Negative COVID-19 test no longer required before discharge - Aceng

The ministry of Health has revised its discharge protocols for patients recovering from COVID-19. 

While people who were previously isolated for treatment would remain in hospital, some for longer than three weeks awaiting a negative test, the Health minister Dr Jane Ruth Aceng has revealed the patients no longer require a person to first test negative for the virus before being discharged.

She said now one can be discharged as long as they are asymptomatic or have mild symptoms of the disease. She said doctors will now have to base someone's readiness for discharge on the time they spent on treatment and improvement of symptoms, for instance, if someone has been in isolation for ten days and they haven't shown symptoms of a fever in the last 24 hours.

When it comes to those that present with a serious disease requiring treatment with oxygen or intensive care unit services, the minister says samples for PCR test will be taken when the patient is declared clinically stable, have spent at least 24 hours without a fever and have been in isolation for at least 10 days after onset of symptoms.

"If a PCR is positive at day 10, then health workers will do another test on the fifteenth day. If they test negative then they can go home, but if the test comes out positive again, then they can be discharged at day 20 without an additional test," said Aceng.

This change comes with the increase in community transmission of infection whereby more than a hundred new cases are confirmed every day.

Results from tests done on Wednesday show that 158 people tested positive bringing the cumulative number of confirmed cases in the country to 8,287. Of these, 4,430 have recovered and 75 have succumbed to the virus.

MPs pass resolution for gov't to pay candidates exam fees

Parliament has passed a resolution urging the government to meet the cost of examination registration for all candidate classes for this year.

This came after a motion presented by Bugabula South MP Henry Kibalya who noted that parents are struggling with effects of the lockdown and need to be supported to facilitate the registration of learners. According to estimates from the Uganda National Examinations Board (Uneb), the government is likely to spend around Shs 32 billion for candidate students in private schools.

Senior four candidates pay Shs 200,000 for registration while all senior six candidates pay Shs 220,000. Kibalya says government was already in the process of paying the same amount for the government students. 

Kibalya says the Ugandan government should reconsider its position and meet these costs on behalf of the so many families that are struggling, and therefore unable to pay. He also says that they would not like students to return to schools and then miss out on exams as many parents lack the capacity to pay.

"It should be noted madam speaker, that countries like Ghana, Malawi and Kenya pay examination fees for pupils and students under their universal free education. Madam speaker, therefore, our prayer and recommendation could be government should consider meeting the cost for candidates registration fees for respective examination level as highlited above. This is because households have been negatively affected by covid pandemic and as such should be relieved of registration," said Kibalya. 

Mukono South MP Johnson Muyanja Senyonga says that many private schools do not charge uniform fees and that many use the registration to exploit the parents. He says that by taking up the payment, the government will relieve the already vulnerable parents.

"Having said that the parents already have no capacity even to cater for the school fees at the moment because of Covid, it is equally and genuine that the government takes over that small budget of only Shs 32 billion and covers the parents to the other burden of being cheated by many schools moreso when the operators of schools are desparate. This will help that those who paid at the beginning of first term…that amount can be reduced from the fees of second term." said Ssenyonga. 

According to the timetable released by Uneb, schools are expected to carry out registration of candidate classes between October 22 and November 20.

Kalungu West MP Joseph Sewungu says that due to COVID-19, many proprietors of schools are not financially stable. He says also this would stop cases of heads of schools running away with students registration fees. After debating the motion, the resolution was unanimously passed by parliament. However, it is only an advisory to the government.

Museveni's brother Sodo, Kawooya win in NRM Sembabule polls

Godfrey Aine Kaguta, the younger brother to President Yoweri Museveni's and Anifa Kawooya Bangirana have won ruling National Resistance Movement party primaries in Sembabule district.

Kaguta and Kawooya were declared winners of the NRM polls for Mawogola North and West constituencies respectively in today's polls, which were postponed twice due to electoral violence. 

George William Katokoozi, the NRM elections registrar for Sembabule declared Kaguta aka Sodo the winner with a total of 17,343 votes - beating Foreign Affairs minister Sam Kutesa's daughter, Shartsi Musherure Kutesa who polled 16,104 votes and Salim Kisekka who emerged last with 4,274 votes. 

Katokoozi has also declared Kawooya the NRM parliamentary flag bearer for Mawogola West constituency after defeating Joseph Ssekabiito with 15,923 votes against 13,143 votes.  The two were competing for the party flag in a newly created constituency that was approved by parliamentary in July.

Kawooya is the incumbent Sembabule Woman MP while Ssekabiito is also the MP for Mawogola county constituency.

On the hand, Mary Begumisa was also declared flag bearer for the Sembabule Woman MP race after defeating her three competitors, Jovanice Twongyeirwe and Phoebe Arinaitwe. Begumisa secured 73,940 votes Twongyeirwe got 16, 448 votes while Arinaitwe garnered 11,011 votes.

2000 SECURITY PERSONNEL 

A force of at least 2,000 personnel was deployed in Sembabule district to man the elections in the two constituencies. The security personnel comprised of police and army were deployed in nine sub-counties. 

Sembabule resident district commissioner Nickson Niwagaba says that they had deployed at least 200 police officers in each of the nine sub-counties to prevent eventualities similar to the ones that led to the cancellation of the polls on September 4, when violence erupted in many parts of the district.

Kabuye adds that the deputy inspector general of police Maj Gen Sabiiti Muzeeyi also changed the security command structures of the area, by deploying a district police commander in each of the nine sub-counties with express instructions to arrest all persons that may attempt to interfere with the elections included nonresidents that may attempt to participate in elections.

Entrance into Sembabule district was restricted, with security teams searching all vehicles and demanding for National ID cards from all occupants. Non-residents of the area were denied entrance.

Earlier in the morning, police arrested the Nakasenyi sub-county chairperson Betty Twine alongside seven other people for allegedly participating in voter bribery. The suspects were picked from a house in Nakasenyi trading centre where they were allegedly meeting voters and bribing them to vote for Anifa Kawooya over incumbent MP Joseph Ssekabiito. 

NRM Electoral Commission chairperson Dr Tanga Odoi who also pitched camp in the area to directly coordinate the elections says they have asked the returning officers to gathers evidence about attempts of malpractice and other irregularities which they will use to reprimand the culprits.
