The parliamentary committee on Commissions, Statutory Authorities and State Enterprises (Cosase) today ordered for the arrest of two aides to Justine Bagyenda, the former executive director supervision in Bank of Uganda.
Juliet Adikot, Bagyenda's personal body guard and her driver, Job Turyahabwe were arrested on the orders of Cosase chairperson Abdu Katuntu over allegedly sneaking out documents from BOU and then lying under oath before a parliamentary probe. The duo provided a statement to Cosase sub-committee that was contradicting the one provided by the BOU director of security Milton Opio about Bagyenda's movements.
It all started when they told the sub-committee chaired by Uganda People Defense Forces (UPDF) representative Brig Francis Takirwa that after ferrying bags from the central bank on Saturday, February 10, 2018, Bagyenda travelled abroad.
They claimed in their statement that; they picked Bagyenda up from Entebbe airport on her return in March 2018 and drove straight to the central bank on Kampala road.
However, details availed by Opio from the central bank's vehicle tracking system, show that Bagyenda's official V8 Land Cruiser vehicle registration number UAR 192Y left Mbuya for Entebbe airport at 7:18am on March 14, 2018.
The system shows that the vehicle left the airport at 12:03pm to Kiswa in Bugolobi where it was parked for 3 hours before heading to the central bank.
"It was in Kiswa from 13.57 to 16:59. At around 5pm, it starts moving at a rate of 12km/hr up to Kampala road which I suspect is Bank of Uganda at 6.22pm." Opio said.
Adikot and Turyahebwa were captured on CCTV entering the building with two heavy bags through the emergency door that was already opened without going through security checks and left with Bagyenda at 6:50pm.
The contradiction infuriated the Cosase chairperson Abdu Katuntu who accused Bagyenda's aides of perjury. He immediately directed officers from the Criminal Investigations Department (CID) attached to the committee to arrest the two for criminal investigations.
He asked police to present weekly reports to the committee on the matter. The MPs also handed over two security officers from the central bank; Beatrice Kyambadde and Charles Muhoro to the CID officers for alleged negligence when they failed to check the bags of Bagyenda's aides out and back into the bank.
The BOU deputy governor Louis Kasekende assured legislators that the central bank is taking the matter seriously and is to carry out parallel investigations to get to the bottom of the matter.
"The breach of security is a very serious matter. There are a number of issues that have been revealed here. We have committees of the bank that will investigate in parallel to any investigations that have been directed by this [Cosase] committee. Two, I want to report that we have a lot of interest when things like these happen." Kasekende said.
Rule 20.6.15 of the Bank of Uganda security policy states that all persons shall go through security screening without exception. While rule 20.6.16 states that all items brought into the bank shall go through security screening without exception.
In their testimony to the Cosase sub-committee Adikot and Turyahabwe said they didn't know what they carried out of the central bank on behalf of Bagyenda.
"Adikot first carried a blue open kaveera [plastic bag], she said that she was more concerned with the security of the items and did not want to see what was inside. Also Turyahabwe said that he did not know what he carried," Brig Takirwa reported.
Takirwa pinned Adikot saying that she feigned knowledge of what was she moved out of the Bank yet she is seen on the CCTV carrying an open box with visible box files.
He further said that the other two security officers at the central bank, Beatrice Kyambadde and Charles Muhoro admitted to have allowed Bagyenda's aides move out of the bank premises with the bags without being checked but can't tell what was taken out or returned later.

The killer boat that capsized last Saturday, has finally been retrieved and anchored to the shores of Mutima beach in Mpaata sub-county in Mukono district.
The nameless boat, capsized just a few metres away from Mutima beach with an estimated 120 people on board. 33 bodies have so far been retrieved from the lake and 27 people rescued alive. Since Monday, the joint forces of local fishermen, police and army marines have been trying to retrieve the wreckage without success until today when Uganda Railways Corporation provided them some of their equipment including stronger cable wires.
The marines are now also trying to retrieve any remaining bodies that are said to have been trapped under the lake. The bodies are however said to be in a very terrible state and the marines said they will not retrieve them when the journalists and the locals are present at the scene.
However they said some of the bodies are disfigured and out of shape having spent six days under water. Meanwhile Mutima beach management has been reaping big from the situation, with their sales boosted by the large number of flocking the area to witness the operation. The management has been charging people Shs 2,000 as entrance fees.
Dozens of people have been flocking Mutima beach to witness the operation to retrieve the wreckage and bodies from the lake over the past five days. The operation involved officers from the marine police, UPDF, ministry of Works and Transport engineers, fishermen, journalists and the local community.
Denis Kyeyune, the manager Mutima beach, says they have been making money during weekdays since the accident occurred, which isn't the case during other times. He says they are mostly making money from selling food, drinks and accommodation to some of the people who come to witness the operation.
"I did that [charging for entrance] because I need to make repairs for damaged property at the beach. Ever since the tragedy, yes, we have had good business but also a lot of our property has been damaged. We only used to make some money here at Mutima beach on weekends." said Kyeyune.
People were charged between Shs 2000 and 2500 to gain access to the beach. According to Kyeyune, they decided to charge people so to generate money to rehabilitate the place after the operation. However this has not gone well with everybody. Joseph Kironde, a resident of Buzindere village in Mpatta said he came to the beach to witness the rescue operation but was surprised when he was charged entrance fees.
"We're mourning for our dear ones and they are asking us to pay money. They are very insensitive." he said.
Paul Kajubi, one of those who went to Mutima beach to witness the operation, faults management for taking advantage of the tragedy to charge them.
"From yesterday they are charging Shs 2500 as entrance. I really don't get the essence of charging people money."
Interestingly, according to NBS TV, the management of Mutima beach has now threatened to drag government to court for destruction of property and slowing down of their business during their operations.

The controversy surrounding the recent dismissal of a St Mary's College Kisubi (Smack) student over alleged gay activities has reignited concern about the prevalence in schools of what most in Uganda perceive as a vice, writes ZURAH NAKABUGO.
Over the past few years, there have been several gay-related incidents in schools with some involving learners in primary schools, something that has stirred fierce debate among human rights activists, religious leaders and the general public.
Whereas the Smack incident remains inconclusive since the expelled student's lawyers have taken on the school, The Observer has learnt gay activities are on the rise in schools, even though those involved prefer to handle them privately.
Homosexuality in Uganda is illegal despite the 2016 Constitutional Court ruling that the Uganda Anti-Homosexuality Act 2014 was invalid on procedural grounds. The Penal Code Act categorizes homosexuality as a crime against morality.
According to Pastor Martin Ssempa, a renowned anti-gay campaigner, homosexuality is prevalent in schools but only a handful of "incidents" are reported.
"I get many complaints from students and parents but the problem is that they don't want to come out openly," he says.
"You may not believe it but the levels of homosexuality and lesbianism are many in schools and our children have been exposed to this at a young age. We are going to have a morally-corrupt society if something is not done to expose the perpetrators."
However, Isaac Semakadde, a human rights lawyer and activist, disagrees.
"First of all, we live in an age where everyone is free to have a sexual orientation as long as he/she does not infringe on the rights of others," he says.
"Being gay is not a crime and society needs to understand and accept to live with people of a different orientation. I don't understand why it remains deeply rooted in our cultures that homosexuality is evil. The Smack issue is just a symptom. All stakeholders need to have a candid conversation on sexual orientation," he says. "We live in a changing world and the earlier we accept it as a reality, the less controversial it will be."
Recent controversies
In 2013, Iganga SS expelled more than 20 students for alleged "lesbian activities"; four of them were in senior one. There was concern in the school management that many more would be 'recruited' in the "vice", so action was taken to avoid "disrupting" the school's academic programme.
In 2016, Greenhill academy was forced to make a public apology after books containing gay literature were found to be accessible to pupils as young as seven years. It was alleged that the books promoted homosexuality, masturbation and pornography, among other "vices".
Joy Veronica Maraka, the school rector, noted that Greenhill embarked on a thorough re-cataloging and assessment of content in the library so that no such incident occurs again. Later that year, Mbarara High School dismissed three students who were caught viewing pictures on gay dating sites on their smartphones.
Govt, Police reaction
Father Simon Lokodo, the minister of state for Ethics and Integrity, has often castigated homosexuality as an imposed form of immorality from the Western world.
He attacked the recent march by Women's Protest Working Group, which was protesting the escalating murders of women, for seizing the opportunity to promote gay rights and in September called for the cancellation of the Nyege Nyege festival over the same grounds.
Reached out for a comment, he said government has put up a spy network to monitor and report schools where gay activities are practiced.
"Many schools are targets of this LGBT movement. So, we have warned all schools and told the Ministry of Education to ensure that they do inspect all materials that enter schools because some NGOs bring gay materials to donate to schools through things like computers," he says. "Once we find such schools, we are going to close them."
In spite of what seems to be a major crackdown, no person has ever been convicted by court for homosexuality or lesbianism.
To this, Patrick Onyango, the police deputy spokesperson, says their efforts have been frustrated by weak handling of cases at the grassroots level. "We haven't had any school complaints apart from the one of Smack," he says.
"Even then, it was settled administratively." He added that police efforts are hampered by weak laws. "When we arrest the culprits, they quickly seek bond and the victims run away. For instance, I remember a case in 2017 when we arrested a one Alyce Nantongo, who had made it a habit to coerce and lure girls into lesbianism in Buziga…but when she got police bond, she disappeared up to this day," he says.
Homosexuality remains a very sensitive topic, often spoken about in hush tones. Whether Ugandans will ever formally accept appears to be a matter of time but for now, it remains high on the list of taboos.

The Marine Police and the Air Wing unit rescued 16 people yesterday from three different sinking islands on L.Victoria in Kayunga and Nakasongola districts.
A police helicopter was dispatched to locate the 16 people who were also trapped on the three tiny islands that were sinking because of the rising water levels and strong winds.
"We also learned of the families that were trapped at three tiny islands between the districts of Kayunga and Nakasongola. Our helicopter was flown to these three islands rescuing all the 16 people trapped on these islands with a possibility of sinking as the water levels kept rising and the winds blowing severely." police spokesperson Emilian Kayima said in a statement.
Kayima said police also rescued five other people whose boat had capsized on Wednesday evening after being swept away by strong winds on river Ssezibwa.
"We want to send a message warning those that reside or work in water logged areas to take extra care as the rains fall. All must report possible incidents of drowning in case it happens to the area commander for quick intervention," Kayima said.
Police has been able to rescue five people alive who had been washed away by heavy rains as well as recover five bodies in Jinja, Bweyogerere and Kawanda over the last one week.

Fire has gutted a timber store belonging to businessman Sudhir Ruparelia's Meera Investment.
The store is located along Yusuf Lule road at the former head office of the Chieftaincy of Military Intelligence opposite Mulago national referral hospital. The fire that started at around 04.30hrs spread from the pile of timber inside the workshop to the building neighbouring the workshop.
The director Fire and Rescue Services, Joseph Mugisa, police said was informed of the fire and was able to stop the fire from burning the building next to the timber store.
According to Mugisa, the fire is believed to have been caused by an electric short circuit from cables that were near the timber pile. In 2011, Sudhir took over the property after he helped relocate CMI to their newly constructed home at a cost of Shs 20.6 billion.

Minister of Finance Matia Kasaija has come under increasing pressure to name the public officials whom he says are hiding billions of shillings stolen from public coffers in their homes.
A week ago Kasaija told an accountants' meeting in Kampala that he knew of people who had "stolen [in government] and even in their own private companies. Somebody was telling me people keep billions of shillings in their houses; what if thieves break in the house or if it catches fire?"
A senior State House official last evening accused the minister of abetting the theft of taxpayers' money when he withholds such key information about individuals who are looting from Ugandans.
James Tweheyo, head of a new Anti-corruption unit appointed by President Museveni in July to work under State House, told The Observer that he was "not ashamed to say the minister is condoning corruption if he cannot name" the officials he says are stealing money.
"It is not enough to say I know and then keep the information to himself…," Tweheyo said. "It is not fair. He should better come out and tell us if he knows so that they [corrupt officials] can be prosecuted."
Tweheyo also said: "First of all, let him withhold the signatures or block the chain [for the money going to corrupt ministries or officials]. We shall reach him to see if he can be supportive."
Hours before State House had weighed in on the matter, anti-graft activists were already baying for Kasaija's blood, saying he should resign if he cannot name public officials. Anti-corruption warrior and head of the Anti-Corruption Coalition of Uganda, Cissy Kagaba told The Observer on Tuesday that it was shameful to see a senior minister lamenting almost helplessly about a vice which is eating up the country.
"It is an embarrassment and the best thing to do is to resign. What this means is that the corrupt are high up there. I mean if he can't name them, then it means they are not ordinary people like you and me. They are high up there."
This is not the first time Kasaija has said he knows the corrupt officials or ministries. In May, while appearing before the Justice Catherine Bamugemerire-led commission of inquiry into land matters, Kasaija said a lot of government money is finding its way into the wrong hands illegally.
"There are some ministries where if I am signing off their money, I sign when my hands are shaking because I don't know whether the money will reach where it is supposed to be," Kasaija said, sending commissioners into a bout of laughter.
When he was asked to name the thieving ministries, Kasaija declined to name any publicly but promised to expose them in camera. The minister further said that despite his efforts to plug the holes, money continues to leak out.
To-date, Kasaija is not known to have revealed the identities of colleagues in government he believes are robbing from the nation. Earlier in February, Kasaija had said during a high-level meeting in Entebbe that he was "amazed by people wanting to get rich overnight, others wanting to take things by force."
He said systems allow stealing money because there is a weakness somewhere. To Kagaba, this admission shows that the corrupt were probably more highly placed than Kasaija within government, probably the reason the minister was finding it hard to name them.
It also showed, she said, that this whole "talk of fighting corruption is a delusion, hoodwinking Ugandans."
Tweheyo's State House unit was formed after President Museveni expressed frustration at the way the Inspectorate of Government was handling corruption cases. Museveni said during the state-of-the-nation address in June that he thought the IGG was not doing enough to end corruption.
The president has repeatedly made declarations of zero tolerance to corruption a part of his election manifestos. However, despite such public rhetoric, graft continues to fester in a government he has led for three decades.
The IGG, Irene Mulyagonja, responded immediately telling Daily Monitor in June that the corrupt and powerful 'big fish' were hiding behind Museveni to frustrate her investigations.
"I still have a lot to do in fighting corruption. There are people who present the front that we are not competent enough to investigate them. Maybe they think my officers are too junior to investigate them…," Mulyagonja said.
An official in the IGG's office told The Observer yesterday that in the instance of Kasaija's remarks, they always encourage these officials to bring the information forward. This official could not, however, say whether Kasaija had shared with the inspectorate what he knows.
Repeated calls to Kasaija went unanswered as this newspaper sought to know whether he has handed his information to investigating agencies. The corrupt are known, at least going by public outbursts of senior officials in government.
Richard Todwong, the vice chair of the ruling NRM party, said this year that people in his party were stealing so much "Ugandans were disgusted".
Former regime insider and one-time minister for the presidency, Dr Martin Aliker, writes in his recent book, The Bell is Ringing, that while negotiating the sale of Sheraton Kampala hotel with an Ethiopian investor during the 1990s privatisation hysteria, a senior government official in Kampala placed a gun on the negotiating table, and asked the investor to pay them a bribe of $3 million. Museveni was told of the incident and the officials. He was annoyed, Aliker writes, but he did not act because they were his friends.
In September, Museveni gave out a toll-free number and that of Major Edith Nakalema, a State House aide, through which he said the public can report directly those involved in corruption. But one of the numbers which had been in use at Uganda Investment Authority had spent a year without receiving any complaint.
Corruption is a serious problem for Uganda, with the country scoring 26 on the Transparency International 2018 index. Zero is the most corrupt while 100 is the cleanest. This places Uganda among the most corrupt countries in world. The country ranks 151st out of 180 countries ranked by the organisation.
Transparency International said the key ingredient that the top-performing African countries have in common is the political leadership that is consistently committed to anti-corruption -- they go an extra mile to ensure implementation of anti-graft measures.
Kasaija himself admitted before Bamugemerire commission: "This problem [corruption] is a problem that touches all of us. These people who want to be rich quickly by looting the state in broad daylight must be dealt with quickly. If we don't, it will become ugly."
At a high level, corruption is a patronage tool, according to analysts, and the most powerful corrupt individuals might walk scot-free because of support they offer a standing government.
Widespread corruption is one of the major causes of poor delivery of public services across sectors, with education, health services, local government, infrastructure projects and public procurement particularly hit.

The trial of Makerere University lecturer, Prof Christopher Bakuneta has hit a snag following the failure by the state to trace for the key and only witness.
It is alleged that on March 27, 2016, at Makerere University, Bakuneta a lecturer at the college of Natural Science allegedly had forceful sexual intercourse with his student, Vanesha Ntegesa who was renting and living inside his garage without her consent.
The case was scheduled for hearing on Tuesday before Justice Jane Francis Abodo but prosecution led by Catherine Akello asked for an adjournment on grounds that the complainant who is also the main witness had yet to be traced.
Akello said, the victim's phone number was not reachable and she was no longer at Makerere University, which was her address three years ago. Justice Abodo accepted to adjourn the matter to December 4, 2018 as per the initial set of guidelines for the current criminal court session on Sexual Gender-based Violence (SBGV) cases.
The guidelines which were agreed upon at the time when the session started, gave the state only one adjournment after which the case will be dismissed.
"We are still looking for the witness. We don't know where she went to. Let's hope we find her by the time we return," Akello said after the adjournment.
Prof Bakuneta was arrested on March 28, 2016 and remanded to Luzira until October when he was released on bail. Justice Yasin Nyanzi while granting him a cash bail of Shs 1 million based his ruling on a letter which was tendered in court by his lawyers.
The letter had been written allegedly by the victim in April 2016, asking the Director of Public Prosecutions (DPP) to drop the charges of rape against the professor on grounds that what happened between the two of them did not amount to rape and she had already forgiven him as asked by the lecturer's wife and children.
When asked about the letter, the prosecution team looked surprised, saying they had never been briefed about the letter.

The police fire brigade arrived at St Bernard's SS Manya in Kifamba sub-county, Rakai district at least two hours later after a fire outbreak that has so far claimed lives of 10 students.
The Sunday night fire gutted the senior three boys' dormitory, leaving 10 dead and more than 30 other students with severe burn injuries. URN has learnt that the fire brigade truck which was parked at the Great Masaka policing regional office set off at around 12:15 am - an hour after the fire broke out at the school. The fire truck took one more hour to move the 69km distance from Masaka police station to Mannya, in Rakai district.
According to a report to the Criminal Investigations Directorate (CID) and the Fire and Rescue Services Directorate, the first call to the police was made to the officer-in-charge Rakai police station, Aggrey Okumu by a Rakai-based journalist at around 11:07pm.
But the regional police commander, Latif Zaake said he received information about the fire a few minutes after midnight. URN has further learnt that while the police emergency communication procedures involve making a call to the operation communication office before personal calls are made, no call was made to the office located in Kampala.
The operation communication office is in charge of coordinating information between police commanders and all other available resources. By the time the fire brigade truck arrived at the scene, senior six students had managed to break the locks on the dormitory door and a rescue mission was underway that involved teachers, students and members of the community neighbouring the school.
Police spokesperson Emilian Kayima confirmed the late arrival of the fire truck.
"Our fire trucks at the region in Masaka are 100km from the area [of the fire], so the firetrucks didn't come on time because of the distance. But the area police quickly came, and the local community responded swiftly and did a pretty good job together with the teachers. Our specialised team of officers including the forensic and homicide experts as well as our intelligence services are on ground to fully investigate and bring to book those who committed this crime of arson and murder," said Kayima.
The delay was compounded by the fact that while people gathered to help; more than 60 students had been locked inside the dormitory and could hardly come out. There was no fire extinguisher for them to put off the fire, and there was no other exit. Kayima reiterates that the burglar proofing of windows is a big threat to the safety of students.
"When you put burglar proofs, they are really for safety issues not security - safety, to stop a burglar from accessing. How about when a problem comes and you have to run away? So when you increase safety, you compromise on security." added Kayima.
Preliminary police findings indicate that less than a week ago, there was a foiled fire attack on another boys' dormitory by one of the 11 expelled senior four students. It is on the basis of this foiled attempt to burn the dormitory which was allegedly covered up by the school, that teachers and students have since pointed at the expelled students as the prime suspects to the arson.
So far, three of the expelled students have been arrested as police searches for the remaining eight. Two teachers and the security guard have been also picked for questioning.

Nine students of St Bernard's Mannya secondary school in Rakai district lost their lives when a fire gutted their dormitory in the early hours of today morning.
The dead students are reportedly all from the senior three class. Their charred bodies have been taken to Kampala for DNA testing to identify them. Four other students were critically injured and more than 20 others are in hospital nursing serious injuries. The dead have been identified as Remegious Tamale, Antonio Ssekidde, Godfrey Lutaaya, Timothy Bukenya, Emmanuel Kasozi, Charles Ssuuna, Morris Basita and Sharif Dogiye.
Preliminary findings indicate that the fire started shortly after midnight at the senior three boys' dormitory that accommodated more than 30 students. A number of students from the dormitory were rescued by police and residents in the area before being rushed to Kitovu referral hospital. Police confirmed the death of the nine students.
But one of the community members who rushed to the scene following the fire outbreak claimed that they had by 03:15am recovered 12 bodies. Earlier information indicates that unknown persons could have locked the boys' dormitory before setting it on fire.
Rescue teams struggled to unlock the padlocks outside the dormitory doors, in an effort to save the children. A number had lost their lives by the time the rescue teams broke into rooms.
According to a statement by police spokesperson Emilian Kayima, there is a suspicion that ten students recently expelled from the school could have had a hand in starting the fire.
"We suspect that 10 senior four students who were recently expelled due to indiscipline could have been behind the fire. We have already arrested one so that we can interrogate him," the statement reads.
