Rwanda records six new coronavirus cases, tally rises to 17

Rwanda on Friday recorded six new coronavirus cases, rising the country's tally to 17. The country reported its first case only last week.

According to the ministry of Health statement, the six new cases include a female French national, 30, whose domestic partner previously tested positive as well as their 10-month-old son.

Another confirmed case is that of a male Rwandan national aged 32 who arrived from Dubai on March 19 whose symptoms were detected at the airport upon screening.

A 26-year-old Swedish male who arrived in the country on March 3, tested positive after reporting symptoms on March 18. The other case is of a Rwandan male national aged 24 who arrived in the country on March 19 from India via Doha, Qatar also tested positive.

Another Rwandan national 32 described as a 'frequent traveller' also tested positive after showing symptoms on March 18. Rwanda's ministry says all the patients are under treatment and in stable condition.

Rwanda closed its airport to commercial passenger flights on March 20 midnight with only cargo and emergency flights allowed. Key symptoms of coronavirus include dry cough, shortness of breath and fever.

Global coronavirus death toll passes 10,000

The global death toll for the coronavirus pandemic as it spreads around the world has surpassed 10,064 people.  COVID-19 has infected more than 246,881 people.  

In the United States, California governor Gavin Newsom Thursday ordered the 40 million residents of the west coast state to stay home as part of the battle against the disease. Newsom issued the mandate following the deaths of 19 people and 958 people who tested positive for the coronavirus in California.   

The lockdown for the entire state followed a Los Angeles county order earlier Thursday that shut down all the county's shopping malls, nonessential retaistores and playgrounds.  Newsom asked Congress Thursday for $1 billion in federal funds to pay for expected medical costs related to the disease.   

On Wednesday, the California governor wrote to President Donald Trump asking for the Navy's hospital ship to be deployed to the port of Los Angeles for the expected surge in infected patients  

Ground zero shifts to Italy

Meanwhile, 
Italy is now ground zero for the coronavirus pandemic, surpassing China as the country with the most deaths.  As of Thursday, Italian officials report 3,405 coronavirus deaths while China's death toll stood at 3,248.  Over the last two days, Wuhan, the Chinese city where the outbreak began in December, is reporting no new cases for the first time. Wuhan is the capital of China's Hubei province. 

Italy and Hubei province imposed total lockdowns to stop the spread; however, Italy has a large elderly population and those 65 and older are highly susceptible to the coronavirus.  Thirty-four new cases were reported elsewhere in mainland China Thursday. Authorities say people who came from other countries were infected. 

South Korea reported 152 new cases Thursday, a setback after reporting fewer than 100 new cases for four days in a row. South Korea is the hardest-hit Asian country outside China.   

Another hard-hit country, Germany, reported a jump of 2,800 new cases Thursday. Officials there say coronavirus could strike as many as 10 million Germans unless proper precautions are taken, including social distancing.   

Spain has closed all hotels and turned a four-star inn in Madrid into a makeshift hospital.  In France, one of the world's most anticipated entertainment events, the Cannes Film Festival, has been postponed from May until possibly July. 

Prince Albert of Monaco tests positive

Prince Albert of Monaco is the first head of state with a confirmed case of coronavirus.  
New Zealand and Australia are closing their shores to all foreign visitors.  In North America, Mexico reported its first coronavirus death Thursday.    

South Africa cases rise to 202

Seven people contracted the virus in the Free State - two had come from Texas in the US, two from Isreal, and one from France and all came together for a church gathering attended by 200 people. The Health minister Dr Zweli Mkhize warned between 60 per cent and 70 per cent South Africans are likely to contract the COVID-19 though only about 20 per cent will be seriously ill.

Milk prices drop from Shs 800 to Shs 100 per litre in Mbarara

Dairy Farmers in Mbarara and Kiruhura districts are stuck with over 150,000 litres of milk following the closure of the biggest milk processing plants in the area. Pearl Dairies stopped buying milk six days ago while Amos Dairies stopped a week ago.    

The closure of the two biggest milk processors has taken a huge toll on dairy farmers. James Rwamunahe, a manager at a milk collecting center in Biharwe trading center, says they collect over 15,000 litres each but only sell 5,000 litres leaving a balance of 10,000 litres.

He says the whole of Kashari A collects over 30,000 litres but only 15,000 litres are taken by Abesigana Farmers Dairy Cooperative Society leaving a balance of 15,000 litres. Wilson Bagatuzire, a farmer in Kashari says he is worried about where to take his milk because Pearl Dairies, which used to buy the bulk of the milk, closed yet cooperatives cannot consume what they produce.  

David Rwancumi, a Dairy farmer in Kiruhura district, says due to lack of market a litre of milk has dropped between Shs 700 and 800 to Shs 300. He also notes that the few cooperatives buying milk don't give them a chance to negotiate for better prices. Alex Mubagizi, the Igongo farm manager says a litre of milk now costs between Shs 100 and Shs 300 s down from between Shs 700 and Shs 800.   

Much as milk farm gate prices are low, a litre of milk in Mbarara business center costs between Shs 1000 and Shs 1200. Asaph Nagaba who owns a cooler at Fresh Milk Suppliers on Bulemba Road in Mbarara town says the closure of the milk plant doesn't mean that they should reduce prices because they also have expenses to cover.  

"We cannot reduce our prices just because the Indian has closed, we have other expenses like transport, taxes, polythene bags for packing and other things so we keep our prices high but not exorbitant," he said.    

Nathan Bahuku, a farmer in Biharwe has appealed to government to come up with a strategy of finding market for their milk to save them from losses.    

Our reporter was denied access to Pearl Dairies. However, a source said that the factory has laid off three-quarters of its workers since it closed on grounds that they no longer export milk to Kenya. Pearl Dairies are the producers of Lato Milk products. 

The company has been consuming over 300,000 litres per of milk each day collected from Kiruhura, Lyatonde and Mbarara districts.  Late last year, the then state minister for Animal Husbandry, Joy Kabatsi asked farmers to start cooperative societies to help them negotiate milk prices and find market for their products.

Katureebe suspends court proceedings for 32 days over coronavirus

All court hearings and appearances have been suspended for 32 days according to a circular issued by the chief justice Bart Katureebe.

Katureebe says the suspension is in line with the directives issued by President Yoweri Museveni yesterday Wednesday on the prevention and mitigation of coronavirus (COVID-19).

Museveni announced a ban on mass gatherings and went ahead as far as closing all schools, religious and cultural activities starting this Friday March 20. Museveni also announced an immediate ban on mass weddings, merrymaking, sports activities etc.

Katureebe says during the suspension period that starts this Friday, no prisoners or remands will be presented in court but where possible proceedings will be conducted via video link.

Katureebe further says all execution proceedings are also suspended. He said court will continue to handle certificates of urgency and take plea for serious cases and bail application.

Only the applicant, their lawyer or sureties will be allowed in court. During the suspension, Katureebe says during this time the judicial officers and staff will continue being on duty and that judicial officers with pending judgments should use this period to complete them and where possible judgments and rulings will be issued to the parties online or via e-mail.

Also all related judiciary conferences, workshops, meetings and training programmes whether local or foreign have been suspended for 32 days. Katureebe says there will be no foreign travels for all Judiciary staff save for exceptional circumstances.
