New twist in Uganda Airlines ownership, ministers 'allotted shares in error'

The ownership of Uganda Airlines has taken yet another twist today after government withdrew from parliament the documents presented yesterday because they had errors regarding the allotment of shares. 

Following Tuesday's revelation that government only owned 0.0001% (2 shares) of the 2 million shareholding in the revived airline, minister of Works and Transport, Monicah Ntege Azuba laid on table documents she claimed proved that government owned 100% shareholding of the airline.

Appearing before the Budget Committee today chaired by Amos Lugoloobi, were officials from ministry of Finance, ministry of Works and Transport, Uganda National Airlines Company Limited and Uganda Registration Service Bureau (URSB).

URSB registrar general Bemanya Twebaze whose certified documents Azuba presented to parliament yesterday, admitted that there was a "clerical error" in the return of allotment of shares to ministers Matia Kasaija (Finance) and Azuba (Works) as individuals and not to the ministries. However, he said, this should be looked at in the context of all the documents presented.

Probed further, Bemanya told the committee that the new allotment of 100% shares to the two ministries is null and void and MPs should "ignore the document because it bears no legal consequence" since the allotment of shares can only be done once in a company's history. Bemanya added that the names of shareholders (Azuba and Kasaija) should have been followed by their positions as members of cabinet in government.

"Even at your private companies if you come to register a company, you will always at the beginning allot one share then, subsequently you can allot all the shares. You can allot part of the shares, you can transfer even to people who were not. The owners of shares are two - the ministry of Works and Transport and the ministry of Finance, Planning and Economic Development and it has never been individuals." said Bemanya.

"Allotting all the shares, 2 million shares and one million shares go to, according to the allotment of shares form that is form no.10, they go to the owner who is minister of Finance but you're right, chair [Lugoloobi] it is the company secretary recording this [document] put Matia Kasaija ministry of Finance…this is a clerical error, it doesn't of go to the substance of the ownership because you're reading the entire document from the owners…good enough the original document is very clear." he said. 

"My opinion Hon chair is that it is subject to being corrected. Hon chair I'm saying this in context of the powers of the registrar. The law gives the registrar general powers to correct errors on the record. Actually it envisages that there will be errors and it gives you powers to correct the errors on the record." he added.

Kasaija and Azuba both apologised for the "errors" in the documents, with the Finance minister asking to be given time to go and do a "neat job" because they are working for the nation. He also blamed people in government who are too quick to speak even when they are not armed with facts. 

"We can't do things like this really, we're doing a national thing. Through you mr chairman, would it offend the law if we said; lets go and correct this to read like this. Lets go change this so that we do things that are neat, nobody will challenge them tomorrow. We're very intelligent people, we're old people, mature people" said Kasaija. 

"I want to apologise on behalf of my ministry for anything that did not come out sparkly. My people should ensure that we do things smartly. If you are not sure, don't speak," he added. 

Azuba also blamed her technical people in the ministry who presented her with the embarrassing documents that contained errors.

"First and foremost I would like to apologise for the errors that have been made on behalf of the technical people in my ministry. I do apologise." Azuba said. 

A new set of "corrected" documents were later tabled, but were also found to be defective with URSB saying they can't do much because the company, Uganda National Airlines Ltd is not ready.

Plane manufacturer, Bombardier Commercial Aircraft extended the final payment schedule to March 29 after government failed to honour its first payment commitment in December last year. The first jet was supposed to have been delivered in January this year and another in February, but with the MPs still questioning the ownership of the airline, it remains to be seen if parliament will approve the Shs 280 billion supplementary budget for the purchase of the two planes.

UPDF soldier wanted for shooting sex worker

Police is hunting for a Uganda People's Defense Forces soldier for shooting and injuring a commercial sex worker in Kisoro district.  

Andrew Niwagaba, who is attached to the 35th Battalion Nyakabande in Nyakabande sub-county in Kisoro district, is wanted for shooting and injuring Annet Uwimana, a commercial sex worker at one of the pubs in Russia village in the Central Division of Kisoro municipality.  

Russia is a popular hub for commercial sex workers in Kisoro municipality. Charles Okotto, the Kisoro district police commander, says the soldier shot Uwinana around 03:00am in the wee hours of Monday morning. According to Okotto, it all started when Niwagaba found Uwimana dancing with another unidentified reveller. 

He says the suspect who was armed with an AK-47 rifle, opened fire shooting Uwimana on the right shoulder before fleeing into hiding. Ely Maate, the Kigezi region police spokesperson, says Uwimana was rushed to Kisoro hospital where she got admitted. 

Maate, who condemned the incident, says they have launched a manhunt for the suspects in liaison with the military. Police have opened inquiries at Kisoro police station vide SD number 03/24/03/2019.

Death toll from Southern Africa cyclone, floods exceeds 700

Mozambique reported scores of more deaths on Saturday from a cyclone and floods around southern Africa that have killed at least 732 people and left thousands in desperate need of help, many on rooftops and trees.

Cyclone Idai lashed the Mozambican port city of Beira with winds of up to 170 km per hour last week, then moved inland to Zimbabwe and Malawi, swamping populations and devastating homes.

Mozambique's death toll rose to 417 from 242, Land and Environment Minister Celso Correia said.

"The situation is getting better, still critical, but it's getting better," he told reporters at the airport in Beira that has become a centre for aid operations.

The storm has killed 259 in Zimbabwe, while in Malawi 56 people died in heavy rains ahead of the cyclone. An estimated 187 people are missing. In all three countries, survivors have been digging through rubble to search for victims, and scrambling for shelter, food and water, while governments and aid agencies rush in help.

"All our food got wet, we didn't know where to go with the children. We don't have anything," said Mimi Manuel, a 26-year-old mother of four who lost her home and was sitting on the floor of a makeshift shelter in a primary school in Beira.

At the refuge, families cooked with wood from trees ripped up by the storm, as toddlers played around battered school desks. Manuel wore a necklace with the word "Hope."

DESTROYED HOUSES

"When it all started, people started screaming," another survivor Dina Fiegado, 18, said, describing how sheet rooftops blew off and rough walls collapsed in the sea-edge community of Praia Nova, where residents said about 50 people died.

"Some people tried to escape, some people tried to stay at home."

The Mozambican minister said some 1,500 people were in need of immediate rescue from rooftops and trees. Helicopters and boats have been carrying people to safety.

The United Nations' humanitarian office warned that more flooding may come as heavy rains inland poured into the low-lying Beira area and nearby dams filled up threatening to burst the Buzi and Pungwe rivers again.

"We're going to have to wait until the flood waters recede until we know the full expanse of the toll on the people of Mozambique," said U.N. Office for the Coordination of Humanitarian Affairs (OCHA) coordinator Sebastian Rhodes Stampa.

Some cholera cases have been reported. Left with nothing, many survivors were fretting for their future, while others mourned losses.

At Beira's central morgue, 56-year old Mika Masseera, grieved for his severely weakened mother, Sumbo Mufucho, 73, who died in hospital following a rescue after she had clung to a tree for two days surrounded by floodwaters.

Uganda Airlines pilots to earn Shs 42m per month

The pilots of the much-awaited revived Uganda Airlines will each earn at least Shs 42 million every month while their co-pilots will receive a monthly payment of Shs 38 million. The money will be in addition to allowances the pilots and co-pilots will be entitled to for every hour in flight.  

The revelation was made by Works and Transport minister Monica Ntege Azuba during an interaction with parliament's Budget Committee, which is reviewing a supplementary expenditure request of Shs 770.2 billion.   

Part of the supplementary budget request is to secure the delivery of two Bombardier planes from Canada. The planes are expected to arrive at Entebbe airport next month on April 8 to rekindle the long-awaited revival of the national flag carrier; Uganda Airlines.

Azuba implored government to avail the funds for the delivery of the first two jets as soon as possible, saying Uganda has already come short on its payment schedule. She said Uganda failed to meet the deadline for the first phase in which the two jets were meant to be delivered by February 2019.

The minister added that any further delays means that Uganda will have to incur costs of insurance and parking fees as the planes lie idle with the manufacturer. Azuba warned that the required 280 billion has to be made within the next 6 days by March 29.

Aggrey Bagiire, the state minister for Transport confirmed to the Budget Committee that Uganda Airlines has already finalised the recruitment of 12 pilots and 12 co-pilots, all Ugandans, who have been working with reputable airlines around the world.    

"The interviews have been done, we have got their bios, I don't know, the technical people will tell us whether it is right to put in the papers, the number of hours somebody has flown but they are there. And I want to assure you Mr chairperson, we're bringing the captains from reputable international airlines who are just coming home to do a patriotic job. And these ones we have been sourcing them. Then the pilots, also they are young men, who have also been around from other airlines and they are being retrained." said Bagiire. 

Bagiire's comments followed demands by legislators led by Usuk County MP Peter Ogwang who demanded the publication of Curriculum Vitae (CVs) of the pilots that have been recruited saying that the country should spend money on well experienced and tested pilots.   

Ogwang said the airline has already received enough bad publicity in regards to the type of the procured aircraft and taxpayers should not be spending anymore money on paying and training pilots without the necessary qualifications. 

Minister Azuba said that they have been transparent with the revival of Uganda Airlines and that there is no reason as to why they will hide the CVs of the recruited staff. She added that no one has approached them fronting any single person for a job in the airlines. She, however, asked for more time to compile the CVs and present them to the committee.

Bagiire told the Budget Committee that they will, in the interim, contract two handling service providers at Entebbe airport to carry out ground handling until such a time when Uganda Airlines attains capacity and resources to carry out the work. The two service providers are DAS handling and National Aviation Services (NAS) handling.

MTN advertises positions of deported staff

MTN Uganda has advertised positions of three deported senior staff.

The positions advertised in the media on Friday are; general manager mobile financial services, general manager sales and distribution, and chief marketing officer.

Italian national, Elsa Mussolini was the general manager mobile financial services, French national Olivier Prentout was chief marketing officer and Annie Bilenge-Tabura, a Rwandan was general manager sales and distribution. They were deported in February on allegations of engaging in or deploying acts that compromised national security. No further explanation was given by government on how they compromised national security.

However, the company has not advertised the position of chief executive officer (CEO) Wim Vanhelleputte (Belgian) who was also deported weeks later. MTN appointed chief technology officer Gordian Kyomukama as acting CEO. 

There were reports last week that President Museveni allowed Vanhelleputte who is married to a Ugandan wife and is reportedly a naturalised Ugandan to return following a meeting with MTN Group CEO Rob Shuter, MTN Uganda board chairman Charles Mbire and Kyomukama.

It was reported that MTN had also agreed to pay the $100m licence fee that Museveni demanded as opposed to the $58m that the Uganda Communications Commission had earlier set. Earlier this year, Museveni urged MTN to list on the local stock exchange so that Ugandans can buy a stake in the multi-international company. 

"It is important that you float shares on the local stock exchange to allow for local ownership," Museveni said back in January at the World Economic Forum in Davos.

MTN's 20-year licence expired on October 20, 2018, but renewal which was initially meant to be a formality has since dragged on. Museveni, again met the MTN officials last week on the sidelines on the Africa Now Conference held at Munyonyo, Kampala. Asked about the return of Vanhelleputte, Val Oketcho, the MTN Uganda corporate communications manager refused to divulge details.

"You know, we have an acting CEO. As regards of former CEO coming back, we have no details to that."

Chinese firm sued over Sukulu phosphate mining licence

The hearing of a case brought against Guangzhou Dongsong Energy Uganda Limited, a Chinese company that is undertaking the Sukulu phosphate mining project in Tororo district failed to start last week after one of the main respondents failed to show up claiming he was sick.

Guangzhou was sued together with Uganda Hui Mining Limited, Lv Weidong, Mao Jie, Yang Junjia and Guangzhou Dongsong Energy Group by Fang Min, the proprietor of Fang Fang hotel in Kampala over fraudulent acquisition of a mining licence for the Sukulu phosphate mine.

In a suit filed on June 9, 2018, Min claims that together with Lv Weldong, they agreed to go in a joint venture that subsequently acquired an exploration license over the Sukulu mine in Tororo.

Weidong knew about the existence of such deposits after reading geological reports of the area over the internet. Being that Min had more knowledge about Uganda, Weidong wanted to partner with her to register a mining company that would later acquire the exploration licence of the Sukulu that was then held by the Madhvani Group of companies.

Eventually when Madhvani's license expired, Min and Weidong's joint venture company they named Uganda Hui Mining Limited took over the licence. However before its takeover, Min had paid $5 million (about Shs 18 billion) to register the company and also as part of the nominal capital with the understanding that, she would be reimbursed by her fellow shareholder Weidong who owned 80 per cent of the shares.

"At the incorporation, Weidong informed me that due to the law and regulations in China, he was unable to send money to Uganda and as such we agreed that I would in Uganda, pay for the nominal share capital, all the incorporation expenses including all licensing requirements of the department of Geological Surveys and Mines to obtain a license for the project," Min's affidavit reads in part.

It adds that however she was never reimbursed. But to her surprise, Weidong together with Mao Jie and Yang Junjia who were not even shareholders, agreed to transfer the ownership of the license to Guangzhou Dongsong without her knowledge. This, she says amounted to fraud.

Her efforts to regain her 20 per cent shares or her $5 million she had invested in the company all amounted to nothing; leaving her with no option but to sue.

She wants the Commercial court presided over by Justice David Wangutusi to force the company to refund her $5 million together with $4.7 million as appreciation for the money since 2012. This is not the first time Guangzhou Dongsong Energy Group is embroiled in a controversy in Uganda. Recently, the company fought with an American consortium for the construction of the $4 billion oil pipeline.

The company claimed that it had got the highest rating by the appraising committee for the construction of the pipeline but it was taken aback when it was not selected.   

The Sukulu project also took more than two years before kicking off with claims that the company never had money to invest. Recently there were also claims that it was trying to evade taxes by bringing in equipment meant for its steel production yet taxes were only waived on equipment that would be used in fertiliser production.

Italy: Driver abducts schoolchildren, sets bus ablaze

Officer broke glass windows in the back of the bus and got all the passengers to safety without serious injury before the flames destroyed the vehicle, authorities said. As he was apprehended, the driver said he was protesting migrant deaths in the Mediterranean, Commander Luca De Marchis told Sky TG24.

De Marchis told Sky TG24 that the driver, an Italian citizen of Senegalese origin in his 40s, threatened the passengers, telling them that "no one would survive today" as he commandeered the bus carrying two middle-school classes to a nearby gym in Cremona province, some 40 kilometers (25 miles) from Milan.

ANSA quoted one of the students as saying the driver took all their phones and ordered the chaperones to bind the students' hands with cable ties, threatening to spill gas and set the bus ablaze. ANSA said the chaperones only loosely bound several students' hands, not everyone's.

One of the middle school students described his terror in an interview with La Repubblica TV, his face obscured due to his age. His name was not given.

"We were all very afraid because the driver had emptied the gas canister onto the floor (of the bus.) He tied us up and took all the telephones so we could not call the police," the student said.

"One of the telephones, belonging to a classmate, fell to the ground, so I pulled off the handcuffs, hurting myself a bit, and went and picked it up. We called the Carabinieri and the police."

Authorities said that an adult called an emergency operator, while one of the students called a parent, and they alerted authorities, who set up roadblocks. The bus was intercepted on the outskirts of Milan by three Carabinieri vehicles, which were able to force it into the guardrail, De Marchis said.

"While two officers kept the driver busy — he took a lighter and threatened to set fire to the vehicle with a gasoline canister on board — the others forced open the back door, breaking two windows," De Marchis said. While the evacuation was still underway, the driver started the blaze.

De Marchis credited the officers' "swiftness and courage," for getting out all the children and their teachers "with no tragic consequences."

Some of the passengers were treated at a hospital, mostly for cuts and scratches related to the evacuation, he said. The driver was apprehended and was being treated for burns. ANSA identified him as Ousseynou Sy, and said he was being investigated on suspicion of kidnapping, intention to commit a massacre, arson and resisting law enforcement. The prosecutor's office later said they would add terrorism as an aggravating circumstance, since the event caused panic.

De Marchis said he had previous convictions, but did not specify their nature. ANSA reported that Sy, who became an Italian citizen in 2004, had been convicted in 2007 and 2011 of drunken driving and sexual molestation of a minor. Sky TG24 said that the driver had worked for the bus company for 15 years without any employment-related issues.

"Investigators must clarify how the transport company permitted such a delinquent ... to drive a bus, especially one carrying children," said Riccardo De Corato, a Milan provincial official for security.

Video showed firefighters dousing the bus that had been completely gutted by flames, leaving only the charred metal frame.

43 officers sue police over salary deductions

At least 43 police officers at the rank of Cadet Assistant Superintendent of Police (C/ASP) have dragged the police management to court for deducting their salaries over the last four months.

The officers who were recruited under the category of science professionals in March 2016, fall under the scale U4 (science) - meaning they are supposed to earn Shs 1,131,000 after their basic police training. The salaries for all scientists under salary scale U4 (science) was increased to Shs 2,200,000 in the 2018/2019 financial year budget.  

However, the petitioners argue that despite the fact that the salary increment was effected between June and October 2018, their salaries have mysteriously reduced by varying figures since November 2018 to date.    

The salary of cadet officers varies between Shs 1.1 million and Shs 2 million. Now, through their lawyers of Lukwago and Co. Advocates, the cadets want court to force the police management to pay all their money as well as abide by their employment contracts. In their civil suit filed before Kampala High court last week, the police officers say they demand a total of Shs 216,915,733.

They want court to declare that police management breached its contract with them when it failed to pay them as per the U4 (science) salary scale, which was reflected in their appointment letters signed by the president. Police has in the last four months been deducting salaries of various police officers. 

Police spokesperson, Fred Enanga recently said that the police finance and salary department was in the process of reorganising the payroll after it was discovered that most officers were earning more than they ought too. He said some officers who were not scientists had been earning salaries of scientists while some scientist were earning salaries for nonscientists. 

It is still unclear whether the complaints by the cadet officers have any connection to the ongoing process. Attempts to get a comment from Enanga about the petition were futile as he was not picking his known phone numbers.

Drama in court as police detective recites Nyanzi's ‘vulgar’ poem

The presentation of a loutish poem allegedly written to insult the person of the president calmed tensions and caused excitement as the trial of Makerere University researcher Dr Stella Nyanzi kicked off at Buganda Road court yesterday.  

The poem was allegedly posted on Stella Nyanzi's Facebook page on September 16, 2018, the day on which President Museveni celebrated his 74th birthday. It was crafted in vulgarity targeted at the president's late mother Esteri Kokundeka, and repeatedly wishing that Museveni should have died at the time of his birth so to save Uganda and its citizens from future suffering. 

Nyanzi is accused of offensive communication and cyber harassment. According to the prosecution, such statements disturbed the peace, quiet or right of privacy of President Museveni.  
Assistant Superintendent of Police (ASP) Bill Ndyamuhaki, the first witness in the stand, opted to read the poem when prosecutor Janat Kitimbo asked him to explain how offensive the poem was to the president. He stated that the use of words such as vaginas, smelly and creamy p***y, were too offensive to any sound person.  

The mood in the court presided over by Grade One magistrate Gladys Kamasanyu drastically changed from tense to loose as Ndyamuhaki read the poem word-per-word, amid laughter from court goers.    

Ndyamuhaki stated that he became Stella Nyanzi's follower on Facebook in 2017 when he was assigned by the director of criminal investigations to investigate Nyanzi's case. He said that when he opened the Facebook page, he was able to identify one account with an indecent write-up.

Ndyamuhaki further explained that he looked at the phone number used to activate the account and found out that it was an MTN number whose digits ended with 17. Ndyamuhaki, who was trained in cybercrime investigation by America's Federal Bureau of Investigation (FBI), told the court that the account on which the poem was posted, was activated using an email 'snyanzi@yahoo.com'.

He says he probed the email and found out that the number that created that email account was tallying with the one on Facebook account. Ndyamuhaki says that he later secured a court order to establish the name under which the said number was registered. He found out that it was in the name of Nyanzi Stella.

The prosecutor presented before the court the activation codes used to create Stella Nyanzi's Facebook account, the documents showing the number that activated the Facebook account and the passport Nyanzi reportedly used to apply for that particular phone number from MTN.

But Nyanzi's lawyer Isaac Semakadde protested that the exhibits were never disclosed to the defence team. The case has now been adjourned to April 9 to allow the prosecution to share the said documents. Meanwhile, another case still against Nyanzi in which she allegedly called President Museveni a 'pair of buttocks' was fixed for mention on April 24 by magistrate by the same court.

Cyclone Idai one of southern hemisphere's worst storms - UN

Idai tore across Mozambique, Malawi and Zimbabwe late last week, leaving behind a trail of devastation, including more than 350 people killed, hundreds missing, and hundreds of thousands homeless.

Mozambique's death toll exceeded 200 Tuesday, President Filipe Nyusi said, after saying earlier the final number of dead could top 1,000. Officials say the cyclone created an "inland ocean" across the country.

The International Federation of Red Cross and Red Crescent Societies called the damage to the coastal city of Beira "massive and horrifying."

They estimate 90 per cent of the city was destroyed. Rescue workers were dropping food, fresh water, and blankets to flood victims stranded on roofs, treetops, and any high piece of land. Airdrops are the only way to help most people in Beira, where roads are under water and communications gone.

Mozambique-based UNICEF spokesman Daniel Timme told VOA via Skype Tuesday officials are still getting details on the impact of the storm.

"At the moment, we still don't have the full picture of the situation, but we agree with the assessment of the government that the disaster is of a dimension which is much, much bigger than we thought in the beginning," he said.

"This is due to the fact that information was coming in very slowly, because the city of Beira had been cut off of all communication lines and still is, and has also been cut off physically because the roads to Beira are destroyed."

Timme says UNICEF is appealing to international donors for more than $20 million to support its response in the three affected countries.

"We are at the same time actually preparing to supply people with the most urgent things. What is very important in such situations is the supply of safe drinking water, so we will be supplying water purification pills."

South Africa sent a military force to Mozambique to help with the rescue and recovery. International relations spokesman, Ndivhuwo Mabaya, tells VOA South Africa will try to do more.

"We have also called on South African companies to donate for humanitarian assistance and following this morning's assessment, we'll make a further announcement for how we'll assist going forward," he said Tuesday.

In Zimbabwe, the death toll stood at 98 Tuesday. One local government official says bodies from Zambia have been flowing on the river into neighbouring Mozambique. Malawi's government put the death toll in that country at 56 with nearly 600 people suffering from storm-related injuries.

The European Union announced Tuesday it is sending an initial $4 million in aid to the three devastated countries. Britain has also pledged a separate aid package and the U.S. embassy in Zimbabwe said it is "mobilizing to provide support," without giving any details.

The Uganda National Meteorological Authority says the current dry spell being experienced in most parts of the country is due to Cyclone Idai. 

"The presence of the Tropical Cyclone, Idai led to the development of a low pressure system around the Mozambique Channel which resulted into the weakening of south easterly trade winds. These winds became diverted towards the channel, depriving moisture laden winds to reach our country which is why we have experienced the dry spells that have disrupted the onset of March to May seasonal rainfall." wrote Dr Festus Luboyera, executive director, Uganda National Meteorological Authority. 

Luboyera predicted normal rains to resume after March 22.

UNBS closes Halal water factory over poor hygiene 

Uganda National Bureau of Standards (UNBS) has closed down Halal & Twayibah Foods & Beverages factory in Old Kampala over failure to comply with set standards for production of beverages thus putting the health of consumers at a great risk.

Barbara Kamusiime, senior public relations officer, UNBS said the factory was found in production of pre-packaged drinking water of Halal brand in an unhygienic environment.

"The workers were found handling water with bare hands and with no safety gear which is a contravention of the Uganda Standard US 28 EAS 39:2002 - Code of practice for hygiene in the food & drinks manufacturing industry," she said.

She explained that the Standards body's surveillance team together with Kampala City Council Authority (KCCA) officials conducted an inspection of the factory.

"Some bottles of the packaged drinking water were found with the UNBS distinctive mark yet the company is not certified," she explained.

Kamusiime  added; "This is in contravention of section 20 (1) of the UNBS Act; Cap 327 and the UNBS Administrative Directives on Implementation of Water Standards Requirements – May 2013 which prohibits the sale of uncertified packaged drinking water."

"UNBS would therefore like to inform the public that the premises of Halal and Twayibah Foods & Beverages factory shall remain closed until investigations are completed," she said.

UNBS also took time to urge the public to remain vigilant and report any cases of substandard products on the market.

Doctors opposed to Lubowa hospital project

Ugandan doctors have expressed dismay at government's move to offer support to a private investor to construct a specialised hospital at the expense of neglecting local hospitals.

Dr Ekwaro Obuku the president of Uganda Medical Association (UMA) said the doctors are "disturbed" that government has signed a contract with a consortium comprising of Finasi and ROKO Construction Company to construct a new specialized hospital in Lubowa by guaranteeing a loan worth $380 million (about Shs 1.4 trillion).

According to Obuku, it's even more disturbing because government, at the moment, has halted renovations of Mulago national referral hospital due to lack of funds.

"We note with deep concern that this is being done when the Mulago hospital rehabilitation has been suspended due to lack of funds equivalent to Shs 24bn," Obuku said.

Dr Obuku explained that the immediate impact of stalling of rehabilitation works at Mulago hospital is that, the Uganda Heart Institute capacity to treat patients has been severely constrained and the public and the staff left frustrated. Mulago sought for temporary shelter at the Uganda Heart Institute to allow for completion of rehabilitation works.

Dr Gideon Rukundo Rugari a senior surgeon at Mulago hospital observed that the Lubowa project is astronomically expensive at $1 million (Shs 3.7bn) per bed compared with similar hospitals, which average at $300,000 (Shs 1bn) per bed.

"The current stalling in the rehabilitation of Mulago national referral hospital is a matter for concern. We urge the government to prioritise mobilising the necessary funding to finalise the rehabilitation of Mulago ahead of the Lubowa project." Rukundo said.

The doctors also rejected government's justification for construction of the specialised hospital that Uganda spent $73m (Shs 270bn) on treatment of its officials abroad in 2014, saying that the figure is most likely erroneous, but also a lot of parameters have since changed and the figures dropped to $2.8 million (Shs 7bn) in 2016.

Dr Obuku said that the Ugandan doctors have no doubt that if Mulago and other government facilities are supported and are used by all Ugandans, the need for patients to go abroad will be remarkably reduced and patients from neighbouring countries will come to Uganda for treatment.

"We recommend that government reduces the cost of the Lubowa project and allocates funds saved, to these institutions including the private sector (credit)," he said.

Dr Obuku also advised the government to stay on course with Mulago hospital master plan because the hospital is a regional centre of excellence. He said Mulago trains very many doctors from many different countries and has for that reason earned a reputation as one of the leading medical facilities in Africa.

UMA is set to petition the government against the construction of the hospital in Lubowa with the view that effort should be put on pending projects before the government undertakes new ones. Dr Olive Kobusingye said the trained specialists at Mulago have the capability and capacity to handle some of these procedures for conditions, which take Ugandans abroad.  

DOCTORS SALARIES

Obuku commended government for increasing the salary of doctors but said a lot more is needed to be done in terms of remuneration for specialists.

"We can't earn Shs 4.5 million when our counterparts in academia are earning Shs 9 million monthly. We need to be treated fairly and paid per qualifications." Obuku added.

According to Dr Obuku, Lira hospital, which is one of the main referral hospitals in Uganda, has suffered an of exodus of specialists into academia because it offers better opportunities in terms of pay. Rukundo said some specialists have already left the country in disgust and the future for this excellent institution is at stake.

"The same applies to the ambitious plans to start kidney transplant services for which staff have been trained but cannot start to put their training in practice due to the delays in completing the rehabilitation of Mulago national referral hospital," he said.

He also explained that this equally applies to other specialties such as laparoscopic surgery, hepato-billary surgery for which specialists have been trained and are eagerly waiting to apply their hard earned skills.

74-year-old Museveni accepts proposal to run for sixth term

President Yoweri Museveni has 'happily agreed' to contest for sixth term in the 2021 elections, saying he and his NRM party still have an uncompleted mission of taking Uganda to a higher level.

Addressing the NRM caucus retreat National Leadership Institute (NALI) in Kyankwanzi today, Museveni agreed to the sole candidature endorsement which was first proposed by party's top organ, the Central Executive Committee (CEC) last month. Museveni reportedly said he is still able to serve the country. 

"I thank my colleagues in CEC and the NRM parliamentary caucus for forwarding my name to continue adding more steps on our mission-oriented journey. Am therefore very pleased with your confidence showed in me and since am still very able and I happen to be among the most conversant with this journey, I happily agree to serve," said Museveni.

According to the NRM senior information manager, Rogers Mulindwa, Museveni's agreement to run in the 2021 presidential race attracted cheers from the legislators. Mulindwa says that Museveni noted that he, together with the NRM party membership coupled with the assured economic recovery, were destined to deliver the country to a higher level, adding that there are very many good steps already implemented in a very positive direction.   

The president reportedly said that he was convinced that together with the party leadership, they could make NRM invulnerable, not vulnerable to any attack and deal with the issues of the youth and job creation among others.   

Museveni's acceptance means that he will contest for a sixth term in office come 2021 when he will be 76 years old having started leading Uganda in 1986.   

The motion to have Museveni continue leading the country was on Sunday moved by  the Eastern Region PWDs representative, Hellen Asamo saying that Uganda needed Museveni now more than ever before for his firm guidance and mentorship of the party ,embership.  

A similar motion was in the run up to the 2016 presidential elections, moved by then Northern Youth MP, Evelyn Anite still at Kyankwanzi, and Museveni was also then endorsed as the sole presidential candidate for NRM.   

The move locked out his rivals in the party who included former prime minister and then party's secretary general Amama Mbabazi who had expressed interest in contesting against Museveni.  Mbabazi was subsequently forced out the party and run for Presidency under the Go Forward Movement. He lost the contest to Museveni garnering less than 1 per cent.

AMISOM holds memorial service for Christine Alalo

The African Union Mission in Somalia (AMISOM) on Saturday held an inter-denominational memorial service in honour of Ugandan police commissioner, Christine Alalo.     

The service to celebrate life of Alalo was held at AMISOM headquarters in Mogadishu, Somalia. Alalo was among the 157 passengers and crew who perished aboard the Ethiopian Airlines plane, which crashed shortly after takeoff in Addis Ababa on Sunday, a fortnight ago. At the time of her death, Alalo was working as AMISOM acting police commissioner and was travelling from Italy to Mogadishu when the accident occurred.  

According to a statement released by AMISOM, the service was attended by foreign diplomats, AMISOM and UN officials. Alalo was eulogized as a "champion of Somalia's recovery and growth."     

AU special representative for Somalia Francisco Caetano Madeira described Alalo as an officer who "understood that the police played a bigger role in bringing Somalis together."      

Ambassador Madeira noted that Alalo had understood the policing needs of the Somali population, and had rooted for community policing in the grassroots. He said Alalo was; "persuading the population, the villages, that the police are not an enemy.     

Madeira said in his last telephone conversation with Alalo, she was enthusiastic about the implementation of the Concept of Operations (CONOPs) and enhanced training and capacity building for the Somalia local police.

Lisa Filipetto, the head of the United Nations Support Office in Somalia (UNSOS), which provides logistical support to AMISOM, underscored commissioner Alalo's determination to fulfill and realize AMISOM's mandate in Somalia. 

"She was not working really just for herself, she was working for the women and children of Somalia and to make sure that one day, they can all live in peace," Filipetto told mourners.  

Rex Dundun, AMISOM police's chief of staff, who worked closely with the Alalo said that her contribution in "attaining peace and stability in Somalia will forever be felt."     

Raisedon Zenenga, the deputy special representative of the UN secretary-general for Somalia and the officer-in-charge of the United Nations Assistance Mission in Somalia (UNSOM) said Alalo remarkable rise through ranks in Uganda Police and industrious work in Somalia showcased women leadership in peace and security operations.      

"Christine was a trailblazer in her own right, rising to the top of the profession in Uganda. And here in AMISOM, she set a strong example of female leadership in not only security services but also in multilateral peace operations," Raisedon Zenenga said.     

Zenenga added; "she worked to build bridges and worked closely with all partners including UN police colleagues to support the Somali Police Force to rebuild Somalia's security institutions for the benefit of all Somalis."     

Other officials who paid a glowing tribute to Alalo according to the statement include; Fulgencio Garrido Ruiz, the EU charge d'Affaires to Somalia; Carlo Campanile, the Italian ambassador to Somalia; Qin Jinn, the Chinese ambassador to Somalia; AMISOM Force commander Lt. Gen. Tigabu Yilma Wondimhunegn, and the deputy AMISOM Force commander Lt. Gen. Nakibus Lakara in-charge of operations and plans.

NRM MPs endorse 'beloved leader' Museveni sole candidature

The National Resistance Movement (NRM) members of parliament have endorsed the party's central executive committee (CEC) resolution to have President Yoweri Kaguta Museveni as their sole candidate in the 2021 polls.   

Last month, the NRM top decision making organ, CEC made the resolution at its retreat at Chobe Safari Lodge, Nwoya district. The position by the NRM MPs was taken after a presentation by the party secretary general Justine Kasule Lumumba entitled "Towards 2021: Milestones & Strategies for the NRM Party".   

According to a statement issued by the NRM senior information manager Rogers Mulindwa, Lumumba in her presentation to the legislators currently attending an eight-day retreat at the National Leadership Institute in Kyankwanzi read out the Chobe resolutions.  

After her address, the Eastern Region PWDs representative Hellen Asamo moved a motion saying that Uganda needed President Museveni now more than ever before for his firm guidance and mentorship of the party membership.   

Mulindwa said Asamo's position was unanimously supported by the legislators. The endorsement by the NRM parliamentary caucus means that Museveni who has been Uganda's president since 1986, will now contest for a sixth term in office. He will be 76 years old in 2021.   

In the 2016 presidential elections, the NRM party also endorsed Museveni as the sole presidential candidate after former prime minister and then party secretary general Amama Mbabazi expressed interest in contesting against Museveni. Mbabazi was subsequently forced out the party.

Malawi floods kill more than 50, displace 200,000

The government has recorded at least 56 deaths and over 500 injuries, as of Wednesday. Forecasters have warned that more rain is on the way. Many of those affected are in evacuation camps because of floods that have destroyed their houses, damaged roads, washed away bridges and killed livestock.

Weather experts say the flooding was a result of a tropical cyclone that blew in from neighbouring Mozambique. MacDonald Clemence, one of the victims, said it was at midnight while he was fast asleep when he was awakened by the sound of something falling down with a thud.

He immediately woke others and found that it was a wall of their house, and immediately sought refuge at a chief's house until the following morning when they were told to stay at camp set up in Nsanje. The roaring water which entered his house swallowed almost everything he had, but he managed to escape with his two children.

He said they are now hoping to receive food and blankets, and arrange a place in the upper land where to resettle. Malawi President Peter Mutharika has declared the 14 affected districts disaster areas and issued an urgent appeal for help. But the delivery of relief items that have started to trickle in is being hampered by flooded roads.

Francis Kadzokoya, a disaster risk management officer, said many relief items might have to be delivered by air.

"Probably we would want to call upon our mother department to help us with a helicopter so that we should be airlifting some of the relief items to the camps which cannot be accessed by the road," said Kadzokoya.

Meanwhile, community health workers have been deployed in the camps to treat those in need of medical care and advise people on practices that help prevent outbreaks of infectious diseases. Bram Makawi, a senior disease control surveillance officer in the ministry of Health, said efforts are underway to prevent ailments like malaria, pneumonia, diarrhea and eye infections.

Similar floods in southern Malawi four years ago killed 276 people and displaced 230,000 others. Kadzokoya said the government is now planning to start relocating people from flood-prone areas to higher ground.

"I think we would actually do away with the aftermath of these serious disasters like the one we experienced in 2015, and even these we have just experienced in March 2019."

However, forecasters have warned of another week of steady rain starting March 14 in parts of southern and northern Malawi. The rains are likely to cause more flooding.

Uganda's lion population drops by 33%

Lions have reduced by 33 per cent in Uganda's game reserves over the last 10 years. This is according to the findings of a census undertaken in Murchison Falls, Kidepo and Queen Elizabeth national parks. 

The finding shows that in the three parks, the number of lions has reduced from 600 to 400 in the past decade. The biggest decline was recorded in Murchison Falls, where the 'king of the beasts' decreased from 320 to 130 animals.  

The executive director of the Wildlife Conservation Society, Simon Nandipo attributes the trend to the weak legal framework against poaching and wildlife trafficking in the country, human activities which include, among others, wire snares and wheel traps, and conflict with communities neighbouring the parks.  

Nandipo says that the animals are trafficked out of the country through the different entry and exit points, including the main outlet; Entebbe international airport.   

Lions, after mountain gorillas, are the most sought-after species by tourists visiting Uganda, according to the Uganda Wildlife Authority. Each individual lion in Queen Elizabeth national park generates about $13,500 (about Shs 50 million) per year for the national economy in terms of the revenue. The assessment was based on the fact that tourists are willing to stay longer just to see lions.  

According to Nandipo, the remaining population of animals is faced with habitat loss, loss of prey base through poaching and disease, indiscriminate killing by the local communities for medicinal and cultural values, and sometimes, in an attempt to avert livestock losses caused by lion predation.  

Nandipo says that the development and the fall in the number of lions is greatly affecting the tourism industry because Uganda is facing great competition from Tanzania, Kenya and South Africa with a better developed industry. 

The aviation industry has been one of the transport means that wildlife traffickers have been using to smuggle endangered wildlife species like elephant ivory, pangolin scales, skins and hippo teeth.    

Ayub Sooma, the director airports and aviation security at the Civil Aviation Authority (CAA) says they have deployed both uniformed and non-uniformed officers to stop trafficking. He, however, says that their efforts are curtailed by weak laws.

Several hospitalized after eating WFP flour in Amudat

More than 30 people are admitted in Amudat hospital with complications that they allegedly developed after eating porridge distributed by the World Food Programme (WFP).

Reports indicate that seven people from two households were rushed to Amudat hospital on Tuesday evening shortly after eating porridge prepared using Super Cereal flour.

The flour was reportedly distributed to the families in Amudat sub county by WFP on Tuesday. Another 28 people were admitted with similar complications by Wednesday evening. Health workers said that all patients presented symptoms of mental disorder after eating the flour.    

"Yes, people have developed some mental condition, but we are trying to ascertain what happened. When this food is given, it's distributed to many families, so we are currently trying to track the families that ate the food. So far, all the patients we have claim that after eating porridge, they slept but woke up in the morning when they were so aggressive, disoriented and confused", one of the health workers said. 

Dorcas Chalain, the Amudat district vice chairperson, says she is surprised with the development since her people have been eating the same porridge for long without any problem. 

She said that the incident is a wakeup call for both partners and local leaders to ensure quality and safety of the community in all the interventions. WFP deputy country director Ryan Anderson says they are investigating what could have gone wrong.   

"WFP is aware of people being taken sick in Amudat. A WFP team has arrived there and is working with district leaders and health teams to investigate. Food samples have been collected from affected family homes and Alakas health centre and sent for analysis," he said in an email.  

Adding that, "We cannot tell at the moment what the problem is exactly and whether it is related to WFP food or nutrition projects or is caused by something else. As a precautionary measure, WFP has advised Alakas health centre to cease distribution of WFP nutrition products. It is our utmost priority to ensure WFP provides safe and nutritious food to all the people we assist in Uganda."    

He explains that the food was meant for expectant and lactating mothers and children aged between 6-59 months. The food is intended mainly to prevent stunting in Karamoja region, where rates are very high.

WFP supports Karamoja communities with food to fight malnutrition among children and adults. The UN agency that has been feeding Karamoja for decades also supports vulnerable communities with food.

Boeing faces new questions after another 737 crash

The Boeing 737-Max 8 operated by Ethiopian Airlines crashed shortly after taking off from the capital of Addis Ababa, killing all 157 people on board. The plane was new. The weather was clear. Yet something was wrong, and the pilots tried to return to the airport. They never made it.

In those circumstances, the accident is eerily similar to an October crash in which a 737-Max 8 flown by Indonesia's Lion Air plunged into the Java Sea minutes after takeoff, killing all 189 people on the plane.

Safety experts took note of the similarities but cautioned against quickly drawing too many parallels between the two crashes. Alan Diehl, a former National Transportation Safety Board investigator, said the similarities included both crews encountering a problem shortly after takeoff, and reports of large variations in vertical speed during ascent, "clearly suggesting a potential controllability problem" with the Ethiopian jetliner.

But there are many possible explanations, Diehl said, including engine problems, pilot error, weight load, sabotage or bird strikes. He said Ethiopian Airlines has a good reputation, but investigators will look into the plane's maintenance, especially since that may have been an issue in the Lion Air investigation.

By contrast, the Ethiopian Airlines CEO "stated there were no defects prior to the flight, so it is hard to see any parallels with the Lion Air crash yet," said Harro Ranter, founder of the Aviation Safety Network, which compiles information about accidents worldwide.

"I do hope though that people will wait for the first results of the investigation instead of jumping to conclusions based on the very little facts that we know so far," he said.

Boeing representatives did not immediately respond for comment. The company tweeted that it was "deeply saddened to learn of the passing of the passengers and crew" on the Ethiopian Airlines Max airplane.

The Chicago-based company said it would send a technical to the crash site to help Ethiopian and U.S. investigators. A spokesman for the NTSB said the U.S. agency was sending a team of four to assist Ethiopian authorities. Boeing and the U.S. investigative agency are also involved in the Lion Air probe.

Indonesian investigators have not stated a cause for the Lion Air crash, but they are examining whether faulty readings from a sensor might have triggered an automatic nose-down command to the plane, which the Lion Air pilots fought unsuccessfully to overcome.

The automated system kicks in if sensors indicate that a plane is about to lose lift, or go into an aerodynamic stall. Gaining speed by diving can prevent a stall. The Lion Air plane's flight data recorder showed problems with an airspeed indicator on four flights, although the airline initially said the problem was fixed.

Days after the October 29 accident, Boeing sent a notice to airlines that faulty information from a sensor could cause the plane to automatically point the nose down. The notice reminded pilots of the procedure for handling such a situation, which is to disable the system causing the automatic nose-down movements.

Pilots at some airlines, however, including American and Southwest, protested that they were not fully informed about a new system that could automatically point the plane's nose down based on sensor readings. Boeing chairman and CEO Dennis Muilenburg said in December that the Max is a safe plane, and that Boeing did not withhold operating details from airlines and pilots.

Diehl, the former NTSB investigator, said the Ethiopian Airlines pilots should have been aware of that issue from press coverage of the Lion Air crash. The 737 is the best-selling airliner in history, and the Max is the newest version of it, with more fuel-efficient engines. The Max is a central part of Boeing's strategy to compete with European rival Airbus.

Boeing has delivered about 350 737 Max planes and has orders for more than 5,000. It is already in use by many airlines including American, United and Southwest.

The Lion Air incident does not seem to have harmed Boeing's ability to sell the Max. Boeing's stock fell nearly 7 per cent on the day of the Lion Air crash. Since then it has soared 26 per cent higher, compared with a 4 per cent gain in the Standard & Poor's 500 index.
