Kampala runs out of plastic chairs ahead of New Year festivities

Kampala city has run out of plastic chairs as the demand for plastic chairs ahead of New Year celebrations intensifies. 

Many organizers of concerts, prayers and other events are stuck as major chair rental and hire service providers have run out of chairs. Daniel Baguma, of Grace Church in Bweyogerere, says that they were looking for additional 1,000 chairs to add to the ones they already have in vain.

"We are going to improvise and when we fail to get chairs, I believe many people will have to stand through the prayers, but we expect many people," Baguma told URN.

At Phaneero Ministries led by Apostle Grace Lubega has hired 50,000 chairs for prayers to usher in the New Year at the Kampala Capital City Authority (KCCA) grounds.

However, the church is still struggling to get more chairs to cater for the big number of people they expect to attend the prayers. At Sillah Tents, Fotogenix and Events Uganda Limited, all the chairs and tents had been hired out.

A source only identified as Eric at Events Uganda Limited says all their 5,000 chairs have been hired out for the Passover prayers at Kololo Grounds.

"We charge 500 shillings for each chair, but all of them have been hired out, and usually it's a sure deal during New Year's. It is mostly the churches that are using the chairs and they book them early," he says.

Attempts to hire chairs at Bouncing castle Uganda Events Limited and Footsteps Furniture among others was futile.

40 Kenyan nationals blocked from joining Uganda army

More than 40 Kenyan nationals have been blocked from joining the Uganda Peoples Defence Forces (UPDF) in Sipi sub-region in eastern Uganda. The group included both male and female youths who had disguised their nationality in order to join the Ugandan army in the ongoing countrywide recruitment drive. 

The ten days' exercise is intended to recruit a total of 4,000 recruits from all districts of Uganda as both professional and regular soldiers. The exercise seeks to recruit professionals including doctors, nurses, engineers, lawyers, teachers, and those holding UACE certificates majoring in science subjects. 

According to the UPDF recruitment criteria, all recruits must be citizens of Uganda and in possession of an original National Identity card and duly signed letters of recommendations from LC I, LC III, and GISOs, to confirm that they are citizens of good conduct with no criminal record. 

However, while thousands converged at Kapchorwa secondary school on Monday morning, a number of Kenyan nationals also presented their credentials. Telesphor Turyamanya, the UPDF 3rd Division spokesperson expressed dismay that the Kenyan nationals held recommendation letters, issued by Ugandan local council authorities.   
 
"And we also got a challenge whereby, the local authorities - some of them are not actually adequately supporting the exercise to the extent that they recommend non-citizens into the exercise. Some of them from Kenya were actually recommended by LCs and GISOs and we only identified them here when we were tipped off by some concerned Ugandans…About 40 of them were eliminated on that fact that they were non-Ugandans." said Turyamanya. 
  
Meanwhile, hundreds of Ugandan nationals were equally eliminated on grounds of late coming, unfitness presenting fake academic qualifications and forged identity cards, among others.      

A UPDF officer at the recruitment ground who preferred anonymity said that they are overwhelmed by the numbers of the youths who turned up for the recruitment exercise. Sipi region which is comprising the districts of Kapchorwa, Bukwo and Kween had a quota of 25 recruits but more than 600 turned up.     

Among those who were rejected were the two sons of Muhammad Seiko, a veteran who retired from the army several years ago. They had appeared with documents purportedly from the UPDF head offices indicating that they should be recruited to join the army. 

"I joined the forces way back in 1985 and we brought this government into power and I now wanted my children to pick up from where I stopped by joining the army and now they have been denied the opportunity," Seiko said.       

But Turyamanya said that most of those who turned up were qualified but could not all be recruited.   

"The turnup was high and we have to decide the elimination methods because we have to take the 25 that we need. And the ladies also came by the way in big numbers - very fit ladies, young. Most of the ladies who came here they are between 18 and 22. We hardly got people of 25. They are here, we have about 15 ladies but out of the 15 we can't take more than 5." Turyamanya added. 

Sam Chemutai, one of the youths who had turned up for recruitment said that the interest in joining the army is a result of increasing unemployment in the region. He said many youths have attained education and obtained academic documents but have nothing to do that is why they have opted to join the forces.     

"People are lacking jobs and when they have this opportunity to join the army they come in very high numbers as you can…It is now the only job and when we see the army we think that our people will survive from there," said Chemutai 

Fred Chebet, the LCIII chairperson of Benet sub-county raised concerns on the recruitment exercise saying that the 25 slots for the three districts was so small, considering the geographical and population size of the region.

Museveni sends UN envoy to meet Kagame

In yet another attempt to patch up strained relations between Uganda and Rwanda, President Yoweri Museveni yesterday sent a message to his Rwanda counterpart which has been described as "positive" by Kigali. 

The message was carried to Urugwiro Village, the Office of the President of Rwanda, by the Uganda ambassador and permanent representative to the United Nations, Adonia Ayebare. 

On Twitter, the Rwanda Presidency said Sunday night "President Kagame held a positive meeting with ambassador Adonia Ayebare, President Museveni's special envoy, who travelled to Kigali with a message regarding the two countries' relationship."

On his part, Ayebare thanked Kagame for "warmly receiving me at Urugwiro village [yesterday] evening where I delivered a message from Kaguta Museveni." 

Both parties didn't disclose the particulars of what was discussed but this was the first public attempt by two countries to reach out to one another after the December 13 Kampala meeting ended without an agreement. 

Ugandan and Rwandan representatives said they would refer the matter to Presidents Museveni and Kagame to resolve. 

The Rwanda border with Uganda at Gatuna has been closed since February 2019 – which has seen trade between two countries tumble to near zero. Rwanda says Uganda supports armed groups that are attempting to overthrow the Kigali administration. Uganda denies this and accuses Kigali of infiltrating the country's security agencies.

Bududa mystery: Dead chairman 'returns' to direct family to where his body is

Residents of Hewasalsi village, in Bududa district, eastern Uganda did not know how to react to the mysterous discovery of the body of their LC 1 chairman Mzee Titus Muyonga some 25 days later after the December 3 landslides that killed more than 27 people.

Just days after the landslide site was declared a mass grave and the search for bodies halted, a relative of Mzee Muyonga yesterday, Friday approached the Uganda Red Cross Society (URCS) desk in Bududa which is offering psychosocial support to the victims, saying the late had appeared to him in a dream and told him exactly where his body is. 

"His relative approached the Uganda Red Cross family tracing desk to register him as missing. However, another relative insisted that the late appears to him in a dream directing him where the body is. We offered psychosocial support to them. They picked a hoe and the exercise of digging the alleged area kicked off. The body was then discovered in the exact place." said Ibrahim Ssenyonya, the URCS operations manager - Bududa response.

 

Muyonga's body who was the chairman LC1 and also doubled as a community traditional healer was discovered at exactly this location 1°02'59.3"N 34°21'50.4"E just as the relative had claimed - about 300m away north of where the other 26 bodies were recovered by residents and rescue teams weeks back.

Car bomb kills 75 in Somalia

A police officer says a car bomb has detonated at a security checkpoint in Somalia's capital, killing at least 75 people.

Capt. Mohamed Hussein says the blast targeted a tax collection center during the morning rush hour in Mogadishu as Somalia returns to work after its weekend.

There is no immediate claim of responsibility for the blast. However, the al-Qaida-linked al-Shabaab group often carries out such attacks.

The director of the private Aamin Ambulance services in Mogadishu, Abdukadir Abdirahman warned that the number of dead is likely to go higher.

"The number of casualties we have confirmed is 76 dead and 70 wounded, it could still be higher," Haji told AFP.

Museveni reappoints Suruma as Makerere University chancellor

President Yoweri Museveni has re-appointed Prof Ezra Suruma as Makerere University chancellor ahead of the 70th graduation ceremony slated for January 2020. The former Finance and Economics Development minister was first appointed Makerere chancellor in 2016. 

"I congratulate Professor Ezra Suruma upon his reappointment as chancellor of Makerere University for the 2nd term. I thank President Yoweri Kaguta Museveni for reappointing him and I look forward to working with Professor Suruma to raise Makerere even higher," said Makerere vice chancellor, Prof Barnabas Nawawangwe in a tweet on Monday afternoon.

The chancellor is the titular head of the university. He presides at all ceremonial assemblies of the university and in this name, confers degrees and other academic titles and distinctions. The chancellor is appointed by the president on the recommendation of the University Council.

Suruma is a distinguished scholar and statesman with a wealth of experience in the field of finance and banking, spanning more than 25 years. He attained a doctorate degree of economics in 1976 from the University of Connecticut, USA; a masters of Arts in Economics in 1972 and a bachelor of Science in Finance in 1969, both from Fordham University, New York, USA.

He is a senior presidential advisor on Finance and Planning and serves on the board of the National Planning Authority, participates in numerous national and international economic policy discussions and initiates proposals for policy change.  

He is also the head of the Prime Minister's Delivery Unit responsible for the implementation of priority programs of government. He served as the minister of Finance from 2005 to 2009, where he was internationally recognized for his outstanding service when he won the award of Africa's best minister of the Year 2008.

Suruma is the fifth chancellor of Makerere University after Prof George Mondo Kagonyera (2007-2015), Rt. Hon Apolo Robin Nsibambi (2003-2007), H.E. Yoweri Kaguta Museveni (1986-2002), H.E. Idi Amin Dada (1971-1979) and H.E. Apollo Milton Obote (1970-1971, 1981-1985).

Sembabule woman beheads husband over Shs 20,000

Police in Sembabule district is holding a 26-year-old woman for allegedly beheading her husband over Shs 20,000. 

The suspect, Generous Birungi a resident of Ibaare village in Bulongo sub-county was picked by police on allegation that she murdered her husband identified as Nuru Kabarwanyi in a domestic violence brawl.  

According to eyewitnesses, the suspect had borrowed Shs 20,000 from a village savings group to cultivate beans for the family, but when they sold the produce, the deceased chose to spend all the money. 

John Mary Mugambe, the Ntuusi sub-county Internal Security Officer (GISO), narrates that it begun as a quarrel before the deceased held a stick and started beating his wife accusing her of furiously demanding for the money.

"Amid the scuffle, the stick fell off from the deceased's hand and as he bent to pick it; the wife got a panga, she used to behead the husband," he says.

According to Mugambe, they managed to save the suspect from the angry mob that also attempted to lynch her. In a separate incident police also recovered the body of the man who was murdered and his left hand cut off. 

The deceased has been identified as Moses Bishanga, a casual worker in Bulongo sub county. His lifeless body according to police was dumped in a shrub with serious cuts all over.   

Samson Obicho, the in charge of the Crime Intelligence and Investigations department at Sembabule district police station confirms that investigation into the two incidents has commenced.

Makerere to award Germany Chancellor with honorary degree

Makerere University is set to award a prestigious honorary Doctor of Laws Degree (LL. D) to Germany Chancellor Angela Merkel. 

The university council approved senate's recommendation to award Merkel the LL. D in recognition of her outstanding leadership, contribution to Makerere University, Uganda, humanity and global health. The decision was reached during a meeting held on Friday December 20. Council is presided over by Lorna Magara.

This was communicated as business for approval from the university academic organ, the senate, based on a request submitted by Prof Rhoda Wanyenze in June 2019 nominating the chancellor for the award which was considered by the academic board of the college of Health Sciences in July.   

Senate agreed that Merkel is an outstanding leader who has tremendously influenced society including global health and health security and that she has exceptionally contributed to humanity, a recommendation that has been upheld and approved by the council. 

Under the Makerere University Statute (XIII), a Doctor of Laws (Honoris Causa) is awarded to a person in recognition of his/her distinguished and outstanding contribution to public service at the national, regional and international levels, especially in the areas of academic excellence, political, social and economic reforms.  

Born in Hamburg on July 17, 1954, Merkel was trained as a physicist, as the only woman in the theoretical chemistry section at the East Germany academy of Sciences where she was awarded a PhD in Physical Chemistry. 

She joined politics after the 1989 fall of the Berlin Wall where she rose as a political leader of the Christian Democratic Union Party, from the minister for Women and Youth in 1990 to minister for the Environment in 1994, and lastly to the top position of chairwoman. Merkel then became the first female chancellor of the federal republic of Germany.   

In 2017, she took on the six-month rotating position of president of the European Council (EUCO) and chair of the G8. Since then, according to the citation of Makerere, there has been a steady increase of Germany's role in society and global health.   

"Her leadership has focused on redesigning global health care systems and tax reforms in Germany and international relations, refugee settlements, and management of global health threats for the international community," reads Makerere's citation on Merkel.   

Germany contribution to Makerere 

In a century lifetime of Makerere, the institution has established partnerships with a number of German Universities including Katholische University, Leuphana University, University of Tubingen, Protestants University, University of Oldenburg and University of Bonn.   

"These exchange program opportunities have also broadened students' knowledge and understanding of working in different settings," says Makerere's vice chancellor Professor Barnabas Nawangwe.   

Between 700 and 800 university students, researchers and staff have benefited from the German Academic Exchange Service (DAAD) grant scholarships and pursued Masters, PhD studies and Post Doctorate degrees.   

The University authorities say that since 1967, a DAAD representative and senior lecturer at Makerere has been able to teach German studies for over 52 years now.   

"Through DAAD, Makerere University has hosted a number of programmes, events and conferences for example good health research practices, teaching, college seminars and workshops," says Nawangwe.   

Adding that; "Academic researchers and technical experts at Makerere University have been provided with job opportunities to contribute to community development through consultancies from GIZ and KfW in areas inclusive but not limited to health, development, housing and environmental protection."   

Germany contribution to Uganda   

Germany remains the largest contributor to multilateral support through the European Development Fund, World Bank, United Nations, African Development Bank and other international financial entities that fund Uganda's development projects.    

Through the German-Uganda Development Cooperation that started off in 1964, Germany has been able to tackle several pressing issues in Uganda in areas of water and sanitation, health and education.   

Since 2004, the German government has committed grants worth more than €250 million (about Shs 800 billion) for the Cooperation. In 2007, the German Federal Ministry for Economic Cooperation and Development (BMZ) declared Uganda a priority country for development cooperation.   

From 2017 to date, Germany has made available over 50 million Euros (about Shs 203.3 billion) in additional funding with a view of supporting Uganda's efforts to take in and care for refugees from neighboring countries.   

In November 2018, a total of €69.5 million (about Shs 282.6 billion) were provided by the German government for two-years to focus on the use of renewable energies as well as Uganda's rural development.  Through the EU delegation in Uganda, German has contributed as grant financing to a tune of €26.9 million (about Shs 118 billion) to support Ugandan civil society organizations (CSOs).   

For more than 40 years, the German language has been taught in Ugandan schools as part of the curriculum with currently more than 5,000 Ugandans students taught. 

The Germany government has also supported Uganda police in capacity building through training, transport and equipment provision since 2008.

Former Pakistani President Musharraf sentenced to death

A special court in Pakistan Tuesday found former president and military ruler Pervez Musharraf guilty of high treason and sentenced him to death.

This was the first time a military dictator was tried and convicted in court in Pakistan. Musharraf, who is currently receiving medical treatment in Dubai, came to power through a military coup in 1999. His initial actions received legal cover by the judiciary and subsequently the parliament. It was his imposition of the state of emergency in 2007 that led to the charges against him.

The case has been dragging through the courts since 2014 when Musharraf was indicted. In 2016, he was allowed to leave the country for medical treatment, under what many believe was pressure from the country's powerful military.

He was asked by the judiciary to return and record his testimony multiple times but cited medical reasons for not being able to do so. Earlier this month, from a hospital in Dubai, Musharraf expressed distrust in the judicial process and said he was being victimized. The major opposition parties in the country hailed the decision as a bulwark against future military coups. Pakistan has spent more than half of its existence under direct military rule.

Bilawal Bhutto Zardari, leader of opposition Pakistan People's Party, and son of Pakistan's slain former prime minister Benazir Bhutto, wrote on his Twitter account: "Democracy is the best revenge."

The government, considered close to the military, did not issue an official statement. However, one government minister expressed his reservations about the decision.

"We need to unite the country. Why take decisions that divide the nation and its institutions?" wrote Fawad Chaudhry, the minister for science and technology.

Political analysts say carrying out the sentence however, may not be easy in a country where the military is still considered to be the most powerful institution.

#Musharraf started trending on Twitter in Pakistan soon after the decision became public.

"I oppose death penalty even for criminals like Musharraf. Yet, this decision is imp since it challenges the history of impunity for Generals," wrote activist Ammar Ali Jan.

Others disagreed.

"Whatever is happening with him, I think this would be a miscarriage of justice in the history of Pak. What he did on 3rd Nov 2007, was it a right or wrong move, that's debatable," Tweeted retired army general Ghulam Mustafa.

Tax collection drops further in November, URA in Shs 200bn shortfall

Government taxes took yet another hit in November as the tax body, Uganda Revenue Authority (URA) collected less than the target at the time when there is decry over consistent poor tax performance.

A ministry of Finance November 2019 report on the performance of the economy shows that all major tax heads registered shortfalls. For domestic taxes, URA collected Shs 1.42 trillion in November against the target of 1.6 trillion. This translates into a shortfall of Shs 196bn for the month.

Pay as you earn (PAYE), which is paid by employed people fell – an indicator that either employers postponed their payments to a later date or reduced on the workers they employ.

Withholding tax, one that is deducted at source, also fell meaning that companies didn't trade with each other vibrantly to allow such deductions. On the international taxes side, the report says that imports of goods targeting Christmas festivities were less than anticipated in November hitting government taxes hard.

It is during this time that government expects traders to bring more merchandise like clothes, shoes and others to be sold during the Christmas season. These came in at a slow rate. As a result, the government registered a shortfall of Shs 49 billion in that area with both import duty and Value Added Tax (VAT) on imports falling short by 12.8% and 11.9% respectively.

The November report continues a streak of poor performance of taxes on the government taxes since the start of the current financial year. The low tax collections rhyme with the slowdown of the economic activities across the country, according to Bank of Uganda.

This month, secretary to the Treasury Keith Muhakanizi said for the four months between July and October, government registered a tax shortfall of Shs 605bn. This meant that it had to look for where to get this money if it is to fund the Shs 40.5 trillion budget for the 2019/20 financial year.  

Government says it will borrow Shs 2.4 trillion from Stanbic bank and Development Trade bank to cover the shortfall. URA is expected to collect at least Shs 20 trillion by end of June 2020.

In a speech at the sixth Engineers Forum on December 5, the minister of Science, Technology and Innovation, Dr Elioda Tumwesigye, touted Kiira Motors Corporation Ltd newly acquired requisite capabilities and technological know-how to produce at least two electric buses a month.

"Government ministries, departments and agencies should consider buying these buses from Kiira Motors because they have the capacity to supply," Tumwesigye, flanked by the minister of Works and Transport Eng. Monica Azuba Ntege and Minister of Finance, Planning and Economic Development Matia Kasaija, said at Hotel Africana.

The new Kayoola electric bus, which carries 90 passengers, was showcased at the two-day engineers forum held under the theme; "The Engineer in the 4th Industrial Revolution."

The bus made a successful maiden trip from the UPDF's Luweero Industries in Nakasongola to the capital Kampala in just under two hours covering a distance of 150 kilometers.

Works and Transport Minister Azuba Ntege took a test drive. After the test drive, Azuba said, "Kayoola EVS is very comfortable and drives smoothly and the finishes are good and up to standard. We now need the necessary infrastructure including bus lanes. Kampala Capital City Authority should put in place the BRT infrastructure to decongest Kampala, now that we have the capacity to make buses here in Uganda, which can also be utilized at the airport."

Finance Minister Kasaija urged engineers at Kiira Motors to innovate more. He urged Ugandans to embrace home-grown technologies and support the commercialization of Ugandan innovations with KMC taking the lead.

WHAT EXPERTS SAY

Eng. Dr. Sagala Paul Neil Sekikubo, while delivering a paper titled, 'The 4th Industrial Revolution: Transport Sector Implications For Uganda', deplored the pathetic transport conditions in Kampala city where people drive single-occupancy vehicles to their workplace thus congesting and polluting the city with obsolete technology.

In a lively session chaired by Eng. Dr Isaac Mutenyo, Sagala urged the ministry of Works and Transport, KCCA and other sector players to apply the green mobility model that is being championed by Kiira Motors.

"Kiira Motors have the technology, they have demonstrated capabilities to deliver buses both electric and combustion engines. Government and the private sector can come in and buy these buses with green mobile technologies. Let all the stakeholders support this initiative to have home-grown solutions for our domestic challenges," he said.

The Kayoola EVS has a range of 300km on a single charge. The bus is also fitted with state-of-the-art infotainment as well as USB ports and onboard WiFi. Dr Elioda Tumwesigye said government is providing policy guidance and oversight.

"The ministry has embarked on a process of developing a comprehensive Automotive Industry Policy that will stimulate and promote automotive engineering, auto parts and components manufacturing and vehicle production in Uganda...," he emphasized.

Cabinet reshuffle: Magyezi, Anywar rewarded for age limit efforts

President Yoweri Museveni has reshuffled his cabinet, dropping Energy minister Irene Muloni, Works and Transport minister Monica Azuba Ntege as some of the major eye-catching changes.

The two ministries have had a turbulent 2019. Azuba was associated with the mess in the revival of Uganda Airlines early this year. Muloni is replaced by Mary Kitutu who was the state minister for Environment while Azuba has been replaced by Gen Katumba Wamala who was the state minister for Works. 

The Energy ministry is currently battling corruption allegations with the speaker of parliament claiming over Shs 24bn meant for the construction of Isimba dam bridge had been swindled. The same ministry is also in the spotlight with the proposed controversial construction of a hydropower dam at the Murchison Falls. 

Among the standout new entrants albeit unsurprising in the cabinet is former opposition politician Beatrice Atim Anywar who has been appointed minister of state for Environment.

The former Forum for Democratic Party (FDC) MP switched ranks more than four years ago and has since become a staunch Museveni supporter. Frank Tumwebaze has been moved from Information, ICT & Communications to the 'less valued' ministry of Gender, Labour & Social Affairs. Former police spokesperson Judith Nabakooka has replaced Tumwebaze. 

Raphael Magyezi has been rewarded for his efforts and role in the uplifting of the presidential age limit in 2017 when the Igara West MP ferociously presented a private members bill that succeeded in removing the last and only cap for Museveni to seek reelection in 2021. Magyezi has been appointed minister of Local Government. Also rewarded for their age limit lifting efforts is Peter Ogwang who has been appointed minister of state for ICT and Communications.

Two former opposition politicians; Betty Amongi and Beti Kamya have switched ministries. Kamya has been moved from Kampala and Metropolitan Affairs to Lands, Housing & Urban Development and vice versa. 

Ephraim Kamuntu's reign as minister of Tourism, Wildlife & Antiquities has come to an end, replacing the controversial Gen Kahinda Otafiire as minister of Justice & Constitutional Affairs who has been made minister of East African Affairs.

Suspect 'killed' in Mutundwe robbery shows up at Nateete police

A suspect who the Uganda People's Defence Forces (UPDF) said had been killed in an armed robbery in Mutundwe has appeared in person at Nateete police station.

Wycliffe Ssesanga's name appeared on the list of the four suspected robbers who were shot dead in an operation conducted by Chieftaincy of Military Intelligence (CMI), UPDF and Local Defence Unit (LDU).

Others were Lameck Mayanja a resident of Kabalagala, Dick Mugalu a resident of Muyenga and Ismail Ssegirinya, a resident of Kansanga, located in Makindye Division, in Kampala. On Thursday, officers at Nateete police station were shocked when Ssesanga surfaced without any injuries on his body.

Kampala Metropolitan Police (KMP) spokesperson, Patrick Onyango, said Ssesanga was forced to go to the police after his vehicle was involved in the robbery. Ssesanga is currently being detained at Nateete police station.

Ssesanga saw the pictures after he was summoned by the chairperson of YTK zone in Kansanga for delaying to pay rent to his landlord. As he was still negotiating on how to clear his landlord, a neighbour showed him pictures of his car a Toyota Wish registration number UBE 808F that had allegedly been used in the armed robbery.  

"Because the LCI chairman had summoned him, the landlord had already reported him to the LCI. The LCI chairman was settling the issue of rent payment [and] that is when somebody came and brought for him a phone and said; 'people are saying that you're dead, that you were shot and yet you're here.' So that's when they started communicating and found out that he was still alive, but he has been arrested and detained at Nateete for further questioning, we want to see if he has any connection to the attempted robbery." said Onyango. 

Onyango said Ssesanga alleges that his colleague, Lameck Mayanja who was one of the suspects shot dead, approached him on the fateful day claiming he had a client who wanted to hire a car for a self-drive. According to Onyango, Ssesanga who is also a special hire driver, told police that on the fateful day, he took a client to Entebbe airport and he came back between 6.30 and 7am. And because he wanted to take a rest, he gave away his car to Mayanja after he approached him with an offer of a client who wanted a self-drive.  

The robbery was reportedly planned in Kansanga and Mutundwe targeting a businessman who had put his house on sale. Mayanja was a special hire driver stationed near Kabalagala police station.

Ssesanga said he Mayanja him as a quiet person who had never engaged in criminal activities. CMI, police and LDU are still hunting for three other suspects who allegedly escaped in another motor vehicle registration number UAN 386H a Toyota Calidina. Security forces picked among other exhibits motor vehicle UBE 808F, a pistol, two bundles of fake dollars.

Uganda’s first Health minister dies aged 103 years

Uganda's first indigenous Health minister, Dr Emmanuel Bijugo Ssajjalyabeene Lumu is dead. Lumu breathed his last at his residence in Bakuli in Kampala this morning aged 103 years.

His daughter, Vivian Kityo, says her father died in the early hours of the morning from a suspected pneumonia attack. "Mzee has been unwell for the last three days and has been receiving treatment at home. He has been strong and well," Kityo said.

Lumu, who is said to be one of the first medical practitioners in Uganda, served at Mulago national regional referral hospital before he was appointed Health minister shortly after Uganda attained independence in 1962. He is said to be the brain behind the establishment of regional referral hospitals across the country.

Lumu has been one of the two surviving cabinet ministers of the first Ugandan led government. The other is Mathias Ngobi, who served as Agriculture minister. Lumu was also one of five people arrested by President Milton Obote's government for taking part in a failed coup on February 23, 1966.

The others included, Ngobi, Grace Ibingira. George Magezi, Balaki Kirya. The group was released by President Idi Amin Dada in 1971, after the 1970 coup. According to family members, the deceased is survived by several children and grandchildren.

His death comes three years after his wife passed away. Mourners are currently gathering at the deceased's residence in Bakuli, where a vigil will be held. A church service will be held at Namirembe Cathedral on Friday, December 13, 2019 at 2:00 pm. 

The deceased will later be laid to rest at his ancestral home in Kiwenda along Gayaza road on Saturday, December 14, 2019.

Makerere ordered to reinstate suspended female activist

The Makerere University Students Disciplinary Committee has ordered the immediate reinstatement of Siperia Mollie Saasiraabo, who is accused of leading a strike over the 15 per cent tuition hike. The disciplinary committee delivered its verdict on Tuesday afternoon, saying Saasiraabo has no case to answer.


This came after Saasiraabo appeared together with other students before the Disciplinary Committee chaired by His Worship Precious Beinga Ngabirano in the Senate Board Room 1.  The Committee noted that it couldn't find any merit in the case levelled against the student based on her Facebook posts tabled by the university management.

"We have looked at the file and the charge and the posts of social media as basis for the charge. The posts don't disclose the offence stated and therefore the student has no case to answer. We order that the suspension be lifted. Formal write up for lifting her suspension to be sent," ruled Ngabirano. 

The dean of students, Cyriaco Kabagambe referred Saasiraabo to the Disciplinary Committee on November 5, 2019, in line with regulation 6(5) (e) of Makerere Student's Regulations of 2015. According to the charge sheet, the university accuses Saasiraabo of registration number 17/U/9897/EVE of circulating inflammatory messages on social media calling for defiance and disruption of university activities contrary to students' regulations. 

Regulation 8(9) (b) (viii) of the Makerere University Students Regulations, 2015 stipulates that; "no student shall engage in activities likely to cause breach of peace such as inciting violence and destruction of property." 

As part of evidence, the university produced Saasiraabo's Facebook post of October 31, 2019.

"We are neither deterred nor compromised. Our resolve is still as clear as our conscience. Ours is a noble cause and whereas our bodies are limping, our spirits remain resilient. I will be at the frontline as soon as I can be able to stand. #FeesMustFall," reads Saasiraabo's post.

However, the Disciplinary Committee said the student had no case to answer as her Facebook posts attracted no offence. Saasiraabo was represented by Isaac Ssemakadde from the Centre for Legal Aid.  

She was handed a suspension letter together with 9 other students on October 22, 2019, for allegedly inciting violence against Prof Eria Hisali, the principal college of Business and Management Sciences and Gordon Murangira, the personal assistant to the vice chancellor. 

They include; Musiri David, Bachelor Commerce, Kyeyune Ivan - Bachelor Arts, Mutatina Seiz - Bachelor of Commerce, Dhabona Job - Bachelor of Community Psychology, Ssenoga Simon and Frank Bwambale pursuing Bachelor of Journalism and Communication. Others were Rogers Mbajjo Ssebiraalo, Bachelor of Quantitative Economics and Derrick Ojambo Wabwire - Bachelor of Records and Archives Management.

Eastern Uganda has been neglected - EU ambassador

Eastern Uganda has been neglected, the EU ambassador to Uganda Attilio Pacifici has said.

Pacifici who is also the head of the EU delegation expressed concern that little effort has been made to exploit eastern Uganda's tourism potential and attractions through deliberate marketing and infrastructural development leaving the region to wallow in abject poverty. 

According to official government estimates, most of Uganda's poor people are found in eastern Uganda and is also the region with the highest inequality rates. 

"We have so many people that come to Kampala and then go north-west and leave a lot of wealth to the private sector that side. In the East, despite its beauty, it's been neglected and we should all think about it," Pacifici said.

Some of the eastern Uganda tourism attractions include Mabira forest in Jinja, source of Nile River in Jinja, Mt Elgon national park, Sipi falls in Kapchorwa, the rocky Lolui island, Sigulu island, Mt Elgon among others. 

"There are shortages in terms of accommodation that the private sector needs to tap into. Let's make this area easy for tourists because there's room to bring more businesses here – a reason we chose it for this year's retreat," he added.

Pacifici said this at the opening of the first-ever four-day retreat for the eastern part of Uganda at Mt Elgon hotel in Mbale yesterday Monday. 

Mbale district LC V chairman Bernard Elly Mujaasi said the retreat will help advance the region's tourism sector by attracting development partners.

"Already, the Austrian ambassador offered to set up a cable car unit system that will join Bududa to Mount Elgon and Sipi Falls. If we can pull that one off, we can attract more tourists to the East," Mujaasi said.

Commenting on the inadequate accommodation, Mujaasi agreed with Pacifici that it's an area that has been neglected.

"Some of the premium big hotels are Mount Elgon hotel, Wash and Wills and Mbale resort. Unfortunately, most of the middle class of the east are concentrated in Kampala which is giving us a problem. They need to come back and invest in such facilities especially in areas near Mount Elgon," he said.

According to the EU press advisor, Emmanuel Gyezaho, the annual retreat is an opportunity for ambassadors to take time off their busy schedules to reflect on various issues of a selected region.

"It is very rare to have all of them free at the same time…This retreat is a unique activity to get all ambassadors in one spot because they regularly meet in Kampala but only deliberate as a group once every year outside the capital," Gyezaho said.

He added that retreat also offers a platform for ambassadors to internally brainstorm about EU's cooperation with residents and the government of Uganda so that they can better plan and strengthen their relationship.

In 2013, the EU took a decision to meet with people in various regions. The first retreat was later held in Arua in 2013 before extending to Kisoro, Gulu, Karamoja, Hoima, and now, Mbale. The delegation that set off to Mbale today comprises nine ambassadors to Uganda from Belgium (Dr Roswitha Kremser), Denmark (Nicolaj Hejberg Petersen), France (Jules-Armand Aniambossou), Ireland (William Carlos), Netherlands (Henk Jan Bakker), Sweden (Per Lindgarde), Italy (Massimiliano Mazzanti), Austria (Dr Roswitha Kremser) and the EU ambassador also head of delegation, Attilio Pacifici. The Austria head of office of the Austrian Development Agency, Dr Roswitha Kremser, is the only female on the delegation. 

RETREAT ACTIVITIES

On Monday evening, the ambassadors engaged the Mbale LC V chairman Mujasi, chief administrative officer Esau Ekachelan and district security officers. They also met NRM leaders in the district while all opposition party leaders have been scheduled for Thursday in a separate closed-door meeting.

On Tuesday, the delegation will meet civil society organisations on issues related to governance, accountability and human rights, female genital mutilation and gender-based violence. They will also visit the EU-funded 10MW Tororo solar power plant. After Tororo, they will proceed to Malaba one-stop border.

"The whole idea at this border is to interact with customs officials to better appreciate inter-regional trade and discuss opportunities and challenges at this busiest inland post in the region," Gyezaho said.

Tuesday activities will conclude with a visit to a flagship programme of the EU dubbed "Spotlight gender project" in Tororo that gives a second chance for girls who dropped out of school due to early marriages and teenage pregnancies.

On Wednesday, ambassadors will extend to the Kiprotich National High Altitude Training Centre in Teryet, Kapchorwa. Gyezaho said they will meet the state minister for sports, Charles Bakkabulindi, the International Olympic Committee and previous athletics champions with Joshua Cheptegei as the main attraction.

Cheptegei recently broke the 10km road world record in Valencia, Spain after setting a new time of 26 minutes and 38 seconds. In October, he was crowned 10,000m world champion in Doha among other prestigious awards.

The day will end with a guided tour of the Mount Elgon Park with Uganda Wildlife Authority before ambassadors interact with masses in Mbale through a radio talk show on local-based Elgon FM.

100 police officers retired over poor health

More than 100 police officers from the ranks of police constable (PC) to inspector of police (IP) have been retired on medical grounds.

In a message signed and released by message authorising officer ACP Emmanuel Muheirwe, 19 IPs, 21 sergeants, 23 corporals and 30 PCs have been retired due to deteriorating health.

The retirement of over 100 police officers has been approved by directors human resource management and welfare. Muheirwe's message contains one officer at the senior rank category who is assistant superintendent of police (ASP) Patrick Baguma attached to Mbarara Central Division police station.

Since 2014, police has retired over 1,000 police officers on medical grounds. Manpower audit records of 2018 showed more than 2,000 police officers were no longer active in the last five years because they were on various medical treatment while over 4,000 others had deserted the force in five years.

Although reigning inspector general of police Martins Okoth Ochola has not released manpower audit report, it was reported by the media that the audit put police numbers at 38,000 police officers way 44,600 which former IGP Gen Edward Kalekyeezi Kayihura mentioned in his hand over-report.

This is believed to be the reason that prompted Ochola to order for the recruitment of 4,500 probation police constables (PPCs) and 500 learner assistant inspector of police (LAIPs) who are currently undergoing training at Kabalye police training school in Masindi district.

Supreme court upholds ex-NSSF MD Jamwa's 12-year sentence

The Supreme court has upheld a 12-year jail sentence handed to the former NSSF managing director David Chandi Jamwa for causing the government a financial loss of Shs 3 billion.

Jamwa was first handed the sentence in 2011 by the then Anti-corruption court judge John Bosco Katutsi for having sold NSSF treasury bonds to Crane bank before maturity on October 4, 2007. 

However, he appealed the conviction and the sentence before the Court of Appeal, where it was upheld by a panel of three judges; Steven Kavuma, Kenneth Kakuru and Apio Aweri. 

Through his lawyer David Mpanga, Jamwa proceeded to the Supreme court where he argued that it was illegal for the Court of Appeal to reevaluate evidence of the Anti-corruption court thereby convicting him of abuse of office. 

He also argued that the Court of Appeal erred in law and fact by giving him an invalid judgement because some of the judges who signed the decision had long vacated the same court. The judges that had vacated include Steven Kavuma and Apio Aweri who has since been promoted to Supreme court.  

However, in the judgement read on Friday, three Supreme court justices; Lillian Tibatemwa, Paul Mugamba and Eldard Mwanguhya upheld the decision of the Court of Appeal while two others; Dr Esther Mayambala Kisakye and Jotham Tumwesigye dissented to the sentence and conviction. 

The majority judges ruled that they have no doubt that the first appellant court on revaluation of evidence was satisfied that the offence of financial loss had been proved beyond a reasonable doubt. 

"Not a single piece of evidence so evaluated has been faulted before us and there is ample evidence to justify the conviction. We find no valid reason to depart from their findings", reads the majority judgement.  

The judges add that after re-evaluation of the mitigating factors by the appellant, they have found that the Court of Appeal legally sentenced Jamwa to 4 years imprisonment for the offence of abuse of office. They have thus dismissed his appeal and upheld the sentence of the lower courts.  

However, the dissenting judges argued in their minority judgement that the decision of the Court of Appeal was invalid because it was delivered on January 15, 2018, when some of the panel members had long vacated the same court. 

The dissenting judges add that Justice Kakuru alone couldn't constitute the quorum to reflect the mind of the Court of Appeal as had been constituted in as far as the constitution is concerned. 

"It is our view that that the judgement which was delivered by Justice Kakuru on January 15, 2018, is invalid and of no consequence. It is our view that the case be sent back to Court of Appeal to correct the errors pointed out in this judgement."

Jamwa who has been out on bail and after receiving the judgement, he was escorted to the Supreme court registry by prison wardens as he did some work on his laptop waiting for documents sending him to Luzira where he is to start serving his 12-year sentence.
