Husband, sister of deceased Kyotera Woman MP also succumb to COVID
Joseph Ssentongo, the husband of the late Kyotera Woman MP Robina Nakasirye and her younger sister Dorothy Mukasa have too succumbed to Covid-19 disease.
The two died on Tuesday, a week after the burial of Nakasirye who also succumbed to the virus. Tom Darlington Balojja, a friend to the deceased's family confirms that the duo also fell sick shortly after the death of Nakasirye, and their conditions continued deteriorating until Tuesday.
According to Balojja, the victims were identified as primary contacts of Nakasirye. He adds that the close family relatives have now been advised to seek medical testing for the virus to prevent more incidents.
Meanwhile, all family members and close supporters of the former Woman MP Freda Nanziri Kase Mubanda have been instructed to go for self-isolation over scares of possible contraction of Covid-19.
Mubanda died at the Aga Khan Hospital in Nairobi where she was rushed in critical condition after she fell ill mid this month.
Mudashiiru Bbaale, the Kyesiiga sub-county speaker who was the official campaign agent for Mubanda reveals that at least 20 people who came into close contact with the deceased, including her political successor Edith Namugabe Kulabako, are undergoing self-isolation in their respective homes where they are being closely monitored by medics.

Bobi Wine and entire campaign team arrested in Kalangala
National Unity Platform presidential candidate Robert Kyagulanyi aka Bobi Wine has been arrested in Kigere Kya Njovu forest with his entire campaign team in Kalangala island on L. Victoria.

The first ferry arrived in Kalangala with about 12 trucks while the second 11 am ferry came with another 4 truckloads of police officers. There was drama when the police officers got stranded at Bugoma (Luku) landing site after when Kyagulanyi rode away in one of his speedboats. The police officers only looked on helplessly because they came without speedboats.
Also arrested was journalist, Culton Scovia Nakamya of BBS Tereffayina. Initially, other journalists had also been arrested until one security officer, who'd all along disguised as a journalist ordered for their release.
Police in a social media statement denied reports of Kyagulanyi's arrest instead saying he'd only been restrained.
"Please disregard false claims by NUP and other social media platforms that Hon.Kyagulanyi Ssentamu Robert has been arrested, while on his campaign trail in Kalangala district. We would like to clarify that the candidate was restrained for continuously holding massive rallies amidst the increased threats of coronavirus, in total disregard of the Electoral Commission and ministry of Health guidelines. He's being transferred to his home in Magere, Kampala."

EC campaign ban locks out six million voters
The Electoral Commission ban on political campaigns in 20 districts and cities branded "super spreaders" of the infectious coronavirus is a very suspicious matter for opposition presidential and parliamentary candidates.
The ban locks out two of the largest voting blocs in the country; Kampala and Wakiso and ultimately denies all presidential candidates any opportunity to woo approximately six million out of 17 million registered voters countrywide. To many in the opposition, campaigns cannot be complete without mobilizing support in Kampala and Wakiso that have a combined voting bloc of about 2.5 million voters.
In a statement last week, Justice Simon Mugenyi Byabakama banned campaigns in those districts ostensibly to try and reverse the trajectory of the fast-spreading virus.
"Following a meeting with the ministry of Health experts… where they expressed great concern over the manner political ac-tors/candidates and their supporters were conducting themselves during campaigns, coupled with an upsurge in transmission of the virus and resultant deaths, the Commission has deemed it necessary to suspend campaign meetings of all categories of elections for the 2020/2021 General Elections..." Byabakama's press statement reads in part.
The statement advises the candidates to restrict themselves to virtual campaigns – radios, televisions, social media, community-based public address systems (kizindaalo) and other online platforms.
"These measures are necessitated by the prevailing Covid-19 situation in the country and the need to preserve the health of the citizens vis-a-vis their constitutional and democratic right to elect leaders of their choice as guaranteed under the Constitution. All candidates are strongly warned to adhere to these changes, the SOPs and guidelines in general, and any defiant/non-compliant candidate stands the risk of a total ban of his or her campaigns," Byabakama's statement adds.
EC banned campaigns in; Jinja, Jinja City, Kabale, Kalungu, Masaka, Masaka City, Tororo, Kampala, Luwero, Wakiso, Mukono, Buikwe, Buvuma, Kayunga, Mbarara, Mbarara City, Kabarole, Fort Portal City, Kasese and Kazo. This unprecedented decision by the Electoral Commission is going to affect close to six million voters in these areas.
According to EC records, the 2021 register as of September 2020 had 17,658,527 voters spread across 146 districts and 10 cities. An analysis of the registers indicates that Kampala district has the largest share of voters with 1, 282,713. It's neighbor, Wakiso district, follows closely with 1,157,362 voters.
Other districts are Luwero, 257,406 voters, Masaka, 178,092 voters; Buikwe, 235,875; Jinja, 275,446; Kabale, 309,419; Kalungu, 88,762; Tororo, 269,306; Kasese, 384,419; Buvuma, 42,534; Kayunga, 191,361; Mbarara, 269,514; Kabalore, 265,398; Kiruhura, 175,065; [Kazo was initially part of Kiruhura].
As expected, the decision rubbed the opposition the wrong way. National Unity Platform candidate, Kyagulanyi Robert Ssentamu, a leading challenger to the ruling NRM's Yoweri Kaguta Museveni, said the ban is yet another testimony of how the Electoral Commission is working in cahoots with NRM to deny them an opportunity to speak to voters.
"In real sense, Gen Museveni has tried everything humanly possible to block us from holding meetings in Kampala, Masaka and Wakiso! This has been the pattern for the last three years. The other districts are added here to sanitize their cowardly actions," Kyagulanyi said after news broke of the suspension.
"The dictatorship is in panic. They've been surprised by the massive enthusiasm and support we've received within all parts of the country. They just can't imagine what would happen if they allowed our people to meet in these areas. They are right to be very afraid!" Ssemujju Ibrahim Nganda, the spokesperson of the Forum for Democratic Change, FDC, led by presidential candidate Patrick Amuiriat Oboi, said since the campaigns started, government loathed the idea of having campaigns in Kampala and Wakiso.
"The suspension has nothing to do with health issues because if that were the case, government ought to have announced measures that affect all gatherings including traders in markets and city centers, burials, churches, mosques, etc," Ssemujju said.
"The fact that they singled out campaign meetings tells you that it was not Covid but Tibuhaburwa cannot afford very competitive campaigns in these cities during the last days of the campaign," Ssemujju, who is defending his parliamentary seat in Kira municipality, added.
The NRM secretariat leadership also believes the Electoral Commission decision was rather draconian because no consultations were done but says it is wrong to accuse NRM of conniving with the Electoral Commission to circumvent the will of the people.
Justine Kasule Lumumba, the NRM secretary general, actually said the decision affected their candidate more than it did others.
"Our candidate was supposed to campaign in Wakiso on Monday (December 28), Mukono on Tuesday and end with Kampala on Wednesday but all that is not possible," Lumumba said.
She added that even looking at the results of the last 2016 presidential elections, Museveni won in more than half of the districts where campaigns were suspended. Museveni was only defeated in three out of 12 districts where campaigns were suspended.
These were Masaka, Wakiso and Kampala. Dr Kizza Be-sigye, who was Museveni's main challenger, then took Kampala district with 334,919 votes (65.93%) against Museveni's 157,098 (30.9%). In Wakiso, Besigye got 280,793 votes (59.97%) against Museveni's 172,129 votes (36.76%).
In Masaka district, Besigye got 46,549 votes (50.69%) against Museveni's 41,998 (45.73%). In Kasese district, Besigye defeated Museveni with 132,762 against 97,367 votes. Even for districts like Jinja, Kabarole, and Mbarara, although, Museveni generally won, Besigye performed relatively better in the urban centers, which have now been curved out to form cities.
THE ORDER WORSE FOR MPS
Although the focus is mainly put on presidential campaigns, the Electoral Commission order is particularly devastating for parliamentary and local government candidates.
"I'm currently stuck at home; the only way I have been interacting with people is through campaigns. I don't know whether I should go to radio or TV or use social media, because when you use those platforms, you are speaking to no audience. You may find that people watching you are not in your constituency," Ssemujju said.
Asked whether he was going to defy this directive, Ssemujju said; "I don't want to subject people to unnecessary brutality, me I don't care, I can afford to be arrested or beaten, but I don't want to see women crying after their children have been tear-gassed. So, I'm still figuring out what I'm going to do without subjecting people to unnecessary brutality."
For her part, Lumumba called upon the Electoral Commission to at least procure airtime for candidates in order to reach out to their supporters.
"If you suspend campaigns in those districts, are you also going to suspend burials, churches, mosques or we should go and campaign from there?" Lumumba wondered.
Ugandans will be going to the polls on January 14 to choose who will be their next president and members of parliament. Ten candidates are seeking to put an end to Museveni's 35-year tenure as president of Uganda.

Missing Juuko was charged with treachery, gov't tells court
The Forum for Democratic Change (FDC) party coordinator for Greater Masaka region Justin Juuko was remanded after being charged with treachery, the government has told the High court in Kampala.
Juuko, also known as "The Ugandan destroyer," was arrested on December 12 from Kyazanga and reportedly charged by the unit disciplinary committee of the Chieftaincy of Military Intelligence (CMI). This is according to the evidence tendered before High court judge, Musa Ssekaana on Monday by the attorney general's representatives.
The documentary evidence tabled during the hearing of an application demanding Juuko's whereabouts and unconditional release, indicates that Juuko was charged with treachery and being in illegal possession of firearms. The document shows that Juuko is now waiting to be tried by the General Court Martial but avails no evidence of where he was remanded to.
The military prosecutors allege that the 48-year-old who is a resident of Nabbingo in Wakiso district and a member of the FDC, was found training and mobilising youth groups from Kyengera, Kamengo, Lukaya, Masaka, Kyabakuza and Lyantonde on how to use martial arts, small arms like pistols and submachine guns and catapults against Ugandans after January the 14, 2021, presidential election.
It is also alleged that Juuko was found with a numberless Star pistol with seven rounds of ammunition which he was using to train the said youth groups yet the said pistol is ordinarily a monopoly of the defense forces. All the crimes were reportedly committed in Kyazanga, Lwengo district.
The details of this evidence were in an affidavit by Mark Muwonge, a state attorney in the attorney general's chambers. In the affidavit, Muwonge stated that Juuko shouldn't be released unconditionally since he is already charged by a court. Muwonge was responding to the application filed last week by the deputy secretary-general of FDC Harold Kaija who asked the court to release Juuko on grounds that his constitutional right to liberty had been violated.
The FDC party went to court after Juuko and another coordinator, Garypo Mayanja spent close two weeks in a detention centre without being produced before any court of law contrary to the constitutional provision which limits detention without trial to 48 hours.
Mayanja was however on December 22 released on police bond by the Special Investigations Department of Police in Kireka on charges of inciting violence.
After the government failed to disclose Juuko's whereabouts, FDC's lawyer Isaac Ssemakadde said that the court has given government 48-hours to disclose his whereabouts and return to court on December 31, 2020, for further hearing of the application.

16 days of activism empower West Nile on gender-based violence
Felix Okol (Not real name) is a barber based in Obongi town in West Nile.
About a year ago, he fell in love with 16-year-old Anita. The courtship went on well until Anita's parents found out that they were in a relationship.
"They stormed my rented room and told me I have to get married to Anita. In fact, they left Anita at my room and advised me to start treating her as my wife," he says.
The 21-year-old had just started a new lease of life as a barber after dropping out of school. Within the first month, Okol realised he could not save a penny because all he earned was used to take care of his 'wife.'
This stunted his financial growth, affecting their relationship.
"By the third month, I realised I could not sustain the two of us and some days, we could go without food yet I had to find a way to take care of Anita," he recalls.
When he later approached the girl's family to ask them to take back their daughter, his pleas were rejected.
"I reached a point when I realised that I am a victim of a forced marriage. Luckily, my uncle took care of Anita and she lives with him as I try to refocus my career as a barber," he says.
Okol's plight was just one of hundreds of testimonies during the 16 days of activism against gender-based violence that concluded on December 10 in West Nile.
Themed 'Orange the World: Fund, Respond, Prevent, Collect!,' the 16 days of activism campaign was conducted by Reach A Hand Uganda (RAHU) under its Women, Adolescents, Youth (WAY) progamme.
It was implemented with support from United Nations Population Fund (UNFPA). The campaign traversed several towns and villages in West Nile and Acholi sub-region, raising awareness and increasing attention to the response against gender-based violence in communities.
In another chilling testimony, Stella Adong says that a few months ago, she was resting at her home when her nephew came back running.
"He reported to me that he had seen a man raping a girl in the neighbouring house. Upon reaching there, I found the man in action," she says.
"We raised an alarm and the man was arrested. What shocked us most was that this man was an uncle to the victim, who had been left in his care by the parents."
What perturbed Adong is that some members in the local community did not want the incident to be publicised. Waiswa Owa Batambuze, the RAHU communications and advocacy manager, advised the communities to be open about all forms of gender-based violence without fear.
"The year 2020 has come with untold regression in the civil liberties of all people, increased risk of abuse for women and girls due to reduced mobility, increased incidence of abuse including especially physical and sexual abuse," he said.
"This has mainly resulted from the lockdown put in place as an attempt to address the spread of Covid-19. The lockdown has only worked to increase the already bad indices of gender disparities, especially against women and girls."
According to a recent police report, 4,442 cases of defilement were reported countrywide between January and April 2020. This came after just one month of lockdown.
The report noted that while intimate partner violence continues to rise during crisis periods as correctly observed by previous studies, recent findings show that there is an increase of vulnerability and risk factors of violence for women and girls during the Covid-19 pandemic.
INTERVENTION
It is on this background that RAHU commemorated the 16 days of activism on ending gender-based violence using community-integrated outreaches in the 10 implementation districts of Kitgum, Lamwo, Amuru, Agago, Adjumani, Moyo, Obongi, Yumbe, Arua and Madi Okollo.
The outreaches integrated information on sexual reproductive health and sexual gender-based violence to provide clear information on prevention and redress for the vices as well as HIV/Aids prevention and care.
The outreaches also supported the prevention of stigma and discrimination, as well as referrals for access to family planning methods and other services, as well as continuity of care for young people living with HIV/Aids. While in Adjumani, Godfrey Manga, the district health officer, said gender-based violence is a big issue in the district.
"In just six months the Covid-19 pandemic, Adjumani recorded 186 related to denial to provide resources to partners," he said. "Physical violence contributed 167 cases while physiological abuse that had 119 cases. It is worrying that defilement also had 56 cases."
At the final outreach in Madi Okollo, Walter Okile, a social worker, noted that he will rally communities to fight gender-based violence and sexual harassment.
"I'm happy to have attended this outreach because I didn't know that whispering or ogling at women is a form of harassment," he noted.
"It is a common occurrence here and I hope all the men have learnt something and will not do it again."
According to Batambuze, the 10 out-reaches reached about 20,000 young people and he believes RAHU succeed-ed to empower communities to better respond to emerging sexual reproductive health and gender-based challenges as a result of Covid-19.
Other activities included drama skits, radio talk shows on gender-based violence and the initiation of the SautiPlus platform using Unstructured Supplementary Service Data (USSD).
The USSD features allow every phone user to access crucial SRHR/HIV/SGBV information. This eases access to information to young people staying in remote areas.

Lukwago petitions court over EC suspension of campaigns
Kampala city lord mayor Erias Lukwago has petitioned the High court seeking an interim order blocking the directive by the Electoral Commission to suspend physical campaigns in 12 districts considered high-risk for coronavirus.
On Saturday, the EC suspended campaign meetings in Kampala and 11 other districts and cities in the country due to the surging Covid-19 infections and alleged persistent violation of standard operating procedures (SOPs) by some political candidates.
The other districts are Mbarara, Kabarole, Luwero, Kasese, Masaka, Wakiso, Kabarole, Jinja, Kalungu, Kazo and Tororo.
Lukwago argues that the directive by EC chairperson justice Simon Byabakama is illegal, irrational and violates his right to a fair hearing as he was not consulted before its issuance yet he is among those affected by the decision. Lukwago is seeking re-election on the opposition Forum for Democratic Change (FDC) party ticket.
He also notes that he has been compliant to the Covid-19 guidelines but was shocked when a decision was taken without consulting him, which he says is not fair in a free and democratic society.
According to Lukwago, the directive has caused untold inconveniences such as losses and costs since he had planned to resume his campaigns in Makindye after Christmas break and that he had already booked the campaign venues.
Lukwago now wants the court to quash the decision in issue and declare it as illegal and irrational.
The petition will be heard by deputy head of Civil Division justice Musa Ssekaana on December 31, 2020, after obtaining a certificate of urgency.

Caught off guard: Defectors fail to prove opposition membership
Several purported opposition defectors to the ruling National Resistance Movement (NRM) party in Amuru district were caught off guard when they were tasked to surrender the membership cards of their former parties.
Most of the youthful defectors claimed that they were former members of the opposition Forum for Democratic Change (FDC) and National Unity Platform (NUP) political parties. They announced their purported defection at two separate events held at Pabbo and Elegu town councils respectively officiated by Bosco Odoch Olak, the head of NRM campaign team for northern Uganda on Saturday.
All was well until Olaka tasked the purported defectors to hand over the membership cards from their former political parties and attires to prove that they had indeed defected. However, none of the purported defectors had a membership card of the opposition parties they were claiming to be leaving.
Some of the new converts who were drawn from Attiak, Pabbo and Elegu town councils as well as Opara sub-county instead handed over headbands and branded opposition caps. Some of the defectors claimed that they had disposed of membership cards with the party leaders before the event, saying they had no reason to keep them.
Paska Amony, the Pabbo town council NRM vice chairperson had earlier told Olak that he wooed the youth into defecting to the NRM and that they would present credentials from their previous parties.
Olaka, who looked unconvinced was left without option but to welcome the purported defectors and asked them to rally support for President Yoweri Museveni and NRM candidates in the district. He promised the defectors jobs and skills training if they mobilize votes for Museveni to win the 2021 polls.
