Kidnappers release 27 Nigerian schoolboys, 317 girls still missing
Gunmen in Nigeria today Saturday released 27 teenage boys who were kidnapped from their school last week in the northern state of Niger, while security forces continued to search for 317 schoolgirls abducted in a nearby state.
Schools have become targets for mass kidnappings for ransom in northern Nigeria by armed groups, many of whom carry guns and ride motorcycles.
On February 17, 27 students, three staff and 12 members of their families were abducted by an armed gang who stormed the Government Science secondary school in the Kagara district of Niger state, overwhelming the school's security detail. One boy was killed during the raid.
After their release, boys were seen by a Reuters witness walking with armed security through a dusty village, some struggling to stand and asking for water. A government official said the boys were aged between 15 and 18.
"The abducted students, staff and relatives of Government Science Collage Kagara have regained their freedom and have been received by the Niger State Government," governor Abubakar Sani Bello said in a tweet.
The release of the schoolboys comes just a day after the raid on a school in Zamfara state where gunmen seized the 317 girls.
The recent attacks have raised concern about rising violence by armed gangs and Islamist insurgents. Jihadist group Boko Haram carries out abductions in Nigeria's turbulent northeast, as does a branch of Islamic State.
The unrest has become a political problem for President Muhammadu Buhari, a retired general and former military ruler who has faced mounting criticism in recent months over high profile attacks by the gangs known locally as "bandits".
Buhari replaced his long-standing military chiefs this month amid worsening violence in Nigeria. In December, gunmen raided a school in northwestern Katsina state and kidnapped nearly 350 boys, who were subsequently rescued by security forces.
Violence and insecurity have compounded the economic challenges faced by citizens in Africa's most populous country and top oil exporter, which is struggling to cope with a fall in revenues due to a slump in crude prices in addition to the impact of the COVID-19 pandemic.
The most high profile school kidnapping was that of more than 270 schoolgirls abducted by Boko Haram from the town of Chibok in 2014. Around 100 of them remain missing.

Winnie Nwangi sues MTN over Kwata Esimu caller tune
Telecommunications giant MTN Uganda has been dragged to court over the alleged sale of "Kwata Esimu" song, which belongs to Winnie Nwagi and Mubarak Adams Mandela alias Free Boy as a caller tune.
Viva Entertainment Limited in its suit before the Civil Division of High court on behalf of the two music artists claims to have written, produced, published and invested money in the song.
Viva wants court to declare that the sale of Kwata Esimu as a caller tune to the public without authorization or its consent amounts to an infringement of their copyright and unjust enrichment. The firm contends that despite the popularity of the song, it hasn't been performed on stage because of the government ban on concerts as part of the measures to curb the spread of the COVID-19 virus.
"That despite the song's popularity, the plaintiff (Viva Entertainment) was not able to fully recoup the cost incurred while producing the said musical work, due to the limitations in commercial engagement in the said work caused by the defendant's illegal exploitation of the song without authorization from the plaintiff (Viva Entertainment)," reads the suit.
Adding that, "The popularity of the song was so immense it triggered dance challenges locally and abroad from fans dubbed 'Kwata Esimu challenge' which was a statement to the song's popularity."
Through their lawyers of Katende, Ssempebwa and Company Advocates, Viva contends that they had intentions of commercializing the said musical work through exclusive licensing of its use to various corporate entities in Uganda and abroad.
They however, contend that MTN which provides caller tunes to customers at Shs 700 monthly, went ahead to use the song without their consent. Viva now says it is entitled to payment in form of royalties from MTN out of the proceeds from the unlawful sale of their song to the public since 2019.
The company states that due to the said actions, it has suffered anguish and therefore should be compensated with Shs 175 million. They are also seeking a permanent order restraining MTN from the continued illegal sale of their music and to be given 100 per cent royalties as well as costs of the suit. MTN Uganda spokesperson, Rhonah Arinaitwe declined to comment since the matter is already before the court.
The Civil Division registrar, Jameson Karemani has summoned MTN to file their defense within 15 days before the case is fixed for hearing.
This is not the first time MTN is being sued on matters related to caller tunes. In 2012, the late Kampala lord mayor, Nasser Ssebagala sued MTN and SMS Media Limited accusing them of using his speeches and addresses as ringtones and caller tunes without his consent.
He demanded that MTN and SMS Media compensate him for infringing on his copyright. But in 2015, the then High court judge, Christopher Izama Madrama dismissed the petition on grounds that Ssebagala did not have a copyright that was infringed on by the companies.
He reasoned that his speeches were publicly broadcast in Uganda as the current news of public and political events and besides, he was a ministerial nominee.

Uncertainty looms large at the Inspectorate of Government as the contracts of the two deputy inspector generals of government (IGG) near the end.
The country has been without a substantive IGG for close to eight months now, since the expiry of justice Irene Mulyagonja's contract on July 5, 2020. She had earlier been nominated to the Court of Appeal by President Yoweri Museveni back in October 2019.
Since then, the two deputies; George Bamugemereire and Fauzat Mariam Wangadya, have been running the anti-corruption agency as it awaits the appointment of a substantive head. However, Bamugemereire, who was appointed in March 2012 is to see out his contract in two weeks, having been renewed once, as the law allows while Wangadya was appointed five months later.
Her four-year contract has since been renewed by a maximum of one year and is also due to expire in July. The two deputies, under justice Mulyagonja served the first fully constituted Inspectorate of Government following a successful petition by cabinet ministers Sam Kutesa, John Nasasira and Mwesigwa Rukutana against the earlier one, that it had no mandate to prosecute them.
The ministers were facing accusations of causing financial loss to the government during the preparations for the Commonwealth Heads of Government Meeting (CHOGM) in Kampala. They reasoned that without the two substantive deputies, the inspectorate was not fully constituted. Also, at least one of the three must be at a level of justice of the High court by training and practice.
The state minister for Ethics and Integrity, Fr Simon Lokodo says the absence of a substantive IGG has made the institution highly incapacitated. He however hopes that by the time the president constitutes his new government after swearing-in in May, it will include a fully-fledged IG, adding that the nomination process for justice Lydia Mugambe stalled.
In September 2020, information widely circulated that the president had nominated justice Mugambe as the new IGG. Lokodo says since the nomination of Mugambe was not communicated to other organs, it was not completed.
Bamugemereire says there should be no cause for panic and pressure on the president to appoint a substantive IGG and deputies saying, that operationally the institution is doing well. He says they have more than 450 staff, including research and prosecution staff enough to do the work.
He says that even the past IGGs that include Augustine Ruzindana, Jotham Tumwesigye, Faith Mwondha, all performed well without fully being constituted as per the laws, including deputy IGG Raphael Baku who served in acting capacity after the departure of justice Mwondha.
Bamugemereire contends that this is just a requirement of the laws and has nothing to do with operational competency.

Ugandan news websites implicated in NRM-aligned social media campaign
Facebook pages associated with seven Uganda-based news websites were removed for engaging in coordinated inauthentic behavior on January 8, 2021, six days before the country's presidential elections.
Journalists, editors, and founders of the websites were also included in the large network that Facebook linked to the ministry of Information and Communications Technology's (ICT) Government Citizen Interaction Centre (GCIC).
In total, the corresponding Facebook pages of the seven websites had over 119,000 total followers. Two of the linked websites, gorillanationug.com and pfu.co.ug, were inaccessible. Five of the other websites — The Niles Wires, ChimpReports, Kampala Times, Kampala Post, and The Ugandan — presented themselves as news websites.
Three of these websites copied content directly from the official website of the ruling party, National Resistance Movement (NRM), presenting the content as news.
Opinion pieces that were vehemently anti-opposition leader Bobi Wine were also lifted, without attribution, from reputable news websites and packaged as breaking news.
NRM MOUTHPIECES
At least three of the websites either directly copied content from NRM sources, or slightly reworded the same content. A 2018 article about the illegal wildlife trade in Uganda published to Nile Wires was originally posted by the Ugandan State House news, then by Museveni's official website before being passed off as original reporting.
Similarly, a January 2021 article posted to Kampala Post was a rewording of a media post to the National Resistance Movement website, using the same image posted by the NRM. The text of an article posted to the NRM website in February 2021 was also copied and pasted verbatim to The Ugandan, with only a difference in headlines reflected over the two websites.
The Ugandan website was originally registered by Dixon Kagurusi Ampumuza, an aspiring NRM politician. Ampumuza campaigned to be a member of parliament in both 2016 and 2021. Ampumuza's profile as well as three groups used to promote his political career were removed by Facebook for engaging in coordinated inauthentic behaviour.
Although the website was registered in 2013, its earliest articles date back to May 2017. Written by a user called Dixon Kagurusi, these early articles were news-focused and did not appear biased toward the NRM. Later articles focused more on Museveni and were copied from the NRM website. Like The Ugandan, Kampala Post also published pro-Museveni content as
"news."
On January 2, 2021, the website went one step further and posted anti-Bobi Wine disinformation as national news. The article, titled "50% of Social Media Accounts That Follow Bobi Wine Are Fake — Cyber Report," claimed that an unnamed U.S. cybersecurity company hired by the Ugandan Intelligence Services provided an "Open Source Intelligence Report" alleging that half of Wine's social media followers were fake.
The company also reportedly described the opposition leader's social media presence as a "sophisticated disinformation campaign run by experts." The DFRLab found no evidence substantiating these claims.
The post was amplified by accounts such as the pro-Museveni account named "JORDAN," whose Twitter and Facebook accounts were removed.
"JORDAN" tagged Kampala Post in the screenshot and frequently tagged ChimpReports as well as the network the DFRLab previously identified as spreading disinformation about Bobi Wine in posts. Kampala Post also presented opinion pieces written by pro-Museveni columnists originally posted to legitimate news web-sites as news, rather than explicitly tagging them as opinion pieces.
APPARENT GOVERNMENT CONNECTIONS
A seven-year-old website associated with a nine-year-old Facebook page, Kampala Post also appeared to have a connection to the Ugandan government.
A WHOIS search indicated the registrant of the website to be named "Olara" and the contact number to be the same as the contact number listed on the Kampala Post website. A search for the cellphone number showed it belonged to "Olara Lamara."
The email address for the contact was the same as the registrant email for the Kampala Post website, and the Facebook link navigated to an account named "Olara L. Lamara" that was also removed during the takedown. The Twitter account associated with "Olara L. Lamara" claimed to work for Kampala Post and the ICT Ministry and used an image also found on the removed Olara L. Lamara Facebook account.
Since the DFRLab first published its investigation into the connection between GCIC and the network removed for government interference, the Lamara Twitter account changed its bio, removing the claims Lamara worked for the ICT ministry and Kampala Post.
Despite Lamara's connections to Kampala Post, there is no reference to him on the website or the Kampala Post Twitter account. Under the "blog" section of the website, Kampala Post primarily shared content written by GCIC employees, many of whom saw their profiles removed during the January 8 takedown.
Kampala Post also published content by Peter Ogwang, the recently-appointed ICT Minister.
STEALING CONTENT AND SHARING BYLINES
The websites associated with the removed Facebook assets not only copied content directly from pro-Museveni and government sources, they also stole news stories from legitimate news websites.
For example, stories from The Independent and Daily Monitor were frequently copied verbatim without accreditation. Some of the bylines associated with stories posted to the websites were also shared among them. Nicholas Asingwire, who is listed as the business editor of Kampala Post, worked for ChimpReports until April 2018.
Although Asingwire is one of the most prominent writers working for Kampala Post, he is also listed as "user 39" in the website's source code and frequently uploads content written by other authors. Nicholas Asingwire wrote articles for Kampala Post while also seemingly uploading content written by different authors, in this case an account named Frank R Kasoroza. (Source: Kampala Times/archive) While Asingwire seemed to have primarily worked as a reporter for ChimpReports, he appeared to be more actively involved in operating the Kampala Post website.
The DFRLab previously reported on another ChimpReports writer, Dickens H. Okello, who was similarly involved in the website named Kampala Times.
The URL for the Kampala Times' user number 2, who uploaded much of the content found on the site, was "Dickson Okello," despite the author being listed is "Ritah Nakamya." Although there was no reference to Nicholas Asingwire in the list of removed profiles, Dickens Okello's Facebook account was taken down on January 8.
His ChimpReports articles were also shared by a significant number of the profiles included in the takedown, as well as the Kampala Times Facebook page. Okello's Twitter account was involved in a small network within the larger coordinated network that worked to promote Museveni and his supporters.
The accounts, including the Twitter account for Kampala Times, quoted Museveni's tweets within minutes of each other using the same text, emojis, and hashtags.
CONNECTIONS TO INFAMOUS TABLOID EDITOR GILES MUHAME
The oldest asset removed in the take-down was the Facebook page associated with a 10-year-old website named ChimpReports, as well as a Facebook page dedicated to the website's founder and editor-in-chief Giles Muhame. Muhame gained infamy in 2010 after his tabloid Rolling Stone — no relation to the U.S. magazine — published an article outing gay men and calling for them to be hanged.
Months after the article was published with his face on the front page, prominent Ugandan gay rights advocate David Kato was beaten to death. Although Rolling Stone only lasted a few months, Muhame's subsequent creation, ChimpReports, flourished.
Before it was removed, the Facebook page associated with the website had over 85,000 followers. It was also the only page that had a page manager located outside of Uganda, with one manager in Pakistan and two based in Uganda.
Muhame, ChimpReports writer Dickens Okello, and three other ChimpReports employees were all sued by businessman Sudhir Ruparelia for defamation. Court documents indicated that the five respondents jointly operated and managed the ChimpReports website. On February 15, 2020, the case was dismissed with costs.
Articles about Museveni and the NRM uploaded to the ChimpReports website were the most commonly spread throughout the network of Facebook assets that engaged in coordinated inauthentic behaviour.
ChimpReports articles were also amplified by two public relations firms included in the network, as well as politicians, government employees, and other news outlets. ChimpReports, as the oldest, most popular website with the largest number of writers, did not appear to copy content directly from other news outlets or NRM sources.
Outwardly, it appeared to be the most legitimate website, with a functional About page, coherent grammar and spelling, and publicized partnerships with other companies.
The involvement of Muhame's page, his website's Facebook page, and journalists associated with ChimpReports in a network taken down by Facebook for attempting to influence public debate ahead of Uganda's presidential election brings into question the reputability of the decade-old website.
Although the websites presented themselves as news sources, some of them stole content from pro-NRM websites and lifted news stories from legitimate outlets to make them appear more authentic. While the Facebook pages associated with the websites were taken down for engaging in coordinated inauthentic behaviour, five of the seven websites were still online at the time of publishing.
Despite their outward appearances of authenticity and legitimacy, their inclusion in the network shows that bad actors used both social media and more traditional media to influence the Ugandan election.
ChimpReports has however dismissed the claims as falsehoods, unfounded and malicious, saying they have never had a Pakistani run their social media pages.
"They have been writing and spreading falsehoods about us for some time to account for foreign funding. We are considering legal action against that Lab. We are not responsible for how people out there use our stories." said Muhame.
On the death of Kato, Muhame quotes speaker Rebecca Kadaga at the 127th Inter-Parliamentary Union (IPU) Assembly in Quebec, Canada, who detached his death from the persecution of homosexuals, saying that Kato had contracted to pay some money to be his lover in order to have sex with him and when Kato failed to pay, he was beaten to death. The suspect was found guilty by courts of law and is now still serving the sentence.

IGG tells Bobi Wine to justify bulletproof car donation else it becomes govt property
National Unity Platform president Robert Kyagulanyi aka Bobi Wine must declare his armoured (bulletproof) car donation by March 31, 2021, else it becomes government property, the acting Inspector General of Government (IGG) George Bamugemereire has warned.
Last week, Kyagulanyi excited his local supporters when he declared on social media that his supporters living abroad had bought him an armoured vehicle to help him get through a violent campaign period. Now, Bamugemereire says where a leader fails to or refuses to justify why they are entitled to the donation in question, it becomes government property. Bamugemereire, says that like any leader, Kyagulanyi is expected to declare the vehicle, whether it was donated of bought by himself.
Bamugemereire said Kyagulanyi still being a leader of a political party registered under Ugandan laws, like any other leader, he's expected to periodically declare his wealth, irrespective of how it was acquired.
"People acquire property all the time, you know, and they have many ways - some have businesses. All we require of leaders is that come 31st March, please declare the assets, income and liabilities that you have acquired or assets that you have disposed off…That issue will be an issue after 31st March because all leaders are required to do now is to declare. What assets they acquired and how they got it. So I think that discussion should be conducted in April. If you have any leader in mind, me I don't any," said Bamugemereire.
The Leadership Code Act 2002 of Uganda compels all leaders to periodically declare their wealth, while a gift worth 10 currency points in value or Shs 200,000, is supposed to be declared immediately. An internet search shows that Kyagulanyi's new Toyota Land Cruiser vehicle costs from $85,000 (Shs 310m), while an armoured one goes for between $395,000 and $450,000 (about Shs 1.4 billion), depending on the features.
The director, Leadership Code Annet Twine says once a leader gets a donation, that leader is expected to declare it there and then.
"What is provided for under Section 10 of the Leadership Code Act is that every leader, if you receive a gift in the course of your duties, you declare it there and then and they don't give a time limit. So this leader who continues even to be a leader as the head of a political party is going to fill a declaration up to 31st March. So we're going to wait until he has submitted his declaration and then we shall see how he explains how he acquired the sources of income. If it is a donation, there is a provision in the form where you declare such property and explain the donation and where it came from. That is not a big issue now until the declaration period ends by 31st March 2021," said Twine.
Kyagulanyi also said that even the bulletproof jacket and ballistic helmets he was wearing during campaigns were bought by his supporters. He said he received several bulletproof jackets that he gave to some of his supporters and aides who were in the line of danger. He said if he hadn't been wearing the bulletproof helmet, "the story would have been different" when they were shot at in Masaka.

Police decline to take responsibility for army abductions
The police leadership has declined to take public accountability and responsibility for the over 200 missing persons whose whereabouts still remain unknown.
President Museveni in his address barely a fortnight ago, confirmed that the army was holding over 200 suspects, who he referred to as terrorists. Museveni said he deployed military commandos who did a good job by arresting all people who planned to engage in violent and terrorism-related activities before, during and after the general elections. He urged the security agencies to release the names of the missing persons so as to cool down tempers of angry and worried Ugandans.
A joint security briefing that had been planned for this week on Monday at 11 am was abruptly cancelled without any explanation. However, URN has reliably been informed by a senior police source that the top police leadership demanded to first have a look at all the suspects who have not been arraigned in courts of law.
Sources added that deputy inspector general of police, Maj Gen Paul Lokech, was expected to lead security chiefs in a police conference that was to give an account of all people who are being held by Chieftaincy of Military Intelligence (CMI) and Joint Anti-Terrorism Task Force (JATT).
It is reported that police directors among others CID boss, AIGP Grace Akullo and Crime Intelligence director, Brig Chris Damulira, informed a meeting attended by police officials that they had not seen any of the persons being held by the army agencies.
"When the DIGP and other directors received a copy containing names of 200 people from CMI, they asked the directors of CID and CI whether they had seen the suspects. They all said they had not seen the suspects. It was at this point they asked themselves what shows the suspects were still alive and safe," the source said.
The meeting, according to sources, resolved that CID and CI teams must have a look at the suspects before they read names to the public. It is reported that a decision was made that the names should not be released until the condition of all the suspects is ascertained.
"We should not hold the responsibility of suspects we don't have. What if we say they are safe when they have been tortured or killed? If not, we shall just email the names to journalists as received from CMI," the source said quoting the meeting.
UPDF spokesperson Brig Flavia Byekwaso said the names of the suspects shall be released soon. She urged Ugandans to be patient.
"You just be patient. The list will come out very soon. Nothing to worry about," Brig Byekwaso said.
Security operatives have since November last year been abducting people in places like Kawaala, Makerere, Masanafu, Kisekka, Kisenyi, Bugolobi, Kireka, Mukono, Wakiso, Mpigi, Masaka and Lwengo.

Defiant Owiny-Dollo refuses to recuse self from Bobi Wine petition
The chief justice Alfonse Owiny-Dollo has declined to step down from being part of a panel hearing the case in which National Unity Platform president, Kyagulanyi Ssentamu Robert is challenging the election victory of President Yoweri Kaguta Tibuhaburwa Museveni.
The panel of nine justices is headed by the chief justice himself. Although Kyagulanyi has since announced the withdrawal of the case citing bias by the Supreme court, city lawyer Male Mabirizi Kiwanuka had in an earlier application asked the chief justice to excuse himself from the case because he was a defense lawyer for Museveni in a similar case in 2006. Mabirizi also accused Owiny-Dollo of meeting Museveni at State House after Kyagulanyi filed his petition.
The Judiciairy has since defended the chief justice saying he met Museveni in his capacity as chief justice for official duties and nothing to do with the Kyagulanyi petition. In his ruling today, Owiny-Dollo did not immediately give the reasons why he was refusing to recuse himself from hearing the petition.
"I have listened carefully to the submissions by the applicant, well-argued; for the reasons I will give in my detailed ruling to be delivered on notice, I decline to recuse, I find no merit in the application," Owiny-Dollo said.
During the hearing, Mabirizi had argued that as a former lawyer to Museveni, Owiny-Dollo couldn't possibly be just to the petitioners.
"I have said since My Lord was a hired lawyer, ask any reasonable man, they will tell you that a former lawyer can't try his client," Mabirizi argued. "I don't have any personal grudge against you. I have no grudge about your capacity. I have actually won several cases before you."
When Mabirizi talked about a reasonable person, Owiny-Dollo asked him whether he was reasonable himself.
"Yes, I'm beyond a reasonable person," Mabirizi said sending the whole court in laughter.
Owiny-Dollo also asked Mabirizi how he was able to be vetted by parliament as chief justice well knowing that he was a lawyer for Museveni in the 2006 case. He wondered whether 2006 is not far long a time that what happened then cannot influence his decisions now.
In response, Mabirizi told Owiny-Dollo that even if there were no such strong grounds like he was raising, he should just recuse himself on moral grounds.
"I'm saying that there's no vindication against the judge but for the sake of the public you should recuse yourself even if there are no grounds for recusal," Mabirizi said. "The moment someone says that recuse you must go to give the public a feel of court."
Meanwhile, court also heard Mabirizi's other application demanding that it reviews its decision declining to grant leave of court to Kyagulanyi to amend his petition and introduce new grounds on which to challenge Museveni's victory. The judgement will be given on notice.
About two weeks ago, court dismissed the application without giving any reasons. The two dismissals, including one to file evidence beyond the agreed time and complaints about the impartiality of the judges is what Kyagulanyi said drove him to withdraw the case. His lawyers however are yet to officially notify the court.

Floating island blocks MV Kalangala docking pier in Kalangala
A floating island has interrupted business after blocking part of Lutoboka landing site in Kalangala district. The floating island blocked the docking pier of MV Kalangala and some beaches in Kalangala town council on Sunday.
The floating island was first sighted by fishermen on Saturday floating towards the shorelines of Lake Victoria. On Sunday, the island sailed nearer, blocking part of Lutoboka landing site, MV Kalangala docking pier and King Fisher beach.
Residents at Lutoboka landing site are worried about dangerous aquatic animals such as crocodiles and poisonous snakes that might have accompanied the island.
However, the island has started leaving the shoreline driven by strong waves on the lake. This floating island was last cited in Ggaba in Kampala.
