism." he said. 

"So much as many of them are being pushed to brutalise the innocent citizens, much as many of them are being pushed to do what they don't believe in. I want to commend those ones that continue to stand by the values that they were trained with. And I want to continuously to call them, to be the voice of reason wherever they are. And to those brothers in uniforms, I want to remind that they are Ugandans before and after they put on that uniform…Please stand on the right side of history and I will also challenge you to go through history to see what happened to the people that behaved the way you behave. Don't be forces of fear, don't be forces of terror be forces of friendship, be Ugandans." he added. 

For those in security forces, who, he said continuously brutalise Ugandans and step on their freedoms, he reminded them that the People Power movement is not fighting them but rather "fighting for you because we know that even the brothers and sisters in the military and police go through the same challenges like us everyday."

STATE FEAR

Kyagulanyi said he's disturbed by the fear and tension exhibited by the state when it turned the country into a military zone on Thursday last week even after dismissing the People Power movement as inconsequential and jus full of hoodlums from the ghetto.

The army heavily deployed in Entebbe, Kamwokya and Kasangati to disrupt any homecoming celebrations for the legislator. Several people who'd lined the roads to welcome back the legislator were brutally beaten while so many got arrested. Journalists were arrested and blocked from accessing the airport. 

Kyagulanyi said it's not too late for Museveni to "be true to his words, the words that we were so proud of when we were growing up. To be a statesman and not a politician…A politician cares only for the next general election but a statesman cares for the next generation…I want you to remember that just like us there was a time when you were not in power. There was a time when the former regimes, the regimes you discredit every now and then - particularly in the 80s called you bandits when you were fighting for freedom although you were fighting violently and we don't believe in violence."

Uganda wins World University Netball title

Hosts Uganda are the 2018 FISU World University Netball champions after stopping giants South Africa in the final on Friday night.

Cheered on by the chief guest and Prime Minister Dr Ruhakana Rugunda and State minister for Sports, Charles Bakkabulindi among others, the Ugandan team won 44-43 in a hotly contested final played at the incomplete Makerere University indoor arena.

After winning all their games in the round-robin games played between the seven teams, Uganda and South Africa tied 42-42 earlier in the day to set-up an explosive the final.

The two teams tied 10-10 after the first quarter before South Africa took the lead 25-12 at half time. The defending champions returned very determined to increase their lead 33-30 in the third quarter. But the determined Ugandan team led by Mary Nuba and Irene Eyaru showed some good defensive work and fought back strongly to win the fourth quarter 44-43.

It was all celebrations after the final whistle at the arena as the South African player looked on in disbelief. The championship which started on Monday attracted USA, Singapore, Sri Lanka, Zimbabwe, Kenya, South Africa and hosts Uganda. Other teams Jamaica, Namibia, Botswana and Australia pulled out of the Championship.

The inaugural event held in Cape Town, South Africa in 2012 was won by England, while South Africa became champions in 2016 when the event was held in Miami, USA.

Bobi Wine returns, arrested

Kyadondo East MP Robert Kyagulanyi has been arrested just moments after he landed at Entebbe International Airport.

He was forced into a waiting police vehicle, registration number, UP 7500 and driven straight to Kasangati police station near his home in Magere.

Kyagulanyi also known as Bobi Wine, returned to the country today, Thursday after spending at least 19 days in the US receiving treatment following alleged torture at the hands of presidential guards, Special Forces Command (SFC). 

Journalists were barred from accessing the airport and although police had yesterday announced that only his immediate family members would be allowed to receive him, Bobi Wine's brother Eddie Yawe and singing partner Nubian Lee who had gone to pick the legislator were arrested. According to city lawyer Nicholas Opiyo about two dozen artists were also arrested.

Since he announced his return date last week, security has been on high alert to foil any homecoming rallies or assemblies by his adoring supporters. Since yesterday, police and the army mounted several roadblocks on Entebbe road - searching each and every vehicle going towards the airport. Bobi Wine, police ready for showdown

Police has warned Robert Kyagulanyi aka Bobi Wine's supporters not to waste their time thronging Entebbe International Airport or lining the streets to welcome back the legislator. 

Ahead of Bobi Wine's expected return to Uganda tomorrow, police says it has received intelligence that youths across the country are being mobilised to cause chaos and disrupt traffic flow as the hugely popular MP returns after 19 days in the US, where he'd gone for further treatment.

Bobi Wine flew out of the country to seek further treatment after being reportedly tortured by security operatives following his arrest on August 14 on allegations of stoning President Yoweri Museveni's motorcade. 

Police, in a press statement issued today, said that Bobi Wine will not be allowed to hold any rallies, processions or assemblies because he has not sought for clearance as demanded by the Public Order Management Act (POMA) 2013. Only his immediate family members will be allowed at Entebbe airport to welcome him, police said. 

However in response on his Twitter account, Bobi Wine said "police has no business telling me who receives me and who cannot or where I go and where I cannot. This impunity must stop now." He said police cannot restrict his movements because it's his natural right to move anywhere he wishes to. 

He said he will be received by friends, colleague leaders & artistes.

"I will then go and see my sick grandmother briefly at Najjanankumbi from where I will head to Kamwokya for lunch with my family (brothers & sisters) before I go to my home in Magere."

But police spokesperson Emilian Kayima said on arrival, Bobi Wine will be availed security from the airport straight to his home in Magere. Parents and students, Kayima are concerned about the "unlawful" and unregulated expected procession. Police said it will be backed up by sister security agencies to ensure law and order.

Muntu: Bobi’s People Power will swallow FDC

 

At the close of nationwide consultations on the future of their party, former president of the opposition Forum for Democratic Change, Gregory Mugisha Muntu has said that FDC could find itself being replaced by the 'People Power Movement'.

"Nature does not allow a vacuum," he said, referring to the movement whose most prominent face is new kid on the political block, Robert Kyagulanyi (Bobi Wine), the MP for Kyadondo East.

"What we have to ask ourselves is whether there is some form of vacuum that requires the emergence of a new force or not…," he told The Observer.

Muntu said  for that force to emerge, survive and grow, it is dependent on the "prevailing objective conditions, not just leadership".

"Leadership takes opportunity of the prevailing conditions. So, the question I keep asking is; when we were starting, were there no political parties? Of course, they were there.

"So, what explains why FDC came about and grew? Are there any such conditions now? If there are, more so for us in FDC, if there is that space, why are we not expanding that space?

"Perhaps, there is something that we are not doing right. We should be asking ourselves what it is and do we have the will and capacity to deal with it?"

Muntu warned that if FDC does not answer these questions, then it will inevitably be swallowed up by the sweeping Bobi Wine movement.

For months, Muntu and allies, mostly members of parliament, have been speaking to FDC members around Uganda about a 'third way' after being frozen out by radical forces inside the party.

Prof Sabiti Makara, a lecturer of political science, yesterday said Uganda's largest opposition party has to pay attention to what Muntu is raising.

"FDC should resolve its contradictions and Muntu should be brought on board; it is only then that both factions can enter into a meaningful coalition with the People Power movement. You see that movement does not have clear leadership or structures and FDC is organised, it can be a lead player in case they choose to enter into a coalition with any political formation today. It has leaders who can provide face and most of these are in Muntu's faction," he said.

Currently, more than three quarters of FDC representation in parliament is behind Muntu. Current party president Patrick Oboi Amuriat declined an interview to respond to this assertion. "I don't want to speculate on Muntu's things," he said.

While they (Muntu group) plan to make a clean break in 2020, a year to elections, so as to avoid falling foul of the law, which would otherwise see them lose their seats for changing political allegiances midstream, their local networks are already allied to the People Power movement.

This became clear during a consultative meeting with Muntu in Iganga last month. Bamu Lulenzi, an FDC-leaning independent councillor in Iganga municipality council, said: "Me I have already embraced People Power and I am the coordinator for the group in the greater Iganga district".

"Whatever decision you make, you should know that me and some of the people in our structures have moved on," he said.

Hassan Muyinda, FDC chair in Iganga municipality, said it is high time the party learnt from Kenyan politics.

"The Kenyans have learnt the politics of alliances. Since we can't strengthen our organisations to wrestle the ruling party out of power, it is high time we entered into formidable alliances that reflect the political reality," he said. 

Muntu, the eternal bridge-maker, however, is still holding out hope.

"Listen to us and the voices out there; and resolve internal concerns before it is too late," he said.

But this week, party president Patrick Oboi Amuriat insisted that there is nothing to resolve.

"As an individual holding the office, I will receive the report, but this should be made clear from the word go. We never commissioned that report and from the inception of the consultation, we did not commission it. We never gave benchmarks and we could not be in a position to evaluate its outcome," he told The Observer last week.

In January, Muntu and like-minded colleagues set out on countrywide consultations about their continued membership of FDC, a party they think has stumbled away from its core democratic ideals.

The 'consultations' got underway after Muntu lost the party presidency race in November 2017 to Amuriat, who rode in on the coattails of FDC's founding president, Col (rtd) Dr Kizza Besigye.

Besigye leads the so-called 'defiance faction' which his critics say he has imposed on FDC as the single ideological orientation.

As such, three questions were posed to FDC audiences upcountry: How would Maj Gen (rtd) Muntu still be part of FDC when his lot were slandered as moles and non-Ugandans? How is the party going to reconcile the defiance strategy with democracy? And, what is the position of the FDC founding president, Besigye, in the party?

Some feel that if not properly addressed, Besigye's domineering influence can give birth to a dictatorship in the opposition. Former FDC deputy president Prof Morris Ogenga-Latigo said the consultations were not merely soul-searching, but a look at FDC's internal practices to establish whether they are in accord with the ideals that defined its formation.

"Over the years, our internal practice has been moving away from tolerance of contrary views towards slandering and faction formation against those who disagree with some positions intended to benefit an individual," Latigo said.

Midway the consultations, The Observer commissioned a three-month-long investigation into the allegations that were being made by Muntu and his colleagues.

A four-part series later published chronicled how FDC, at its very inception, was side-tracked from its aspirations in the manner in which its first leadership assumed office.

It showed how they unwittingly created a cult of personality around Besigye; and how this cult following gave birth to Besigye's dominance over FDC.

What Muntu found

After eight months, Muntu says there are now three prevalent views.

"One that says 'guys let's do everything humanly possible to solve our internal disagreements. If we separate it will weaken the party and the opposition," he said.

"While there is a second voice saying that we should stay within the party even if the differences are not resolved; we should fight from within.

"The third is saying that the way we are, there is no way we are going to solve these contradictions. We are wasting each other's time. In fact, we are in a state of paralysis. So, they are saying let's just find ways of separating in a mature way and then work together in separate vehicles around the common objective of regime change and building firm foundations for better governance."

Muntu said these views ran throughout the 90 percent of the areas they visited.

Muntu said that given "the nature of these views, you cannot just go by numbers; you have to be rational and scientific. You have to do analysis of the situation and also get to understand why people think the way they think because after the consultation meetings, you would engage the leaders and there are many people who are more worried about the unknown; they don't know what will happen. And that is part of humanity; majority of the people who walk this planet find themselves in a state of paralysis because of the fear of the unknown."

The emergence of the "People Power Movement" along the way has forced more people to be reflective. Around March this year, Amuriat's leadership had planned to purge the Muntu group from leadership positions on oversight committees in parliament.

However, when senior FDC leaders opened up in The Observer series, Besigye convened a meeting with Muntu, urging him to prevail on his colleagues.

The Observer understands that whereas this meeting was inconclusive, Amuriat was still persuaded to hold back the purge. But a few months later, after the FDC lost the Bugiri municipality by-election to Justice Forum president, Asuman Basalirwa, he blamed it all on the Muntu team.

Accordingly, prominent members of the Muntu team were fired from parliament leadership positions. They included; Kasese Woman MP Winfred Kiiza who was dropped as leader of opposition.

This annoyed the Muntu group who rallied behind their colleague Eziati Kassiano Wadri to defeat another FDC candidate, Bruce Musema, who emerged fourth during last month's Arua municipality by-election.

Party sources say some people wanted to trigger article 13 of the FDC constitution to expel Muntu's group for engaging in activities that were hostile to the party.

But Muntu remarks that it would be naïve for the party to shy away from the truth. A truth whose reality is that people power was demonstrated in the successes in Bugiri and Arua municipalities – by-elections in which Muntu and allies stood with the Kyadondo East MP against FDC candidates.

19 assassinations: Gen Kayihura pins 10 on ADF

"Until June 2018, when Museveni mentioned that ADF was responsible for Felix Kaweesi's and the sheikhs' death, the rebel group had been mentioned 10 times, especially by the former inspector general of police, Gen Kale Kayihura.

At a time when Uganda has seen the longest streak of assassinations of prominent individuals since the 1970s, government keeps shifting from one explanation to another, ALON MWESIGWA reports.

President Museveni's address to the nation on security last Saturday was unusually short. Museveni was expected to give an account of previous murders but, most importantly to speak to the high-profile assassinations.

At the end of the day, the address was heavy on what to do in future but light on accounting for the previous murders. Referring to the village murders in Masaka and Entebbe, the president said "66 suspects have been arrested and brought to court in connection with these cases."

On the high-profile killings, he said: "Certainly in the cases of Muwaya, Magara, Kaweesi, Kiggundu, arrests have been made and the suspects have been brought to court."

Susan Magara's case (kidnap-for-ransom gone wrong) is a different mode of killing compared to what happened with the sheikhs and Kaweesi.

The Saturday speech, according to some observers, was not a sufficient accounting to an anxious nation. What Uganda has seen recently is the longest run of murders of politically connected or active individuals since the 1970s – at least 19 people killed since 2012.

Muslim leaders have been the biggest victims including sheikhs; Abdul Karim Ssentamu, Abubakari Kiwewa, Muhammad Maganda, Yunus Abubakari, Abdu Jowali, Abdu Kadir Muwaya, Mustapha Bahiga. They started dying in 2012 through to 2015.

Others are Sheikh Ibrahim Hassan Kirya and Sheikh Abdul Rashid Wafula who were shot dead in 2015. Other high-profile assassinations are of senior state prosecutor Joan Kagezi, Major Muhammad Kiggundu, AIGP Felix Kaweesi, Col Ibrahim Abiriga, and Muhammad Kirumira. The lack of satisfactory explanation, according to analysts and security experts, is because there is limited headway in finding those responsible.

"These were assassinations of important people and if the president speaks to the nation and doesn't tell people what actually happened, it means something is not adding up," said one retired officer who preferred not to be named.

Separately, Julius Odwe, former deputy inspector general of police, told The Observer that it betrays the suspicion that there have been no meaningful results from investigations.

He said that politicisation of security has left the country with no answers on who is murdering Ugandans. Odwe said when someone is on the opposite side of politics, he/she can be accused of doing something wrong. And if you are on the favourable side and you have done something, some information is withheld and the wrong one advanced to get you off the hook.

"In such circumstances, you have difficulty in accounting for security. It is usually a package of lies to divert [public] attention from security [lapses] in the country," he said. "As long as they withhold the truth, it is not good for the country."

On Saturday, Museveni said since the country was relying on traditional methods of investigations, it will take time to know exactly who killed these people, and for what reasons.

This cautious assessment pales in comparison with the confident proclamations trotted out when the murders had just occurred; claims that the government had vital clues.

ADF LINE

So far, this is probably the most advanced explanation for the murders. Even when investigations have not been done, government has been in the habit of immediately blaming the Allied Democratic Forces, a rebel group the same government has many times said is dead and buried.

Until June 2018, when Museveni mentioned that ADF was responsible for Kaweesi's and the sheikhs' death, the rebel group had been mentioned 10 times, especially by the former inspector general of police, Gen Kale Kayihura, a man who is now being court-martialled for letting criminals receive police weapons, among others.

Museveni said in June "some of the terrorists of ADF as well as other criminal elements seeing they could not survive in rural areas infiltrated the towns where we had not fully focused in terms of developing intelligence capacity."

Appearing before parliament in April last year, Kayihura had said they had started arresting ADF elements before the killing of AIGP Felix Kaweesi.

"By the time the AIGP was murdered, there was already ongoing investigation to arrest ADF terrorism. Certainly, those who were arrested were linked to the murders," Kayihura said.

Last Saturday, Museveni said ADF had been defeated in villages. He did not tag it to assassinations. One intelligence officer told us the belief that ADF was responsible for the killings could have derailed investigators and helped the real murderers to get off the hook.

Coming from the old school policing tradition, Odwe's view is that: "Crime always has varied causes. It is possible they [government] might not have got anything. It shows the intelligence is weak; let government reinstate the special branch." 

In court, however, the state says 30 people it arrested during the murders of sheikhs are linked to ADF.

In an indictment consented to by John Baptist Asiimwe, a senior assistant director of Public Prosecutions, and presented to court on August 23, the DPP intends to adduce evidence to prove that there were conflicts between Muslim sects, and that some of the Muslim leaders were linked to the rebel group.

SECURITY AGENCIES' RIVALRY

Aside from ADF, rivalry between security agencies was cited as one of the causes of the murders. At the start of this year when Susan Magara was kidnapped and murdered and several murders followed, there was speculation that the killings could have been due to rivalry among top security agencies' bosses.

Fingers were pointed at Security minister Henry Tumukunde and Kayihura. It was observed that their fights could have led to lapses in intelligence and gangs got their way.

And when Museveni spoke after Kaweesi was killed in March, 2017, he blamed police and ISO for the murders, saying he would talk to them. He told Kayihura to clean up the force especially the Criminal Investigation and Intelligence directorate which he said had been infiltrated by criminals.

Their firing in March was seen as a step towards a more secure country and an end to the murders. It has hardly worked.

SECURITY AGENCIES AND MILITIAS

Another line of explanation has been that of security agencies and militias being responsible for the murders and kidnappings. This is the reason why when new police chief, John Martins Okoth-Ochola took office, his first mission was to disband the flying squad, a unit which under Kayihura had become notorious for colluding with outlaws.

With its leader Herbert Muhangi, flying squad operated ruthlessly and with its power amassed during Kayihura's reign, wreaked havoc in Kampala and beyond.

Muhangi is in military custody facing court martial, and his former unit has been shaken up. Ochola said it had been vetted and wrong elements removed.

Museveni freely admits that his government had not paid enough attention to crime. "We had, however, not concentrated on urban crime because it was not yet a major problem."

R.Nile accident death toll rises to 7

The death toll for Sunday's River Nile accident in Pakwach has now risen to seven after more bodies were retrieved today, Monday.

At around 5am on Sunday, a truck registration number, UBA 904Z carrying over 20 people from Pabbo county, Amuru district to Panyimur market plunged into the river at Lubiri landing site in Pakwach town council after failing to break. 

According to West Nile region police spokesperson SP Josephine Anguncia, three people died on spot while 12 others were rescued. She said the bodies were taken to Pakwach health centre mortuary pending identification by relatives. Two more people are still missing. 

Also, a 3-year-old boy who was not among the accident victims but got lost while watching the rescue exercise yesterday, was today found alive stuck between papyrus shrubs. After medical examination, he was handed back to his mother. 

The driver of the truck Johnson Okot is reportedly on the run after being rescued.

EU parliament Bobi Wine discussion based on gossip - Opondo

The European parliamentary debate on the chaos that ensued in Arua and the subsequent arrest and alleged torture of suspects, was based on rumors picked from social media, Uganda government spokesperson, Ofwono Opondo has said.
 
The European Union parliament on Friday last week challenged President Yoweri Museveni and his government to respect the independence of the country's parliament as an institution and the independence of the mandate of its members and ensure that all members of parliament freely pursue their elected mandate.
 
During the debate, the European parliament high representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini said allegations of torture of 33 suspects, referred to as #Arua33 on social media including four members of parliament are serious and perpetrator must be prosecuted.
 
Mogherini told the European parliament that security forces have a duty to respect human rights and that Ugandans deserve peace and a right to peacefully express their political opinions.

"Let me state once again very clearly that security forces have a duty to respect everyone's freedom to peacefully demonstrate for their opinion. The allegations of torture are serious, and, if confirmed, the perpetrators must be prosecuted and the victims must obtain redress." Mogherini said. 

"Uganda, unfortunately has a long history of violence and conflict, and we know very well that its people deserve some peace and the right to demonstrate their opinion. We've made this very clear to the Ugandan government and will continue to engage so that the responsibilities are established and perpetuators are brought to justice"

She added that the European Union representatives in Uganda visited Kyadondo East legislator Robert Ssentamu Kyagulanyi also known as Bobi Wine during incarceration at Makindye Military barracks and Mityana municipality MP Francis Zaake who was then admitted at Rubaga hospital. She said the EU representatives found that the two legislators had several wounds and needed comprehensive medical treatment. 

Today, Opondo told journalists that at long last, the European Union has finally removed all pretense and is now showing which side they support when it comes to Uganda's politics.

"Uganda would like to assume that the EU parliamentarians either acted out of their natural limited knowledge of our country, or picked rumors and unverified information on social media, and, therefore have chosen to remove any veil of pretense about where they stand when it comes to judging various players in the Uganda political scene...They formally and unashamedly warned the Ugandan people and their government; that budget support funds given to the country for development should be used as leverage to monitor whether opposition MPs are being hindered."
 
In the same 14-point resolution, the EU parliament asked the Ugandan government to "drop what appear to be trumped-up charges against Bobi Wine and to stop the crackdown against opposition politicians and supporters," as well as launching an "effective, impartial and independent investigation into the killing of Yasin Kawuma (Bobi Wine's driver) and the reports of deaths and excessive use of force during the protests."
 
But Opondo said Uganda hasn't formally received the European parliament resolution. The motion, and subsequent resolution, Opondo argued were "unfair, unsubstantiated and not objective."
 
He said the European parliament fell below the bar when they failed on the diplomatic front after they failed to formally ask for a response from Uganda before the debate.

"Contrary to well known established diplomatic procedures, the EU parliament in Brussels entertained, discussed a motion and passed a resolution which in our view we deem unfair, unsubstantiated, not objective. To this day as we speak, it has not formally furnished the government of Uganda either through our embassy in Brussels or the ministry of Foreign Affairs who raised those complaints against Uganda and why was it rushed without seeking formal Uganda government response."
 
Opondo further said the government is dismayed by the MPs' call to drop the charges against those who were arrested in Arua instead of calling for an impartial and speedy hearing. 

"It is inconceivable that a parliament in Europe would pass a resolution asking our courts to drop charges instead of calling on the courts of Uganda to be as transparent as possible to do correct investigation and let the course of justice take its course. We see this as premeditated attempt to hijack and subvert our institutions. Could the EU parliament and those who actively promote impunity in other people's nations have some humility in this area especially given the fact that the matters they are discussing are under investigating and some of them are actually before court." Opondo added. 

The resolution, Opondo said government believes was debated and passed at the instigation of local and international NGOs as well as some lawyers recently hired in London and Washington. The lawyer that Opondo was referring to is; Robert Amsterdam who ushered Bobi Wine unto the international scene and media. Amsterdam has been calling for sanctions against Uganda's top leaders over torture and abuse of human rights.
 
Opondo argued that the nature of the debate and final resolution showed glaring signs of active coaching and prepared short notes for the MPs to read.

Museveni unveils smart, safe city solution for Kampala

In nine months time, Kampala will be a different city - smarter, cleaner and safer, President Yoweri Museveni has assured the nation. 

Museveni said as government moves to implement the elements of a smart and safe city solution, Kampala will be transformed into a modern city; where there's more reliance on technology than human capacity to fight criminality. 

This was part of Museveni's national address on the state of security from State House Entebbe on Saturday evening.

A safe and smart city solution enables the inter-linking of public and private networks for more efficient and effective security management. In other words, with the inter-connection between devices and networks, government gets access to new tools so as to have a wider outlook of the security of an area at any given time. 

Museveni said machines are cheaper than human beings, adding that government will rely on human beings for a short time then scale down the number human beings manning security.
 
He said when one visits modern cities like London, there is more use of technology compared to reliance on human capacity. Museveni said he's annoyed and pained by the killing of innocent Ugandans, adding that having fought criminality with limited means in the past to defeat LRA and ADF rebels, with advanced technology, this will be history.
 
Museveni's statement comes at the climax of insecurity in the country characterised by assassinations of high profile and low profile citizens. Barely two weeks ago, former Buyende district police commander Muhammad Kirumira was gunned down together with his friend, Resty Nalinya in Bulenga, in Wakiso district.
 
There have been several assignations in the country, for instance, the brutal assassination of Ibrahim Abiriga, the Arua municipality MP and his brother Saidi Kongo, former police spokesperson Andrew Felix Kawesi, state prosecutor Joan Kagezi, and sheikhs in the country.
 
The president also reiterated the need to expedite his 10-point security program of installation of cameras, finger printing of guns, use of drones, banning of hoodies for motorbike riders, installing tracking devices on motor vehicles and motorbikes among others.
